the police are working to determine. susan? >> david, thank you so much. right now the federal reserve has raised interest rates for the third time this year. it's another sign that the economy continues to strengthen. the fed set its benchmark borrowing rate at 1.25% to 1.5%. it affects the cost of borrowing for everything from savings to credit cards to adjustable rate mortgages. >> well, al franken has not said when he's officially leaving the senate but he announced his pick to fill franken'sç seat. >> though i never anticipated this moment, i am resolved to do everything that i can to move minnesota forward. >> reporter: smith will fill the rest of franken's term. she intends to run outright for the seat next year. franken resigned after several women accused him of improper behavior. he said smith will be, quote, an excellent u.s. senator in his place. it turned out to be a special election in more ways than one. doug jones is now savoring his upset victory over roy moore in the alabama senate race. jay gray has reaction today and some of the key takeaways. hey, jay. >> reporter: susan, yeah. doug jones, the democrat who appears to have won here, by all accounts, plans to move forward with his even though roy moore says this race isn't over just yet. ♪ history overnight in alabama. >> we have been at crossroads in the past and unfortunately we have usually taken the wrong fork. tonight, ladies and gentlemen, you took the right road. >> reporter: doug jones, the apparent winner, which would make him the first democrat to win statewide office in alabama since 2008 and the first democrat senator from the state since 1992. >> i'm excited for my side of the aisle. i thought it was a great night for america. >> reporter: republican roy moore was accused of sexual misconduct in the last month of the race. >> part of the problem with t in an unfaithful light. >> reporter: steve bannon says it wasn't the accusation but a lack of action that led to the gop loss. >> i've got to tell you, their ability to get out votes, that's what it gets down to. >> reporter: moore has yet to concede. >> when the vote is this close, it's not over. >> reporter: he wants to wait until every ballot is counted, hoping the final number will trigger a recount. the official number should be completed in the next couple of weeks. an automatic recount is required if the victory is less than one-half of 1%. jones' lead is three times that amount. susan? >> jay gray live for us in alabama. thank you. erika. president trump's tweet regard a firestorm and new reaction. this tweet came one day after the senator called for the president's resignation over sexual misconduct allegations. in it, mr. trump calls gillibrand a lightweight and wrote that she begged him for campaign contributions and would do anything for them. the nsenator appeared this morning on the "today" show and thought the tweet itself was sexist and stood by her call for the president to step down. >> well, certainly that's how i and many people read it. it was intended to silence me and i'm not going to be silenced on this issue. i've heard the testimony of many women from numerous oaccusers. and she says that he should face an ethics probe from congress: president has denied the allegations. scott macfarlane is live at the breaking news desk. >> president trump says republicans are very close to passing tax cuts, erika. republicans in the house and senate have reached an agreement in principle that would slash individual and corporate rates and significantly boost the economy, he says. he just finished up his speech at the white house a half hour ago calling on americans to support the tax plan. the "usa today" poll shows that 48% oppose it. some of the lowest level of public support for any piece of legislation enacted in the last three decades. republicans are on track for a final vote next week, the week before the holiday, aiming to deliver a bill to president trump's desk by christmas. he says if he signs it by christmas, the tax cuts will take effect as soon as february. >> scott, thank you so much. you've probably seen people talking about net neutrality on social media. how a vote tomorrow your internet service forever. a major break in royal tradition. prince harry and meghan markle are switching things up. how old will the winter blast last and who will seenow tonigh st? we're tracking a bitter blast. here's a look at where temperatures in your neighborhood stand right now. plus, that wind is making it a whole lot worse. doug is back with when we got a break and plus a new chance for snow. that's in a couple of minutes. the federal communications commission will vote tomorrow on whether to appeal net neutrality rules but what does that actually mean and how does it affect you and your wallet? tonight we're working for you sorting through this confusion. nbc's liz mcloughlin has more. >> the concept of net neutrality really means that internet service providers, the companies that give you internet access, should treat all of the content that comes across those wires equally. >> reporter: now fcc chairman is urging the protecting that equal treatment. >> on thursday, the fcc is going to vote whether to put aside the current rules held over from the previous administration. >> if the rules are repealed, some fear internet service providers could give preferential treatment and charge consumers more for basic service. repeal supporters argue that current regulations are too heavy handed and could happen in a free market. but according to fcc data, about 40% of the country only has one option for internet service. >> they can't just go to, you know, somebody else for better service if they don't like the service they are getting now. >> reporter: advocates of net neutrality say the internet should be treated like a utility and on tuesday, 32 senators signed a letter to the fcc chairman urging him to reconsider. >> it's not going to be the end of the world immediately but opens the door to a lot of things we may not want to deal >> so this battle is far from over. if the repeal passes, net neutrality supporters have vowed to fight this in court and it will take years to resolve. news4 asked 13 senators and members in our area to see where they stand. go to our nbc washington app and search net neutrality. >> doug kammerer is joining us now. not only is it rigid out there, now we have a chance for some snow tonight. >> a little bit. and if you blink, you'll miss it. it might come down pretty good for a time period. especially northern portions of our viewing area. for a brief time between, say, 8:00 and 11:00, maybe 7:00 for some of you, we'll show you what we're dealing with. everybody is bundling up. not just the helmet but the hats are on und high temperatures in the low 30s. windchills in the teens and 20s. it's going to continue to be that way. notice some snow just back to our west. we'll take a look at the wider picture here because we have a really strong storm that's moving our way. however, see it up here towards michigan? it's going to stay just to our north and with that the access of strong -- of a lot of moisture, the access of snow will stay to our north as well. we're going to get this area right in here. this is a warm front. it pushes on through and has enough lift to provide us with some snow and we'll see that. let's time it out. 6:00, nothing in our area. winchester back towards frostburg seeing some of that snow. around 7:00, pushing in through the d.c. metro area. leesburg, winchester and, again, it could be coming down at a good clip. at 8:00, that's what i expect down through d.c. the darker colors, leesburg, frederick county, washington county, this is the area that could see a dusting. notice d.c. southward, not much. some of you down to the south, warrenton, fredericksburg, might not see anything at all while to the north we're looking at a one to two-hour event. that's it. by 9:00, it's already gone. moving up to the north and east. if you travel up i-95, watch out. it could be a rather slick go of things. by 2:00 a.m., we get a clearing. clear skies, too. that means we could see good viewing for the meteor shower. notice where the snow continues back towards the mountains, they will see more snow back towards the ski resorts. it's looking like a great ski weekend but then for us, by tomorrow morning, not much. i am not anticipating much in the way of p morning rush but it's something that we track for sure. currently, 35 degrees. winds out of the southwest at 10 miles per hour. the chouds are filling in out ahead of that warm front. look at winds. gusting 20 to 30 miles an hour. gusting to 20 in annapolis. lighter winds now. the windchill is still a factor. that current windchill feels like 27 in d.c. 21 in gaithersburg and 20 in frederick. a frigid night tonight and it's going to be a frigid night to our day tomorrow. the morning low temperatures and windchills in the 20s, even tomorrow afternoon, here we are at 1:00 tomorrow afternoon. very similar to today. windchills in the 20s to around 31 degrees. a very cold day, once again, out there on our thursday. how about friday? a high on friday. only 36 degrees. cold, flurries possible on friday and another storm system passes to the north. not expecting much. 47 on sunday. the storm on sunday now is coming a little later into sunday night and monday. chance of and tuesday. these are rain showers and cold again next week. pretty in some areas. this is not going to be a big impactful kind of snow but it's going to be hard hitting for some areas. all day long we've been in the 20s, even windchills in the teens. the wind gusts have calmed a little bit but the windchill is still there. 27 degrees right now in d.c. and snow is coming through and a very potent system. in the last couple of hours, you can see in our area no advisories for zone, and behind it we stay on the cold side. we'll talk about that, too, and see you back here in ten minutes. >> protests up on capitol hill after lawmakers reached an agreement on a tax reform bill. >> kill that bill! kill that bill! >> hundreds of protesters stood outside in the cold at the u.s. capital today and they are urging lawmakers to vote no on the tax bill. nbc news person who is watching right now. you know, republicans say that they are only days away from much waing the biggest tax overhaul in history but, of course, first they have to get can only afford to critics say it's just a gift for the wealthy. cutting the corporate tax rate and lowering taxes for the richest american. on capitol hill, republicans defending their tax plan while questioning the russia investigation led by special counsel robert mueller. lawmakers pressing deputy on whether the investigators are politically biased. >> how with a straight face can you say that this group of democrat partisans are unbiased and will give president trump a fair shake? >> we recognize that we have political opinions. that is our responsibility to make sure that they do not influence their action. >> reporter: rosenstein says he sees no problem with the investigation and no reason to fire mueller. and the president says that if this bill is signed into law before christmas, americans snow for tonight and the bitter blast of cold that we're already feeling, is this widespread snow? does everybody get a chance of this or just one area? >> everybody has a chance to see something. it's not a lot. >> the thing is, it's going to be moving through here, like you said, so quickly that it's not enough in the forecast to really cause concern for widespread slick spots and so many people talking to us about the crews out there pretreating the roads. >> that's right. we have a little system going by. if you saw the crews out in fairfax, d.c., montgomery county and parts of maryland, that's why, because we have this system moving on through but it's not a big deal. we're tracking the cloud cover that's moving on through the region. temperaturewise, as far as the radar or feels-like temperature, 30 in fredericksburg as the winds have subsided as the warm front is moving closer. winchester, down towards luray showing up here as snow. awe have to wait until we see this energy move in across our region. you can see it right there moving our way and around the 7:00, 8:00 hour, it depends on where you are. some of you have a chance to see it. others, not so much. amelia is here with the good and bad news depending on where you live. >> we're going to break it down zone by zone. we've looked at our area and there are four distinct zones. i want to start you off with where most of us live. this includes washington, arlington, prince george's as well as howard counties. timing for snow showers here, 7:00 p.m. until 11:00 tonight. we're really not concerned about snow sticking in our d.c. metro zone but we can see reduced visibilities as the snow showers move through the area and in our western zone, a better chance to see minor accumulation but we're talking about under one inch. snow showers there from 7:00 p.m. to 11:00 p.m. of course, that is frederick and loudoun and orange and culpeper. as we head back to our mountain zone, we could see slick spots, about a gusting to around an inch. snow showers already happening in our mountain zone right now and eastern zone to southern maryland down through parts of king george and stafford counties, the chance for some flurries there from 7:00 p.m. to 11:00 p.m. as we look into tomorrow, the snow chances are out of here but we're tracking breezy conditions in the forecast. >> another cold day and it's just going to be bus stop temperatures, 29. windchills down into the teens and lower 20s. another breezy day. temperatures around 40 degrees by the time you are picking up the kids. 36 and flurries are possible on friday. another storm system, a weak one, moves across our region. 45 degrees on saturday. a little better but still rather breezy and chilly. 47 on sunday. look at monday and tuesday. temperatures into the low 50s, at least in the city. a chance of showers. not expecting many, however, and it looks like we will cool again until the end of next week. coldest air of the season is upon us right now and it's going to get out of here for the next couple of days. winter is making itself present as we move on. we continue to track the snow for you. >> thanks, doug. a other regions. right now, it is and has been today all about those temperatures. look at the current windchill. 23 degrees in washington. 29 in hagerstown. look back to the west and even colder as the winds here have subsided. we still have winds back to the west that kick up again over again tonight and into tomorrow. it's another windy one as you step out the door to tomorrow morning. a clipper system is strong and heads to our north. we're not going to get much moisture but you can see the trajectory making itsç way rig the areas in purple will cause decent accumulation. i'm going to time this out for you. i'll take you hour by hour. this is going to be a quick little hitting system. i'll show you who has the best chance to see any snow and if it accumulates where you live, i'm back in
