reporter: lloyd welch is in prison in delaware on unrelated child sexual assault charges. he will be extradited to virginia in the next few days, where he will stand trial. if convicted he could face the death penalty. at 6:00, you will hear from prosecutors on why they are looking at lloyd welch possibly being involved in other child abductions across the country and you will hear from prosecutors as to why this case is being tried in virginia and not here in maryland. pat, back to you. the man at the center of this case lloyd welch, is already in prison, serving time now for sexually assaulting young girls delaware and south carolina in the '90s. before that he worked as a ride operator for a carnival company that travel around the country and often set up at malls. police arrested welch in 1997 on a number of sex charges. delaware's board of pardons last august denied a commutation request for him in a case in which he admitted abusing his girlfriend's daughter. still ahead we have morn the details of how the lyon sisters' case rattled the community and changed the freedoms many local children and teen also before 1975. our team coverage continues at 5:30 and her tire. she was just 32 years old. this accident happened on the busy suitland parkway in southeast washington. it was just after 10 last night and police were quickly able to arrest the driver who hit her. news4's darcy spencer live now near the crash site with more on the victim and how this crash occurred. darcy? >> reporter: jim, initially, we were told that she was actually changing the tire, but when i talked to family members today, they say that was not the case. we now know she was out here on the parkway near stanton road with her boyfriend last night, standing close to him when she was struck and killed. as you said, the driver now facing some serious charges and we learned that she lost her husband nearly one year ago. 33-year-old tomica early was struck and killed last night. family members say it happened as she watched her boyfriend change the tire on their car. they say he didn't realize at first that she had been hit here along the suitland parkway in southeast. he found her body 50 feet away. we spoke to a close family friend. >> you know, it's just so sad you know, when i got the call 5:30 this morning, it just touched my heart. >> reporter: police sayer lives hit by a man who was behind the wheel of this blue pickup truck. the driver identified as 52-year-old robert paris of southeast washington. police say he was driving at a high rate of speed when he hit early. he kept going smashing into another car then hit a light pole. paris has been charged with second-degree murder and leaving after the colliding. it happened just before 10:30 last night in the east bound lanes of the parkway. >> tomica was a good person, a loving person. she would put her hand out for anyone. she would give you her last dollar. >> reporter: adding to the tragedy, early's husband, sean early, died of a heart attack last august. his mother told me she feels like she just lost a daughter. tomica's family says her death has been especially hard on her own mom. they lived together in suitland in prince george's county. >> her daughter and her was just like mother/daughter best friends, hang out, you know, they did things together. >> reporter: a very close a busy highway. pat, back to you. >> thanks darcy. there are growing concerns about safety tonight in yet another community after violence near a metro station. news4's chris gordon is live at the wheaton station where a young man was shot and killed in a metro parking garage. chris? >> reporter: we know a lot more about the shooting know. we know hot suspects are weave the pictures and about to show them to you and the victim's picture as well. but what we don't know is what brought them together, what caused this deadly confrontation here at metro's parking garage? the two men police apprehended on the scene are now suspects. they have been charged with first-degree murder in yesterday's fatal shooting in the wheaton metro station parking garage. police identified them as 19-year-old douglas shannon chase from d.c., said to be the here is the and 18-year-old brent deion sanderson of rockville, maryland. police told news4 yesterday that investigators had recovered a gun and tonight, police confirmed that a firearm was recovered in the possession of the suspects. police identified the victim of the shooting as 20-year-old eric melgar of silver spring. police say multiple shots were fired. there are still important questions about this shooting so far left unanswered. did the victim know the suspects? >> we don't have that information at this time. >> and as far as the motive? >> as i said the motive is still under investigation at this time. >> reporter: the murder makes this wheaton business woman nervous. >> i don't feel safe. you here doing your every day, you know, things and you don't know what's gonna happen at the next moment. >> invested quite a bit, ensuring wheaton is a safe place but i will not lie and say that is not a great concern to our residents, it is a great concern to me and we will get to the bottom of this. >> reporter: this wheaton resident asked us not to show her face. >> i will never go in that garage again. >> reporter: state's attorney john mccarthy says the lyon sister case profoundly changed montgomery county with many parents no longer allowing their children to walk anywhere alone. police chief tom manger remembered being a college student at the time. >> this was something that had an enormous impact on the community and feeling of safety for children in this community. >> reporter: in the days after disappearance, police created this sketch given by the description of a young girl with the men in the day. the man had been staring at them in the mall. two years later in 1977, lloyd lee welch was arefsed for burglary in montgomery county. it with would take another 36 years before a detective in the cold case division linked the two together, naming welch shall a person of interest for the first time. for the last year we have watched as investigators carefully sifted through difficult terrain about four hours south of wheaton in a remote area of bedford county, virginia, called taylors mountain where the welch family owned property. >> spent many painstaking hours in very rough terrain and very heavy, chevy, cold, snowy weather up on the mountains looking for forensic evidence in development in that deadly awful birthday cake beating. the little boy's mother and uncle are now being held without bond in a hagerstown jail. detectives tell us the uncle handcuffed his nephew to a chair so the mom's boyfriend could beat him. jack garcia was just nine years old he died from that beating. police say his mother approved the harsh punishment and tried stop paramedics from helping. the smithsonian took a new step to distance itself from bill does bay. new sign explains why the national museum of african art will not take down an exhibit of the comedian's personal collection. tom sherwood talked with visitors about this. ♪ >> reporter: the music room is just one of five rooms in the gallery exhibit conversations that features 64 works loaned by camille and bill cosby and 100 longer posts a sign that says bill cosby eats free. cosby's been a friend of the family owners for nearly six decades. the family has said cosby remains a friend but ben's has weighed the appropriateness of a mural outside the restaurant. there was no comment today about what happened to the cosby eats free sign. president obama weighed in on the cosby controversy during his afternoon news conference today. cosby received the presidential medal of freedom back in 2002. the president said there is no precedent for revoking the medal but offered these comes about what cosby is county council voted to reserve half of the tax revenue from the casino for public schools, libraries and community colleges. the measure came after county executive baker proposed raising property taxes as a possible revenue source. the "washington post" reports mgm's casino is expected to generate $42 million in revenue when it opens next year. some students wouldn't have to cram for final exams any longer in montgomery county public schools. the school board backed a plan today to end two-hour finals in middle school classes starting with the 2016, '17 school year exams will be replaced with assessments like tests, projects or essays. in october the board will present a plan on how this will change grading policies. loudoun county schools recently dropped final exam requirements for high school teachers. tonight, a new 12-passenger van sits outside the home of that fairfax county family of 13 that lost everything in a fire last month. news4 introduced you to the
