>> tens of thousand of merry makers braved the frigid temperatures -- i can talk. >> tradition. >> it was the second coldest new year's eve in times square on record. >> the temps only 10 degrees in new york city at midnight. fox's lauren blanchard is in new york with more. >> reporter: temperatures in times square not keeping revelers away bitter cold and unprecedented blanket of security marking this new ye year. >> ♪ >> reporter: keeping all these people safe a major concern. the more than million party goers going through patow >> there's so much police around and they checked us pretty well when we came in here. so, i think -- i think it will -- it's safe enough. >> reporter: following the terror attacks and concerns here in new york and october's shooting in las vegas, cement barricades and trucks filled with sand block entrances to times square and snipers have been stationed in high-rises overlooking the crowd, plus thousands of police are positioned all over. >> very heavy undercover presence especially in the hotels 'cause they learned from las vegas. so, nypd as always not only on top of the game but ahead of the game. >> reporter: the white house saying president trump has been briefed on security measures across the country and despite all the reminders of potential danger, those gathered in times square getting into the spirit of the night. >> yes, it's our bucket list. so it's got to be done. >> i didn't expect it to be this cold. i knew it was going to be cold but not this cold. >> reporter: despite the chill well below freezing this is still president also reaching out to all of his followers on twitter before the ball dropped he tweeted happy new year. we are making america great again and much faster than anyone that was the possible. well, january isn't wasting any time. folks in our area waking up to a new year and some very, very cold temperatures. we're talking frigid conditions. >> yes. you're going to need to bundle all the way up to. we're talking scarves gloves heavy coats long johns. >> if you've got the steve harvey outfit that's what you need to put on today. >> no bit of cold will ever get to you in that outfit. fox5's kristyn leon you have been braving the cold all morning long. are you okay, california girl. >> reporter: i don't know, ladies, i'm doing all right but i wish i had that steve harvey suit on right now. it is cold. i did not dress properly. i didn't i'll be honest with you. it's pretty miserable out here so if you can stay inside you guys, stay inside. no p problem. during the morning hours you see rats scurrying around. i haven't seen one rat here in dupont circle. that's how -- for me that's how you know it's cold. they're looking for a place to get warm. let me just show you over here what i mean. right behind me once that time changes, there you go, the sun trust sign, 13 degrees. it hasn't changed all morning here at dupont circle. 13 degrees. very, very cold. for me it feels even colder than that. although i'm kind of a baby as you saw all morning but, hey, this cold weather, the frigid temperatures did not stop people from partying last night and it looks like they had an awesome time. check out the video there. this is from alexandria, again, celebrating new year's ev dancing up a storm in there. they're the only two in that building but they looked like they're having a good time and they're staying warm. so, need to bust some moves out here to stay warm, too. listen. if you have horrible dance moves and you don't want to bust any moves out here to do that make sure you layer up, guys. get your jacket, get your scarf. thank g goodness for my photographer. he gave me everything i'm wearing. it only takes a couple seconds for that frost bite to kick in and even worse hypothermia and i'm told that the cold weather can also increase your risk for a heart attack so really scary there, guys. but before i go back in the car and get warm and get to one of those northern towns you're always zipping to. >> they just throw it in the air. it has to be minus 10 to do that. places like culpeper were 2 degrees this morning so we're very, very cold. 13 in the city at last look. coldest new year's day in decades. got to go back to 1940 the last time we were this cold. at least what we're and forecasting for a high temperature. we'll see what materializes here. reagan national now 15, dulles is 10. look at bwi marshall. 5 degrees this morning. 5 degrees at bwi marshall and again, we've got lots of the region here, gaithersburg, frederick, as mentioned culpeper all in the single digits. should be sunshine to start the day. that was a beautiful live shot a moment ago. we'll get some clouds this afternoon but we will remain very, very cold. not only today but for the next several days. i'll have the seven-day forecast, even have a little snow in the forecast, let you know when that might arrive but your daytime high today just 25 killed in a plane crash in costa rica. the group was reportedly finishing up their vacation. fox news correspondent kelly wright has the latest. >> reporter: a fiery plane crash in costa rica kills 10 americans and two locals. everyone on board. officials photos and videos of the crash site showing the burning wreckage. five of the 10 americans were from the same new york family. the steinbergs hailed from the scars dale area weren't vacationing in costa rica. the family was reportedly very involved in philanthropy and the local jewish community. the single engine charter plane went down in a wooded area sunday, not long after takeoff. it was a cessna 208b grand caravan headed to san jose. the pilot is said to be an experienced professional. according to costa rican aviation officials the aircraft passed a safety inspection only a month ago. >> the interpreter:. >> operations such as those it was carrying out. [speaking foreign language] >> reporter: the crash is still under investigation but there were strong winds in the morning that forced a change in the itinerary. coa who served from 2010 to 2014 says the pilot was her cousin. in new york, kelly wright, fox news. >> ♪ >> new this morning, investigators are on the scene of a house fire in northwest d.c. that fire was first reported around midnight in the 4500 block of fifth street northwest. firefighters say one resident was safely removed from the home and the two alarm fire is now under control. firefighters say it was so cold their ladders became frozen solid from the water on it. they had to use flares to thaw them loose. right now investigators are on the scene to determine a cause. >> ♪ >> 7:10 now. we now know the identity of the man injured in that officer-involved shooting in the district over the weekend. he is kevin tally of northeast. police say they were called to h street northeast to investigate a burglary. this was on saturday night. now, when they got there they confronted tally. police say that he pointed this weapon at them and police shot tally. he survived and he's being treated at the hospital. police say though the weapon that out to be a bb gun. >> it's been an unusually busy weekend for montgomery county firefighters. they battled at least eight major fires in the last 48 hours. they were battling a house fire in silver spring. flames broke out around 8:30 on dennis avenue. firefighters rescued a woman from the home. she was taken to the hospital in stable condition. one firefighter was also hurt battling the flames but is that expected to be okay. investigators tell us the fire started in the chimney and flames shot through the attic and the roof. fire caused about $400,000 in damage. also over the weekend in montgomery county firefighters battled this blaze. this was on dotti terrace in darnestown. investigators say it was caused by heat from the chimney igniting nearby flammable materials. eight fires have caused more than $2 million in damages. while forcing dozens of people from their homes. >> we've got a public safety announcement this morning for officials have updated an existing smoke alarm law and it goes into effect today. residents need to replace their old smoke alarms with a city approved alarm. officials hope the updated law will lead to more reliable coverage in older buildings. i suppose go to the web site to see where to get it, what it is, how you know it's city approved, all that, but it goes into effect today. they're hoping to stop one more tragedy a, exactly. >> okay. coming up, one colorado deputy unfortunately dead. several others injured following an ambush-style attack. this morning new details emerging about the gunman. >> and big here's one example of just how cold it is in other places around the country. in northern washington state an entire town has frozen over. yeah, this is video from the city of linden. homeowners say they're actually hearing trees snap because of the weight of the ice. cars and utility poles are also frozen. roofs covered with i icicles its pretty though. >> surely they have no power. >> yeah, such a cold start to a new year. and this would tie the sixth coldest new year's on record. honestly, it's going to be a close call whether we get to 25. parts of the area won't get out of the teens. all right. 15 now in washington. again, i want to just mention we've got lots of single digits locally, places like culpeper, gaithersburg, up in baltimore it's just 6 degrees at this hour. so, we are plenty cold. zero right now in boston. minus seven chicago, minus 13 minneapolis. it just goes on and on. you get up into parts of canada there, you can see a minus 38 this morning and a minus 24. it is just brutally cold. and we're going to keep that flow out of the north and west. keep that cold flow going here all week long. should be sunshine to start the day. nice looking start but very, very cold out early. and we'll keep the cold around later today. in fact, we're keeping the cold around for the next seven days. honestly, we're going to be lucky to get above freezing here any seven days and plenty of very, very cold early mornings. i do want to mention wednesday night and thursday now we've added some snowflakes. right now it looks like a minor event but it's going to be a close call its a coastal storm. it's going to be a very powerful storm and we just have to see how closely it tracks to the coast but the potential is there for some snow late wednesday, early thursday for those than a hundred times while responding to a disturbance call. deputy zachary parish was just 29 years old. he was married, had two young kids. it's a heartbreaking loss for his family and fellow offi officers. >> we are deeply saddened by the loss of zachary. when i sat with his wife and held her hand i could see in her eyes her life was over. >> authorities have identified the veteran matthew rile. he was shot at the scene. police say he does not have a criminal history but is known to police as he previously posted online rants against local law enforcement. >> 7:18. north korea sending out a new year's warning to the united states. leader kim jong un claims the country has completed its nuclear weapons arsenal in 2017 and the u.s. should be aware that these weapons are a reality and not a threat. the message came during the annual new year's day address. kim jong un says his country achieved a historic feat and added that he has a nuclear button at his ready at the desk. >> pope francis delivering his new year's message in vatican city. he urged people to take responsibility for their actions saying 2017 was marred by war lies and injustice. afterwards the pontiff walked across saint peter's square to shake hands and pose for pictures before visiting a life sized nativity. this morning he's going to hold a mass to mark church's world day of peace. >> big financial changes in 2018. the republican tax plan officially takes effect today. it's been called the gop's most significant legislative victory of 2017 and is the first major tax overhaul since 1968. so what else does the new year hold? fox news correspondent garrett tin tenney has more on what the congressional leaders will be hoping to accomplish in 2018. >> reporter: republican leaders have a long wish list for 2018 including a couple of items that may be able to get bipartisan support. for most among those is rebuilding america's intra structure. the white house tells us they are looking at about $200 billion in federal spending to rebuild roads bridges rails and waterways. democrats wants to bump that funding up to about a trillion dollars. another issue the white house wants addressed is immigration reform including daca. democrats want to permanently protect those who were brought into the country illegally as children and president trump has said he's willing to do that in exchange for an end both chain migration as well as his border wall which democrats say is a nonstarter but senator lindsey graham is still optimistic. >> we need the wall not a complete 2200-mile wall. we need border security, marry that up with the dream act there's a deal to be had on immigration. >> reporter: republicans like house speaker paul ryan also are eyeing a number of issues that aren't expected to get much democratic support including reforms to entitle. and welfare programs which many democrats consider untouchable. >> the other piece of this is what we're going to fight against and that is the privatization of social security. it's going to be the diminish. of medicare and medicaid. we know that's on the block for to your republican colleagues in the house. >> reporter: next olympics in south korea. the games taking place amid heightened tensions with north korea and with russia's olympic team banned from competition. >> this decision should draw a line on this damaging episode and serve as a catalyst for more effective and more robust anti-doping system. >> reporter: in may, we'll get an american princess, sort of. actress meghan markle is set to wed prince harry in saint george's castle. don't forget that will be shortly after prince william and kate middleton welcome royal baby number three. >> william and i are absolutely thrilled at such exciting news and it's really happy time for any couple and we hope they enjoy this happy moment. >> reporter: in case the last election cycle wasn't enough all eyes will be on president trump in his second year in of it as things really start to freeze up hard around here over the next couple days. 25 today. the next seven days i think parts of the region won't get above the freezing mark and i do want to throw in here real quick looks like wednesday night and thursday still a lot of question marks, we could have a period of some light snow or perhaps snow for parts of the area, particularly east of reporter: another study shows only quarter of americans include financial planning in their new year's resolutions. consumers expert vera gibbons says paying off credit card debt should be a top priority. >> if you've got a credit card $16,000 and revolving that month, month, month with a card of just under 15%, you're paying about $900 in interest every year. this interest will be much more start of an exciting new year in cinema time to look ahead at the films coming out in 2018. our kevin mccarthy has details on his top five most anticipated movies for the new year. ♪ happy new year and last week i gave you my top five films of 2017. now it's look ahead to my most anticipated movies 2018. first up, let's nerd out about steven spielberg's ready player one i cannot wait for this mo movie. the visuals are a mazing. the film hits theaters on ma march 30th that is based on the incredible novel written by earnest klein now the story revolves around character named wade watts played by tie sheridan of he goes on virtual adventure to try and find an easter egg that was hidden by the creator virtual reality world called the oasis. the first person to find this i read the book all i kept thithinking about how spielberg going to bring this to the big screen? the visuals look amazing and i cannot wait. next up is the sequel to dead pool my favorite movie of 2016. ryan reynolds is back with a new director mr. david leach. leach directed atomic blond back in 2017. now the trailer you're seeing here from the first movie. not a ton of footage has been released yet for the sequel which hits theaters on ju june 1st. i cannot wait to see this movie the first movie grossed over $780 million on a worldwide, very very small budget for a super hero type of movie. the script for the first film was absolutely brilliant. both writers paul and rhett reece are back for the sequel i think so excited to see them marking that ryan reynolds does with the sequel. next is black panther. this trailer is insane. i love the music, and the film maker ryan kle also directed fruit veil station as well as creed. he's one of the most exciting film makers working today. we saw black panther's introduction in the captain america civil war chadwick boseman will continue the role here in the stand a lone film and joined by an amazing cast. including michael j. jordan. dan and lupita and black panther hits theaters on februa february 16th. just a few months later, we'll get avengers infinity war i cannot wait till may fourth this movie looks insane and brings back the russo brother who's directed two of my favorite films in the mcu so f far. captain america civil war and winter soldier both brilliant. captain america films. i didn't love the second avengers. i'm hopeful considering russ so brothers are behind the camera on this one the trailer alone is already geeking me. i expect to cry nerd tears on may fourth. i'm more excited about the hans solo spin off film. the footage is ron howard announcement of the movie solo a star wars story a lot happened behind the scenes with originally the film makers left the project and director ron howard took over. i'm very interested to see how this film turns out and how all that aaron wright does as a young hans sol low the cast is incredible woody harrelson arc melia clark and more. the film hits theaters on may 25th. i want to investigators on the scene avenue house fire in northern west d.c. the fire first reported around midnight this is in the 4500 block of fifth street northwest. firefighters say one resident was safely remove from the home, and the two alarm fire is now under control. firefighters say it was so cold their ladders became frozen solid. they had to them loose. right now investigators are on the scene still to determine the cause. we now know the identity of the man injured in that officer involved shooting in the district over the weekend now he's kevin tally of northeast. police say they were called to h street northeast to investigate a burglary saturday night. when they arrive on the scene they confronted tally police say tally pointed this weapon at them, police shot tally. he did survive and he's being treated at the hospital. police say the we were on that you're looking at turned out to be a beebee gun. busy weekend for montgomery county firefighters. they battled at least eight major fires in the past 48 hours alone. last night they were called to house fire in silver spring. flames broke out around 8:30 on dennis avenue. firefighters rescued a woman from the home. we're told she was taken to the hospital. she is in stable condition at this hour. one firefighter was also hurt fighting the fire but is expected to be okay. investigators tell us the fire started in the chimney. flames shot through the attic and the roof. fi damage. also over the weekend in montgomery county, firefighters battled this blaze. this was on dodi terrace in darnestown. investigators say it was caused by heat from the chimney igniting some nearby flammable materials. the family and two cats were able to escape safely. officials say that eight fires have caused more than $2 million in damages while forcing dozens of people from their homes. public safety announce and this morning from the city of laurel. officials have updated an existing smoke alarm law and it goes into effect today. that means residents may need to replace their old smoke alarms with a city approved alarm. officials hope the updated law will lead to more reliable coverage in older buildings. 8:11. new this morning, montgomery county detectives need your help finding this woman. 55-year-old virginia green of montgomery village last seen by hospital staff midnight on saturday when she was released i do. the gym is often a go to but our neck guest is no stranger to the show. she's here every monday with us and she says even though self care and gym is important she wants to us think about on the ways to stay well mentall a physically as we head into the new year. here to show us new year's resolutions wellness stylist our good friend dr. shilpi agawarl. good morning. happy new year. >> good morning. happy new year! >> yay. nobody could -- here we go. yay! >> all right. so, okay, going to the gym, of course, physical fitness of course. >> right. you're talking about other things. >> healthy eating, physical fitness. but in addition to those, i want people to make other new year's resolutions that also can be beneficial for them and make them feel good. that have nothing to do with working out. >> make other people feel good. >> exactly. which brings me to my first one. number one at this time of year in just in general we have a lot of elderly folks and people that sometimes get forgotten. so lonely nessa big problem now. we see in a lot of our cities. calling relative or visiting them -- because of the holidays. >> because of winter? good because of one stays inside. very cold. so there's less of that human interaction. so if you call people, paying a plan to get together, especially those elderly folks. that is great and it's not just 48 for that personal connection and so good about yourself. >> most devil. >> jenn rahly connect wig others especially the elderly that's very important. >> i would agree with this also because my dad was never a phone person. >> yes. >> but i've noticed like he definitely wants to reach out and call. can we call so and so. it's very sweet. so i love that. >> you see them get so excited make that re-establish that connection. >> right. >> i love that. me too. >> all the relatives. okay. number two, dry january have you heard of this. >> i have not heard of this maybe i'm not big drinker. >> that's good start already. >> okay. >> during the month of january people give up alcohol do this around the nation what's great about this you have a built in support system because if you look on social media and online, people are giving up alcohol for this whole month really great not only does it help you you're not adding toxins to your body, you had a heavy holiday season of drinking two other reasons i love first it helps your sleep which is great. >> yes. >> number two you save a lot of money by not drinking. >> right. so dry january if thinking about doing something. the other thing it's fine night f now until the end of january. good right. >> you can give up the alcohol and you've made it you all right succeeded in one resolution. >> shilpi what's a safe am of alcohol to drink a glass of wine a day. >> generally if a woman one glasper day. if you're a male two drinks per day. an ounce varying, wine, beer, wine more five to 5-ounce serve. be very careful if you aren't doing dry january it's easy to over inn indulge. >> drink that water. the first thing you need to do if you'll drink more water, actually have a bottle with you. if you just say hey i'm going to drink more water what's going to keep you in check?
