29 news at 6:00. >> frigid temperatures did not stop a philadelphia new year's day tradition. the mummers strutting their stuff through city streets. happy new year. thank you for joining us at 6:00. i'm lucy noland. >> i'm iain page. boy those bitter cold temperatures making it gist down right uncomfortable out there. but people aren't letting anything get in the wave this philadelphia tradition. we've got live team coverage for you tonight. meteorologist kathy orr is tracking that frigid cold mummers and spectator has to put up. let's start tonight with jeff cole who joins us live at the end of the parade route. jeff? >> reporter: iain, we are in the midst of a very active clean up actually by the streets department. street sweepers are working washington and south broad here. parade is over it does appear some of the bands didn't make it all the way down here. i think maybe the cold may have claimed them. but either way, in the midst of this parade earlier in the day, the mummers were certainly in full strut. ♪ >> fears of frozen flutes and ceased up sacks so phones victims of winter chill were long forgotten mid morning on south broad. it was a new year and the mummers must strut. >> that's all we're about. good times, family that's all we're about. can't have a good time, can't have a good time, you can't party. >> reporter: but the party was on. philly long running rolling party known as the mummers parade a welcoming of the new year with costumes and dance with music and satire, with plenty to drink. >> it's very cold much it's very cold. >> but we're happy. severing okay. it's not that windy. so it's going well. >> happy new year! >> reporter: for many it's a trek of pure joy along philly's closed streets. for 81-year-old jerry fox, there was sadness, too. >> my son passed away in september. so i'm parading today in his honor. >> reporter: parade goers reveled in the pageantry in the in your face mocking of city you paws many kenney and his soda tax. >> our guys like to drink a lot of soda walking down the street and a little expensive these days. >> reporter: fallen elected officials. >> i didn't have enough room on my sign for guys like john purchase sell, rick mariano. >> why is the mayor at the top. >> giving him a warning. you got guys to get in line witness frogs. join the frogs. and be a jailhouse frog. >> reporter: it was day for heavy coats and wool hats an day to bare it all for 2018. >> one time of year to go out haven't fun. cold, rain, snow, we do it. two street stoppers we fire up and bring the crowd. >> reporter: well there was really a pretty good crowd considering how cold it was. by the way south broad is just a mass of street sweepers right now. there was concern that the beloved string bands wouldn't be able to really function here because the banjos players couldn't play the strings but i spoke to banjos player. he said, hey, once his finger got used to all of this he was strumming away. live on tracking yeah the bitter cold. live look down the shore. definitely not a day to hit boardwalk in ocean city. and it doesn't matter where you go across our area, the cold has firmly taken hold. meteorologist kathy orr now kathy you and i both saw that mummer with his shirt off bearing all. >> bare all. >> i mean, in this weather, isn't there like a massive risk of frost bite? >> well you know typically you'd have to be out longer for to happen but wind chills between ten and 20 below absolutely. today we were in the single numbers but lucy, yeah, i mean, you can be out like that. so hopefully did he cover up after that very daring display. outside we're looking at temperatures that are pretty cold. the highs today only in the lower 20s in wilmington ac and philadelphia. i should say philadelphia only at 19. trenton, reading and allentown struggling in the teens today. and right now we're seeing those temperatures fall. 13 in allentown. 15 in pottstown. four in the poconos. but that wind making it feel colder. it will be an issue again tonight. seven below right now in the poconos it feels like seven in philadelphia it feels like ten in millville. it feels like four in atlantic city. wind chills will be going down tonight in to the single numbers and below zero so very cold at the bus stop tomorrow morning. the temperature tomorrow will be 12 but it will feel like five below in philadelphia. and the poconos overnight three. then all eyes on this. a developing nor'easter could be impacting our region on thursday. so coming up we'll talk about the bone-chilling google play stores. happening right now, people in the philadelphia neighborhood dealing with utility disruptions while they're battling the blow freezing temperatures. a water main break and power outages have many fighting just to keep warm tonight. our joyce evans joins us live in northeast philadelphia at one of the hardest hit areas. joyce? >> reporter: iain, it is brutal. but everybody s has got water again. except those homes that were badly damaged by the water main break. they do have water. but they still don't have gas and electricity. they woke up to this on new year's eve morning. >> a lot of work to be done. >> reporter: the construction we disco in eddie flores' basement may take months to repair. >> they're trying to put a boiler and hot water heater. >> reporter: all he can do was sit by a small tire in temperatures not much warm they are than outside while crews worked all day trying to make his home liveable again after water main break on new year's eve and cell phone video captured the river of water and mud gushing into his home of 25 years on the 900 block of strahle street. >> unbelievable. there's no other words. i mean. >> reporter: burst the rye through windows and doors. >> it was like niagara falls out of two windows much everything was floating. i had four and a half feet of water downstairs. >> reporter: not how he planned to start his new year. >> we had -- we had planned a party up here want not. we had to call the people and let them know not to call because we couldn't do anything in there. >> reporter: philadelphia water department officials say the city will likely foot most to not all of the bill saying their inspection of a leak the day before the break did not warrant the shot shut off of hundreds of homes. while they scrambled toast's dress a number of water emergencies in these frigid temperatures. eddie flores says he is suffered through another water main break just two years ago. >> i just hit me again. >> you've had enough. >> i had enough. >> reporter: yeah, i'll bet he has. eddie flores is teague with relatives until they can get the heat back on in there. the water, well, they did a few rings to try to keep the water from freezing and toilets in and in the pipeline. but the city is saying that these homeowners still need to contact their insurance companies while they work out all the repairs. just miserable, iain and lucy. >> i can't imagine, joyce. thank you. philadelphia firefighters are investigating fumes detected in four homes this morning. the fire department and pgw were on the scene after neighbors were smelling gas and had higher natural gas reading in their homes around 6:00 this morning on the 1700 block of south 21st street in point breeze. crews have since cleared that area. thankfully no one was hurt. 16-year-old new jersey boy is under arrest accused of shooting and killing four people inside his family home on long branch, monmouth county. investigators say the victims include that teen's mother, father, his sister and a family friend who lived with them. they say the teen shot and killed them all just before midnight on new year's eve. the teen's grandfather and brother escaped unharm. prosecutors say some kind of domestic incident is behind the murders. >> the investigation continues. we have no reason to believe that the public here in long branch or anywhere is at risk of any danger. so we're still on going with this. it's a terribly tragic incident. >> prosecutors have yet to say exactly why the boy killed his family and family friend. >> you know the big chill is on. kathy is talking about a chance of snow. so when can we see temperatures rise. your forecast coming up. kristen. >> i'm hoping that answer is very soon. the eagles have couple of new year's resolutions for 2018. the first one being upping the intensity at practice so they're not one and done in the playof playoffs. hear from the team on how they're going to do including ten americans have died in small plane crash in costa rica at least three of them have connections to our area. >> five of those killed were from the same family. fox's laura ingle reports. >> reporter: details make this tragic story even more heartbreaking. as we learn this was a mother and father and their three sons who loved to travel the world together. according to published reports bruce and irene steinberg told friends they were looking forward to taking their sons william, zachary and matthew on an adventure through costa rica's lush landscape and beautiful beaches. the family from new york was also known for being very involved in philanthropy and the local jewish community. the steinbergs were on the last stop of their trip yesterday and were headed to costa rica's capitol when the small plane they were on crashed into a wooded area near a popular tourist beach just after take off. there were reports of strong winds in the morning that forced a change in the itinerary but the flight continued on its flight plan to san jose. the director of costa rica civil aviation agency has told reporters that the plane had pass add safety inspection about a month ago. adding that the cessna 208b grand caravan aircraft was operated by a local company nature air which builds itself online as the largest private airline in costa rica with 20 years experience. >> translator: the plane from the accident had recently been authorized about a month ago. so it was win the certification to operate as an airliner. for a plane in this case the plane to be duly registered it goes through an inspection for air worthiness and functional will the that permits operations such as those it was carrying out up until today. >> reporter: this is the second fatal nature air incident over the last few months. in september of 2017, an american and another passenger died on a nature air flight. the plane crashed minutes after taking off very similar to this crash. in new york, laura ingle, fox news. back to your fox 29 weather here's live look at old city on this very cold new year's day. it's certainly a nice night to stay in and watch fox 29. because it's just going get colder out there. how cold, kathy will tell in you just 15 seconds. >> it's a good night to stay inside. that's right. iain we're talking about cold brutally cold conditions right into tomorrow morning. those low temperatures will be in the teens single numbers and wind chills below zero again. temperatures 18 right now. today the third coldest new year's day of all time in philadelphia. the wind chill is just seven. winds out of the west at 9 miles an hour. the temperatures mainly in the teens but falling fast in millville it's only 4:00 in the poconos it feels like it's below zero. felt like 20 below this morning but right now the poconos it feels like seven below. seven in wilmington, philadelphia it feels like one in lancaster. and in dover it feels like 7 degrees. the cold going to continue more arctic cold tonight. but we want to you peek outside. maybe even gaze through the window because tonight will be the biggest super moon of 2018. another will come around at the end of the month. also a blue moon on january 31 which is the second full moon in one month. but tonight, the moon is going to be closest to the earth it will be all year. 14% bigger. 30% brighter we have a lunar eclipse coming during the epidemic of the month but most of us won't be able to see that on of the eat coast. temperatures are going to get colder as we move toward the north and west. that's where this cold air will be coming from. our cat three international falls one below. minneapolis one below. and just rhee ridiculous in southeastern canada. even northern canada. 29 below. 24 below. 19 below. it's just more of the same. so we have this reinforcing shot of arctic air that moves in during the week. you see all that purple, that's that brutal cold and then thursday we expect some snow. that cold continues through saturday. maybe by sunday we will see some of that cold begin to retreat to the north. so overnight tonight, temperatures ranging from thee in the poconos to 12 in philadelphia to 14 in wildwood. but wind chills going below zero tomorrow morning in philadelphia about four, five below in the morning. so please bundle the kids up. it will be a shock to the system as we head back to work and school. 21 will be the high. but it will feel like it's in the teens. winds out of the west at about ten to 15 miles an hour during the day tomorrow. tomorrow is tuesday already. then we have wednesday. all day tuesday and wednesday we'll be talking about a developing area of low pressure. a nor'easter that could be coming close enough to bring us not only accumulating but maybe significant snow on thursday. thursday is the day. so please be aware of that. if you have any travel concerns we're talking about the mid atlantic, going up through the major cities, the east coast cities and into new england with this storm. so overnight tonight, temperatures will be in the teens and the single numbers. the high tomorrow 21. 31 wednesday. the storm day looks like it will be thursday. still have to keep an eye on the track and then bitterly cold through the weekend. that's a look at your seven day forecast. 1987 runs from piccadilly to parliament square. looks like a great time was had by all. in minnesota i don't know about these people. i guess they're brave. maybe not so smart. maybe albeit of both.
