we're following a developing story in anne arundel county. police there trying to figure out who left a baby on the side of the road, this near lake waterford park in pasadena. darcy spencer is live where police got the call. >> reporter: good morning. yeah, just a sad and tragic story. the between newgood news, it appears that hopefully the baby will be okay. but certainly a lot of questions about how this happened and where are the parents. we are on druitt hill avenue. a very quiet street. you can see right now a police car is about halfway down the block here in the 900 block. we talked to a couple of neighbors and surprisingly they told us they didn't even know that this had happened on their street. let's go to a picture of this beautiful little baby girl. we're told she is 2 to 3 months old, she was found in a car seat carrier. if you had an infant, you know what knows are. you put them in the carrier in the back seat of your car. again found on the side of the road. the car seat carrier had scuff marks and debris indicating that this carrier may have fallen off of a moving vehicle. again, a lot of questions in your mind when you hear about this this how something like that could have happened. and one neighbor told me if that had happened and my child were missing, i would go directly to police trying to find my child. and apparently that has not happened at this point. this baby girl was transported to the hospital she's being cared for right now at this hour and we're told eventually she will be turned over to child protective services. anne arundel police are investigating trying to identify this baby girl as well as the parents. and the circumstances of how she ended up here on the side of the road. reporting live from anne arundel county, darcy spencer. back to you. >> let's hope somebody comes forward. right how d.c. police are looking for someone who shot four people overnight. and one of them died. the shooting happened on douglas place in southeast near stanton road. another of the four victims is in critical condition. that's according to police. new information to share with you about a deadly attack on metro. we learned a stabbing at the noma metro station happened on a train. we also learned the victim's name. police say someone stabbed kevin sutherland who is from northeast d.c. officers found him on the noma platform. sutherland was 24 years old. two people are dead and three others now missing after a boat capsized during a fireworks show. the boat went down on the ohio river in kentucky. the people on it were watching fireworks in louisville at the time. police say one of those missing is a child. they tried to search for them last night but said the current was just too fast. a child is among five people doctors here in d.c. are treating right now for burns. they were hurt when a boat exploded last night. this happened at solomon's island. police say the boat was refueling at the time. not clear what ignited it. the explosion hurt ten including three children. we'red told edtold everyone will survive. today you with now buy wine, beer and liquor on sundays this prince george's county. california. well firefighters had to work late in to the holiday to save people from this one. look at that, a huge wildfire burning in a 300 acre area near sacramento. so families, a lot of them evacuated from that area because of all that. they say the fire is about 15% contained right now so still a long ways to go. new this morning, firefighters trying to figure out what started an apartment fire it's left three people without a home in county. this happened last night. one firefighter was hurt but did not have to go to the hospital. in the day ahead, prince william and kate will have their daughter princess charlotte christened in a private service. she's two months old now. the christening will happen in front of queen elizabeth at her country estate. one burning really shows the clouds winning out. so again like i said, the weather having a low impact on your sunday. most of us are dry, maybe an isolated afternoon shower. i'll point that out with our latest run in future weather. temperatures in the 60s and 70s. we're at 70 degrees in luray where you do have the chance of some afternoon showers and thunderstorms. 73 in washington and 72 over in annapolis. here the high temperatures today in your neighborhood, d.c. hits a high of 86 our high yesterday 85. 83 for a high today in martinsburg. your grilling forecast, maybe an isolated shower during the afternoon hours. otherwise temperatures will be in the mid-80s. by 7:00 p.m., plenty of clouds and a temperature of about 82 degrees. so here is future weather at 3:00 p.m. notice how just about everybody is dry. some breaks in the cloud cover with hazy sunshine. i want to point this out because this is a really high resolution computer model. and sometimes it is very accurate at pinpointing these small pop-up showers that develop. all morning long, it keeps indicating the chance of some isolated showers this afternoon favoring areas of prince george's county northeast and northwest washington as well as southwest washington. so here you can see that 5:00 p.m. still showing the chance for isolated showers in those areas. further back well back to the west, over the mountains back into west virginia, you'll be dealing with scattered showers and thunderstorms today. so if you're heading that way, do you want to keep that in mind. 8:00 p.m. the nationals game is getting under way. sunday night baseball there a dry start. but rain showers might threaten the end of the game. so something to keep in mind if you're heading out that way. pool forecast, tomorrow i wouldn't go to the pool. showers and thunderstorms in the forecast. some heavy rain as well. tuesday, great pool day. just make sure you have the sunscreen. partly to mostly sunny skies. highs in the landed loved ones in the hospital. and then changing minds in the workforce. what one organization is doing to help people suffering from for some a job can be just a steady paycheck. for those diagnosed with mental illness it's a way to get better. >> doreen gensler shows us one organization that is changes minds giving people a sense of purpose in their lives. >> it was devastating once i realized that i lost the opportunities that i lost. >> reporter: 37-year-old brian pitts says his battle with major depression and anxiety caused him to drop out of college, to lose contact with family and friends, and it left him unable to find a job. >> just when i'm getting out of the bed, brushing your teeth is a struggle, then the idea of going out and meeting with people, searching for a job actively, getting on the computer, whatever it takes, is far beyond my imagination at the time. >> reporter: but experts say being without work, without a daily routine, was probably making brian's illness even worse, pushing him deeper down the dark hole of depression. >> they want the same things as everybody else, they want relationships, a home and meaningful activity. so jobs are really important for folks. >> reporter: richard is ceo of green door, an organization that provides services for people with severe and persistent mental illness. one of those services called support employment works with clients like brian acting as an advocate in helping them to get jobs. >> somebody recently said that as their life got bigger, their illness got smaller. and that's one of the things that work does for people. >> we're an additional person to help that people look for a job. >> reporter: maria leads the program. she says they help with everything from creating resume, preparing for job interviews to finding positions that will work for individual clients. >> and having a person who is working with you, helping you stay motivated, reminding you that you have a lot to offer. and that an employer would be lucky to have you. >> reporter: and studies show that working can help clients heal. it gives them the stability, structure and confidence they need to take better care of themselves. >> and people just look and feel so differently and present themselves so differently in the world. they move around with a very different since of legitimacy. >> it was important to just keep my spirits up, to keep me going. >> reporter: after several interviews, brian pitts landed a job here at the lamond-riggs library where he now works as a library technician. he says the job has helped him find focus and it's even helped give him the motivation to go back to college. >> it's been life-changing. to get up and know that i have a place where i can contribute to man is dead in a single car crash in montgomery county. crews are investigating. the crash happened just after 5:00 this morning along damascus road this gaithersburg. that road is closed right now. two people critically hurt because the deck they were standing on collapsed. more than a dozen people fell from an upper floor at a home on emerald isle in north carolina. many were from virginia. they were possessing for a group picture at the time. the deck was about 10 feet off the ground. this morning a 21-year-old man who was shot in northern virginia is in critical condition. the shooting happened the at a house on rhonda place in leesburg last night. police say he was shot several times in the chest. police arrested 29-year-old jacob kinsey at the house where the shooting happened. is he charged with felony use of a firearm and malicious wounding. police found the gun they think he used about. today people in greece are going to the polls to vote in a referendum on the country's financial future. they will decide whether to accept austerity members to help pay back that at the time we've been hearing about or face further alienation from the rest of europe. the greek prime minister is calling for a no vote. others say the country must vote yes to pay back its debt. greece defaulted on that debt last week, banks closed to avoid collapse. an existing bailout deal expired. so he handed over his car keys to a fake valet driver. even tipped the guy five bucks. this morning one local man doesn't have a car. >> can i show you something else? >> sure. >> reporter: again years after a blood clot took his left leg, lewis wolf is proud of what he now walks on. his prosthetic a tribute to his favorite team. >> i'm a baseballs fan. >> reporter: but today his pride ends there. >> i'm disappointed in myself for not realizing. but i'm also sad because that car, my late wife and i bought new. >> reporter: as an amputee, lewis avoids parking too far from where he needs to go. so wednesday, he had a lunchtime meeting that the courtyard marriott in crystal city. couldn't find any nearby parking, but he did notice a man standing by the front door. >> i said are you valet parking person. he said yes. i said how much is it. he said $15. >> reporter: the guy told lewis he could pay later. lewis tipped him $5. handed over his cues. a keys. >> i don't see him anywhere, don't see my car and it all comes clear. >> reporter: police now trying to find his black toyota prius. >> in hindsight, i should have seen it clear. why doesn't he have a uniform a name tag. >> reporter: this is what you'll find at a legitimate valet service, uniforms and a stand with prices. and you should get a claim ticket. >> just have to pay attention to that. >> reporter: lewis knows that now. what would he say to that fake valet driver? >> you aren't what you said you were, were you. >> so since this story first aired, many of have you asked via social media about video. we did check with police. it's not clear yet if any security cameras captured that theft. new video this morning shows the moments when a plane literally crashed a beach party. and the military wouldn't hand over the information, but the iteam got it anyway. revealing for the first time what the national guard is and is not doing to stop sexual assaults in the ranks. plus what one map put through the tsa scanners that made agents and travelers scream. really incredible video to show you this morning and it's amazing that no one was seriously hurt here. a plane crashed on to a beach out in california. take a look here. the plane lands practically right next to people on this beach. this is new video that shows the plane when it comes down and it flipped. investigators think the plane's engine failed. the pilot walked away from this. a boy was taken to the hospital but we're told he has very minor injuries. >> pretty crowded beach. well now to a special little boy who is looking for a forever home. terrence is only six years old. >> but he has a deep passion for church choir music. barbara harrison shows us this wednesday's child who despite his physical limitations has a lot of love to offer. >> reporter: the greater mount calvary k4ur7b8g ischurch is one much terrence's favorite places. terrence who at the time walks or is able to see or hear well loves coming here on sundays. >> nice to meet you. i'm barbara and of course you know terrence. he's one of your pa rish nersrishionerparishioners. >> reporter: it wasn't sunday, but he welcomed us in. inside some of the choir members were already warming up, they came just for us so we could see just how much terrence loves their music. ♪ terrence's eyes widened as he femt the felt the beat. he seems to enjoy let being the sound embrace him. he has some hearing ability and it seemed that he was listening intently to the words and feeling the energy that filled the church. terrence comes here each week with his foster parent. his social worker says he's been in foster care for most of his life. >> he's a wonderful kid. he's so adorable. so cute as you've seen. and he just needs a home. >> reporter: terrence seemed to feel right at home here at the greater mt. calvary church sensing the vitality of the singers feeling the powerful rhythm of the drum and strong spirited sounds pounded out on the organ. and at the end of the song, we applauded the choir and they came down from the sanctuary to welcome us. they each introduced themselves and one choir member shared something in common with terrence. >> good morning, terrence. my name is terrence, as well. >> i'm looking for a family that will love him show him attention. definitely has the time to support a child like terrence. he loves to be loved. he loves to be held. he loves to be touched. >> reporter: and the choir members ask if they could say a prayer in hopes that an adoptive family will come forward. >> thank you for the family that will love him and care for him like only father, he deserves. >> reporter: they prayed that terrence's days to come will be his better days. >> amen. >> reporter: brasharbara harrison news 4 for assaults in the national guard. coming up the first numbers ever obtained about what actually happens to those accused of misconduct. also if you postponed that barbecue until today, you'll be fine. but don't expect too much sun. sglee it is . it is information the military didn't want you or even congress to have. >> but the news 4 iiteam kept digging. >> one powerful member of congress says what the iteam uncovered shows the national guard isn't doing enough to protect those serving in silence. >> reporter: kimberly davis says it started like any other night when she and about 20 others in her national guard unit went out to the bar. >> it wasn't unusual for all of us to be drinking. >> reporter: davis says she became so intoxicated, her supervisor drove her to his home. >> i remember kind of laughing and saying get off of me like what are you doing. in my head i was thinking is he crazy? and then i blacked out. >> reporter: when she woke up she says she realized she had been raped by a man who outranked her. >> i didn't have any clothes on. i did hurt a little bit. and i quickly realized something bad had happened. >> reporter: davis was so afraid of retaliation she says she endured eight years of harassment by her attacker before finally may goingking an official report. the national guard tells the iteam it followed the process to investigate her claim, but and i had years makes it it very difficult. we can't say it didn't happen, but we can't substantiate her claim. but we do applaud her courage to come forward. davis says her attacker retired a few months after her investigation. while the retaliation she so feared became a reality. >> it changes who you are. i feel like they robbed me of that fun person. i'm not funny more. >> if we want people to be coming forward early, when perhaps the evidence is going to be available and prosecute will be possible, we need to make sure that they know that their careers will be safe. >> reporter: megan rhoad is the lead author of a study that found based on interviews with military survivor, they're 12 times more likely to face retaliation than see their attacker convicted for sexual assault. but she says no one has been able to get any numbers from the military on retaliation or punishments. >> what happens to the perpetrator and what happens to the victim, that is critical. >> reporter: the national guard bureau says we are aggressively working to understand the scope of the problem to determine a way forward. but when we asked the guard bureau for statistics on how it investigates sex assaults, including retaliation and punishment outcomes the guard bureau admitted it did not have that data on a nationwide level. we were told reaching out to each state and national guard would likely be the best way to go. but in an internal e-mail obtained, the guard bureau also told all of its units to hold off and not give us this information. and in another internal e-mail we obtained, the national guard september out ant out a message asking all guard units to start collecting this data because interest in the national guard has increased. that's when we sent out a survey to every national guard unit in the nation asking them ten questions about how do you investigate sexual assault. and what kind of punishments have you handed out. we got responses from 40 out of 54 units, giving us our first numbers about what actually happens to those accused of sexual assault in the national guard. >> your survey was the first slice of information we actually have. >> reporter: new york senator gillibrand says even congress hasn't been able to get the information we gathered and she was stunned by what we uncovered. only six states held a court marshall for sexual assault within the last five year. resulting in just three in- incarcerations and one dishonorable discharge. most states used less serious types of discharge or admin straft straight difference punishments like letters of reprimand. some allowed attackers to resign or retire.punishments like letters of reprimand. some allowed attackers to resign or retire. >> in the civilian system, you would go to jail. >> reporter: the national guard bureau declined our request for and on camera interview, but says commanders have unimpeded discretion to discipline those undrer their command and each case stands on its own merits. unlike the rest of the armed forces national guard says it's not required by congress to collect data on case outcomes. it told us it is making progress convincinge inginged a jew gents to provide this. but we feel it's important. >> i think it's great that you took the time to do the survey because it shines light on a huge issue that you don't have the level of transparency and accountability that we need in these serious criminal cases. >> we've only just skimmed the surface what have we found. you can read in detail about what each state said compare their laws, punishments and investigations side by side. and see what they want the pentagon and congress to do to help them stop sexual as tacks in attacks in the military going to nbcwashington.com and clicking could be impacted by the weather. tuesday, a nice summer day. it's humid, hot, the sun is out. great pool weather. temperatures right now 60s and 70s across the map. 73 in washington, 68 for those of you in leesburg. radar right now scanning the sky, dry across the area. widening out the image, we have to look all the way back to charleston and roanoke to see any showers. but it will be this system that will bring scattered showers and thunderstorms back around the mountains today. maybe an isolated shower in our immediate area. but for most of us, it's a dry sunday. by noon, temperatures in the mid-70s in the suburbs around 80 this washington. notice the cloud cover here with skycast 4, limited sunshine peeking out but overall it looks like clouds will win out. skycast 4 wants to bring in an isolated shower around 3:00 p.m. 5:00, low to mid-80s. and those are our highs today. this evening not too bad. so here is your nats forecast. first pitch at the park, just after 8:00, temperature at that point away 80round 80. 7th inning stretch 78. and last out, 77. and as the game is winding down a shower is possible. tomorrow a high temperature of 85, isolated showers during the morning hours. scattered showers for the midday hours showers and thunderstorms afternoon and evening hours. not a total washout, but likely you'll be dealing with rain at times. so maybe you're planning on having your dinner al fresco, going for that run outside after work. need to move those plans indoors just to be safe. again, heavy rain is in the draft for tomorrow afternoon because we
