lanes are going northbound this morning. this is to help folks coming back from virginia and carolina beaches. more than a million people in the region are expected to travel for the fourth of july weekend. new this morning, firefighters are trying to figure out what started an apartment fire that left three people without a place to live in loudoun county. one firefighter was hurt, but did not have to go to the hospital. doctors in d.c. are treating five people for burns after a boat exploded in saintst. mary's county. something ignited the boat at solomon's island. the explosion hurt 10 p including three children. the explosion is still under investigation, but medics we can tell you flew five of those who were injured to medstar washington hospital center. we are told the good news here, everyone will survive. and in decision 2016, republican presidential candidate jeb bush says donald trump's comments about mexican immigrants are, quote extraordinarily ugly. bush's wife was born in mexico. when trump announced his run for president, he criticized immigrants who come from mexico to the u.s. illegally. he said they're bringing crime crime and called some rainists. ted cruz many have decided fireworks aren't worth the fire risk. in california -- >> i've never seen this low. >> reporter: where a wildfire recently destroyed 30 homes, the fireworks show has been replaced with a laser show. >> probably choreographed to music. so lots of lights and colors and it should be something really exciting and new. >> reporter: other shows have also been canceled from oregon to montana. >> we definitely don't need anymore fires. >> reporter: and the owner of pyro spectaculars says professionals are prepared for the extra danger. >> we really got ahead of this probably about 60 days ahead of schedule. we had training seminars for fire service personnel brought them out, did demonstration. >> reporter: dozens of communities across the west are also banning all personal fireworks. in washington fire officials demonstrate how quickly a small firework can ignite dry brush. here the governor isn't taking any chances after a rash of destructive wildfires issuing an pat lawson muse. chief lanier says the response this past week at the navy yard went very smoothly. mayor bowser called it a good exercise that showed what we've learned since the shootings at the navy yard in september 2013. the massive police response followed a phone call from a navy yard worker who thought she heard what could have been the sounds of gunfire. there was no gunfire, no injuries. but they called it a clear coordinated convincing response. what is your assessment? >> well i think it was a coordinated response. i know as we watched like most of us on the news on tv, if there had ever been a gunman and the shots, i don't know how they would have gotten out of that perimeter that was set up. clearly we learned from two years ago. and i must tell you, though, i get a little concerned when i hear the mayor say it was an exercise. because i'm assuming that they were responding to what they thought was real. but let's thank god that it wasn't real, but it was well coordinated. >> i think she meant that after the fact they could look at it and say, well we did what we are trained and ready and prepared to do. >> i think it was probably a bad choice of words. >> yeah. >> because it seemed like it was a practice run. obviously it was not. and i think here in this case that d.c. police had to do what they had do because if it had been sort of a slow response if it had been just one call from someone in a building and something really had happened, all the criticism would have come down on the mayor and the police department. so i think what they did is what they had do. i think cathy lanier responded in the right way to say, listen a call came in, this person wasn't sure what they heard and we had to react to that especially when we know what has happened there in the past. so i don't see anyway that you can complain about the response that was put forth. >> doesn't it also show that people are paying close, very close attention to the constant instructions to be vigilant, to say something if you see something? >> you got it. say something if you see something. no ifs, and, buts about it. should be just like 911. and that's why you applaud whoever called in. whether it was a fireworks or a backfire of a car whatever. it was the right thing to do. >> but these are the repercussions of those incidents that have happened in the past. i do think what we have to watch for is we can say that now on this one response. but let's say this happens two or three times within a month and the police have to expend a lot of money and force to go out on these calls. will the response of the public and even the media be the same. will we be critiquing it the same way or will we say, wait a minute, if everyone calls every time they heard a pop or this and police have to respond and move deployment to these things, should there be a better way of approaching this. i'm not saying that's going to happen, but these things can come up. >> but i think what made it different is that this was the navy yard and we had lost 12 lives prior to that. >> d.c. council voted to put a hold on plans to expand the use of body cams until the mayor can come up with $1.5 million in funding needed for the first year of the program. the council also insists that the mayor come up with a policy that allows the public to see the video. of course the mayor and the police chief have pushed back on that over concerns that making that advise i don't available is number one costly and number two a possible violation of privacy. the cameras were supposed to be rolled out city wide later this month. that's now going to have to wait until next fall. >> the council chairman i think said it succinctly the ball is now in the mayor's court. and i thought that the council the way they handled this and then mendelson had a savvy approach, they said we'll give you the cameras and if you say it will cost a million and a half for the public to see this video, which we believe they should be able to see, then you find the money. you can find it. it's there. we'll put the ball in your court and if the way of finding that money is applying a fee to any citizen who wants access to this video, then we want to be on your call that you are constituting this fee. so i think what the council does is they say first of all we'll push back we'll allow folks to be able to get this video, but if you think it will cost money we will put it on your lap to say where the money is coming from, not under our watch. >> joe, what do you think about the way this is playing out? >> what bothers me i don't know where this is coming from. i don't hear a clamor in the community that people are that concerned about a million plus dollars being spent on body cams. what i hear is that people want these body cams. so i think what they have done is put the mayor in a position where she now will be out on the streets out in the public and they want her to hear what the community really wants and maybe force her to in fact find the money. >> d.c. is cutting taxes. the council voted to cut income taxes for middle class and wealthier residents beginning in september. mayor bowser wanted to delay the cuts until next year and six of the council's 13 members voted to do that. but council chair phil mendelson said there was no reason to delay the cuts. so money for tax cuts but no money for police body cameras? >> great segue. as we're sitting here where do you find the million, and then you say, well, let's delay the cuts. there is where your money is for it in part you would think. that's an opinion i have about it. >> well, obviously the city is doing well enough where the council believes they can cut taxes. what i find interesting i didn't use the word clamor. i didn't hear the a clamor asking for tax cuts. not that they would give it back. so i think this is an early move for those who may be running for reelection. when you can run on that you've cut taxes even though folks weren't asking for taxes to be cut, you won't cut -- >> you won't have to worry about people asking. that's instinctive. >> but there are always people out there -- we all want taxes lowered. but i just found this to be be a very surprising move that of all the places that you need money for social services, to say that now is the time that we'll cut taxes, i just didn't see the clamor for it. >> i think we pretty much have come up with something here. people want body cameras. they really do. except for an organization or two. and here is a way of finding that money to in fact do it. so i think after maybe this show, they might be able to give it a second thought. >> they also passed emergency legislation giving the police chief power to crack down on k-2, synthetic marijuana. they can shut down businesses, the police chief can. store owners face $10,000 fines for first offense. and the loss of their license for second offense. and of course this crackdown comes on the heels of what seems to be growing crisis in the city. this drug is popping up all over the place and we're seeing a big uptick in the number of overdoses. people using it in public, abusing it and overdosing right on the street in the middle of broad daylight. >> and this is a reaction to that. and there has been talk of a spike of n. crime in the district. and the police chief has tied that to this drug. mostly younger people who can go in the stores and buy this. we've known from research that it has much more stronger effect than regular marijuana. and so i think what is happening now is the district is acknowledging that this is a major problem it's become very public. when you have people overdosing in front of d.c. shelters where cameras can see this and the public can drive by and see this, then it becomes a major problem, not that it wasn't already. >> i think you give the media and news media credit for this. we're getting more and more news stories about it. it is becoming something that is coming into our living rooms and into our -- on our televisions. so i give the news needed i can't for exposing. >> got to take a break. we'll be right back. new laws kicked in last week in maryland tolls go down, the gas tax foes sgoes up. it's cheaper to drive in maryland and cross the bay bridge. if you use the e-zpass it's also cheaper. first reduction in tolls in 50 years. >> that means more money people and families have to spend when they get to their destination. >> but the gas tax goes up 1.8 cents per gallon. and that tax was actually passed back in 2013. so that wasn't something that was done recently. >> i was going to say, that was alreadied sort of in the mix. and i think you mentioned that this -- >> you give a little and you get -- you get a little and you got to give it back. >> but the gas tax, even though it was already in the mix, that's the thing that regular folks will see. when you go to the pump and you have to fill out, you'll notice that the gas prices are going up. unless you go across the bay bridge a lot and go through tolls a lot, you may not see that much. i think this is another step of larry hogan and his small government theme. these may be little small things he's putting out there but again, we've already talked about tax relief. he can put out there, listen, small government, i want to give more money back to the citizens. i want to take the reduction of the e-zpass what you're paying on there and the application fees and things of that nature and folks use these. and hoe gapgan can say it mayor be small, but i'm following through on my promises. >> but you can also absorb the gas tax. we have gas saving cars now. number two, the gas prices are down. and so you don't feel it as much as you would have if gas prices were high. so, you know, i think it's a really smart clever way of balancing everything out. but the real winner in this really are the establishment with tourists and restauranteur sflt. but now you can spend the money with the businesses. >> foul ball. a possible setback in the effort to bring washington's nfl team back to the district. according to a report in the "washington post," national park service which owns the land that rfk stadium sits on spts likeisn't likely to allow construction of a new stadium unless the team changes its name and the white house is weighing in, believing the name is offendsive to native americans. >> and you also have a one million person church recently announced that they found it offensive. and they're asking their members to boycott. look, this is just another nail in the coffin as it relates to this debate. and with all the discussion about flags and the confederacy, you know, i'm glad to see the white house weighs in on it. now of course people may argue that there you go messing with d.c. district business. >> but it's way down the road in the future that the city still has 22 years on its lease, this federal lease at rfk stadium. and the redskins of course are still out at fedex field right now. >> i think what this says is that if daniel snideer want ersnyder oig wanted to move the team back, you would think he should have 22 years left, you knock down rfk stadium build a new stadium, you get in there. but they still may not move for another three or four years. and i think that lease may even be 126 years at fedex field. they may want to get out of there early. >> the rfk stadium site really is the best site right now fp26 years at fedex field. they may want to get out of there early. >> the rfk stadium site really is the best site right now fp you already have metro there. and daniel snyder has an affinity there. he talked about going to that for this upcoming week coming up in about 15 minutes. new this morning, two people critically hurt at this hour because the deck they were standing on collapsed. more than a dozen people fell from an upper floor at a home on emerald island north carolina. you can see the wood splintered and broke right under them. that's what you're looking at right there. now, those hurt are family members including some from virginia. her about to take a group photo when this collapse happened. this morning a 21-year-old man who was shot in northern virginia is in critical condition. the 14509ing happened at a house on rhonda place in leesburg friday night. police say the victim was shot several times in the chest. police did arrest 29-year-old jacob kinsey at the house where the shooting happened. is he charged with felony use of a firearm and malicious wounding. police do think they found the gun that they believe he used. a dramatic rescue in montgomery county, emergency crews used rigging equipment to save the driver of a car that drove off colesville road. it landed 50 feet down an embankment. crews lowered a basket to get the driver and pull the person up to safety. today people in greece are going to the polls for a referendum on the country's financial future. they will decide whether to accept austerity measures to help pay back debt or face further alienation from the rest of europe. the greek prime minister is calling for a no vote. others say the country must vote yes in order to pay back all that debt. greece default order that debt last week. banks there closed to avoid collapse. an existing bailout deal has expired. it is sunday, so let's give you a look at the week ahead. tomorrow south carolina lawmakers will begin an official debate about the confederate flag, whether to take it down from the statehouse. in the middle east, world leaders will have a tuesday deadline to reach an agreement with iran. they're talking about restricting iran's nuclear capacity. there is a draft agreement already in place. today police and firefighters from across the globe will say good-bye to the world police and fire games. they will also remember a brazilian police officer who died in a bicycling crash while racing. the closing ceremony is tonight at 6:00 at wolf trap. there will be a medal presentation and thousands of police and firefighters introduced you to this family two weeks ago. a fire took their fairfax home left them with little. the carlins opened their home to 13 house guests. just this week, they found a new place to rent. their own space. but no furniture. ruth and kathy saw our report. >> what is it about this family and their story that stood out? >> well, i think any needed family goes to our hearts. and then we is not trump the candidate it's there is a chunk of the republican electorate that is attracted to his brashness, what he's been saying on immigration. ted cruz is i think sitting there waiting for not if trump implodes but when and hoping that his kind comments makes him the home for those people when they leave trump eventually. >> interesting. >> leading up to this holiday weekend, there was a lot of talk about the possibility of some sort of attack in the u.s. and particularly concern here in washington. but fortunately nothing happened. but isis still is expanding its influence globally. what is the u.s. doing to fight this? >> well, i think what you saw was spending a lot of time publicly wringing their hands about concern. and by doing that, it gets everybody in a heightened state of alert. bottom line is our intelligence community doesn't feel as if they can stop these lone wolves. anybody inspired by isis they're very difficult to stop. so the more people you ever on alert, in some ways -- look, it could create a panic type situation. look at what happened at the navy yard last week. that is the combination of the personnel there being on extra alert, being jumpy considering what happened there, but we in washington were put on high alert. so i think the extra jumpiness will make us feel a little paranoid, but at the same time, you talk to security officials, they would rather have that because it means people are overaware. >> just keep hoping nothing happens. thank you, chuck. and of course you can see "meet the press" at 10:30 this morning right here on nbc 4 after "news 4 today." and a boy is in the hospital after a plane crashed on a beach in california. the video is pretty hard to believe. people there just having a good time when all of a sudden a byplane gets lower and lower and then makes a huge splash as it crashes right on the beach. investigators think the plane's engine failed. it flips. a 12-year-old might have been clipped by the plane. and we don't know exactly how he's doing right now. >> that's pretty is in trouble again for trying to sneak on a plane. the problem is this is the second time she's tried to this according to police in two days. police arrested the 63-year-old woman yesterday afternoon, this was at chicago o'hare airport. on friday, police escorted her off a plane the at mid way airport. she tried several times to board a plane without a ticket. she succeeded at least once. this is some pretty scary infestation. bees invaded someone's home in oklahoma. lots of them. they were living in the walls and not just a couple of hives. >> the beekeeper said it was over 30 pounds of hundred any that he removed. and there is still more to go. >> the woman who owns the house says she's not going to exterminate, though, because she cares. she wants to remove them humanely. there has baeeen an a rm laing surge in character attacks off the coast of north carolina and they hope the rise doesn't keep beach goers away during this tourism time. >> that's not the only industry feeling threatened. gabe guttierez reports. >> reporter: the outer banks have never seen a summer quite like few and far between. >> every year it's certainly a consideration because after all they do live out there in that water. >> reporter: so why this year a shark surge? >> we went from water temperatures that were in the mid-70s to water temperatures in the mid to high 80s in the span of about five days. what that may have done a actually caused all of the sharks that are part of that migration to kind of move up as one big mass. >> reporter: the predators aren't just threatening tourists. they're threatening livelihoods. local fishermen say the sharks are ruining their catches. >> you can hook and there are three, for you, eight nine sharks because they know that you're going to hook a tuna. >> reporter: glenn hopkins has been fishing for 35 year, but he's never seen this many partially eaten fish. he captured this shark on an underwater camera. >> got the tuna right there getting ready to gap it and all of a sudden out of nowhere shark comes up and grabs the whole thing. i would say last month probably $25,000 out of my pocket that's gone into the shark's bell ilys. >> reporter: these communities are wondering if the at the tacks are over or whether there is still anything lurking too close to shore. gabe guttierez, nbc news, north carolina. >> it's especially frightening in the outer banks. a lot of folks in our area head down there throughout the summer to vacation. so a lot of people paying close attention. >> and what i find so fascinating is when you hear about the attacks in people in knee deep or waist deep water. it's not like they're swimming laps in the ocean. >> and that's about how far i go in. you really start to think. >> maybe today is pool day then. >> take would be a good pool day. we're looking at a mix of clouds and sun throughout the day. most of us are looking at a dry sunday. highs today in the low to mid-80s. and feeling the mugginess. a classic summer day. the weather overall having a pretty low impact on your dry the entire day. temperatures are in the 60s and 70s. 64 gaithersburg, college park and leesburg a nice start. but there is thick fog out there in spots that will burn off. so at 7:00 a.m., we're still dealing with areas of fog. washington at that point around 70. the suburbs still in the 60s. once we get into the noontime hours you can see the mix of clouds and sun. temperatures at that point around 80 degrees. during the afternoon, we'll warm with highs in the low to mid-80s. and partly sunny skies. skycast 4 wants to bring in an isolated shower. i think that's only about a 10% to 20% chance that that materializes. this evening if you have grilling plan looking good for that for most of us. tomorrow have the umbrella handy the entire day. 85 for a high. isolated showers at 7:00 m a, temperatures in the low 70s. by noon, scattered showers. otherwise cloudy skies. and as we get into the afternoon and evening hour, widespread showers with thunderstorms also likely. i think we'll have heavy rain in the forecast for tomorrow because of how muggy it's going to be. so as far as the weather risks, a moderate to high risk of that. and just because we've had so much rain lately, flash flooding will be a concern in spots. maybe some high winds, but not widespread severe weather in the forecast for tomorrow. the pool forecast, tomorrow i would make other plans because of the showers and thunderstorms. go on tuesday, have the sunscreen looking like a great pool day. for wednesday, a storm is possible, but i'd still go to the pool on wednesday, as well. road impacts tomorrow because of the rain getting in to the afternoon and evening hours that late day commute potentially impacted by the rain. morning commute should be just fine. tuesday, high temperatures in loudoun county. the fire broke out at a townhouse in stone ridge, this was last night. one firefighter was hurt but we can tell you they did not have to go to the hospital. new details this morning about a deadly attack on metro. we learned a stabbing at the noma station happened on a train. police also told us the victim's name. they say officers found kevin sutherland on the noma platform yesterday afternoon. he was 24. police shut down the station for several hours. it is back open again this morning. in kentucky, two people are dead after a boat capsized in the ohio river and three other people are still missing right now. police in louisville say the boat went down during a fireworks show. they say they could not search for the missing couple when the crash happened and that other missing person because the current in the water was just too fast. doctors here in d.c. are treating five people for burns from a boat that exploded in st. mary's county. that boat caught fire somehow at solomon's island last night. it was refueling at the time. the explosion hurt 10 people including three children. head medics flew five of them to med star. we're told everybody will be fine. today you can buy wine beer and liquor on sundays in prince george's county. under the new law store owners need a special license to sell between 8:00 and midnight. neighboring montgomery, howard and anne arundel already offer sunday liquor sales. many of you holding on to new memories this morning from the fourth of july fireworks on the national mall. rain almost washed out the the computer, whatever it takes is far beyond my imagination at the time. >> reporter: but experts say being without work, without a daily routine was probably making brian's illness even worse pushing him deep areer down the dark hole of depression. >> they want the same things as everybody else, they want relationships, a home and meaningful activity. so jobs are really important for folks. >> reporter: richard is ceo of green door, an organization that provides services for people with severe and persistent mental illness. one of those services called support employment works with clients like brian acting as an advocate in helping them to get jobs. >> somebody recently said that as their life got bigger their illness got smaller. and that's one of the things that work does for people. >> we're an additional person to help that people look for a job. >> reporter: maria leads the ral program. she says they help with everything from creating resume, preparing for job interviews to finding positions that will work for individual clients. >> and having a person who is working with you, helping you stay motivated, reminding you that you have a lot to offer. and that an employer would be lucky to have you. >> reporter: and studies show that working can help clients heal. it gives them the stability, structure and confidence they need to take better care of themselves. >> and people just look and feel so differently and present themselves so differently in the world. they move around with a very different since of legitimacy. >> it was important to just keep my spirits up to keep me going. >> reporter: after several interviews brian pitts landed a job here at the lamond-ri sgchlt gs library where he now works as a library technician. he says the job dozen people fell from an upper floor at a home on isle in north carolina. those hurt are family members, some from virginia. they were just about to take a group photo when this collapse happened. this morning a 21-year-old man who was shot in northern virginia is in critical condition. the shooting happened at a house on rhonda place in leesburg friday night. police say the victim was shot several times in the chest. police arrested 29-year-old jake somebody kinsey at the house where it happened. he's charged with felony use of a firearm and malicious wounded. a dramatic rescue. emergency crews used rigging equipment to save the driver of a car that drove off colesville road it landed 50 feet down an embankment. the crews lowered a basket and pulled the driver to safety. >> today people this greece are going to the polls to vote on the referendum on the country's financial future the. they will decide whether to accept austerity measures to help pay back debt or face further alienation from the rest of europe. the greek prime minister is calling for a no vote. others say the country has to vote yes to pay back all that debt. as you may know, greece defaulted on in shark attacks. why fishermen in north carolina are worried about their livelihoods as beach goers debate whether to get in. plus what one man put through the tsa scanners that a boy is in the hospital after a plane crashed right on a beach in california. the byplane is flying alongside people and then makes a huge splash into the water and crashes and flips right on the beach. well, investigators think the plane's engine failed. obviously something went wrong. police say that 12-year-old who was hurt may have been actually clipped by the plane. we d don't know how he's doing right now. a woman is in trouble again for trying to sneak on a plane for the second time in just two days. police arrested the 63-year-old woman yesterday afternoon at chicago o'hare airport. on friday, police escorted her off a plane at midway airport. she's tried according to police several times to board a plane without a ticket. she did succeed at least once. president obama set to do expected to free dozens of prisoners on drug charges. the this morning times reports the president will use clemency to free nonviolence drug offenders. he's expected to commute more sentences at one time than any president has. president obama has commuted 43 sentences. a warm welcome for the president of the united states and our first lady, mr. and mrs. obama. >> on the other side of the mall the president celebrated independence day, had a pretty good view from the white house. bruno mars performed at the event to military families on the south lawn. president obama thanked them for their crucial time for tourism. >> and that's not the only industry feeling threatened. gabe guttierez reports. >> reporter: the outer banks have never seen a summer quite like this. >> you've been coming here more than 30 years on vacation. and this year is the first year that you don't want to go in the water. >> absolutely. this is the first year. >> reporter: seven shark attacks in north carolina in just three week. vacationers on edge after scenes like this, two men fishing in kill devil hills reeled in a 6 1/2 foot shark before releasing it back into the water. >> we're worried about the waters for the first time ever. >> reporter: beach patrol out in force, but posted shark warnings few and far between. >> every year it's certainly a consideration because after all they do live out there in that water. >> reporter: so why this year a shark surge? >> we went from water temperatures that were in the mid-70s to water temperatures in the mid to high 80s in the span of about five days. what that may have done is actually caused all of the sharks that are part of that migration to kind of move up as one big mass. >> reporter: the predators aren't just threatening tourists. they're threatening livelihoods. local fishermen say the sharks are ruining their catches. >> you can look and there are three, for you, eight, nine sharks because they know that you're going to hook a tuna. >> reporter: glenn hopkins has been fishing for 35 years, but he's never seen this many partially eaten fish. he captured this shark on an underwater camera. >> got the tuna right there getting ready to gap it and all of a sudden out of nowhere shark comes up and grabs the whole thing. i would say last month probably $25,000 out of my pocket that's gone into the shark's bellies. >> reporter: these communities are wondering if the attacks are over or whether there is still anything lurking too close to shore. gabe guttierez, nbc news, north carolina. so weather headline today is temperatures in the 60s and 70s. look at that 64 in frederick, 73 already in fredericksburg. so wide range of temperatures. 72 in washington. if you're visiting from out of town, i hope you're having a lovely time. high takes low to mid-80s. 86 for a high in washington. we did hit a high yesterday of 85. 82 in winchester, annapolis, around 80. grilling forecast for today, 3:00 p.m., fire it up. partly sunny skies. temperatures around 85 at that point. 5:00 p.m., storms west of washington. back away the i-81 corridor shenandoah valley for us only a 10% to 20% that we see a shower pop up. 85 at 5:00 p.m. and that's where i put the isolated storms threat at 7:00 p.m. but again most of us it's a dry day. 7:00, 82. by the last out at the nationals game, some rain potentially moving in. so here we are at 3:00 p.m. future weather does keep putting this out so that's why i'm mentioning it. sometimes it can pick up on very little cells that actually do end up materializing later in the day. but know that's a 10% to 20% chance. moreover, 6:00 p.m., we're dry but mostly cloudy skies. but when we do look back to the west, notice these areas of rain mainly back in west virginia and parts of northern virginia, even back to the west of the charlottesville area. overnight tonight, the chance of showers and thunderstorms for everybody. and then tomorrow, not a great pool day. we're looking at showers and storms tuesday looking like a great pool day. high temperature of 93 degrees. but again, guy, looking kind of soggy tomorrow with showers and storms at times and heavy rain potentially later in the day. well tonight is a big night because the 2015 world cup is on tonight, the women are playing. but it's going to be bittersweet for one local soccer player. >> how her
