orange. we're talking damaging winds in excess of 60, 70 miles per hour we could see some power outages and more straight line wind damage. there kohl's be isolated tornado tornado, small hail a threat, some downpours and also vivid lightning as we watch those cells kind of move toward our area over the next several hours hours. so you can see we're pretty quiet, dry right now across parts of the area. however, as we watch how things play out, you can see by five, 6:00 o'clock the activity starts to move toward the pocono mountains, lehigh valley and then it continues to move into sections of chester county, montgomery, bucks county by 7:00 8:00 o'clock. watching some of those cells as well as watching the potential for a bowing company indicative of some straight line wind damage potentially boone 9:00, 10:00 o'clock you can see it finally moves into parts of south jersey as well as central and southern delaware before it moves on out of here. so the bottom line the timing of the system starting to see activity move into the lehigh valley. this hour until about 7:00 o'clock then moving toward philadelphia from 7:00 to 9:00 and down the shore once again gusty winds damaging winds lightning, hail as well as downpours so right now might be a good time to secure some of that outdoor furniture or loose objects around your home, trash cans. we'll come back with another look turned violent violent. a witness shot that video three months ago but it's only now surveillance fashion. >> and now police officials are looking into why those officers acted with such force. fox 29's dave stratt wise sr. live tonight outside police headquarters with more. dave? >> reporter: iain, police have not spoken on camera yet about this incident but they did just release a statement indicating that internal affairs is now investigateing this and trying to identify all of the officers involved in this arrest. they also point out this arrest started when a suspect was stopped for a narcotics violation on a bike. four cops out of one car. start beating on him. >> reporter: the video is graphic as police try to arrest 22-year-old tyreke carol during a stop on locust avenue back in april. this man who asked us not to use his name saw the arrest from his upstairs window. >> one guy punched him in his mouth while he was on the ground. sick other guys on him. >> witness spoke with fox 29 after the video was released overnight. sparking a police internal affairs investigation after almost two dozen officers arrived on the scene to assist in the arrest. >> that was brutal. honestly it was brutal. >> it was wrong what the cops did to my grandson. he wasn't doing anything. and they beat him. >> nancy carol is tyree's grandmother. arrest took place right outside her home. tyree can be heard screaming from her help on the video. >> they beat him terrible. and he died on the -- down on the ground hollering and calling. >> the video appears to show punch and ba lon strikes being delivered as core roll struggles with officer. carol allegedly bit two officers as they tried repeated toll get his hands behind his back so they can cuff him. >> i'd like to seat cops lose their jobs. >> reporter: carol was champed with aggravated assault simple assault. reckless endanger many, drug offenses and resisting arrest. >> did it appear he was resisting at all. >> no, did it not. >> he didn't resist no arrest. they lied. >> while the narration on tape appears to indicate carol was tased during the incident, police say he was not. and the witness backs that up. >> no. i didn't see a taser. >> he is another black kid been beat by the philadelphia police. and how many more of them went through that and how many more going to through that? >> reporter: now police say carol was in possession of more than 5 grams of crack cocaine. the two officers who were bit were taken to the hospital with bleeding bite wounds and then released. carol went there after he struck his own head on a divider in the police car. all of the proper use of force reports were filled out here according to police. fop president john mcnesby told me today he saw the video end says it looks like it was a good arrest. we'll have an update on the investigation coming up at 6:00 6:00. iain good dave, thank you. police say a man behind the shooting deaths of three people in lehigh county also responsible for killing four others in north jersey. 22-year-old todd west and two others have been charged with murdering a couple in allentown and another man in easton over the weekend. but prosecutors also say west gunned down three others in elizabeth last month. cops say west also murdered his own cousin back in may. the same handgun was used in each of the seven shootings. underground fire in philadelphia's old city causing major headaches for residents and businesses. police and fire officials on the scene at walnut and south second street before 11:00 this morning morning. you can see some of that thick smoke just kind of seeping out of several manhole covers. peco says the fire also caused power outages for hundreds of customers and many in the area say they're still having problems. >> we've had to take our clients to the pizza shop down the street to blow dry their hair. we came back because we thought it was back on. then we had to move them again. we that had to cancel the rest of our appointments for the day. it affected our business quite a lot and big inconvenience. >> investigators say a transformer explosion started the fire. they're looking into exactly what was damaged. happening right now 11-year-old boy from southwest philadelphia is recovering after getting set on fire. police now champed the teen they say is responsible for tack. police say 17-year-old figure gel through hand sanitizer on the 11-year-old took a lighter then set him on fire. it happened around 5:30 last night near 60th and hazel avenue. the boy is at mercy hospital where doctors are treating his second degree burns. the other boy faces aggravated assault and arson charge. >> investigators are trying to figure out what caused an early morning fire in cobbs creek. it happened inside a home right near south 54th street and walnut. crews got there around 3:30 to find heavy fire on the second floor but got things under control in about half hour. one person had to be taken to the hospital. going to take while to clean up the rubble from big fire in upper darby. three days later and crews are still at it. fox 29's dawn timmy is at what's left of that pay less shoe store store. dawn, are investigators any closer to figuring out what started this thing? >> reporter: well, they are trying, lucy. fire crews still on the scene here on 69th street combing through the debris. combing through what's left of that pay less shoe store. the fire chief just walking by. he's been here the last three days. but the investigation taking a major step forward today as crews are able to get inside and dig around and police announced an arrest. >> there's only one person that we're looking out for anything and niece custody. >> reporter: today upper darby officials announcing the arrest of this man 54-year-old james morris. they say morse was on the second floor of this pay less building on 69th street when it went up in flames on monday night. >> morris at this point in time is chargeed with criminal trespass and theft. >> reporter: police say morris and several other homeless people were living in the rear of the second floor undetected for some time. investigators say morris was scrapping metal shelfing, stealing it and giving it to this man with the cart in exchange for booze. they are not identifying him because they say he is a key witness against james morris. >> he was inside when the fire started. allegedly this scrap per said to him, hey the building is on fire. don't worry bit and he walked away. >> reporter: fire investigators don't believe the four alarm fire was deliberately set but say they have uncovered evidence that something was not right in the area where the fire began. >> there are some sign that is possibly there was electric up there and we're trying to determine whether it was there or it was tied in at one point and not tied in properly. >> reporter: this area of 69th street is part of a major upper darby revitalization revitalization project with a new movie set to open july between. >> from an impact standpoint with the movie grill opening up gap down the street, it's going to be a minor set back. it could have been a major set back. >> reporter: now the modell's and kicks usa and the gnc are all still closed. they were on either side of the pay less. they took in some water and smoke damage. all are hoping to reopen as soon as possible. the mayor here says the goal is to keep this progress moving forward adding though upper darby is very fortunate lucy that there was no loss of life here. back to you. >> so true, dawn. thank you. breaking right now hackers stolen social security numbers from more than 21 million people and that is straight from the white house tonight. the office of personnel management says the hackers got the numbers of more than 19 million people who had applied for federal jobs and getting background checks. nearly 2 million family of those applicants are also impacted. no official word as of yet whose behind the hack. >> after weeks of debate the couldn't federal flats owl side the south carolina state house is coming down. governor nicky haley signing the ball into law this afternoon the flag will be removed during a ceremony tomorrow morning calls for the flag to be removed from state grounds intensified last hit two businesses over the weekend. surveillance video shows this guy breaking into the bainbridge street barrel house restaurant overnight friday. he gets inside but the alarm scares him off before he could take anything so the next night he breaks into the partisan bakery on mifflin street in wharton he couldn't get the wash register open so he took the whole they know with him. there's time and place for everything. at least that's what they say. but the roof of the federal courthouse in harrisburg is definitely not the place to, um, to get it on. a spokesperson for the us attorney says a certain set of photos caught the officer's eye yesterday. picture show a couple having sex on top of the the ronald reagan federal courthouse. the investigation is on to fine the couple who could be in trouble. new signs being put up by the children's hospital of philadelphia got everybody talking. it's meant to encourage parents to talk to their kids about safety but some missing the point? fox 29 weekend's bill anderson in the newsroom. the answer getting a lot of attention, bill. >> reporter: they really are. as for designed to protect children from car accidents you wouldn't expect much opposition but some on social media are upset. they feel the potential victims of the accidents are being blamed while the drivers are getting a pass. >> social media has unique ability to give voice to views that might otherwise be overlook overlook. a poster may have sparked some of those views. simple sign designed to encourage parents to talk to their children about traffic safety sparked several retweets and comments from people who thought that the signs and the ads were victim blaming and targeting the wrong people. i spoke to an advocate for children's car and traffic safety who uses messages that are much more shocking and she told me that critics of this campaign are just missing the point. >> we get into our vehicles every day. >> people can, you know, get all up in arms or interpret this any way they want but if you're sitting in my shoes, you know this is nothing more than a fact fact. >> she also told me that the social media backlash although surprising is probably a good thing. >> the people are seeing it and talking about it and um, even the backlash is good because then hopefully they can educate themselves and they can understand that, you know pedestrian death is huge and it's going up. >> behind the vehicles are 62 children and not a single one could be seen. >> they have to intention of removing the ads. they're more widespread than just the poster that spark the backlash. there are several other locations including on the sides of buses and possibly more to come. guys it doesn't happen very often, but i must admit that opposition to cosby of the presidential medal of freedom. the group called promoting awareness victim empowerment launched the campaign yesterday on a petition's page of the white house's website. so far it's collected over 2500 signatures. president george w. bush presented that honor to cosby back in 2002 earlier this week newly unsealed documents from 2005 revealed that cosby admitted to getting quaaludes with plans of giving them to women he wanted to have sex with. here at home more fallout for the philly native. mural arts program has confirmed that mural featuring cosby will be removed. mural sits along broad street in north philadelphia. it was painted as part of a father's day celebration in 2008. we don't know yet how soon that mural will be painted over. former teacher is now suing new jersey school district that fired her. she is a teacher whose third class wrote get well letters to a prison inmate convicted of killing a philadelphia police officer. >> the former teacher filed the lawsuit in june. she wants her job back and claims the school's board violated state law by firing her in may after discussing the issue in private. she says she requested a public discussion. the letters her class wrote went to mumia abu jamal in prison. the former black panther is serving a live sentence for the 1981 killing of officer danny faulkner. a hearing for the teacher is set for september. atlantic city casino opening its doors today to find hundreds of new employees. trump taj mahal hosting a job fair in atlantic city this morning. the casino is looking to higher up to 250 new employees in the next few weeks. officials say the openings include housekeeping and cleaning positions. the property is trying to restructure and bounce back after filing for bankruptcy. truck crashes into fire hydrant sending water spewing into the area. why they rush next door to save a man. >> health officials trying to stop a salmonella outbreak. one of the causes off midway international late last night. that's when flames started shooting from the engine. the pilot powered down the plane and flight crews got everyone off safely. no one was hurt. passengers are still recounting some nervous moments. >> felt like the front wheel exploded and then the pilot said we got a flat and he pulled over. we look out to the right and the engine was actually catching on fire. >> i was actually freaking out because i don't like flying any way and i just saw that go off. i was like i thought i was going to die. >> southwest airlines helped get all those passengers on to another flight. investigators are looking into the epp gin failure. >> a bus and fire hydrant huge amounts of water and first responders had a rescue on their hands in california. a morning crash involving a tractor trailer sent water shoot into the sky. so strong it actually completely collapsed the roof of a building next to the hydrant and that along with the flooding trapped a man inside. rescuers did get to him in time. he's okay. we don't know how the truck driver is doing. operations running smoothly today for three major companies who had a cyber security scare but fbi says it's all just a coincidence. the new york stock exchange the wall street journal and united airlines all came to halt yesterday because of a computer glitch. united airlines had to stop flights for severe thunderstorm watches. the latest timing minutes away. ♪ here's a life at camelback mountain. there's a severe thunderstorm watch in effect right now for everyone watching. the storms are going to first role into this part of our area. you could see downpours and damaging winds. of course we'll track it all for you all night and have update for in you just a few minutes. arrest turns violent as a camera roles. at least a half dozen philadelphia police officers were involved here with some punching and kicking handcuffed suspect. witness shot this in april but investigators got there first. look at the video this week much police say the 22-year-old man actually bit two officers during the struggle drawing blood. in the video you can hear officers threatening the suspect with a taser. police say there's no indication the officers actually used the weapon. internal affairs says it's reviewing the footage to see if any of the officers acted inn pope yep thely. >> after debate that capture the attention of the nation the confederate flag outside the south carolina state house is coming down. there's video of governor nicky haley signing the bill into law just over an hour ago. the new law requires the flag to be removed within 24 hours. last month nine people were shot and killed inside a historic black church in charleston. police say the shootings were racially motivated and the suspect in those shootings appeared in photos posing with the confederate flag before the massacre. the debate over the flag has been raging across the country. >> in florida the dispute has gone to new level. police say the debate over the flag may have set off a major case of road rage. here's fox's holly bristow. >> reporter: commute home that started down huey avenue has turned into a big he said he said debate between philip and these two brothers. one thing both sides agree on, the dispute started over this confederate flag flying from the back of kenneth's truck. >> before i got to the red light i saw something that grabbed my attention a white pickup truck way big confederate flag and it drew my attention because it was around three to 4-foot long. >> philip says the brothers asked him what he was looking at according to the caylee brothers he pulled up next to them and told them they were racist because of the flag and that he didn't like it. the brothers say he started cutting them off and driving erratically as they got on i4. it was the other way around. both sides agree things came to a screeching halt smack dab in the middle of i4. aurora nearly avoided rear ending this white truck. >> it was like within a hair. >> thought he hit my truck so i dropped and got out. >> each side claims the other made death threats according to the police report aurora never got out of his car. >> i approached them, you're going to kill me get out of your car. never did i physically make any contact with him. >> he told police jonathan caylee punched him in the chest and the officer noted he quote observed a red mark to the left upper side of aurora chest. no one was arrested on scene. >> very concern for my safety. >> police now say that probable cause has been established to charge jonathan caylee with burglary of a conveyance and battery there in his response to that -- >> i'm not worried about it. i know i didn't put my hands on him physically. >> kenneth is flying his flag from his truck and he says he has every right to. >> what does the flag mean to you. >> it's my heritage. it's the way i was rave. i'm not racist by no means. >> the case is in the hands of the state attorney's office. let get back to your fox 29 weather authority now. scott is here. i know you're tracking tracking those storms coming into our area. >> that's right. we have a severe thunderstorm watch in effect until 11:00 o'clock and also for will be lancaster county tornado watch until 9:00 o'clock. so a lot going on. take a look at the map. it's kind of lit up. where you see the red, that is where we have that tornado watch until 9:00 o'clock. but highlighted in yellow, that includes the philadelphia area, south jersey new castle county delaware also, north and west, that severe thunderstorm watch until 11:00 o'clock tonight. storms already turning severe just outside of our area. but take a look at the timing and that nasty line that we're watching kind of congeal coming together a little more and this line will be moving right in our direction. moving toward allentown a little after 6:47. moving toward the philadelphia area if it holds together right around 7:44. so you can see we still have a little time to prepare for the nasty weather moving in. most of us we're dry and quiet. trenton, philadelphia, wilmington all of south jersey, delaware, but north and west, just outside of the lancaster area right now at the state capital take look at the severe thunderstorm warning right now until about 6:45. all of that is moving toward the lancaster county area and then as we move up the road just outside of the pocono mountains watch something nasty activity that will be pushing your way over the next hour or so. so the highest risk for severe weather highlighted in orange that includes all of southeastern pennsylvania, damaging winds could exceed 60, 70 miles per hour. isolated tornado can't be ruled out either. small hail, downpours and also some vivid lightning. a lot going on over the next several hours moving through the area. so as we expand the view you can see those clouds growing off to the west. showers and thunderstorms as far as the timing you can see right now fairly quiet. but by six 7:00 o'clock, watching that activity move toward lancaster reading allentown the pocono mountains and then it continues to move into sections of chester county montgomery county, bucks county and then it pushes toward the philadelphia area between say eight and 9:00 o'clock and then it pushes into south jersey and down the shore between 9:00 and 11:00 o'clock. where you see that purple that is indicating some intense rain, some small hail as well as some damaging winds. those will be the main players. once again the timing is now throughout about 7:00 o'clock moving into the lehigh valley pocono mountains the philadelphia metro area between 7:00 and 9:00 and then down the shore between 9:00 and 11:00 o'clock tonight. we're talking about those winds maybe some straight line wind damage out of that activity. if we see those bow echoes indicative of a lot of energy pushing through the atmosphere lightning, small hail as well as brief downpours as that line moves toward our area. right now it's kind of hazy, hot and humid. 85 degrees the current temperature but you factor in that humidity, it feels like 90 degrees at this hour. so scattered showers and thunderstorms north and west by 7:00. moving toward the philadelphia area. then pushing east by 11:00 o'clock, 79 degrees. so oppressive humidity, some sunshine that will help to fuel some of the storms later on this evening. the seven day forecast shows not as humid. beautiful day for your friday and then the upcoming weekend not that bad but the heat and the humidity will build. none on sunday. then a chance for some pop-up showers and storms by monday. and also the middle part of next week. but, we'll continue to snapped, carses toed. it's bad there. thousands of people evacuate the nation's coastal areas and isn't over. stronger typhoon heading towards this same area expected to make landfall tomorrow. from typhoons in china to tornadoes in italy a woman and her father capturing this close call yesterday. the two were driving through the town of meara when this tornado got a little too close. you can see debris flying through the area as they back up. one person was killed in the tornado. another 30 hurt. the twister swept through four other towns. a new twist in a michigan family's custody battle. three kids all under the age of 18 ordered to have a relationship with their father. >> but when they decided not to go to a court ordered lunch a judge through them in to a detention center and today their mother's attorney filed a motion to have them released from that detention center. fox's tara asher picks up the story. >> reporter: protests outside the courthouse after bloom field hill students, parents and teachers learned the children were sentenced to children's village until they're 18th birthdays. for not wanting to spend time with their dad. >> i love these kids. i think they're incredible kids. i want to make sure if the ultimate goal is to try to reconcile them and with their father that they're has to be better way than putting nine-year-olds away. >> all five of them are separated now. if she is so for her family unity i don't understand that. >> reporter: on tuesday we first supposed showed you the court transcripts which describe exactly how family court judge lisa handle add hearing supposed to deal with supervised parenting time. she berated the children comparing them to charles manson and his cult and claimed they were brain washed. the judge made insurance claims specialist received 153 phone calls at all hours of the day. five months into the calls she was so desperate to make them stop she hired an attorney. but sergei lindberg even when they sued time warner the message did not get through. >> time warner kept calling even after they were served with the complaint. >> reporter: 74 calls came after the cable giant received king's suit. in the end king received 163 calls. >> the person with whom miss king spoke took notes and treated her with respect and dignity that she deserved and took appropriate corrective action, this lawsuit would never have happen. >> reporter: time warner argued they were not libel to king through the telephone consumer protect act because they thought they were calling someone else who had couldn't zenned to the calls but the judge did not buy it and thought time warner cable's actions were so irresponsible he triple the fines against the company from $500 to 15 hun doctor dollars. >> did time warner get the message? >> i think now they got the message. >> reporter: we'll have to wait and see if other companies get the message too. >> that judge wrote that he increased the fines against time warner cable because records showed the company knew about the problem but as you heard did nothing to tickets. whatever you think of it spain's annual running of the bulls is underway. a
