to today's outage suffered by "the wall street journal" site and by united airlines. more on both of those in a bit. sources tell cnbc that the new york stock exchange problem may have been the result of an overnight software upgrade and traders got a little bit of warning because before the exchange opened this morning there was a bulletin sent out, we have got some kind of a technical problem. so, when it actually struck about 11:30 there wasn't panic there wasn't a big selloff, because there still was trading. these stocks that couldn't be traded on the new york stock exchange could be traded on the internet on something called bats. so, in summary, problem fixed, not a hack attack and no official word on what caused the worst technical outage ever to strike the new york stock exchange. >> steve handelsman, thanks steve. now to the other big computer glitch that's still causing a summer travel nightmare for thousands of people. united airlines was forced to ground some 3500 flights across the country and around the world for nearly two hours this morning. planes stayed at the gates passengers were stuck in long lines trying to check in and the delays stacked up. united says the problem was caused by computer malfunction and the faa specifically blamed automatics issues. the ground stop has had a ripple effect on travel at airports around the globe. take a look at this tweet from about an hour ago that shows the long lines for passengers in denver trying to rebook flights from missed connections. turning now to our weather. storm team4's tracking some heavy downpours and some flashes of lightning this afternoon. storm team4 chief meteorologist doug kammerer is in the storm center. doug we going to get any severe weather out of this? >> i don't think we will see anything severe as far as severe thunderstorm active the but we are going to continue to see some very heavy rain as we make our way through th rest of the evening hours. show you the radar now, storm team4 radar showing you the rain, it is in a little bit of an area from this storm, this line right across the d.c. metro area right back toward the west. we will zoom in here, very heavy lane through loudoun county, fairfax county ymalong 66 and route 7 around tysons corner, extremely heavy rain there i will zoom in here and you can see what i'm talking about down toward southeast, southeast maryland, southeast d.c. around anacostia, oxon hill walker mill extremely heavy rain, look at this vantage point, national harbor, national harbor not seeing too much, look at the rain coming down as you look back toward the airport. continue to see heavy rain through the night tonight and tomorrow, we have got a chance for severe weather. talk much more about that in my forecast in just a few minutes. all lanes of i-95 are blocked on the southbound side. a state trooper was hit in howard county right around the jessup area. now, police say that trooper may have been out of his car between route 32 and route 175. i mean, you can see the traffic stopped right there a medical chopper has been called in to airlift that trooper to baltimore. again, 95 south in jessup blocked. all traffic. after a state there were was hit. now derek sward live at d.c. police headquarters where the mayer and police chief made an announcement about a disturbing murder. derrick? >> reporter: this murder happened back on june 23rd. it was about 11:00 in the morning when police were called to the 1200 block of holbrook terrace in the trinidad section of northeast. now, initially the call was for a burning trash can but when they examine it had closely, they found a body in that trash can that body was of 19-year-old heineken mcneil and found he had been shot several times and that was indeed the cause of death. they announced today they made an arrest. they arrested 19-year-old zack kai yas blanding of northeast as well. police chief lanier says they mossably live in the same neighborhood and at first thought this was the result of some rival crew some bad blood between rival crews but turned out not tonight case at all. >> the result of a neighborhood feud. that belief sparked several days of other instances of violence. well, with this arrest today we have now learned that this in fact, was not a rivalry or a feud between rival neighborhoods in northeast, but, in fact, the suspect and the victim were friends. >> reporter: indeed. the police chief says they were friends. she didn't say what the motive was, however this suspect is now charged with second-degree murder. they say they don't expect to make any more arrests in this and the investigation is still ongoing. she did say however that the notion that this was some beef between -- or among rival crews led to more violence in the streets and that neighborhood of trinidad and hopefully this arrest now will abate that somewhat, try to get on top of it and say they are approaching this from several aspects, community aspect as well as =5tz cf1 o a policing aspect. more on this later on news4. derrick ward news4. this just in at 4, jose andres says he is pulling out of his deal with donald trump and won't open a restaurant in trump's new d.c. hotel. the celebrity chef says he is severing ties because of what trump said recentably mexican immigrant. he said "more than half of my team are hispanic, as are many of our guests. as a proud spanish immigrant and recently naturalized american myself, i believe every human being deer is was respect regardless of immigration status." trump is building a hotel at the old post office pavilion site downtown. first at 4, they plan to appeal. general manager bruce allen says washington's football team looks forward to winning an appeal after a federal judge today canceled the trademark on the team's name. the judge said he agreed with the plaintiffs who said the name is disparaging to native americans. the ruling doesn't mean the team can't continue to use the name but the organization loses the right to exclusively market products with that name. news4's chris gordon is working this story and will join us live with more reaction in just a few minutes. well, what started as violent robbery has left one man dead in the district. now, that man only came into d.c. to buy crabs for a church picnic and news4's mark see graves just spoke with his widow. >> reporter: it was fourth of july weekend. thomas harris had come into the district with his sister to get some crabs for a church picnic sunday afternoon. his sister was parked in her car just down the street, as harris was walking along the sidewalk. she sawview mirror a man walk up behind and hitting her brother. he fractured his skull. he died the next day at a local hospital. his wife says she is still in shock and can't believe this happened to the man she loved for 20 years. >> every time i go in my bedroom, all i can do is cry, i cannot go in yet because? impact it's having on the other lines in the system and what metro is finding out is that since the silver line opened, the orange and the blue lines have seen their on-time performance go down. now, why is that? it's because in large part, the rosslyn tunnel only a certain number of trains can get through that tunnel at rush hour and metro is having a hard time getting all the silver orange and ago. storm team4 radar continues to show heavy showers, northern parts of loudoun county and one little ribbon of moderate-to-heavy rain now that goes from diehl on the chesapeake bay just about through upper marlboro here south sides of the capitol beltway, anacostia over here into parts of springfield, newington fairfax, falls church, these rain showers are moving eastbound. so, could rain over the same places. radar already estimating more than an inch possible in some of these place. we will keep a close eye on this. new at 4:00, the gun that killed a young woman on a san francisco pier belonged to an agent with the federal bureau of land management. nbc news is reporting the gun was stolen from a vehicle but it's still not clear how the weapon ended up in the hands of the convicted felon who is accused of killing 32-year-old katherine steinle last week. the murder has raised a lot of questions about san francisco's immigration policy. we will have more on this story in a report in our next half hour. we are also tracking developments in that deadly midair collision over charleston south carolina. today, a recovery team found the body of one of the two people on board that cessna. michael johnson was the passenger and his son, joseph, was flying the small plane. now, they haven't recovered his body yet. an f-16 collided with a cessna tuesday morning and the fighter pilot safely ejected. ntsb investigators just briefed reporters at the scene. it is too early to tell what caused that crash. going go back out now, breaking news in maryland. we are still following this. take a live look now at chopper he is above the scene now. all the lanes of i-95 south are blocked on the southbound side. a state there were was probably out of his car between route 32 and route 175 when he was hit. a medical chopper had to be called in to take that trooper to baltimore to the hospital. right now, 95 south once again, a look at the scene where there is breaking news in maryland. all lanes of 95 south are blocked because of this. a state trooper hit in howard county in the jessup area. state police believe this trooper may have been out of his car. this is located between route 32 and route 175. and this is the result, traffic backed up for what looks like miles. this is, again, 95 south in the jessup area all traffic blocked after this accident involving the state trooper. a medical chopper has been called to the scene to take that trooper to the hospital. we will continue to follow this story on air and on our nbc washington app. i'm wendy rieger at the live desk with news out of baltimore where the mayor just fired the city's police commissioner. mayor stephanie rawlings-blake said specialer anthony bat is out of a job and she is replacing him with kevin davis. davis, if you may recall was the assistant chief in prince george's county county before he rose to chief in anne arundel county. bat has been under fire because of the riots that followed the death of freddy gray and the spike of violence and shootings that happened since then. now, whether or not it is a coincidence, we don't know. but today the police union in baltimore released its after-action report on those riots in early may and it was sharply critical of the mayer and of the top ranks of that baltimore police department. back to you. jared fogle is no longer the face of subway restaurants. subway suspended ties with him today after the fbi raided his home in indiana. they took comp peter and other electronics out of his house during tuesday's raid. nbc news learned the raid is in connection to the child pornography investigation into a former jared foundation employee. now, fogle himself has not been charged with any crime but even so, some people are asking if he can come back from this. >> i think it's still a problem, even if he is found to have no involvement, because once it's been put out there, then the perception stays and the consumers aren't says to forget. >> fogle's attorney says his client is cooperating with law enforcement. the talk around town is about bill cosby and the court deposition in which he admitted getting drugs with the intention of giving those drugs women he wanted to have sex with. whoopi goldberg emerged today as a very strong supporter, saying on "the view" today that she has gotten death threats because of her support. with me now whur's troy johnson and troy, goldberg says she believes in innocent until proven guilty but others are moving quickly to distance themselves from bill cosby. disney, in fact, took down his bust in hollywood at one of the theme park there is. but the smithsonian says it is not going to remove the collection here in washington of exhibits that he and his wife own. >> that's right. they say those exhibits really with more about the art and not so much about the folks that own it, own the art, so they are moving forward with that art exhibit and, you know, i guess in the sense of just sticking with what the focus is on just the art. >> a lot of focus on ben's chili bowl, the original store, restaurant has had his mural the mural with his image for so long but the new store, the new restaurant does not what are your listeners saying about that whole thing? >> they are saying that they can kind of understand the history. of course, bill cosby and ben's chili bowl have such a connection for so many years and they understand why that may be there. no one is necessarily calling for changes yet, but, and it's interesting. the store is saying they are aware of what is going on with the situation. they are certainly focus, as they say on opening their new store but obviously, if you have seen situation likes we have seen with jared, with subwaned seen with the confederate flag things that are -- that are -- people are profoundly upset about, maybe some changes could be coming in the future. certainly no way to know. >> this is really tough for a lot of people, a lot of cosby fans because he has been such a moral icon and a father figure to so many here in the united states. you talk to a lot of listeners about that. what are their thoughts? >> their thoughts are interesting a lot of people swing you know different ways. some people are really just extremely upset. it didn't take this -- these revelations that came out in the last few days for them to arrive at their conclusion. in their opinion, bill cosby is certainly responsible for these actions. other people not quite feeling the same way. some people are saying -- one person told me, as a matter of fact, what's wrong with keeping the tv show on? it has nothing to do with the situation in his personal life. the tv shows, "the cosby show" obviously had a very positive spin, a positive impact in the community. and they would love to see the show stay on tv. of course, the networks that run those reruns are now saying that's not gonna be the case. >> troy johnson thanks so much. >> thank you. >> chris? i walked into work this afternoon it was completely dry. the few second it is took know get to my desk, there was a downpour outside. doug, i mean, this feels a little unsettled out there right now. nchts>> [ no audio ] got me now? show what you is going on aarea. very heavy rain downtown, most of it just south and east of downtown. you could see those very dark clouds around the area 81 now after a hive 90 earlier. the heat index 85. we have seen some cooler air move in. look what's happening here. we have got a line that has formed here and a little bit of a concerning line. now it's not -- nothing severe. we are not even looking at much in the way of lightning or thunder here. you can see very heavy rain, loudoun county moving into montgomery county. fairfax county on through arlington alexandria through prince george's county, anacostia, oxon hill area toward diehl, look at this line and see what's happened the last hour. we are moving pretty much over the same locations here. some locations already picking up an inch of rain we may see flooding in this area. if you live in this area around portions of fairfax county, zoom out and in a little bit more if i can here. i want to show where you this is. this is the area i'm really watching, alexandria, bay leaf cross road, 7 in that area back to the west the city of fairfax, tysons corner and down toward southeast around national harbor continue to see very heavy rain the next hour or two. we may see some flash flood issues going on soon. now, back to the west. this is mostly some heavy rain, but notice how this is moving. we don't have that same line, except for right along 66, down toward marshall. this is another area that i'm going to continue to watch here the next hour or so, for extremely heavy rainfall, the potential is here for flooding, too. never drive through flooded roadways, we have told that you before. i think you may see some of those later on this evening. now, 93 for tomorrow. tomorrow, hot, extremely humid, dry most of the day, but then a front moves through, good chance of strong potentially severe storms during the day tomorrow, that's something we will watch out for example 89 on friday 88 on saturday going back up to 92 on sunday. chuck bell will have the latest for you with the latest radar coming up again in a backyard a sergeant with the chevy chase village police department pulled over a couple of kids cruising through the neighborhood in their minimustang. this happened on the fourth of july. nice ride there he issued phony seat belt ticket to the tiny driver in the battery-operated car, much to the delight of all the children in the village. ample good lesson mixed in all that there, you know, seat are still following that breaking news in maryland where all lanes of 95 south are blocked and we now have some new information coming into our newsroom. we just learned that there were was, indeed, on a traffic stop. he is from the waterloo barracks and been with the state police about three years. he has been airlifted to the hospital. again, you can take a live look at that pitch terror, all lanes are blocked. there it is from the traffic cam. it even shows a slow down on the northbound side as well. we are going to be pushing out alerts on our app all afternoon to try to help you navigate around that area. if you have got family members or friends trying to make their way through that. pat? some breaking news in the weather right now. we are still tracking that rain. we just got word about a flash flood warning. chuck bell's in the storm center. where are we talking about, chuck? >> pat mostly in prince george's county but also the southeastern corner of the district of columbia also included in this. here, this little red rectangle here, this is the flash flood warning that just came out about two minutes ago. it goes until 7:30 tonight. so, if you live in this area, anacostia area, southeast sides of the capital beltway, joint base andrews, rosariville be on the lookout for high or fast-moving or standing water in any of these areas. rain has been going right over the same places and they are now getting some flashes of lightning over here near rosariville and the mel wood area. these heavy rain producers are traveling over the same areas and radar estimated more than an inch of rain in the last hour. be very careful about high fast-moving or standing water. never drive over a water-covered road. heavy rain also out here toward baileys cross road and tysons corner, all part of a weather system that is going to keep i-66 and parts of the beltway very wet for the coming hours. tracking it for, flash flood warning, prince george's county until 7:30. >> thanks chuck. back to the big board at the new york stock exchange. most of the day has been dominated by technical trouble and forth-hour shutdown that captured the world's attention. trading just resumed late they are afternoon, but as nbc's mark barger reports there are still a lot of questions about what happened. >> reporter: huge wrench thrown into our market day. >> reporter: that is cnbc just before noon when the new york stock exchange suspended trading because of what it called an internal technical issue. >> starting to see the concerns about the way trading was occurring. customers weren't getting all the messages back that would you otherwise expect. >> reporter: stock trades on the nasdaq and other trades were not affect and the nyse just opened after 3 p.m. >> there will be deemed a failure of sorts for the new york stock exchange not for the market overall. >> reporter: the nyse shutdown came shortly after early computer problems a the united lines grounded flights nationwide for two hours. >> has been annoying. >> reporter: united blamed its halt on traffic on what it called a network connectivity issue, the second name two months that carriers will major technical issues. >> even the 90 minutes two-hour delay today is going to cost united airlines significant amount of money. >> reporter: government official says there's no indication the two incidents today are related or connected to cyber terrorism. >> there is no indication that malicious actors were involved in these technology issues. >> reporter: stocks were already experiencing a down day when nyse's problems arose, while united says about 3500 flights were impacted by its computer problems. delays were expected to last at least into the evening. mark barger, nbc news. protecting consumer privacy could also threaten national security, that's according to top folks at the fbi and the justice department during a senate judiciary hearing today. they told lawmakers that data encryption technology found in device and websites like twitter make it difficult for them to catch criminals and terrorists even when they have a warrant. that technology is supposed to protect consumers from hackers. >> but it's important that we not let these technological innovations undermine our ability to protect our country from significant national security threats and from public safety challenges. >> the hearing comes after an ongoing dispute between the obama administration and technology companies. we now know this massive fire in silver spring caused half a million dollars in damage. flames gutted the home on white drive and caused two floors and the roof to collapse. firefighters were worried that people were inside after seeing some cars in the driveway but fortunately, turns out the family of four was out of town. investigators don't know how it started. learned new information about pope francis' upcoming visit to washington. we now know the pope will make a brief appearance on the west side of the capitol september 24th after addressing a joint session of congress. the pope's historic speech to congress will be broadcast on jumbotrons on the national mall. a police officer was killed during the world police and fire games in virginia and now, his body is being brought back to brazil. local law enforcement agencies lined the route as officers escorted carlos silva's body from alexandria to dulles international airport. silva crashed into other cyclists during a bike race in fairfax county last week at last word, two other cyclists involved in that crash, one an american and one a canadian, were in critical condition at innova fairfax hospital a go fund me page has been created to benefit all three of their families. just search cyclists on our nbc washington app. most of us are familiar with pothole palooza d.c.'s yearly attack on potholes around the city. today, d.c. mayor muriel bowzer kicked off ali palooza, an ambitious plan to repave miles and miles of alleys cries the city thousands of city residents depend on alice for access to backyards and parking garages, trash pickup and other city service. there are more than 350 miles of alleys in this city. d.c. government has an interactive map where you can track alley palooza and we have posted a link to the map on our nbc washington app. just go in and search alleys. we have more breaking news on this busy afternoon from the live deck a mistrial declared in the trial against a prince george's county man who was accused of ordering a hit on his uncle from jail. the state's attorney says the mistrial declared because of a hung jury. brian may hugh already serving a life sentence for double murder. his uncle was the star witness in that first case, told a grand jury his nephew killed two men. but before he could testify in the actual trial, the uncle was shot and killed. as we learn more about why the jury came to this decision, we will let you know. back to you. >> all right. leaders from charleston march on capitol hill and the confederate flag debate in charleston reaches a tipping point. midair emergency. a passenger forces a plane to di tracking what i think is going to become a very dangerous situation here probably already is. it is not everywhere, but where we are seeing the rain, it is extremely heavy and we are watching this area move over the same locations. we call that training. any time i have talked about this before, look at the train tracks of moisture here, all the way back from deal back toward the west, back toward marshall and portions of loudoun county. this is the area of concern. southern d.c., around portions of southeast over toward alexandria, back toward fairfax county and then right in through prince george's county. i want to show you how much rain we have seen here. take a look at these totals, in and around this area, two inches of rain already in the last half an hour, about two inches between clinton and upper marlboro, too, if you are driving in this area, please give yourself extra time. never drive through flooded roadways, here is the flash flood watch, includes congress height oxon hill, camp spring back toward clinton and right up toward the mel wood area, back toward morning side, extremely heavy rain is falling, extremely heavy rain will continue to fall in these location. i would not be surprised to see that flash flood warning extended into fairfax county. continue to keep you posted on this as we move through the rest of the evening. in indianapolis rising floodwaters have forced 15 people to evacuate their homes. heavy rain and soil saturation caused flooding conditions on the city's west side. some residents are still stranded right now, causing firefighters to have to rescue them using boats and life rafts. with three inches of rain falling yesterday the rain doesn't seem to be letting up any time soon. consider this fair warning, the tarp on a baseball field can be dangerous, especially if wind is involved. last night at the padres/pirates game, there was a rain delay and a grounds keeper got swallowed by the tarp. crews had to run out on the field to help the poor guy out. i mean it was so big, so heavy, even some of the players to pitch in. eventually, they were able to get that tarp under control and back down on the field again. the u.s. women's soccer team has one more reason to celebrate. the team is getting its own parade. on friday the world cup champs will get a ticker tape parade in new york city. it's the first time in history that a female sports team has gotten this honor. the last ticker tape parade in new york took police in 2012 after the giants won the super bowl. we are still following that breaking news out yes! because it still tastes good! yoplait! a heart-stopping crash caught on a state trooper's dash cam in utah. you can see that he is unbelievably lucky that he wasn't killed when a vehicle hydroplaned and slammed right into him. the trooper was talking to people in a car that had crashed in a similar way moments earlier. the trooper ended up pinned beneath the first vehicle but other than a few broken ribs, he appears to be okay. now to the national outrage which continues over the murder of a young woman at a pier in san francisco. right now, we have learned the murder weapon belonged to an agent with the federal bureau of land management. news reports it was stolen from a vehicle. meanwhile the murder raised a lot of questions about san francisco's immigration policy. nbc's cheryl hurd reports. >> none of it was ever intended to provide some sort of a cover or shield for people who are dangerous who are violent criminals. >> reporter: former u.s. attorney for the northern district of california says he is outraged that six-time felon and mexican national juan francisco lopez sanchez was free to walk the streets of san francisco. lopez sanchez had been deport seven-day forecast times before and had been investigated on drug charges, but was released when the charges were dropped. san francisco's sanctuary city law meant immigration officials were not notified that he had been released from jail. >> it's the confusion at the federal level that has allowed local communities to sort of be mischievous and somebody's -- in some eyes to be overly creative with these sanctuary city policies. >> reporter: this time he say the consequences was the murder of kate steinle. she was shot in the back at close range while walking with her father on pier 14 last week. lopez sanchez told several reporters he accidentally fired the weapon, which we are now being told was stolen from a federal agent's car. but he pleaded not guilty in court. >> that one incident done by one individual, no matter how terrible and tragic doesn't represent a whole community. >> reporter: county supervisor john raf val lows introduced the law that helped protect many undocumented immigrants from deportation in san francisco. he says the law was written to protect everyone. >> there are a lot of law-abiding people who are undocument who had have come across the border many, many times 13wu 1 ss but 11 million people in this country. news4 at 5 starts with jim and wendy. >> a federal judge cans the redskins' trademark, but the battle is not over. >> cyber glitches today delay travelers and snag the new york stock exchange. now, some people are questioning the timing of it all. a virginia woman tells news4 about the moment ter husband was brutally beaten to death in the district. >> she was in the car. when when she turned around, someone jump on my husband. but first up tonight at 5:00, the last few minutes folks, a flash flood warning has been issued for some of us. >> doug and chuck are in storm team4. what is going on now? >> the one thing we knew today, we wouldn't see a lot of severe weather flash flooding is something that continues. >> go outside this morning you noticed the incredible levels of humidity. the reason we have had so much heavy rain so much moisture in the atmosphere wring out an inch or two in an hour in some places. >> raining like this the last couple of days and last few weeks, very wet so we don't need to see any more rain, exactly what we have here. notice this line from deal back in toward loudoun county, right along portions of fauquier county, too. as we move here, look at what is going on, look around the clinton area upper marlboro, how much rain we have seen in the last hour or so well over two inches of rain already in these locations back to the west, arlington county here, fairfax counties, about two inches there, too i wouldn't be surprised, this area, the flash flood warning, it includes silver hill, oxon hill down toward clinton, woodward camp spring morning side. that until 7:30 tonight right along the beltway you see the beltway right here, you see 5 and pennsylvania avenue coming out of the city in toward southeast, in toward prince george's county, extremely heavy rain falling in those location. i wouldn't be surprised to see that extended toward fairfax county, one continuing to see that rain now but look at, this the same line continues. this could be a very dangerous situation for the next couple of hours as we continue to tell you never drive through flooded roadways, seeing that heavy rain, make sure those lights are on. continue to keep you posted on all of this here from the storm center. we have got new details coming into the live desk about that maryland state

to today's outage suffered by "the wall street journal" site and by united airlines. more on both of those in a bit. sources tell cnbc that the new york stock exchange problem may have been the result of an overnight software upgrade and traders got a little bit of warning because before the exchange opened this morning there was a bulletin sent out, we have got some kind of a technical problem. so, when it actually struck about 11:30 there wasn't panic there wasn't a big selloff, because there still was trading. these stocks that couldn't be traded on the new york stock exchange could be traded on the internet on something called bats. so, in summary, problem fixed, not a hack attack and no official word on what caused the worst technical outage ever to strike the new york stock exchange. >> steve handelsman, thanks steve. now to the other big computer glitch that's still causing a summer travel nightmare for thousands of people. united airlines was forced to ground some 3500 flights across the country and around the world for nearly two hours this morning. planes stayed at the gates passengers were stuck in long lines trying to check in and the delays stacked up. united says the problem was caused by computer malfunction and the faa specifically blamed automatics issues. the ground stop has had a ripple effect on travel at airports around the globe. take a look at this tweet from about an hour ago that shows the long lines for passengers in denver trying to rebook flights from missed connections. turning now to our weather. storm team4's tracking some heavy downpours and some flashes of lightning this afternoon. storm team4 chief meteorologist doug kammerer is in the storm center. doug we going to get any severe weather out of this? >> i don't think we will see anything severe as far as severe thunderstorm active the but we are going to continue to see some very heavy rain as we make our way through th rest of the evening hours. show you the radar now, storm team4 radar showing you the rain, it is in a little bit of an area from this storm, this line right across the d.c. metro area right back toward the west. we will zoom in here, very heavy lane through loudoun county, fairfax county ymalong 66 and route 7 around tysons corner, extremely heavy rain there i will zoom in here and you can see what i'm talking about down toward southeast, southeast maryland, southeast d.c. around anacostia, oxon hill walker mill extremely heavy rain, look at this vantage point, national harbor, national harbor not seeing too much, look at the rain coming down as you look back toward the airport. continue to see heavy rain through the night tonight and tomorrow, we have got a chance for severe weather. talk much more about that in my forecast in just a few minutes. all lanes of i-95 are blocked on the southbound side. a state trooper was hit in howard county right around the jessup area. now, police say that trooper may have been out of his car between route 32 and route 175. i mean, you can see the traffic stopped right there a medical chopper has been called in to airlift that trooper to baltimore. again, 95 south in jessup blocked. all traffic. after a state there were was hit. now derek sward live at d.c. police headquarters where the mayer and police chief made an announcement about a disturbing murder. derrick? >> reporter: this murder happened back on june 23rd. it was about 11:00 in the morning when police were called to the 1200 block of holbrook terrace in the trinidad section of northeast. now, initially the call was for a burning trash can but when they examine it had closely, they found a body in that trash can that body was of 19-year-old heineken mcneil and found he had been shot several times and that was indeed the cause of death. they announced today they made an arrest. they arrested 19-year-old zack kai yas blanding of northeast as well. police chief lanier says they mossably live in the same neighborhood and at first thought this was the result of some rival crew some bad blood between rival crews but turned out not tonight case at all. >> the result of a neighborhood feud. that belief sparked several days of other instances of violence. well, with this arrest today we have now learned that this in fact, was not a rivalry or a feud between rival neighborhoods in northeast, but, in fact, the suspect and the victim were friends. >> reporter: indeed. the police chief says they were friends. she didn't say what the motive was, however this suspect is now charged with second-degree murder. they say they don't expect to make any more arrests in this and the investigation is still ongoing. she did say however that the notion that this was some beef between -- or among rival crews led to more violence in the streets and that neighborhood of trinidad and hopefully this arrest now will abate that somewhat, try to get on top of it and say they are approaching this from several aspects, community aspect as well as =5tz cf1 o a policing aspect. more on this later on news4. derrick ward news4. this just in at 4, jose andres says he is pulling out of his deal with donald trump and won't open a restaurant in trump's new d.c. hotel. the celebrity chef says he is severing ties because of what trump said recentably mexican immigrant. he said "more than half of my team are hispanic, as are many of our guests. as a proud spanish immigrant and recently naturalized american myself, i believe every human being deer is was respect regardless of immigration status." trump is building a hotel at the old post office pavilion site downtown. first at 4, they plan to appeal. general manager bruce allen says washington's football team looks forward to winning an appeal after a federal judge today canceled the trademark on the team's name. the judge said he agreed with the plaintiffs who said the name is disparaging to native americans. the ruling doesn't mean the team can't continue to use the name but the organization loses the right to exclusively market products with that name. news4's chris gordon is working this story and will join us live with more reaction in just a few minutes. well, what started as violent robbery has left one man dead in the district. now, that man only came into d.c. to buy crabs for a church picnic and news4's mark see graves just spoke with his widow. >> reporter: it was fourth of july weekend. thomas harris had come into the district with his sister to get some crabs for a church picnic sunday afternoon. his sister was parked in her car just down the street, as harris was walking along the sidewalk. she sawview mirror a man walk up behind and hitting her brother. he fractured his skull. he died the next day at a local hospital. his wife says she is still in shock and can't believe this happened to the man she loved for 20 years. >> every time i go in my bedroom, all i can do is cry, i cannot go in yet because? unbelievable. >> reporter: in the district mark see graves, news4. i'm adam tuss in tysons corner where for the first name a year, met trees able to take a look at the silver line and determine the impact it's having on the other lines in the system and what metro is finding out is that since the silver line opened, the orange and the blue lines have seen their on-time performance go down. now, why is that? it's because in large part, the rosslyn tunnel only a certain number of trains can get through that tunnel at rush hour and metro is having a hard time getting all the silver orange and blue line trains through that tunnel at the same time. coming up on news4 at 5 and 6, we are going to talk to riders and get their take on the situation. also going to hear what metro has to bay is it all. in tysons, adam tuss, news4. there's been a startling revelation in the murder of a young woman who was killed on a san francisco pier. plus, why whoopi goldberg keeping a close i am the skies, cloudy sky over washington, we have seen rain a couple times in downtown. temperatures rain-cooled in 70s in downtown d.c. mid-80s the western suburbs, back to mid-90, winchester, the rain a while ago. storm team4 radar continues to show heavy showers, northern parts of loudoun county and one little ribbon of moderate-to-heavy rain now that goes from diehl on the chesapeake bay just about through upper marlboro here south sides of the capitol beltway, anacostia over here into parts of springfield, newington fairfax, falls church, these rain showers are moving eastbound. so, could rain over the same places. radar already estimating more than an inch possible in some of these place. we will keep a close eye on this. new at 4:00, the gun that killed a young woman on a san francisco pier belonged to an agent with the federal bureau of land management. nbc news is reporting the gun was stolen from a vehicle but it's still not clear how the weapon ended up in the hands of the convicted felon who is accused of killing 32-year-old katherine steinle last week. the murder has raised a lot of questions about san francisco's immigration policy. we will have more on this story in a report in our next half hour. we are also tracking developments in that deadly midair collision over charleston south carolina. today, a recovery team found the body of one of the two people on board that cessna. michael johnson was the passenger and his son, joseph, was flying the small plane. now, they haven't recovered his body yet. an f-16 collided with a cessna tuesday morning and the fighter pilot safely ejected. ntsb investigators just briefed reporters at the scene. it is too early to tell what caused that crash. going go back out now, breaking news in maryland. we are still following this. take a live look now at chopper he is above the scene now. all the lanes of i-95 south are blocked on the southbound side. a state there were was probably out of his car between route 32 and route 175 when he was hit. a medical chopper had to be called in to take that trooper to baltimore to the hospital. right now, 95 south once again, a look at the scene where there is breaking news in maryland. all lanes of 95 south are blocked because of this. a state trooper hit in howard county in the jessup area. state police believe this trooper may have been out of his car. this is located between route 32 and route 175. and this is the result, traffic backed up for what looks like miles. this is, again, 95 south in the jessup area all traffic blocked after this accident involving the state trooper. a medical chopper has been called to the scene to take that trooper to the hospital. we will continue to follow this story on air and on our nbc washington app. i'm wendy rieger at the live desk with news out of baltimore where the mayor just fired the city's police commissioner. mayor stephanie rawlings-blake said specialer anthony bat is out of a job and she is replacing him with kevin davis. davis, if you may recall was the assistant chief in prince george's county county before he rose to chief in anne arundel county. bat has been under fire because of the riots that followed the death of freddy gray and the spike of violence and shootings that happened since then. now, whether or not it is a coincidence, we don't know. but today the police union in baltimore released its after-action report on those riots in early may and it was sharply critical of the mayer and of the top ranks of that baltimore police department. back to you. jared fogle is no longer the face of subway restaurants. subway suspended ties with him today after the fbi raided his home in indiana. they took comp peter and other electronics out of his house during tuesday's raid. nbc news learned the raid is in connection to the child pornography investigation into a former jared foundation employee. now, fogle himself has not been charged with any crime but even so, some people are asking if he can come back from this. >> i think it's still a problem, even if he is found to have no involvement, because once it's been put out there, then the perception stays and the consumers aren't says to forget. >> fogle's attorney says his client is cooperating with law enforcement. the talk around town is about bill cosby and the court deposition in which he admitted getting drugs with the intention of giving those drugs women he wanted to have sex with. whoopi goldberg emerged today as a very strong supporter, saying on "the view" today that she has gotten death threats because of her support. with me now whur's troy johnson and troy, goldberg says she believes in innocent until proven guilty but others are moving quickly to distance themselves from bill cosby. disney, in fact, took down his bust in hollywood at one of the theme park there is. but the smithsonian says it is not going to remove the collection here in washington of exhibits that he and his wife own. >> that's right. they say those exhibits really with more about the art and not so much about the folks that own it, own the art, so they are moving forward with that art exhibit and, you know, i guess in the sense of just sticking with what the focus is on just the art. >> a lot of focus on ben's chili bowl, the original store, restaurant has had his mural the mural with his image for so long but the new store, the new restaurant does not what are your listeners saying about that whole thing? >> they are saying that they can kind of understand the history. of course, bill cosby and ben's chili bowl have such a connection for so many years and they understand why that may be there. no one is necessarily calling for changes yet, but, and it's interesting. the store is saying they are aware of what is going on with the situation. they are certainly focus, as they say on opening their new store but obviously, if you have seen situation likes we have seen with jared, with subwaned seen with the confederate flag things that are -- that are -- people are profoundly upset about, maybe some changes could be coming in the future. certainly no way to know. >> this is really tough for a lot of people, a lot of cosby fans because he has been such a moral icon and a father figure to so many here in the united states. you talk to a lot of listeners about that. what are their thoughts? >> their thoughts are interesting a lot of people swing you know different ways. some people are really just extremely upset. it didn't take this -- these revelations that came out in the last few days for them to arrive at their conclusion. in their opinion, bill cosby is certainly responsible for these actions. other people not quite feeling the same way. some people are saying -- one person told me, as a matter of fact, what's wrong with keeping the tv show on? it has nothing to do with the situation in his personal life. the tv shows, "the cosby show" obviously had a very positive spin, a positive impact in the community. and they would love to see the show stay on tv. of course, the networks that run those reruns are now saying that's not gonna be the case. >> troy feels a little unsettled out there right now. nchts>> [ no audio ] got me now? show what you is going on aarea. very heavy rain downtown, most of it just south and east of downtown. you could see those very dark clouds around the area 81 now after a hive 90 earlier. the heat index 85. we have seen some cooler air move in. look what's happening here. we have got a line that has formed here and a little bit of a concerning line. now it's not -- nothing severe. we are not even looking at much in the way of lightning or thunder here. you can see very heavy rain, loudoun county moving into montgomery county. fairfax county on through arlington alexandria through prince george's county, anacostia, oxon hill area toward diehl, look at this line and see what's happened the last hour. we are moving pretty much over the same locations here. some locations already picking up an inch of rain we may see flooding in this area. if you live in this area around portions of fairfax county, zoom out and in a little bit more if i can here. i want to show where you this is. this is the area i'm really watching, alexandria, bay leaf cross road, 7 in that area back to the west the city of fairfax, tysons corner and down toward southeast around national harbor continue to see very heavy rain the next hour or two. we may see some flash flood issues going on soon. now, back to the west. this is mostly some heavy rain, but notice how this is moving. we don't have that same line, except for right along 66, down toward marshall. this is another area that i'm going to continue to watch here the next hour or so, for extremely heavy rainfall, the potential is here for flooding, too. never drive through flooded roadways, we have told that you before. i think you may see some of those later on this evening. now, 93 for tomorrow. tomorrow, hot, extremely humid, dry most of the day, but then a front moves through, good chance of strong potentially severe storms during the day tomorrow, that's something we will watch out for example 89 on friday 88 on saturday going back up to 92 on sunday. chuck bell will have the latest for you with the latest radar coming up again in a there he issued phony seat belt ticket to the tiny driver in the battery-operated car, much to the delight of all the children in the village. ample good lesson mixed in all that there, you know, seat are still following that breaking news in maryland where all lanes of 95 south are blocked and we now have some new information coming into our newsroom. we just learned that there were was, indeed, on a traffic stop. he is from the waterloo barracks and been with the state police about three years. he has been airlifted to the hospital. again, you can take a live look at that pitch terror, all got word about a flash flood warning. chuck bell's in the storm center. where are we talking about, chuck? >> pat mostly in prince george's county but also the southeastern corner of the district of columbia also included in this. here, this little red rectangle here, this is the flash flood warning that just came out about two minutes ago. it goes until 7:30 tonight. so, if you live in this area, anacostia area, southeast sides of the capital beltway, joint base andrews, rosariville be on the lookout for high or fast-moving or standing water in any of these areas. rain has been going right over the same places and they are now getting some flashes of lightning over here near rosariville and the mel wood area. these heavy rain producers are traveling over the same areas and radar estimated more than an inch of rain in the last hour. be very careful about high fast-moving or standing water. never drive over a water-covered road. heavy rain also out here toward baileys cross road and tysons corner, all part of a weather system that is going to keep i-66 and parts of the beltway very wet for the coming hours. tracking it for, flash flood warning, prince george's county until 7:30. >> thanks chuck. back to the big board at the new york stock exchange. most of the day has been dominated by technical trouble and forth-hour shutdown that captured the world's attention. trading just resumed late they are afternoon, but as nbc's mark barger reports there are still a lot of questions about what happened. >> reporter: huge wrench thrown into our market day. >> reporter: that is cnbc just before noon when the new york stock exchange suspended trading because of what it called an internal technical issue. >> starting to see the concerns about the way trading was occurring. customers weren't getting all the messages back that would you otherwise expect. >> reporter: stock trades on the nasdaq and other trades were not affect and the nyse just opened after 3 p.m. >> there will be deemed a failure of sorts for the new york stock exchange not for the market overall. >> reporter: the nyse shutdown came shortly after early computer problems a the united lines grounded flights nationwide for two hours. >> has been annoying. >> reporter: united blamed its halt on traffic on what it called a network connectivity issue, the second name two months that carriers will major technical issues. >> even the 90 minutes two-hour delay today is going to cost united airlines significant amount of money. >> reporter: government official says there's no indication the two incidents today are related or connected to cyber terrorism. >> there is no indication that malicious actors were involved in these technology issues. >> reporter: stocks were already experiencing a down day when nyse's problems arose, while united says about 3500 flights were impacted by its computer problems. delays were expected to last at least into the evening. mark barger, nbc news. protecting consumer privacy could also threaten national security, that's according to top folks at the fbi and the justice department during a senate judiciary hearing today. they told lawmakers that data encryption technology found in device and websites like twitter make it difficult for them to catch criminals and terrorists even when they have a warrant. that technology is supposed to protect consumers from hackers. >> but it's important that we not let these technological innovations undermine our ability to protect our country from significant national security threats and from public safety challenges. >> the hearing comes after an ongoing dispute between the obama administration and technology companies. we now know this massive fire in silver spring caused half a million dollars in damage. flames gutted the home on white drive and caused two floors and the roof to collapse. firefighters were worried that people were inside after seeing some cars in the driveway but fortunately, turns out the family of four was out of town. investigators don't know how it started. learned new information about pope francis' upcoming visit to washington. we now know the pope will make a brief appearance on the west side of the capitol september 24th after addressing a joint session of congress. the pope's historic speech to congress will be broadcast on jumbotrons on the national mall. a police officer was killed during the world police and fire games in virginia and now, his body is being brought back to brazil. local law enforcement agencies lined the route as officers escorted carlos silva's body from alexandria to dulles international airport. silva crashed into other cyclists during a bike race in fairfax county last week at last word, two other cyclists alleys. we have more breaking news on this busy afternoon from the live deck a mistrial declared in the trial against a prince george's county man who was accused of ordering a hit on his uncle from jail. the state's attorney says the mistrial declared because of a hung jury. brian may hugh already serving a life sentence for double murder. his uncle was the star witness in that first case, told a grand jury his nephew killed two men. but before he could testify in the actual trial, the uncle was shot and killed. as we learn more about why the jury came to this decision, we will let you know. toward marshall and portions of loudoun county. this is the area of concern. southern d.c., around portions of southeast over toward alexandria, back toward fairfax county and then right in through prince george's county. i want to show you how much rain we have seen here. take a look at these totals, in and around this area, two inches of rain already in the last half an hour, about two inches between clinton and upper marlboro, too, if you are driving in this area, please give yourself extra time. never drive through flooded roadways, here is the flash flood watch, includes congress height oxon hill, camp spring back toward clinton and right up toward the mel wood area, back toward morning side, extremely heavy rain is falling, extremely heavy rain will continue to fall in these location. i would not be surprised to see that flash flood warning extended into fairfax county. continue to keep you posted on this as we move through the rest of the evening. in indianapolis rising floodwaters have forced 15 people to evacuate their homes. heavy rain and soil saturation caused flooding conditions on the city's west side. some residents are still stranded right now, causing firefighters to have to rescue them using boats and life rafts. with three inches of rain falling yesterday the rain doesn't seem to be letting up any time soon. consider this fair warning, the tarp on a baseball field can be dangerous, especially if wind is involved. last night at the padres/pirates game, there was a rain delay and a grounds keeper got swallowed by the tarp. crews had to run out on the field to help the poor guy out. i mean it was so big, so heavy, even some of the players to pitch in. eventually, they were able to get that tarp under control and back down on the field again. the u.s. women's soccer team has one more reason to celebrate. the team is getting its own parade. on friday the world cup champs will get a ticker tape parade in new york city. it's the first time in history that a female sports team has gotten this honor. the last ticker tape parade in new york took police in 2012 after the giants won the super bowl. we are still following that breaking news out on i-95 the jessup area. state trooper was on a traffic stop when he was hit by a car. he has been airlifted to the hospital. traffic has blocked off the entire southbound side is shut down. going to [ honking ] while those on both sides of the fight over whether it should be there refuse to waiver. >> it almost feels like we are fighting the civil war again down here. i mean, friends are against friends family are against family, it is a pretty dividing issue. >> i think it's important for us to have this debate. >> reporter: battlefield now is the house floor of the jeep assembly, where today lawmakers took up the debate over taking down the confederate flag. >> i think there are some serious problems with the senate's bill as a whole. >> reporter: republican might pitts gant challenge to a measure that passed quick labor day overwhelmingly in the upper chamber. >> this amendment simply says what we do if we take that flag down, we put it in a case, a bronze case outside. >> reporter: introducing a string of amendments to alter or at least stall the legislation some calling the tactic a filibuster by amendment. >> to me, it's more about the history. it's about my herrage. >> reporter: there was discussion and debate before one by one, each amendment was dismissed, giving way to the next during what at times, was an emotional process. >> and that's why i want to find a way to respect both sides of this issue. it seems almost impossible. >> reporter: the intensity of issue so strong state police today acknowledged lawmakers on both sides have received death threats as they consider their vote. and in fact there has been a noticeable increase in security, both inside outside the state house here one that's expected to continue until lawmakers reach a decision. that's the very latest live in columbia, south carolina. i'm jay gray. pat, back to you. >> thank you, jay. a british airways plane had to make an emergency landing today in boston after a man got violent and passengers had to restrain him. the flight from london was on its way to houston. investigators say the man assaulted a woman he was traveling with and then became disruptive. he is now in police custody and he is charged with interfering with a flight crew. well, it either takes a lot of guts or a lack of brains to run with this crowd. today was the second bull run at the annual festival in pomp blown nah. the run lasted only two minutes and only two people got hurt today a spaniard was hospitalized for injuries to the ribs and a frenchman treated for bruises. a dozen people were injured yesterday when the bulls badly gored two americans and a brit. actor johnny depp gave sick children a big emotional boost with a surprise visit to a children's hospital in australia. depp dressed in character as jack sparrow from the wildly popular "pirates of the caribbean" film series. he has been in australia a lot lately to film the fifth installment of the series. his visit lasted more than three hours. before he left, he recorded a special message for all of the children in the hospital. >> i've had a wonderful time and sell a lot of things and i want to salute you, all of you, for your bravery and your courage, because that is all that matters. >> the message aired on juiced tv a program produced by children at the hospital. they say johnny depp and his co-star, steven graham, contacted them and asked if they could visit. well, right now we are going to take you outside show you a live look this is i-95 right around national harbor. and i mean, look at that you can see those clouds just completely blanketing the sky, rolling through our area right now. >> ugly sky guys. >> chuck, what do you think? what's gonna happen? >> that heavy rain you saw there, that's part of the flash flood warning in parts of prince george's county and southeastern section of the district of columbia where we have seen anywhere from one to two inches of rain in about the last hour to hour and a half. over washington breaks of sunshine over town now, but where it is raining, it is raining really, really hard. 79 now at national airport with the rain showers coming through. rain-cooled 70s here, where the rain has stopped temporarily, mid and upper 80s. ahead of the rain, up near 90. there lightning flashes now coming along, one little ribbon of heavy rain from the calvert/anne arundel border near mayo, on the bay. the heaviest of the rain now this is the area, red rectangle here from mel wood, to silver hill st. barnabas roads, parts of the beltway to joint base andrews and the clinton area that is the area under the flash flood warning until 7:30 tonight. and our doppler is estimating again one to two inches of rain have come down there since about 3:00 this afternoon when the bottom fell out of the sky, so to speak. if you are in this area, watch out for high, fast-moving or standing water. if you can delay your trip about ready to leave home and go do an errand, you may want to go ahead and wait on that errand for quite some time, this rain could cause some travel troubles around the area. it certainly is slowing down traffic quite a bit, along routes 4 and 5 and 301 as well. that is the problem in prince george's county county, heavy rain still across much of arlington and alexandria the south side of the metro, the southern part, woodrow wilson bridge there in alexandria, more heavy rain, more showers back out to the west this should all be over with before 8:00 tonight and therefore, things will be improving after that. another chance for thunderstorms tomorrow, watching out for a potential of sever weather on your thursday. low to middle 90s tomorrow. best news of all the forecast, friday, saturday, sunday, the weekend, hot, humid but rain free. >> thanks. we are working several developing stories in the newsroom there is as 25,000 reward for information about a violent robbery on north capital street. thomas harris is from alexandria answered came to d.c. to buy crabs for a church picnic. he was attacked, robbed and killed and now, mark segraves is going to have an emotional interview with his widow coming up in 15 minutes. the general manager of washington's football team says he is looking forward to winning an appeal of the federal court decision taking away the trademark for the team's name. bruce allen says he is surprised by today's ruling. right now, fans are weighing in on this we will hear what they are saying when news4's chris gordon joins us in just a couple of minutes. i'm wendy rieger at the live deck, keeping an eye on breaking news in maryland, the there were was conducting a proofic stop when he was hit near the exit near route 32 in jessup. he had to be medevaced to shock trauma in baltimore because of the extent of his injuries. we now have one lane getting by the crash, but backups are stretching for at least seven miles now and with this rain coming in, it's only going to get worse. i will see you in a few minutes on news4 at 5:00. how did he get his hands on the murder weapon? yes! because it still tastes good! yoplait! a heart-stopping crash caught on a state trooper's dash cam in utah. you can see that he is unbelievably lucky that he wasn't killed when a vehicle hydroplaned and slammed right into him. the trooper was talking to people in a car that had crashed in a similar way moments earlier. the trooper ended up pinned beneath the first vehicle but other than a few broken ribs, he appears to be okay. now to the national outrage which continues over the murder of a young woman at a pier in san francisco. right now, we have learned the murder weapon belonged to an agent with the federal bureau of land management. news reports it was stolen from a vehicle. meanwhile the murder raised a lot of questions about san francisco's immigration policy. nbc's cheryl hurd reports. >> none of it was ever intended to provide some sort of a cover or shield for people who are dangerous who are violent criminals. >> reporter: former u.s. attorney for the northern district of california says he is outraged that six-time felon and mexican national juan francisco lopez sanchez was free to walk the streets of san francisco. lopez sanchez had been deport seven-day forecast times before and had been investigated on drug charges, but was released when the charges were dropped. san francisco's sanctuary city law meant immigration officials were not notified that he had been released from jail. >> it's the confusion at the federal level that has allowed local communities to sort of be mischievous and somebody's -- in some eyes to be overly creative with these sanctuary city policies. >> reporter: this time he say the consequences was the murder of kate steinle. she was shot in the back at close range while walking with her father on pier 14 last week. lopez sanchez told several reporters he accidentally fired the weapon, which we are now being told was stolen from a federal agent's car. but he pleaded not guilty in court. >> that one incident done by one individual, no matter how terrible and tragic doesn't represent a whole community. >> reporter: county supervisor john raf val lows introduced the law that helped protect many undocumented immigrants from deportation in san francisco. he says the law was written to protect everyone. >> there are a lot of law-abiding people who are undocument who had have come across the border many, many times 13wu 1 ss but 11 million people in this country. news4 at 5 starts with jim and wendy. >> a federal judge cans the redskins' trademark, but the battle is not over. >> cyber glitches today delay travelers and snag the new york stock exchange. now, some people are questioning the timing of it all. a virginia woman tells news4 about the moment ter husband was brutally beaten to death in the district. >> she was in the car. when when she turned around, someone jump on my husband. but first up tonight at 5:00, the last few minutes folks, a flash flood warning has been issued for some of us. >> doug and chuck are in storm team4. what is going on now? >> the one thing we knew today, we wouldn't see a lot of severe weather flash flooding is something that continues. >> go outside this morning you noticed the incredible levels of humidity. the reason we have had so much heavy rain so much moisture in the atmosphere wring out an inch or two in an hour in some places. >> raining like this the last couple of days and last few weeks, very wet so we don't need to see any more rain, exactly what we have here. notice this line from deal back in toward loudoun county, right along portions of fauquier county, too. as we move here, look at what is going on, look around the clinton area upper marlboro, how much rain we have seen in the last hour or so well over two inches of rain already in these locations back to the west, arlington county here, fairfax counties, about two inches there, too i wouldn't be surprised, this area, the flash flood warning, it includes silver hill, oxon hill down toward clinton, woodward camp spring morning side. that until 7:30 tonight right along the beltway you see the beltway right here, you see 5 and pennsylvania avenue coming out of the city in toward southeast, in toward prince george's county, extremely heavy rain falling in those location. i wouldn't be surprised to see that extended toward fairfax county, one continuing to see that rain now but look at, this the same line continues. this could be a very dangerous situation for the next couple of hours as we continue to tell you never drive through flooded roadways, seeing that heavy rain, make sure those lights are on. continue to keep you posted on all of this here from the storm center. we have got new details coming into the live desk about that maryland state
