of districts opening late today because of fridgeit temps, clark county, virginia schools on one hour delay this morning andal gapey and garrett countrys in maryland on two hour delays. and hampshire and west virginia also delayed two hours and orange county virginia schools you are on a two hour delay as well. developing right now "fox5" on top of major problems because of this major cold. >> south east d.c. a burst pipe flooded gas leak. there's no electricity and there's no heat in crimeer middle school on q street in southeast and melanie alnwick is there. she's live with the latest n now. mel. >> reporter: good morning, steve, allison. i got confirmation of the burst pipe a little while ago. hazmat on the scene earlier and they're dealing with this hour with a gas leak. as you can see here washington gas crews moved to a second location. first they doug" hole under the concrete. turns out that was dead pipe. that's not where they needed to go. they were here grassy area of school. they're working to try to shut off the gas. what happened was this bust pipe in basement apparently just unleashing a lot of the wear down there. an that compromised some of the gas structured in and that is what caused gas leak. every once in a while you smell that sulfury s gas fumes in and around the area here it dissipated when it fist arrived and i can tell you i was told and seen video of it that there's a lot of water in that base m. we were told up to 4 feet. somebody told me it looked like aquarium in that basement there. i can guess that it's probably going to be quite a bit of cleanup here. we do understand that hear they're trying to get crews to pump water out of basement here. i have no idea where they'll put that water. obviously if they bring it out on to the street or sidewalk it will freeze on contact. so they have a number of different issues they're having to deal with this morning all of it caused by cold snap fortunately there was no school today here in d.c. winter break continues today. the kids scheduled to come back tomorrow. we don't know whether they can do that at crimeer middle school. live in south east, i'm melanie alnwick, "fox5 local news". >> the other because of frigid temperatures is water main breaks. there's a lot throughout the region this morning and that could make for a rough morning for commuters and work and homeowners. >> rhode island avenue in hyattsville forced to coes cross some lanes. it's causing problems for resident montgomery county, bob, good morning. yeah, hey, allison, steve, we're in the perez family basement heroic view off new hampshire avenue silver sp spring. look how high the water came up here down here into their basement. it's subsided now. there's a lot of murky water here. it's in the basement. in the bathroom here. there's a bedroom you can see just this is carpeting. there are people because of all the water main breaks across the area that have to deal we this in the bathroom here there's an inch or so of water here. this is caused by main that has broken up on new hampshire avenue just inside the beltway. we he can show you the picture that photographer dave rysak is providing now. lanes coming off the beltway blocked and he they say 12 customers are affected by this particular water main break. max is at another scene in hyattsville you showed that picture earlier route 1 rhode island avenue southbound near 42 place in hyattsville and that the 8" water main break and w sec crews are also working to fix that as well. that's causing all kinds of traffic issues there on route 1 in hyattsville. this will be story this week as everybody goes back to work and school. it's freezing outside. doing a number on pipes and wssc says if you're trying to save money that's not bad idea don't set they're guest records the the water utility in montgomery koutsy and prince george county of peoples pipes breaking inside their homes. this is because of water main break on streak. all kind of troubles for cute aernz homeowners and businesses and schools in district. i will tell you that the street out if front of this house is frozen as well. people hustle and bustles of the holidays it is very easy to lose track of exactly what new laws are being kicked into gear when remember what you need to know we'll start in maryland with very important change about how you protect your home. we're talking about smoke detectors here. on january 1st, maryland residents are now required to replace those old nine colt volt battery smoke detectors in their place this new law says they have to be swapped out for longer lasting smoke detectors with sealed in batteries. this is not only a new law but also pretty good idea. smoke detectors with sealed in batteries they last about a decade. you're not going to have to remember to swap out batteries twice a year. also, in maryland, 2017 pretty big year in cyber attacks. personal information being stolen. well starting january 1st, all maryland businesses now required by this new law to protect the personal information of customers, employers and former employees. for now on, any maryland business that does get hacked they'll be required to notify individuals in a more timely manner. now over in virginia, there one of them involves birth control. birth control. before today, a woman in virginia wanted to buy birth control she could only get now last few months. today that will change. women can now purchase a year supply of birth control. on the opposite end of that spectrum, 2018 brings some very good news to coin collectors in virginia. that's right, coin collectors. that's because starting today, a new law in the commonwealth gives coin collectors the ability to no longer to have to pay sales tax on any transaction more than a thousand dollars. there's another sales tax break also on gold, platinum and silver, that is being extended until 2022. finally, you know, we've been telling i was lot about how 2018 meant a lot of people were trying to pre-pay their property taxes. well, the irs is now weighed in on this apparently those p pre-payments may only be deductible for this one crash. i believe chopper headed to the scene. one lane gets by on leonardtown road southbound as you approach that crash scene at billingsly road. so it might be a more serious accident. we'll find out. chopper on the way. let's go back closer to the beltway new hampshire avenue southbound remains a parking lot with speeds of 4 miles an hour from about route 29 southbound to adelphi road. this is due to a water main break right in the middle of that at okay view drive, and it's just caused a horrendous traffic as that one lane is trying to squeeze by. notice the beltway, though. i got to point out, you know, the top side, really free and clear from 95 until right after new hampshire avenue. a little slow getting to the spur but not terrible and inner loop looks good. here's picture of that delay on new hampshire avenue southbound. our worse jammed spot of the morning. use caution in that area if you can as long as that water main break is out there. we've got several fine. 66 eastbound eight minutes it will take from 234 to the fairfax county parkway. 95 northbound coming out of northern virginia, 14 minutes in the green from dale city to the beltway. there are not that many cars out on the road for a day after a long holiday break where you think there would be. northbound 395 free and clear, 12 minutes from the beltway to the 14th street bridge. and finally 270 even this is amazing. 18 minutes from 70 down to 121. if you are about to commute and you use any of these majors, enjoy the fact that it almost looks like another holiday. maybe everyone can we agree? >> i feel most people who like winter want some snow. >> if it's going to be this cold at least do something much that's how i feel. tucker we could be in the minority. i want to show you tuesday morning after a long holiday week, and not many people heading back to work. maybe they're just too cold. like i can't do this. citywide we are looking pretty good. southbound 270 you are at speed from 70 to 121 down to just 18 minutes for that stretch. also on the outer loop you're seeing a little bit build. this is from 95 to the spur. down to 18 minutes. all right. that's look at traffic. fox5 will be right back. ♪ ♪♪ ♪ >> this is fox5 news morning. good morning. thank you very much for joining us this morning. it is 8:00 a.m. on this tuesday morning, january 2nd, 2018. here's what's on the fox5 news morning menu. >> cold weather causing all sorts of problems. big mess at one d.c. middle school. we're thirty five southeast where crews are dealing with major flooding an gas leak. frigid temperatures leading to water main breaks causing issues for workers, commuters and homeowners this tuesday morning. plus dramatic new video overnight showing three people rescued after their vehicle plunged in an nearby frozen creek in maryland. live look osi at straight up 8:00 o'clock. the temperature really taking center stage now. the lead story on this cold tuesday morning. 12 degrees here in the district. bitterly cold temperatures gripping parts of the united states a big chunk of the us including right here at home. let's get right to tucker for quick check on today's forecast. >> steve, extraordinary. freezing temperatures down into new orleans parts of florida under winter weather advisory. let's go right to the map. 13 now in washington. look at all those single digits. culpeper back down to one. gaithersburg is eight. nine out in winchester. six in fredericksburg. very very cold start to the day. it will be another extraordinarily cold afternoon. daytime highs only in the mid 20's. i'll have all the details on your weather and let you know when we get a break from this arctic outbreak coming up. allison and steve, back to you. >> developing right now, fox5 on top of major problems because of this cold weather. >> we begin in southeast d.c. where a burst pipe has flooded a school and led to a gas leak. there's also no electricity. in heat at kramer middle school on q street inou with the very latest now. mel, good morning. >> reporter: good morning, steve and allison. looks like d.c. public school students here there's about 193 that go to kramer junior high school. i would say it's going to be a tough haul if they plan on getting them back into class tomorrow. they still have one day left of winter break but a lot of work still has to be done here and it sounds like significant damage in the basement from that burst pipe. you can see here, washington gas crews still digging in this second area trying to locate the pipe here that they need to get to. there is still a slight smell of gas. it sort of wafts up every once in while. we're still smelling that here in the neighborhood. a couple of streets here along surrounding areas of q street are also shut down by crews. d.c. fire hazmat crews are still here. there's just standing by in wait and see mode in case they are needed since you're dealing with gas leak here, but it's washington gas has been here on the scene. we can tell you as far as the water in the basement goes, i got confirmation from that it was a burst the pipe that caused all that water. dc water came out here on the scene and shut the water off. but it is still sitting there. several feet of it in the basement many some of it intruded into the boiler room and that is how or the reason why i don't know exactly how it caused some of the damage to the gas line as well. we've also seen in the last hour or so d.c. public school folks coming here going into the building. i think they're assessing the damage and got to figure out a plan for trying to pump all of this water out which entrance are they going to pull it out of. where are they going dump because it's oh so out here literately even the condensation dripping off the tailpipes of cars that is freezing on the street, too. so they don't want to create even more of a mess than they have here. certainly going to be a full day of work as they try to caused by the incredible cold here. live in southeast, i'm melanie alnwick, fox5 local news. >> mel, thanks very much. 8:03. another major issue in the area due to frigid temperatures water main breaks and there are a number of them out there this morning. it might make for a rough morning for workers, commuter and some home own owners. >> owed island avenue in hyattsville crews force to do close the northbound and southbound lanes there. fox5's bob barnard is live on the scene with another water main break in montgomery county. bob? >> reporter: hey, allison and steve. we're in silver spring that's new hampshire avenue up the street here where an 8-inch water main break is being dealt with by wssc this morning. issue here has been a lot of this water coming down this is okay view drive here creating very dangerous conditions. it looks like slush. it's really ice. and while there are no cars coming up the street right now, we've been watching cars getting stranded those with bald tires going nowhere having to turn around, school buses going in the well. it's been creating treacherous conditions in the neighborhoods around these different water main breaks this one here this is okay view drive in silver spring if you look to the left here, you see the sidewalks are also covered in ice. we've seen kids slipping on their way to the schoolbus, and in the perez family home which is right here, we were in there basement during the 7:00 o'clock hour showing you that flood waters from the water main break got all the way into their basement. something they're going to have to dealing with all day today. the cleanup, the mess here because of this water main break. we want to show you a live picture up the street here. this new hampshire avenue just inside the beltway. lanes are passing both northbound and southbound. but there are backups because of that. again, 8-inch water mape break here. we have another live camera positioned down in hyattsville. that is on route 1 near 42nd place. where wssc says they're dealing with an it inch water main that has ruptured there as well. we're hearing reports virginia in the district as melanie just reported so all kinds of issues. wssc says in your home, keep your thermostat to at least 55 degrees and you can open up the faucet a little bit to have water trickle. if you want to avoid pipes breaking inside your house which wssc is telling us this morning they've had number of reports of those as well, guys. >> all right. bob, thank you very much. stay bundle this morning. six past the hour it's chilly out there. >> yeah, unfortunately it's going to go on and on here. problems will start to compound as we get into days of this. >> right. >> another day with daytime highs not expected to get above freezing mark. so bob has good suggestions. >> i got to remember the faucet turn on. >> outdoor ones. cold relentless and we're looking at extremely cold temperatures. thank you tucker fox5 i'm getting lot of tweets of temperatures everybody's houses six in arlington. >> um-hmm. >> seven up in germantown. so it is just been impressively cold the last couple of days, and there are your morning numbers at the airport. ten dulles. 12 up in baltimore at bwi marshall. culpeper winning our sweep stake at 1 degree. we're nice and quiet. lots of sunshine today. won't warm up a whole lot. we'll be 2 degrees warmer than yesterday. hoping for mid to upper 20s. still going to be wind chill out there as well. so obviously if you have to work outdoors try to take lots of freak breaks. let me give a quick reminder don't leave your pets outside for long periods of time. just kind of hang in there. it's just not going to warm up any time soon. although i think by tomorrow we'll get up near the freezing mark. 28 today little bit warmer than yesterday at least it will look bright and sunny. that's good news. with sunshine today. little snow on the seven day as well. talk about that in just a minute. >> thanks, tuck. >> snow to go along witness bitter cold. that's nice. >> hi, caitlin, good morning. >> real nice, right? >> just for a fact, yes, it's a very cold morning and i think a lot of people just didn't want to leave their warm homes because we haven't seen too much commuter volume out there. where we do have issues there's backups much this crash just came in georgia southbound in roll feature this is at emery lane the crash blocks the left lane and shoulder. there's the crash site. there's the blocked left lane. there's the jammed traffic. in the other three lanes trying to squeeze by. so that's going to be choke point georgia avenue southbound again that is in the olney area. big story of the morning where bob is water main break new hampshire avenue southbound at okay view drive it's been here since the overnight hours. we have incredible traffic leading up to that on new hampshire avenue southbound in fact it's basically a p parking lot swedes down 3 miles an hour from route 29 that will take you all the way to and now it looks like past the adelphi road. that is one long stretch and looks like the top side of the outer loop there is getting very heavy about new hampshire avenue over towards the spur. so that's not great and here's that backup as a result. a lot of sun glare out there,. basically sitting new hampshire avenue southbound so you will want to avoid that in your opinion track traffic picking up here. 495 in virginia, 95 to 66 you've got speeds down to 15 miles an hour. so you can see that stretch of inner op otherwise we haven't had too many problems on the majors thus far. we'll keep up it updated on the accidents. steve and allison back over to you. three people rescued after their car crashed into an icy creek late last night. >> this happened in 10-mile creek in boyd's maryland around 11:00 p.m. as you can imagine that creek water was frigidly cold and the air temperature at that time felt like 0 degrees. all three people were checked out by ems crews. thankfully, they were just very cold but not seriously hurt. the dangerously low temperatures stretch across most of north america this morning. another blast of cold air is expected to show up later in the weekend. many areas are experiencing subzero temperatures. a town in northern north dakota reached 40 degrees below zero. even the deep freeze is affecting the south cold conditions in central texas hampered efforts to put out a house fire. >> ice accumulate on a couple floors. had firefighters sl a down from the ice created much it's not normally something we even worry about. >> in washington state, thousands left without power and heat. can you imagine? booyah! we're an awards family. you'll like them both but love our price. award-winning organic cheddar puffs from aldi. ♪ welcome back. 8:30 right now. on this january 2nd. beautiful look if the white house this morning. although it is cold. that is the story of the day today. bundle up. it's very chilly. not just the air temperature. wind chills around 0 degrees. stay warm. we'll check in with tucker in few minutes i wish we can say he has relief for us but about a week away from possibly getting a buff freezing. right. in the meantime the new year's always a time to reflect on the accomplishments. past year and look ahead what work still needs to be done as we enter 2018. >> that is certainly what is going on in theal wilson building in d.c. a lot to be happy about. still though big issues need to be improved or solved. let's talk about it right now. >> we welcome dc marmose muriel bowser back to fox5 for the first time back in 2018. >> my pleasure. my first stop. >> happy anniversary beginning year three. >> thank you. >> as mayor of the city. >> hard to believe but my facebook all of the pictures from my swearing in started popping up. it's my anniversary. >> for you this day in your history. >> yes. >> a day you get sworn in which is great. congratulations on that. >> as we look forward now to this year for you and this year for everybody here in washington, d.c. 2018 what are you prioritize now as far as your goals what we want to a could accomplish the most in this next year. >> certainly we're very grateful for going into our fourth year in our administration. really is a strong city. i think last year was a test in many ways. we had something unexpected happen with a new president and our fight for statehood marching on, but we decided that we're going to be proactive with our city witness f so we had very good year. strong fiscally. the investments that we've made in affordable housing are taking root. the invest many manies we're making a schools are taking root and people are very happy. also know that we are in a position to deal with the challenges that all big cities have. >> what do you see as those top challenges mayor. >> the biggest one affordable housing a lot of people want to live here. we still have more than 800 people a month moving to d.c. >> wow. >> we will eclipse 700,000 we think this year. so that means things are more expensive. housing the thing that concerns people the most. we have doubled in my three years every year $100 million it had been $50 million our investment in affordable housing. we will create 8,000 new units. we know in the next four years we'll be able to create another 10,000 units. but also making sure people can af so how do we get the minimum wage increased and we're on our way to $15 an hour? how do we make sure more people are in good paying jobs we double down on apprenticeships so that people are in good paying jobs. >> it's great to see more and more people wanting to live in the nation's capitol. >> absolutely. >> the challenge is for them to live comfortably in the nation's capital. >> absolutely. >> i want to talk about a couple things here. you mentioned education which is always key. >> yup. >> we saw this morning unfortunately kramer junior high they're having some problems with the heat. >> yup. >> that's one of many schools. ballou story at the end of the year got a lot of traction as far as whether it's a question of just making sure the resources are there for students to actually have the opportunity to graduate, is it a question when it came to attendance rates of changing the, what constitutes missing a day versus missing a class. now that we've had few weeks that let that sit in where do you sit on this issue. >> you hit on a number of very important things. i think first thing is that it's very serious issue. we take it very our office of the state superintendent is conducting evaluation investigating all of the allegations that ballou and all of a our policies citywide, and so we expect that report in i think two weeks and so that will give us a good road map the things that need to be picked. chancellor wilson is already looking at things specific at ballou and things that need to be change you talk about resources. we endeavor to support families to make sure kids are there. few years back, i started kids fright free on metro because it was -- it used to be the case that families were paying $30 a month to get their kids kid to school. now they can ride free on metro rail and metro bus. so that's very important. so we're going to look at attendance policy. make sure it's not an out liar in the system which it sounds like it may be even in the region. and make sure it's clear for every school and across the district. so at the end of the year, every family and every child knows where they stand. >> you said -- you put in i think it was a six-week time period for this investigation. pretty aggressive. >> 45 days, yes. >> okay. let me ask you then. what will the real result be if there's found -- if people have been found passing kids or, you know, marking the days that were absent not absent? what do you hold hope to do to really root it out? >> well, we have to know what happened and all of the adults if there were mistakes made we're going to make sure they know what the rules are, and that people who made serious mistakes will be held accountable. and that's the bottom line. and then we also want to look at the policy to make sure the policy makes sense. relatively new. and sometimes you have have a new policy it's not always applied as it is intented. so we want to make sure that happens, too. >> you have a big day ahead as far as dealing with crime news about that still. if you're the victim avenue crime you're like i don't care about the overall numbers. >> you got it. >> there's good news overall. 11% down with overall crime, right. >> absolutely. we always want to drive it down. we have good news pretty much public safety. i want to be at our forensics lab which is just done a fantastic job in assisting the police in wiping out the rape kit backlog i found when i collected mayor is down to 0o we're going to hold any perpetrator of crime responsible in our city. we seen violent crime take a bit dip including homicides and crimes with guns and robbery. significant decrease in the number of robberies. a number that has gone up which is also very good is a number of police. we hit as upping when i became mayor there was a bubble of officers that could retire there were eligible for retirement. and they were retiring. so we have a bundle of retention programs that keep officers in a track program to a traction knew one we've seen that number go up for the first time in three years. >> al is right you never want to really celebrate reduction in the homicide rate because you don't want any idea. zero is the target. >> correct. >> a number of major cease have done the same as washington and seen that number lower. chicago hired more police officers. new york has said they stopped stop and frisk programs more community policing. what do you see for 2018 as far as washington and some plans or changes we might see to keep that rate as low as we can. >> i mean, we kind of throw everything at it and make sure that something is sticking and that's what we've done in the last three years with crime. i will tell you that our big focus, however, is illegal guns and repeat offenders. there's actually a small number of people that are, that's correct create violence in city like ours. and so we want to give them a lot of different services hopefully to prevent um, committing crimes but we know people who are most likely to commit a crime with a gun and we want to attack them with this as many services as possible. >> let me say this. it doesn't really parallel but in some ways it is connected we've seen in dc over the past few years decriminalization of things from marijuana to the pros spec of prostitution and other things. does that work when we do that as far as any correlation between reduction of crime or not? >> well, see fewer arrests for what most people in our city think are petty crimes. and that's possession of marijuana. distribution of marijuana. we will continue to make sure we're going after with all that we have. what a positive response is, is that you don't have negative police community interactions over petty crime. and so the decriminalization of the possession of small amounts of marijuana by adults has helped with that. >> what do you say to the critics who say, you know, zero what's your answer to realistic answer? good we've seen what that does, and it doesn't make communities safer and in the long run in fact i believe that it really turns communities upside down when you have a lot of people young people that should be productive that are going to jail for, um, crimes not against people that they're going to come home and they're going to come home with less pros specs. >> right. i have to ask about how this tax plan benefits or does not benefit d.c. >> it doesn't benefit us. >> can you talk about moving forward and what you can say to citizens? well we tried allison and we, of course, work with our congresswoman. we tried to work with all of the congress people who vote in our region who are similarly affected to d.c. where we have people a lot of high earners in our city. we also have people that are paying a lot of property taxes. not just this region. and they are negatively impacted by this cap of $10,000 that's deductible for your state income tax and for your property tax. so they won't be able to take those deductions. now, what we're waiting to see in our cfo who will do a whole analysis that will be people in our city that get income tax reduction, and we're hopeful that's going to help them with savings, with college, with home purchase and all of those, but we are a jurisdiction where a lot of people itemize and it's the itemizer that are negatively impacted by this bill. >> we'll have to wrap things up mayor. before we let you go since the brought up the national impact of washington, d.c. here we were just talking about the fact and the studies that came out and the stories that this is the first time in awhile we've had president who doesn't really spend a lot of time in washington, d.c. now not going to the restaurants, et cetera. do you take that personally when we have this the whole city for the white house? i guess i can start with this. ♪ >> 22 years old i bought my first house for moved by two boys in with me. >> all right. so obviously he's 22 years old bought $6.5 million house. that's who he is. he's massive online. but life seems pretty great there but that all changed on new year's eve. logan paul posted a controversial video to his 15 million subscribers on youtube where he found a dead body in a japanese forest which is commonly known as the suicide forest. now the video allegedly shows a body of a person hanging from a tree in apparent suicide. now, the video titled this is the actual title of the individual has been taken down we found a dead body in the japanese suicide forest. if you do want to see this particular video there's reactions of it. tmz has portions of the video on their website as well it has been removed from youtube after having over 6 million views. the clips do still live online. there's lot of reaction videos around youtube. and essentially the beginning of the video from what i watch clips of it now. it says this is not click bait. this is the most real blog i've ever posted on this channel. there's youtube comment kvvos he posted reaction video you can see parts of the video logan paul is filming the dead body. you can see him laughing at times. you can show very close to a parking lot when they find the video. they can have clearly called for help versus making a video out of this which is very strange. this is as youtube channel with 15 million views. so after the backlash was posted on new year's eve with the negativity logan paul did release an apology yesterday saying "where do i begin? let's start with this. i'm sorry this the first for me i've never faced criticism like this before because i've never made a mistake like this before. i didn't do it for views. i get views. i did it because i thought i can make a positive ripple on the internet, not cause a monsoon of negativity. that's nest intention. i for suicide and suicide prevention. i made 15 minute tv show videos essentially ever single day for 460 plus days i've almost reminded how big of a reach i trial have with great power comes great responsibility for the first time in my life i'm regretful to say i handled that power incorrectly it won't happen again. before we get to reactions from steve and allison, there's a lot of different reactions to this. specifically one that's getting a lot of viral attention aaron paul no relation to hogan paul but he tweeted this how dare you, you disgust me i can believe that so many young people look up to you so sad. hopefully this latest video woke them up you are pure trash plain and simple. suicide is not a joke. go rot in hell. we chose to to not show the video here. it's very disturbing. i watched enough to understand what it is now. they walk in the forest and see this dead body. it's absolutely horrifying. some of its blurred out. but he just continues shooting the >> he laughs. >> there's laughing involved. >> that's completely inappropriate. >> it seems very overly pro produced. if you see something like this why are you putting this on youtube channel? of districts opening late today because of fridgeit temps, clark county, virginia schools on one hour delay this morning andal gapey and garrett countrys in maryland on two hour delays. and hampshire and west virginia also delayed two hours and orange county virginia schools you are on a two hour delay as well. developing right now "fox5" on top of major problems because of this major cold. >> south east d.c. a burst pipe flooded gas leak. there's no electricity and there's no heat in crimeer middle school on q street in southeast and melanie alnwick is there. she's live with the latest n now. mel. >> reporter: good morning, steve, allison. i got confirmation of the burst pipe a little while ago. hazmat on the scene earlier and they're dealing with this hour with a gas leak. as you can see here washington gas crews moved to a second location. first they doug" hole under the concrete. turns out that was dead pipe. that's not where they needed to go. they were here grassy area of school. they're working to try to shut off the gas. what happened was this bust pipe in basement apparently just unleashing a lot of the wear down there. an that compromised some of the gas structured in and that is what caused gas leak. every once in a while you smell that sulfury s gas fumes in and around the area here it dissipated when it fist arrived and i can tell you i was told and seen video of it that there's a lot of water in that base m. we were told up to 4 feet. somebody told me it looked like aquarium in that basement there. i can guess that it's probably going to be quite a bit of cleanup here. we do understand that hear they're trying to get crews to pump water out of basement here. i have no idea where they'll put that water. obviously if they bring it out on to the street or sidewalk it will freeze on contact. so they have a number of different issues they're having to deal with this morning all of it caused by cold snap fortunately there was no school today here in d.c. winter break continues today. the kids scheduled to come back tomorrow. we don't know whether they can do that at crimeer middle school. live in south east, i'm melanie alnwick, "fox5 local news". >> the other because of frigid temperatures is water main breaks. there's a lot throughout the region this morning and that could make for a rough morning for commuters and work and homeowners. >> rhode island avenue in hyattsville forced to coes cross some lanes. it's causing problems for resident montgomery county, bob, good morning. yeah, hey, allison, steve, we're in the perez family basement heroic view off new hampshire avenue silver sp spring. look how high the water came up here down here into their basement. it's subsided now. there's a lot of murky water here. it's in the basement. in the bathroom here. there's a bedroom you can see just this is carpeting. there are people because of all the water main breaks across the area that have to deal we this in the bathroom here there's an inch or so of water here. this is caused by main that has broken up on new hampshire avenue just inside the beltway. we he can show you the picture that photographer dave rysak is providing now. lanes coming off the beltway blocked and he they say 12 customers are affected by this particular water main break. max is at another scene in hyattsville you showed that picture earlier route 1 rhode island avenue southbound near 42 place in hyattsville and that the 8" water main break and w sec crews are also working to fix that as well. that's causing all kinds of traffic issues there on route 1 in hyattsville. this will be story this week as everybody goes back to work and school. it's freezing outside. doing a number on pipes and wssc says if you're trying to save money that's not bad idea don't set they're guest records the the water utility in montgomery koutsy and prince george county of peoples pipes breaking inside their homes. this is because of water main break on streak. all kind of troubles for cute aernz homeowners and businesses and schools in district. i will tell you that the street out if front of this house is frozen as well. people hustle and bustles of the holidays it is very easy to lose track of exactly what new laws are being kicked into gear when remember what you need to know we'll start in maryland with very important change about how you protect your home. we're talking about smoke detectors here. on january 1st, maryland residents are now required to replace those old nine colt volt battery smoke detectors in their place this new law says they have to be swapped out for longer lasting smoke detectors with sealed in batteries. this is not only a new law but also pretty good idea. smoke detectors with sealed in batteries they last about a decade. you're not going to have to remember to swap out batteries twice a year. also, in maryland, 2017 pretty big year in cyber attacks. personal information being stolen. well starting january 1st, all maryland businesses now required by this new law to protect the personal information of customers, employers and former employees. for now on, any maryland business that does get hacked they'll be required to notify individuals in a more timely manner. now over in virginia, there one of them involves birth control. birth control. before today, a woman in virginia wanted to buy birth control she could only get now last few months. today that will change. women can now purchase a year supply of birth control. on the opposite end of that spectrum, 2018 road. this is due to a water main break right in the middle of that at okay view drive, and it's just caused a horrendous traffic as that one lane is trying to squeeze by. notice the beltway, though. i got to point out, you know, the top side, really free and clear from 95 until right after new hampshire avenue. a little slow getting to the spur but not terrible and inner loop looks good. here's not that many cars out on the road for a day after a long holiday break where you think there would be. northbound 395 free and clear, 12 minutes from the beltway to the 14th street bridge. and finally 270 even this is amazing. 18 minutes from 70 down to 121. if you are about to commute and you use any of these majors, enjoy the fact that it almost looks like another holiday. maybe everyone can we agree? >> i feel most people who like winter want some snow. >> if it's going to be this cold at least do something much that's how i feel. tucker we could be in the minority. i want to show you tuesday morning after a long holiday week, and not many people heading back to work. maybe they're just too cold. like i can't do this. citywide we are looking pretty good. southbound 270 you are at speed from 70 to 121 down to just 18 minutes for that stretch. also on the outer loop you're seeing a little bit build. this is from 95 to the spur. down to 18 minutes. all right. that's look at traffic. fox5 will be right back. ♪ ♪♪ ♪ >> this is fox5 news morning. good morning. thank you very much for joining us this morning. it is 8:00 a.m. on this tuesday morning, january 2nd, 2018. here's what's on the fox5 news morning menu. >> cold weather causing all sorts of problems. big mess at one d.c. middle school. we're thirty five southeast where crews are dealing with major flooding an gas leak. frigid temperatures leading to water main breaks causing issues for workers, commuters and homeowners this tuesday morning. plus dramatic new video overnight showing three people rescued after their vehicle plunged in an nearby frozen creek in maryland. live look osi at straight up 8:00 o'clock. the temperature really taking center stage now. the lead story on this cold tuesday morning. 12 degrees here in the district. bitterly cold temperatures gripping parts of the united states a big chunk of the us including right here at home. let's get right to tucker for quick check on today's forecast. >> steve, extraordinary. freezing temperatures down into new orleans parts of florida under winter weather advisory. let's go right to the map. 13 now in washington. look at all those single digits. culpeper back down to one. gaithersburg is eight. nine out in winchester. six in fredericksburg. very very cold start to the day. it will be another extraordinarily cold afternoon. daytime highs only in the mid 20's. i'll have all the details on your weather and let you know when we get a break from this arctic outbreak coming up. allison and steve, back to you. >> developing right now, fox5 on top of major problems because of this cold weather. >> we begin in southeast d.c. where a burst pipe has flooded a school and led to a gas leak. there's also no electricity. in heat at kramer middle school on q street inou with the very latest now. mel, good morning. >> reporter: good morning, steve and allison. looks like d.c. public school students here there's about 193 that go to kramer junior high school. i would say it's going to be a tough haul if they plan on getting them back into class tomorrow. they still have one day left of winter break but a lot of work still has to be done here and it sounds like significant damage in the basement from that burst pipe. you can see here, washington gas crews still digging in this second area trying to locate the pipe here that they need to get to. there is still a slight smell of gas. it sort of wafts up every once in while. we're still smelling that here in the neighborhood. a couple of streets here along surrounding areas of q street are also shut down by crews. d.c. fire hazmat crews are still here. there's just standing by in wait and see mode in case they are needed since you're dealing with gas leak here, but it's washington gas has been here on the scene. we can tell you as far as the water in the basement goes, i got confirmation from that it was a burst the pipe that caused all that water. dc water came out here on the scene and shut the water off. but it is still sitting there. several feet of it in the basement many some of it intruded into the boiler room and that is how or the reason why i don't know exactly how it caused some of the damage to the gas line as well. we've also seen in the last hour or so d.c. public school folks coming here going into the building. i think they're assessing the damage and got to figure out a plan for trying to pump all of this water out which entrance are they going to pull it out of. where are they going dump because it's oh so out here literately even the condensation dripping off the tailpipes of cars that is freezing on the street, too. so they don't want to create even more of a mess than they have here. certainly going to be a full day of work as they try to caused by the incredible cold here. live in southeast, i'm melanie alnwick, fox5 local news. >> mel, thanks very much. 8:03. another major issue in the area due to frigid temperatures water main breaks and there are a number of them out there this morning. it might make for a rough morning for workers, commuter and some home own owners. >> owed island avenue in hyattsville crews force to do close the northbound and southbound lanes there. fox5's bob barnard is live on the scene with another water main break in montgomery county. bob? >> reporter: hey, allison and steve. we're in silver spring that's new hampshire avenue up the street here where an 8-inch water main break is being dealt with by wssc this morning. issue here has been a lot of this water coming down this is okay view drive here creating very dangerous conditions. it looks like slush. it's really ice. and while there are no cars coming up the street right now, we've been watching cars getting stranded those with bald tires going nowhere having to turn around, school buses going in the well. it's been creating treacherous conditions in the neighborhoods around these different water main breaks this one here this is okay view drive in silver spring if you look to the left here, you see the sidewalks are also covered in ice. we've seen kids slipping on their way to the schoolbus, and in the perez family home which is right here, we were in there basement during the 7:00 o'clock hour showing you that flood waters from the water main break got all the way into their basement. something they're going to have to dealing with all day today. the cleanup, the mess here because of this water main break. we want to show you a live picture up the street here. this new hampshire avenue just inside the beltway. lanes are passing both northbound and southbound. but there are backups because of that. again, 8-inch water mape break here. we have another live camera positioned down in hyattsville. that is on route 1 near 42nd place. where wssc says they're dealing with an it inch water main that has ruptured there as well. we're hearing reports virginia in the district as melanie just reported so all kinds of issues. wssc says in your home, keep your thermostat to at least 55 degrees and you can open up the faucet a little bit to have water trickle. if you want to avoid pipes breaking inside your house which wssc is telling us this morning they've had number of reports of those as well, guys. >> all right. bob, thank you very much. stay bundle this morning. six past the hour it's chilly out there. >> yeah, unfortunately it's going to go on and on here. problems will start to compound as we get into days of this. >> right. >> another day with daytime highs not expected to get above freezing mark. so bob has good suggestions. >> i got to remember the faucet turn on. >> outdoor ones. cold relentless and we're looking at extremely cold temperatures. thank you tucker fox5 i'm getting lot of tweets of temperatures everybody's houses six in arlington. >> um-hmm. >> seven up in germantown. so it is just been impressively cold the last couple of days, and there are your morning numbers at the airport. ten dulles. 12 up in baltimore at bwi marshall. culpeper winning our sweep stake at 1 degree. we're nice and quiet. lots of sunshine today. won't warm up a whole lot. we'll be 2 degrees warmer than yesterday. hoping for mid to upper 20s. still going to be wind chill out there as well. so obviously if you have to work outdoors try to take lots of freak breaks. let me give a quick reminder don't leave your pets outside for long periods of time. just kind of hang in there. it's just not going to warm up any time soon. although i think by tomorrow we'll get up near the freezing mark. 28 today little bit warmer than yesterday at least it will look bright and sunny. that's good news. with sunshine today. little snow on the seven day as well. talk about that in just a minute. >> thanks, tuck. >> snow to go along witness bitter cold. that's nice. >> hi, caitlin, good morning. >> real nice, right? >> just for a fact, yes, it's a very cold morning and i think a lot of people just didn't want to leave their warm homes because we haven't seen too much commuter volume out there. where we do have issues there's backups much this crash just came in georgia southbound in roll feature this is at emery lane the crash blocks the left lane and shoulder. there's the crash site. there's the blocked left lane. there's the jammed traffic. in the other three lanes trying to squeeze by. so that's going to be choke point georgia avenue southbound again that is in the olney area. big story of the morning where bob is water main break new hampshire avenue southbound at okay view drive it's been here since the overnight hours. we have incredible traffic leading up to that on new hampshire avenue southbound in fact it's basically a p parking lot swedes down 3 miles an hour from route 29 that will take you all the way to and now it looks like past the adelphi road. that is one long stretch and looks like the top side of the outer loop there is getting very heavy about new hampshire avenue over towards the spur. so that's not great and here's that backup as a result. a lot of sun glare out there,. basically sitting new hampshire avenue southbound so you will want to avoid that in your opinion track traffic picking up here. 495 in virginia, 95 to 66 you've got speeds down to 15 miles an hour. so you can see that stretch of inner op otherwise we haven't had too many problems on the majors thus far. we'll keep up it updated on the accidents. steve and allison back over to you. three people rescued after their car crashed into an icy creek late last night. >> this happened in 10-mile creek in boyd's maryland around 11:00 p.m. as you can imagine that creek water was frigidly cold and the air temperature at that time felt like 0 degrees. all three people were checked out by ems crews. thankfully, they were just very cold but not seriously hurt. the dangerously low temperatures stretch across most of north america this morning. another blast of cold air is expected to show up later in the weekend. many areas are experiencing subzero temperatures. a town in northern north dakota reached 40 degrees below zero. even the deep freeze is affecting the south cold conditions in central texas hampered efforts to put out a house fire. >> ice accumulate on a couple floors. had firefighters sl a down from the ice created much it's not normally something we even worry about. >> in washington state, thousands left without power and heat. can you imagine? how do we make sure more people are in good paying jobs we double down on apprenticeships so that people are in good paying jobs. >> it's great to see more and more people wanting to live in the nation's capitol. >> absolutely. >> the challenge is for them to live comfortably in the nation's capital. >> absolutely. >> i want to talk about a couple things here. you mentioned education which is always key. >> yup. >> we saw this morning unfortunately kramer junior high they're having some problems with the heat. >> yup. >> that's one of many schools. ballou story at the end of the year got a lot of traction as far as whether it's a question of just making sure the resources are there for students to actually have the opportunity to graduate, is it a question when it came to attendance rates of changing the, what constitutes missing a day versus missing a class. now that we've had few weeks that let that sit in where do you sit on this issue. >> you hit on a number of very important things. i think first thing is that it's very serious issue. we take it very our office of the state superintendent is conducting evaluation investigating all of the allegations that ballou and all of a our policies citywide, and so we expect that report in i think two weeks and so that will give us a good road map the things that need to be picked. chancellor wilson is already looking at things specific at ballou and things that need to be change you talk about resources. we endeavor to support families to make sure kids are there. few years back, i started kids fright free on metro because it was -- it used to be the case that families were paying $30 a month to get their kids kid to school. now they can ride free on metro rail and metro bus. so that's very important. so we're going to look at attendance policy. make sure it's not an out liar in the system which it sounds like it may be even in the region. and make sure it's clear for every school and across the district. so at the end of the year, every family and every child knows where they stand. >> you said -- you put in i think it was a six-week time period for this investigation. pretty aggressive. >> 45 days, yes. >> okay. let me ask you then. what will the real result be if there's found -- if people have been found passing kids or, you know, marking the days that were absent not absent? what do you hold hope to do to really root it out? >> well, we have to know what happened and all of the adults if there were mistakes made we're going to make sure they know what the rules are, and that people who made serious mistakes will be held accountable. and that's the bottom line. and then we also want to look at the policy to make sure the policy makes sense. relatively new. and sometimes you have have a new policy it's not always applied as it is intented. so we want to make sure that happens, too. >> you have a big day ahead as far as dealing with crime news about that still. if you're the victim avenue crime you're like i don't care about the overall numbers. >> you got it. >> there's good news overall. 11% down with overall crime, right. >> absolutely. we always want to drive it down. we have good news pretty much public safety. i want to be at our forensics lab which is just done a fantastic job in assisting the police in wiping out the rape kit backlog i found when i collected mayor is down to 0o we're going to hold any perpetrator of crime responsible in our city. we seen violent crime take a bit dip including homicides and crimes with guns and robbery. significant decrease in the number of robberies. a number that has gone up which is also very good is a number of police. we hit as upping when i became mayor there was a bubble of officers that could retire there were eligible for retirement. and they were retiring. so we have a bundle of retention programs that keep officers in a track program to a traction knew one we've seen that number go up for the first time in three years. >> al is right you never want to really celebrate reduction in the homicide rate because you don't want any idea. zero is the target. >> correct. >> a number of major cease have done the same as washington and seen that number lower. chicago hired more police officers. new york has said they stopped stop and frisk programs more community policing. what do you see for 2018 as far as washington and some plans or changes we might see to keep that rate as low as we can. >> i mean, we kind of throw everything at it and make sure that something is sticking and that's what we've done in the last three years with crime. i will tell you that our big focus, however, is illegal guns and repeat offenders. there's actually a small number of people that are, that's correct create violence in city like ours. and so we want to give them a lot of different services hopefully to prevent um, committing crimes but we know people who are most likely to commit a crime with a gun and we want to attack them with this as many services as possible. >> let me say this. it doesn't really parallel but in some ways it is connected we've seen in dc over the past few years decriminalization of things from marijuana to the pros spec of prostitution and other things. does that work when we do that as far as any correlation between reduction of crime or not? >> well, see fewer arrests for what most people in our city think are petty crimes. and that's possession of marijuana. distribution of marijuana. we will continue to make sure we're going after with all that we have. what a positive response is, is that you don't have negative police community interactions over petty crime. and so the decriminalization of the possession of small amounts of marijuana by adults has helped with that. >> what do you say to the critics who say, you know, zero what's your answer to realistic answer? good we've seen what that does, and it doesn't make communities safer and in the long run in fact i believe that it really turns communities upside down when you have a lot of people young people that should be productive that are going to jail for, um, crimes not against people that they're going to come home and they're going to come home with less pros specs. >> right. i have to ask about how this tax plan benefits or does not benefit d.c. >> it doesn't benefit us. >> can you talk about moving forward and what you can say to citizens? well we tried allison and we, of course, work with our congresswoman. we tried to work with all of the congress people who vote in our region who are similarly affected to d.c. where we have people a lot of high earners in our city. we also have people that are paying a lot of property taxes. not just this region. and they are negatively impacted by this cap of $10,000 that's deductible for your state income tax and for your property tax. so they won't be able to take those deductions. now, what we're waiting to see in our cfo who will do a whole analysis that will be people in our city that get income tax reduction, and we're hopeful that's going to help them with savings, with college, with home purchase and all of those, but we are a jurisdiction where a lot of people itemize and it's the itemizer that are negatively impacted by this bill. >> we'll have to wrap things up mayor. before we let you go since the brought up the national impact of washington, d.c. here we were just talking about the fact and the studies that came out and the stories that this is the first time in awhile we've had president who doesn't really spend a lot of time in washington, d.c. now not going to the restaurants, et cetera. do you take that personally when we have this the whole city for the white house? i guess i can start with this. ♪ >> 22 years old i bought my first house for moved by two boys in with me. >> all right. so obviously he's 22 years old bought $6.5 million house. that's who he is. he's massive online. but life seems pretty great there but that all changed on new year's eve. logan paul posted a controversial video to his 15 million subscribers on youtube where he found a dead body in a japanese forest which is commonly known as the suicide forest. now the video allegedly shows a body of a person hanging from a tree in apparent suicide. now, the video titled this is the actual title of the individual has been taken down we found a dead body in the japanese suicide forest. if you do want to see this particular video there's reactions of it. tmz has portions of the video on their website as well it has been removed from youtube after having over 6 million views. the clips do still live online. there's lot of reaction videos around youtube. and essentially the beginning of the video from what i watch clips of it now. it says this is not click bait. this is the most real blog i've ever posted on this channel. there's youtube comment kvvos he posted reaction video you can see parts of the video logan paul is filming the dead body. you can see him laughing at times. you can show very close to a parking lot when they find the video. they can have clearly called for help versus making a video out of this which is very strange. this is as youtube channel with 15 million views. so after the backlash was posted on new year's eve with the negativity logan paul did release an apology yesterday saying "where do i begin? let's start with this. i'm sorry this the first for me i've never faced criticism like this before because i've never made a mistake like this before. i didn't do it for views. i get views. i did it because i thought i can make a positive ripple on the internet, not cause a monsoon of negativity. that's nest intention. i for suicide and suicide prevention. i made 15 minute tv show videos essentially ever single day for 460 plus days i've almost reminded how big of a reach i trial have with great power comes great responsibility for the first time in my life i'm regretful to say i handled that power incorrectly it won't happen again. before we get to reactions from steve and allison, there's a lot of different reactions to this. specifically one that's getting a lot of viral attention aaron paul no relation to hogan paul but he tweeted this how dare you, you disgust me i can believe that so many young people look up to you so sad. hopefully this latest video woke them up you are pure trash plain and simple. suicide is not a joke. go rot in hell. we chose to to not show the video here. it's very disturbing. i watched enough to understand what it is now. they walk in the forest and see this dead body. it's absolutely horrifying. some of its blurred out. but he just continues shooting the >> he laughs. >> there's laughing involved. >> that's completely inappropriate. >> it seems very overly pro produced. if you see something like this why are you putting this on youtube channel?
