expect to call for bipartisan action to reform the criminal justice system. in particular for those convicted of non-violence crimes. he has already used executive power to commute sentences of dozens of drug offenders but in his speech he will announce efforts to go beyond the the limits of those powers. wants lawmakers from both side of the aisle to sign on to reduce too harsh sentences disparity in the way justice ace replied and lessen the the cost for taxpayers for housing prisoners. >> right now with our crime rate and incarceration rate both failing we are a moment where good people in both parties, republicans and democrats, and folks all across the the country are coming together around ideas to make the system work smarter and better. i'm determined to do my part where every can. that is one of the reasons why i'm commuting the the sentences of 46 prisoners convicted many years or in some cases, decades ago. these men and women were not hardened criminals but overwhelming majority has been sent to at least 20 years, 14 of them had been sentenced to life for non-violent drug offences. their punishment did in the fit the crime. they have been sentenced under today's law in the colorado movie shooting trial. suspect james holmes admitted to the shooting but pleaded not guilty by reason of insanity. he could face the death penalty if convicted of killing 12 people, injuring 70 others in the man massacre that happened three years ago. family of the man who died after being placed in a choke hold by new york city police officer has reached a settlement with the city. city will pay eric garner's family 5.9 million-dollar in a lawsuit filed by garner's family. they had asked for 75 million. garner was stopped by police in july of 2014 for selling loose cigarettes on the street. video showed garner being taken to the ground with what appears to be a choke held which is banned by the police force. garner lost consciousness and died. his death prompted protests throughout the nation against police brutality. president obama has cut prison sentences for dozens of non-violent drug owe fenders. the president says their punishment did not fit the crime. >> i believe that at its heart america as a nation it is a nation of second chances and i believe that these folks deserve their second chance. >> the president cut prison sentences for 46 non-violent drug offenders, 14 of the offenders had previously been sentenced to life and vast majority were serving sentences of 20 years. mandatory minimum prison sentences were enacted by congress during the reagan administering in the 1980's and they have helped grow the prison population but the critics say this president's decision, president obama's decision was all about publicity. autopsy report in the way justice ace replied and lessen the the cost for taxpayers for housing prisoners. >> right now with our crime rate and incarceration rate both failing we are a moment where good people in both parties, republicans and democrats, and folks all across the the country are coming together around ideas to make the system work smarter and better. i'm determined to do my part where every can. in the colorado movie shooting trial. suspect james holmes admitted to the shooting but pleaded not guilty by reason of insanity. he could face the death penalty if convicted of killing 12 people, injuring 70 others in the man massacre that happened three years ago. family of the man who died after being placed in a choke hold by new york city police officer has reached a settlement with the city. city will pay eric garner's family 5.9 million-dollar in a lawsuit filed by garner's family. they had asked for 75 million. garner was stopped by police in july of 2014 for selling loose cigarettes on the street. video showed garner being taken to the ground with what appears to be a choke held which is banned by the police force. garner lost consciousness and died. his death prompted protests throughout the nation against police brutality. president obama has cut prison sentences for dozens of non-violent drug owe fenders. the president says their punishment did not fit the crime.
