moved in. that means parents had to make an unexpected trip to gather up their children. news4's amee cho is in aspen hill tonight. amee, most parents taking it all in stride? >> reporter: hi, doreen. yeah, they are. as you take a look behind me, you can see the roads aren't that bad right now. that is some good news. and the parents we talked to said they didn't mind the early release. they just want their kids to be safe. >> snow >> reporter: excitement in the air for yet another snow day in montgomery county. >> people make fun of washingtonians for closing up school early. i support the close. >> school never lets out that early very often. >> reporter: this afternoon parents race from work to pickup the little ones. over in prince george's county, students also waited for rides. the county says they understand parents have to take off work. >> and that's something we do take into consideration and, of course, weather forecasts always change throughout the day. >> reporter: one thing that wasn't changing, how students felt about heading home. >> i feel pretty good. i feel really good about it. the ipad. >> i don't have to do much work. >> um, i like to see -- >> reporter: just like the weather that was predicted, the reactions were also somewhat mixed. >> i was happy because when i heard it was a half day, i was also kind of sad because i was going to recess. >> news4. >> those same parents will be waiting for word about tomorrow morning. thank you, amee cho. the weather is causing so many problems at howard university. classes have been canceled until next week. the cold caused steam pipes at the campus to burst, damaging two classroom buildings. ceiling tiles had to be ripped out and giant hoses brought in to vacuum out the moisture to prevent mold from forming. the cold also caused problems for howard's boiler system. some buildings don't have consistent heat. classes are expected to resume at howard on january 16th. >> that's not the only problem. wssc crews tell us they've been working to patch up more than 100 water main breaks across our region. they repaired 80 breaks this weekend alone, and right now crews are working to patch this large water main in the wildwood community in it sent water gushing into the streets around rose moore drive and cheshire terrace. no water outages have been reported so far. crews are also working on a water main break that has left part of east/west highway closed in takoma park. wssc crews have been on the scene near new hampshire avenue here since this morning. we're continuing to the most updated list of school closings and delays for tomorrow morning. doreen? >> now to growing fears that thousands of families will be torn apart. a protest outside the white house today as the government cracks down on immigration. the trump administration delivered another hit to the humanitarian program known as temporary protected status. nearly 200,000 people from el salvador who have been allowed to live and work in the u.s. for more than a de facing an uncertain future. the options, leave the country by next year or face deportation. news4's meagan fitzgerald joins us now with the fallout. meagan? >> reporter: yeah, doreen, well, the trump administration says this program has always been meant to be temporary. there was no end date for the program that was noted. but tens of thousands of people have set up their life here. they've had children who are now u.s. citizens. they've purchased homes. so, as soon as this announcement was made, people came here to the white house to make sure their voices were heard. >> congress, congress >> fix it now. >> reporter: despite the cold this, small group of protesters stood in front of the white house to make sure their voices are heard. >> shame on you. >> we're here to stay. >> we will not stay silent. we will fight this. >> congress, congress >> fix it now. >> reporter: organizers took to the microphone after the trump administration announced their plan toen protected status or t.p.s. program. it allowed more than 200,000 people from el salvador to live and work in the u.s. legally. >> the decision that this president has made today, it's shameful. it's inhumane. >> reporter: back in 2001, a series of deadly earthquakes struck el salvador, destroying infrastructure and leaving thousands without a home. so, their citizens were allowed to apply for temporary protected status in the u.s. one recipient is jose freddy monje. we spoke with him over the phone. >> since i get my t.p.s., my permit, i start to make tax and every year. >> reporter: for nearly two decades, freddy has called montgomery county home. he works long hours doing construction work for a landscaping company. he married his wife here, and together they're raising their two young boys. >> we have a two childs. one is 14 years old, the other town house because of my payment i can work legal in this country. so, i can make money. >> reporter: but in september of 2019, the program freddy and thousands of others count on will end. so, he's worried about what this means for his family, especially for his two young boys. >> i can't take them back to my country because there's no future in my country for them. >> reporter: now, organizers of this demonstration and proponents of this program are calling on congress to create a pathway to citizenship for these t.p.s. holders. but, of course, again, if nothing is done by the time this program ends on september 9 of 2019, these folks could be deported. back to you. >> all right, meagan, thanks so much. new reporting tonight on whether president trump will sit for an interview with robert mueller in the special counsel's russia investigation. nbc news first reported the president's legal team is in preliminary discussions with interview. the washington post reports a limited interview could happen within the next several weeks. the president's lawyers are considering a range of potential compromises. ahead in our next half hour, why some legal experts say it is unlikely mueller's team would agree to anything other than a face-to-face meeting. new at 6:00, nbc news has confirmed mitt romney was treated for prostate cancer over the summer. his doctors say he was treated successfully with surgery and the cancer did not spread beyond the prostate. within the next few weeks, romney is widely expected to announce plans to run for orrin hatch's senate seat in utah. hatch is retiring this year at the end of his term. >> breaking news here at the live desk, new details surrounding the death of a teen in bethesda last month. navid was found in a wooded area after a house party. police say a bottle of vodka found near his body county. they also say he had two fake i.d.s with him, but they still don't know how he purchased that alcohol. police say that he was at the party when officers broke it up. he then walked out. investigators also say no charges will be filed against the owners of that home where the party was held. that couple says they did not provide the alcohol and, in fact, they called parents of the teens who were attending once they found out alcohol was being served. police also say he had an encounter with a montgomery county officer outside the police station around 3:00 a.m. after the party. it is still not clear murder trial. tonight an end to the horrific chain of events that began one year ago today when a 15-year-old gaithersburg girl was abducted, tortured and stabbed to death. virginia bureau chief julie carey reports on the killer's guilty plea. >> reporter: in 35 years, prosecuting dozens of murders, commonwealth attorney has seen as few as cold and brutal as the killing of 15-year-old dameries reyes. >> it staggers the imagination. >> reporter: the master mind, 17-year-old venus romero iraheta, our cameras were there v valentine's day what was a joyful moment. she was returned to her mom in fairfax county home. >> i love you, mama. >> reporter: minutes later, she was arrested a charged along with nine others in the gruesome gang killing. today on the one-year anniversary of the murder, she pleaded guilty. >> some kids are prodigies at the violin and some kids are prodigies at violence. >> reporter: the cell phone video played in court, the family wiping away tears. it shows her being forced to o she shivers violently as they interrogated her. she was blamed for helping to have her boyfriend killed. she cut off the tattoo and stabbed her 13 times. >> she tortured her and told her, i'll see you in hell. >> reporter: and that video created to send to ms13 leaders in el salvador. >> it's kind of like a trophy they take and they show it off to the other gang members. what i said in court was in hopes of getting promoted within the gang. if you can believe that. >> reporter: instead, that video has become a key piece of evidence against the attackers. so far seven of the ten defendants have either been found guilty or pleaded guilty. the commonwealth attorney says he'll be looking for a lengthy prison term when venus is sentenced in may. >> when we come back, violence drivers to navigate the secondary roads. doug and amelia are watching it all from storm team4. they join us with their updated forecast in just a few minutes. first, incredible video shows firefighters struggling against fire and ice all at once. intense flames devouring two boats this morning at a marina in southwest. d.c. firefighters took these images as they arrived at james creek marina before sunrise. crews on the shore and on the pier work for the d.c. fireboat to get the flames out. by daylight, the shells of two charred boats remained. nobody was hurt here. investigators are looking for clues about what caused the fire. >> thieves broke in, but left the golf clubs and most valuables behind. instead, they made offh doors and airbags from a handful of vehicles parked inside a garage. the residents thought was secure. our pat collins joins us now live in old town with this head scratcher of a crime. hi, pat. >> reporter: hey, jim. imagine you're walking to your car from a distance, you suspect something's wrong. you get closer and closer, glass is here, glass is there. as you get even closer, it gets worse and worse. we begin our story now with one of the victims. >> it was surprising to say the least. definitely a little bit disturbing. to see my car broken into like that. >> reporter: this is what andrea found her car to look like friday morning after a band of thieves busted through the glass and made off with her airbag. >> and i hope that they catch these people because it seems like it keeps happening. >> reporter: the scene, saint asef square, a sty old town. inside what they thought was a secure garage, someone or someones systematically ripped off five car doors, a half dozen airbags, and a trunk lid. residents not happy about what happened here. >> this is very disturbing. i've lived here since the building became a condo. and so it's very, very upsetting to me. >> reporter: jack burton is on the condo board. he says as clever as these thieves may seem to be, they left an important clue behind. >> one of the mistakes that they made was that one of the gentleman, assuming it's a gentleman, left his hat -- he left it on top of one of the cars. >> reporter: what kind of hat was it? >> it was an oakland a's hat. >> reporter: really? so they might have some dna. >> possibly. >> reporter: now, there are no security cameras in jim, back to you. >> i bet it will. pat, thank you. >> now back to our weather as we track freezing rain and sleet in our area. take a look at a live picture from our storm team4 by 4 showing some of the slick roads that they're encountering in the district. >> but they are moving at least. our team coverage continues with doug and amelia with a look at what's happening now and what is coming next, folks. >> yeah, guys, amelia has the umbrella now. we have the rain moving back in. rain freezing on contact. that's freezing rain, rain that turns back into ice and bounces when it hits. that is sleet. we're seeing reports of both out there right now. take a look outside and you see this is nebraska avenue, right outside our station here. you can see that's actually moving pretty good. that's the way from nebraska right over towards wisconsin avenue which is also looking pretty good at this moment. and most of the main roads we've heard are really, really -- have really been doing fine. 34 degrees so above freezing in this area. we still have the winter weather advisory until 9:00 for anybody here in the purple. that's going to be because we continue to see this sleet and rain falling right on through the area. so, wintry mix and, yeah, freezing rain is a big issue. what's falling is freezing on contact. and i've gotten a lot of reports over the last hour. i wasn't getting a lot say in the 4:00, 5:00 hour. since the sun has gone down we're getting a lot of reports especially loudoun county, upper montgomery county, howard county and frederick county. a lot of ice on driveways, on sidewalks, on back decks. you may have gotten home fine, roads were fine. you let the dog out the back door, there goes the dog. maybe you're falling all over the place. out of the south it's just rain, but this is going to change, too, because temperatures are expected to fall tonight. more rain, more freezing rain likely the next couple of hours. as we move on through the overnight hours, we are expecting just about everybody to go back below freezing and that's why we think there could be some problems for tomorrow morning. amelia is outside right now. she's it's coming down in our area. amelia, still not a lot of ice in the d.c. metro. >> no, doug. even looking out here on our storm team4 weather deck, we have a lot of metal around. it's been so light here as far as the rain is concerned and the temperature just above freezing. it's just wet out here. but holding an umbrella, wearing mittens, a scarf and a jacket, i can only smile thinking that tomorrow we're going to be near 50 degrees. take a look at the road conditions. we'll talk about our 4 by 4 right now in northwest washington heading towards maryland. again, we haven't heard of any problems in the district, but montgomery county, especially northern parts of the county, up through frederick, we are hearing of ice, especially on driveways and sidewalks. so, treated roads tomorrow morning just wet, but those untreated roads will be icy. same for sidewalks, icy in spots. you want to take it easy walking to examine from your car. take a look at the road conditions. some slick spots out there tonight, mainly north of town through tomorrow morning. but by tomorrow evening area wide, it will be dry and we'll salt thankfully. i've outlined counties in red that i think will most likely see delays tomorrow. i think that's the way to go because we're going to warm up quickly. but i think delays would be a good call for areas like loudoun and fauquier countys, howard, frederick, carol counties. once the kids get into school, temperatures warm up. by tomorrow afternoon i think you could say it's going to feel balmy. >> most definitely. we've had this cold air in place really the last two weeks. two weeks it has been frigid in our region. one of the longest cold stretches we've had in quite sometime. in 30 years or something. now, as we move back to the west, the cold air moves back to the west and we start to see warm air come out of the south. that is going to lead to a pretty good storm. and it's going to be a big one coming up friday into saturday. that means rain for us, we'll be on the warm side of this one, and snow back here towards ohio. but it's not for us. for us this will be all rain and we're going to be talking about much warmer temperatures. temperatures well above average. numbers for you. we see them going up. 47 tomorrow, 44 on wednesday, 55 on thursday. thursday may be the best day even though we'll see a lot of clouds. here comes the rain on friday and this will be rain early and then again late with a high of 60 degrees. we're not going to stay that warm, though. temperatures behind that system, they cool pretty quickly back down into the 30 degree range as we make our way into early next week. guys, some warmer temperatures finally moving in after all that cold, but watch out for that ice tonight. >> sounds our sister station says boston is warming up. today brought temperatures above the melting point for the first time since christmas day there. in rhode island temperatures dipped to negative 3 degrees as firefighters battled a fire this weekend. look at the ice sickles all over the power lines left over from that. firefighters say two of their fire engines froze up while they were on the scene. >> well, we have to take the dog out one more time tonight. but because of the weather there is likely salt on your sidewalks. news4's susan hogan learned the hard way. the salt is bad for your pets. she has some advice now you need to hear before your next walk. >> well, our family learned the hard way when our little dog sadie got sick. she had just come in from the cold and licked the salt off her paws and got sick. the ice and snow. it can be a hidden danger for our pets. here's some advice from the aspca. if you can avoid walking your dog where salt has been used, massage petroleum jelly or other paw protect ant into their paw pads before going outside. the little booties, those can provide even more coverage and they can prevent salt and sand from getting lodged in between their paws. use pet friendly ice melts whenever possible and really do ask your vet about recommending a paw protection moisturizer. they are pretty expensive, around $30. way better than the $200 vet bill. by inside, again. rain, freezing rain, and sleet across our region. our storm team4 by 4 has been out for the past several hours. this is the scene, i think it's in the tinley circle area there, monitoring the conditions out on the roads which are mostly just wet as far as we've seen. >> that's where we'll be heading in a half hour. let's check in with doug to find out what's in store for overnight as we track the potential for refreezing on the roadways. doug? >> yeah, guys, the big factor here, the temperature is right around freezing. just above freezing you're dealing with liquid. just below we have ice. i'm getting a lot of reports now especially in our northwest zones, but even around the d.c. metro area where we are starting to see some ice on sidewalks, on driveways. so, really you want to give yourself a lot of extra the main roads we've been reporting all day have been fine. but that may be a problem later on tonight, too. take a look at this, this is towards annapolis a little earlier today. yeah, the harbor has been all frozen over. they actually had some ice breakers out there on the harbor a little earlier today after more than two weeks below freezing for the most part. yeah, the chesapeake bay has seen a lot more ice than it has in recent years. out there today and right now, still seeing the freezing rain, sleet coming down. rain down to our south, but i want to show you those temperatures which again are right around the freezing mark here. so, 33 rockville, 32 in gaithersburg, 32 at dulles and in fort belvoir. we will see ice overnight tonight and, yes, as we mentioned maybe some delays tomorrow for some of the school zones. especially from d.c. north and west. much more on this, much more what to expect and how the temperatures may just double by the time the weekend. >> we like the sound of that. thank you, doug. police aren't calling it mission accomplished, but they say it's still something to talk about. murders, violent crimes, both on the decline in prince county. police tell news4's darcy spencer there is strength in numbers when it comes to fighting crime. >> reporter: crime is down in prince george's county and convictions and murder cases are up. states attorney angela says that's because by working together law enforcement has regained the trust of the community. >> not too long ago we put up cases we thought were rock solid cases. we could have video. we could have witnesses. we had everything, and got not guilty because the community didn't trust us. >> reporter: but she and other county leaders say that has changed and the results are in. the latest numbers show there were 80 homicides in 2017. that's 18 fewer than in 2016. there was a 6.6% drop in violent crime and a 50% decline in violent crime over the last seven years. police chief hank. >> i believe the community does not insist that we be perfect. i believe based ony are daily, they expect us to know what's going on and do something about it. and this is doing something about it. >> reporter: the numbers were announced at a press conference involving the chief, the sheriff, the states's attorney and the county executives. they say working together has been key to driving down the numbers. >> providing safe communities, though, is more than just arresting suspects. >> reporter: they say violent crime has dropped every year for the last seven years in a row. >> we have never said prince george's county was perfect. just like today we don't say that we have solved the crime issue in prince george's county. it means that we have to look at our communities as a whole and make sure they're better. >> reporter: the chief says in 2018 he wants to continue that downward trend by organizing members of the community to work with police officers to prevent crime in their neighborhoods. darcy spencer, news4. >> there is a major development tonight in the russia investigation. >> that's right. president trump may be inching closer to an interview team. nbc news has learned the president's attorneys are considering all their options and if it happens, an interview could come within a matter of weeks. nbc's jennifer johnson has the latest. >> reporter: president trump in nashville to talk with farmers about cutting taxes and red tape. this as three sources are telling nbc news preliminary talks are underway for the president to be interviewed by special counsel robert mueller or his investigators in the russia election meddling probe. >> clearly the mueller team would want an in-person interview. they want to be able to look across the table and they want to be able to push some buttons. >> reporter: the sources say mr. trump's team is exploring a range of options that includes the president submitting written answers instead of a sit-down interview. >> he's the president of the united states. if he doesn't testify, the inference is he's guilty. >> reporter: here's how the president responded when asked saturday if he would speak to mueller personally. >> reporter: today the new book "fire and fury" continues to make headlines. former white house strategist steve bannon now says when he called a meeting that donald tru trump, jr. had with a russian lawyer treasonous, he was talking about paul manafort. not true says the author. >> it was not directed at manafort. it bitter cold. >> also why metro could soon be giving you mo news4 has learnedhe at the center of a mysterious fire and death will be torn down. a sign on the fence surrounding this property on danbury road in bethesda says the building is unsafe. 21-year-old was found dead in the basement after a fire in september. explosive teams and bomb technicians exploring the property found underground tunnels and chemicals. 26-year-old daniel beck with live in the home. he escaped with minor injuries. >> a child is lost outside alone on a bone chilling night. but police are able to find him using heat seeking technology. this video shows the operation last wednesday. officers from the fairfax county police department flew their helicopter to prince william county. they used an infrared camera to find the ten-year-old huddled in the woods in manassas. the child was missing for about two hours. he was cold, but not hurt. >> now to a community effort to honor the memory of a child who was killed in by a distracted driver. jake owe enwas just five years old when he was killed on the baltimore beltway in 2011. he loved to skateboard. now plans are underway to build a skate park in his memory at baltimore's inner harbor. a professional skateboarder from towson, joey jet is stepping in to help. he will host a movie screening saturday to raise money to build the park. >> i never met jake, but the story alone just touched me. i started skateboarding when i was young, so it really related to me because he was talented. >> he loved skateboarding. he'd skate, didn't matter whether it was raining out or cold. and he'd love spending time at skateboard parks. >> joey's film screening is saturday at city garage in baltimore. we posted more information about it in our nbc washington app. just search jake's skate park. >> this week metro's board will consider a proposal that would put money back into your wallet if your train is late. the idea if a train is more than 15 minutes late, metro would automatically credit the cost of the trip back to your smart trip card. it's an effort to win back riders and would only apply during peak weekday travel times. metro tells us since safe track ended, fewer than 1% of metro trips have been delayed 15 minutes or more. >> that could be interesting. have you seen the speech? chances are a lot of people at your workplace were talking about it today. now young girls in our area are weighing in on oprah's inspirational message after she made history at the golden globes and sparked speculation about a presidential run. >> and got middle school girls together in d.c. to talk 2020 and oprah's impact. >> it will be monumental for the u.s. also also be like kind of emotional for all women because it shows that it can be done. >> and it is not lost on me that at this moment there are some little girls watching as i become the first black woman to be given this same award. [cheering and applauding] >> reporter: oprah's inspiring words are echoing through the hallways of kip d.c. northeast academy. these girls watched the golden globes speech again hanging onto every word. >> i will actually remember her words. i feel like they are very empowering and like they're guaranteed to give you the perseverance and the hope that you actually need to get through any situation. >> reporter: the students say oprah pushes them to go after their dreams. >> anybody can achieve anything, and that's what people fail to realize. >> oprah is one of my role models next to my mom. that's like a really high standard. >> reporter: their math teacher she said she's the first african-american woman with a black belt in jujitsu. this is what she wants her students to take away from oprah's speech. >> powerful. powerful. you are powerful. >> reporter: in the district, kristin wright, news4. >> that speech had everybody wondering if oprah was considering a presidential run in 2020. that was the focus of our flash survey today. we asked what you think. should oprah run for president. take a look at the results. nearly 50% of you say she should not run. that appears to be the way oprah is leaning, too. just moments ago nbc's peter alexander posted this tweet. it says, a source close to oprah tells kate snow as of today she has no intention of running for president in 2020. quote, it's not happening. she has no intention of running according to the source. that's from oprah herself. from kate snow. no intention today. >> yeah, people are going to be reading between the lines there. hey, now to our weather. >> uh-huh. >> boats move through the annapolis harbor today, but not the kind that we're used to seeing searching for fish. >> or crabs. >> or crabs. four boats cut through frozen ice this morning. the harbor tells us they stay active this time of year whether it's commercial boats or first responders. it's the first time in three years the harbor has frozen. workers with the maryland department of natural resources broke through 3 inches of ice. they'll be back out tomorrow after the refreeze overnight. long days. >> as cold as we felt over the weekend, imagine being out on the icy waters. >> yeah, i saw some people out there doing some testing. ice 6 inches thick at the testing bay. that's quite amazing to me. we've been below freezing now. we've gotten above freezing twice in 16 days. that's really quite amazing. so, we need to see some warmer air comen. it is going to make its way in here. but not tonight. tonight we get a little bit colder. that is going to affect us in a lot of ways. i'm getting a lot of reports now with people that have made their way home and said, hey, i made it home no problem, but i fell on ice going to get my mail. i fell on ice trying to take my dog out or trying to get to the trash cans and fell on ice in the driveway. that is the scenario we're going to continue to see here. there is a lot of ice out there. it's just not on the main roads. thank goodness. thank you everybody out there, vdot, ddot, thank you for getting the roads prepared. we have not seen what we would have. we had so much salt on the roadways, really helped us out. thank you to the dots. 32 degrees, dropping to 32 by 11:00. we could have problems in and around the city on untreated roads. look at the temperatures. 32 gaithersburg, now down to 32 in rockville, fort belvoir, 33 in baltimore, only 33 in college park. so, we're going to start to see some issues here, too, over the next few hours. and i am a l the rain and the moisture moving down. you see the whole system moving across parts of the east. this is the same system that came through missouri yesterday. we've seen a lot of video like this out of missouri. their roads were not ready and look what happened. they had a lot of accidents out there towards parts of missouri, parts of indiana and illinois. all seeing multiple accidents because of the wet roadways and the icy roadways there. they saw the exact same system that we are seeing today. we, however, have not seen those problems once again because our roads have been treated. we were ready for this one. now, still seeing the rain and ice mix, freezing rain and sleet to the north and west. all rain down to the south. i've gotten reports out of waldorf, too, that a lot of the sidewalks here are on the slick spots or slick as well. really watch out, guys. this is why tomorrow morning i think we will have some delays. i don't think we'll have any cancellations, but it is possible. but delays just about everybody north and west of i-95, including fairfax county, a lot of reports out of her a falls, slick roads. ton of reports from leesburg and ashburn. we could see a two-hour delay. that would be very beneficial, i think, because temperatures are going to warm up rapidly after falling below freezing tonight. look where we go during the day tomorrow. also around howard county, frederick county. we get above freezing by 9:00. you have a two-hour delay, everybody sleeps in, everything melts, then we can walk to school. 44 on wednesday, 42 on wednesday. 55 thursday, we have a good system moving in friday into saturday. that system will be all rain for us, snow back farther to the west, but all rain for us. it will, however, bring in a lot colder air to start off next week. but i am not looking at anything else frozen until next wednesday. that's a storm system we'll have to watch. but right now that one does not look like a big one. >>
