Mayor bowser called it a good exercise that showed what weve learned since the shootings at the navy yard in september 2013. The Massive Police response followed a phone call from a navy yard worker who thought she heard what could have been the sounds of gunfire. There was no gunfire, no injuries. But they called it a clear coordinated convincing response. What is your assessment . Well i think it was a coordinated response. I know as we watched like most of us on the news on tv, if there had ever been a gunman and the shots, i dont know how they would have gotten out of that perimeter that was set up. Clearly we learned from two years ago. And i must tell you, though, i get a little concerned when i hear the mayor say it was an exercise. Because im assuming that they were responding to what they thought was real. But lets thank god that it wasnt real, but it was well coordinated. I think she meant that after the fact they could look at it and say, well we did what we are trained and ready and prepared to do. I think it was probably a bad choice of words. Yeah. Because it seemed like it was a practice run. Obviously it was not. And i think here in this case that d. C. Police had to do what they had do because if it had been sort of a slow response if it had been just one call from someone in a building and something really had happened, all the criticism would have come down on the mayor and the police department. So i think what they did is what they had do. I think cathy lanier responded in the right way to say, listen a call came in, this person wasnt sure what they heard and we had to react to that especially when we know what has happened there in the past. So i dont see anyway that you can complain about the response that was put forth. Doesnt it also show that people are paying close, very close attention to the constant instructions to be vigilant, to Say Something if you see something . You got it. Say something if you see something. No ifs, and, buts about it. Should be just like 911. And thats why you applaud whoever called in. Whether it was a fireworks or a backfire of a car whatever. It was the right thing to do. But these are the repercussions of those incidents that have happened in the past. I do think what we have to watch for is we can say that now on this one response. But lets say this happens two or three times within a month and the police have to expend a lot of money and force to go out on these calls. Will the response of the public and even the media be the same. Will we be critiquing it the same way or will we say, wait a minute, if everyone calls every time they heard a pop or this and police have to respond and move deployment to these things, should there be a better way of approaching this. Im not saying thats going to happen, but these things can come up. But i think what made it different is that this was the navy yard and we had lost 12 lives prior to that. D. C. Council voted to put a hold on plans to expand the use of body cams until the mayor can come up with 1. 5 million in funding needed for the first year of the program. The council also insists that the mayor come up with a policy that allows the public to see the video. Of course the mayor and the police chief have pushed back on that over concerns that making that advise i dont available is number one costly and number two a possible violation of privacy. The cameras were supposed to be rolled out city wide later this month. Thats now going to have to wait until next fall. The Council Chairman i think said it succinctly the ball is now in the mayors court. And i thought that the council the way they handled this and then mendelson had a savvy approach, they said well give you the cameras and if you say it will cost a million and a half for the public to see this video, which we believe they should be able to see, then you find the money. You can find it. Its there. Well put the ball in your court and if the way of finding that money is applying a fee to any citizen who wants access to this video, then we want to be on your call that you are constituting this fee. So i think what the council does is they say first of all well push back well allow folks to be able to get this video, but if you think it will cost money we will put it on your lap to say where the money is coming from, not under our watch. Joe, what do you think about the way this is playing out . What bothers me i dont know where this is coming from. I dont hear a clamor in the community that people are that concerned about a million plus dollars being spent on body cams. What i hear is that people want these body cams. So i think what they have done is put the mayor in a position where she now will be out on the streets out in the public and they want her to hear what the community really wants and maybe force her to in fact find the money. D. C. Is cutting taxes. The Council Voted to cut income taxes for middle class and wealthier residents beginning in september. Mayor bowser wanted to delay the cuts until next year and six of the councils 13 members voted to do that. But Council Chair Phil Mendelson said there was no reason to delay the cuts. So money for tax cuts but no money for Police Body Cameras . Great segue. As were sitting here where do you find the million, and then you say, well, lets delay the cuts. There is where your money is for it in part you would think. Thats an opinion i have about it. Well, obviously the city is doing well enough where the council believes they can cut taxes. What i find interesting i didnt use the word clamor. I didnt hear the a clamor asking for tax cuts. Not that they would give it back. So i think this is an early move for those who may be running for reelection. When you can run on that youve cut taxes even though folks werent asking for taxes to be cut, you wont cut you wont have to worry about people asking. Thats instinctive. But there are always people out there we all want taxes lowered. But i just found this to be be a very surprising move that of all the places that you need money for social services, to say that now is the time that well cut taxes, i just didnt see the clamor for it. I think we pretty much have come up with something here. People want body cameras. They really do. Except for an organization or two. And here is a way of finding that money to in fact do it. So i think after maybe this show, they might be able to give it a second thought. They also passed emergency legislation giving the police chief power to crack down on k2, synthetic marijuana. They can shut down businesses, the police chief can. Store owners face 10,000 fines for first offense. And the loss of their license for second offense. And of course this crackdown comes on the heels of what seems to be growing crisis in the city. This drug is popping up all over the place and were seeing a big uptick in the number of overdoses. People using it in public, abusing it and overdosing right on the street in t
