Grandmom calling out for grandma there. Police officials launching an internal investigation into just what those officers did and what the suspect did. Fox 29s Dave Schratwieser is at Police Headquarters in philadelphia. Dave, you just spoke with commissioner ramsay. Reporter i just spoke to commissioner ramsay, lucy a couple of minutes ago. He confirms that internal Affairs Investigation. He pointed out that the suspect in this case has had prior contact with with police. Drug arrests and he says at this point he has no intention of pulling those Police Officers off the street pending the out come of the investigation. He down. Look how many times they beating him. Brutal. Honestly it was brutal. Reporter he watched from his second floor window back in april as police tried to arrest 22yearold tyree carol during a stop on locust avenue a few feet from his home. He asked us not to use his name because he fears retaliation. Four cops out of one car they start beating on him. Reporter the witness spoke with fox 29 after the video was released overnight sparking a Police InternalAffairs Investigation after almost two dozen officers responded to the scene to assist in the arrest that night. Making an arrest of an individual who doesnt wanting to is not a pretty sight and people need to understand that. Every time an officer uses force, it doesnt mean that its not warranted somehow. It was wrong what the cops did to my grandson. He wasnt doing anything. And they beat him. Reporter video appears to show punches and baton strikes being delivered as carol struggles with officers. Two officers were allegedly bit by carol as they repeated tried to get his hands behind his back so they can cuff him. It dont make sense. Dont make sense. Reporter his grandmother nancy carol lives across the street from where the arrest took place. Grandma carol was screaming her name on the video. Grandma they beat him terrible. And he down on the ground hollering calling me. Reporter carol was charged with laundry list of offenses including resisting arrest. Resisting arrest . I dont see that happening. That wasnt resisting at all. He didnt resist no arrest. They lied. Reporter while the gnar laying on the tape appears to indicate that carol was tased during the incident, police say he was not. And the witness backs that up. No. I didnt see a taser. The officers are still on the street. I have no intention of taking them off at this point in time unless something surface that is would cause me to do that. Reporter now police say carol was in possession of 5. 3 grams of crack cocaine. He does have prior drug arrests. Commissioner ramsay says all of the proper use of force reports were filed by the officers that night. Seven murders in two states pennsylvania and new jersey and police now believe one man, one man is behind it all. Prosecutors charged 22yearold todd west and two others with murdering a couple in allentown. Another man in easton over the weekend but they also say west gunned down three others in elizabeth, new jersey, last month. Police say west also murdered his cousin in may. They say the same handgun was used in each of the seven shootings. Cleanup continues at a scorched upper darby business as investigators work to figure out what caused that fire. As of now fire Officials Say they do not believe that the fire at this pay less shoe store was intentionally set but that didnt stop Upper Darby Police from taking a person into custody. Authorities placing 54yearold james morris at the scene of monday nights devastating fire. Police say morris and several others were living in the building unnoticed. Morris in particular accused of scrapping metal shelves. Theres only one person that were looking looking at for anything and hes in custody. He was inside when the fire started. Allegedly this scrap per said to him, hey, the building is on fire. He said ah, dont worry about it and he walk away. Morris is not being accused of setting the fire but police are charging him with criminal trespassing and theft. Philadelphia mural featuring comedian kill bill cosby is about to come down. Lawmakers opening up discussions on whether the confederate banner will remain here. Its been flying somewhere on the state house property for more than five decades. We have a right whatever banner they want to put up at their house. At this state house on these state house grounds it is different. Reporter nationwide calls for the banner to go growing stronger after last months killing of nine people at a charleston church. Pastor and state senator Clem Pinckney among those murdered. President obama and South Carolina governor nicky haley among those saying its time for the flag to come down. One lawmaker says thats not why his colleagues should approve the legislation. I am asking you to pass this bill as it stands today not with the amendment for a very simple reason and its because its the right thing to do. Several people were apparently upset over an ad asking parents to look out for their children in traffic saying that its victim blaming targeting children and it should be more focused on the drivers. An advocate of childrens safety told me people are allowed to be upset but in this case, controversial or not the ads are just true. I think its interesting that it pick up in social media so quickly and with a negative type of connotation because like i said its just a fact. Reporter her Organization Kids and cars. Org uses pretty powerful imagery to hammer home their messages as well. She said its because most people just dont understand how big a risk that traffic is to children. Even the backlash is good. Allentown youre arrival time of the storms right around 7 07. Moving toward philadelphia 7 55 and trenton close to 8 30. So this is the line that were watching as it continues to move in our direct. Likely causing some wind damage and also some gusty downpours. As we take look whats happening right now, you can see were watching that line of severe thunderstorms right now moveing through Lancaster County. A Severe Thunderstorm Warning is in effect for this line as it continues to push on off to the east. You can see that expires for Lancaster County at 7 00 oclock. And it will continue to move into berks county as well as chester county. So eventually moving toward places like honey brook and coatesville over the next hour or so. Toward sections of the pocono mountains watching some heavy rainfall Severe Thunderstorm Warning here until 7 15 and all of this continues to move toward the poconos and also the lehigh valley. Were quiet in jersey down the shore as well as delaware but over the next couple of hours well be watching that line a pretty nasty squall line and also well be watching for a bow he can though will be indicative of some wind damage potential. So by 8 00 oclock, right over the heart of the area and then it continues to kind of move into south jersey and southern delaware by nine, 10 00 oclock tonight down the shore and then it moves out of here giving us Better Weather as we move toward friday and kick off the upcoming weekend. So the main timing north and west right now moving toward the philadelphia area between 7 00 and 9 00 and then down the shore between 9 00 and 11 00. Of course, continuing to follow the temperatures as well its been kind of warm and muggy out there. Degrees right now. Look at that humidity at if he 63 . Making it feel like 88 degrees at this hour. So as we look at those temperatures across the area, we have 81 in wildwood. 82 millville. 85 right now in wilmington. But look at the dew points. A lot of juice in the atmosphere atmosphere. Its at 77 in dover. At 74 in wilmington. So that helps to kind of fuel some of the showers and storms that will head in our direction later on tonight.
