>> it would kill it. >> reporter: bass says she's fighting for her constituents. kim says, he's being targeted. >> this bill targets korean americans. >> absolutely not. >> targets korean americans. >> absolutely not. >> we own these shops and our lives will be put in danger by this. >> absolutely not. absolutely not. i can tell you i find that offensive. >> reporter: bass believes she has the votes to bass the bill and advocate for korean american business owners says he'll raise 100 grand to fight it. live at city hall, i'm jeff cole, fox 29 news. >> this isn't the end of that story. jeff cole, thank you. the father of the three-year-old who shot herself yesterday now faces charges. prosecutors have charged terrence williams and barbara magill the child's grandmother. both face charges of endangering the welfare of a child and recklessly endangering another person. magill also face as tampering with evidence charge after police say she hid the gun from para medics. investigators say the three your old pick up her father's gun and shot herself in the leg at her home on the 1300 block of will ton street. she is in the hospital and she is stable. we have a good news bad news thing going on in philadelphia on-going battle against growing heroin epidemic. the good news is, that horrific drug encampment set up for years along railroad tracks in kensington is cleaned up and empty. the bad news is, hundreds of heroin addicts have simply taken up residents in surrounding neighborhoods and they're making live miserable for residents and business owners they say. now our bruce gordon is live in kensington with more. bruce? >> reporter: lucy, behind me right here was the staging area back in the summer for that big conrail cleanup. the goal of which was to remove drug addicts and get them the help they so badly need. what's that about the law of unintended consequence? kensington avenue just north of lehigh a large and growing end camp of heroin addicts turned this already down on its luck neighborhood into a war zone. 39-year-old nicole stevens walks through the battlefield every day on her way to the local methadone clinic. >> i still have a lot of work to do on myself. >> reporter: addicted to painkillers after wreck wreck at age 19 she's trying to get and stay clean. >> it's heartbreaking. it's sad. it's not the -- i don't want to be cruel but not the best of smells when you walk through there. >> reporter: several months ago the city of philadelphia teamed up with conrail to clean up the nearby railroad tracks and evict addicts who had made this ground zero for the city's heroin epidemic. the city promised help for the newly rousted addicts. >> fear at the time was they're going to clean up the tracks and the folks who were there are just going to scatter to somewhere else. >> yup, that's exactly what happened. >> reporter: business owners just up the street from the kensington end camp saying the conrail cleanup has been a disaster for their neighborhood. 84-year-old richard cannon has for some 60 years own the bicycle repair shop that sits just up the street from the kensington end camp the place is plastered with security cameras the vein hope of beating back the rising drug use and crime. prostitution and vandalism. now, he's calling it quits. >> you're moving? >> i want to get out of here, yeah. i'm trying to sell the property. these two properties here. >> reporter: you've had enough? >> yeah. i had enough. >> reporter: nicole stevens tells me she is two months clean and working hard to stay that way. but says the kensington end cam system a harsh reminder failure could be fatal. >> it's inevitable you're either going to die or end up in jail f you're lucky you end up in jail. walking past there every day and seeing people out in the street that's a reality check that makes me want to stay clean. >> reporter: spokesman for the city of philadelphia tells me since the conrail cleanup well over 2,000 drug users have taken advantage of city offers of help for drug rehab and medical care. spokesman says that out there at lehigh and emerald that's a few blocks away there's been on-going effort for out reach and cleanup but they were not able to give us any information at all about efforts to fix the problem at lehigh and kensingt kensington. lucy it is a mess out there. >> it surely. nothing -- there's a lot of work that has to happen in the city of philadelphia when it comes to this one. i know the city is trying but a loft work ahead. thank up, bruce. >> so philadelphia police are hoping you can help them find a man who robbed a dollar store in lawn crest on thanksgiving day. they released surveillance footage showing the guy walking into the dollar general store on rising sun avenue right around 4:00 p.m. he demanded money from the cash register while acting like he had a gun after he got the cash he ran off. if you know anything about this, police would very much like to talk to you. skyfox over the scene of a stabbing on jasper street. authorities say someone stabbed a 16-year-old boy twice in his wrist and also in the back of his head. paramedics have transported him to saint christopher's hospital all we know is that he's stable. so far no arrests. your fox 29 weather authority. live look at wilmington always a gorgeous shot. you know what, you really couldn't ask for a better monday since it is late november. and we could actually see a middle of the week warmup. meteorologist kathy orr joining us my a first check of your forecast. kathy, it's just been fantastic. >> unbelievable. yeah. we had 70s earlier in the month. but who remembers that?
