bring something snow to parts of northern florida, southern georgia and it moves right up off the coast bringing us snow by thursday morning. big problem with the timing for the thursday morning commute. and the center. the storm is 250 miles off the coast. what this mean the most pronounced effect is along the coast. we have winter storm watching right up the eastern seaboard including all of our counties right along the coast. this is where i expect the highest snow amounts. as far as the timing, the nor'easter the snow begins late wednesday night probably around 10:00 11:00 and the highest impact will be the thursday morning rush. the hardest hit eastern new jersey, all over thursday afternoon and then we are dealing with some biting winds and talk more about that and the snowfall amounts coming up in the full accuweather forecast. >> thank you. with the extreme cold tends to make water pipes burst. the 30 inch water main break in west conshohocken is causing widespread problems in parts of montgomery county tonight. chopper 6 hd was over balligomingo road and front street. effecting conshohocken and parts of glen side and cheltenham township. more than 1,000 homes and businesses are dealing with low water pressure and other issues we'll have the latest coming up in a live report tonight on "action news" at 6:00. another water main break is causing headaches in morristown burlington county. the westbound lanes are closed at pleasant valley avenue. the department of public work crews can make repairs and they are still at it tonight. this weather can be especially rough on your car especially if it's exposed to the almosts hours on end overnight. dead batteries and low tires, there are things to prevent problems on the road. bob brooks live in heard a passionate plea from the father of that 19-year-old. who was critically injured on stretch behind me. the east strasburg freshman is in the hospital since december 23rd. and police don't have much direction with their investigation. >> how can we get this person drain fisher is desperate f hat happened to his daughter on the vanity grand club on the 6100 block of passyunk avenue on december 23rd. ever since his daughter cayenne henderson was in the hospital af injurie hit by a two met legs in one leg and another rod in her pelvis and a plate also. she has to go to rehabilitation and needs to learn to walk again. the east strasburg freshman was going to a club with friend and she got out in the median and her father says a car came swerving around and hit her. >> the guy that hit her left her in the street for dead and kept going and the girlfriends had to get in the street and stop the traffic. >> police confirm there was confusion outside of the club when officers arrived on the scene that night. she was transported to the hospital and no report was taken for the hit and run and fisher is frustrated by what he sees as slow progress. >> we contacted "action news" you care about the community and you are here to get the word out there so we can catch this person. >> he found this piece he believes came from the suspect vehicle and hopes it can appeal montgomery county. at this hour fire crews are dealing with a multi-alarm blaze at an auto dealership in jenkintown a number of fire units at the scene and the blaze broke out at 5:00 this evening at brianer chevrolet dealership at the 700 block of the fair way here in jenkin town and when firefighters arrived they found smoke and flames escaping from the front of this dealership right there. no word of any injuries. and fire crews are on the scene trying to bring this blaze under control and a multi-alarm fire in jenkintown. and we'll bring you more information as it becomes available to us. place and now tracking snow on the way. lets head over to the "action news" weather center winter storm watches are posted forever all the county as long the coast. wednesday evening through thursday evening. these are the areas where we are expecting the highest accumulating snow. since this storm system likely will be 250 miles offshore. most of our area will see snow but the heaviest accumulations are along the coast. right now temperatures not as bad as yesterday 23 degrees currently in philadelphia. and yesterday the day before our high only 20 made it up to 24 today. allentown 18 and reading 18 and cape may 23 and still a bit of a brie and the windchill feels like 11 in philadelphia and 5 in allentown and feels like 8 in reading. the cold air is in place and now we need the moisture satellite 6 along with action radar showing right now not a cloud overhead and a piece of energy diving foot northern plains and another one in the southern plains, look at this and see a little bit of moisture and snow off the louisiana coast. there is enough cold air with that. for tonight clear and cold. a moon lit sky coming off last night's super moon 12 in philadelphia and 5 in allentown and 15 in cape may. and 10 in trenton and of degrees in reading. tomorrow at warmest day of the week temperatures in the low 30s, still below freezing and we have been below freezing for a week. 16 at 9:00 and 29 degrees at 3:00 but the clouds roll in ahead of the developing nor'easter and future tracker 6 showing the timing at 11:00, 11:30 wednesday night. this is when we see the snow developing along the coast. elsewhere just cloudy and as we head through the overnight hours through thursday morning. the snow band moving to the west. looking like a sharp cutoff from where it is snowing and where it's cloudy and parts of lancaster and berks and lehigh valley probably won't see much at all. 7:00 the morning commute it's snowing around philadelphia and areas to the east. it winds up quickly and no blocking to slow the storm down and 5:00 a few lingering snow showers and as far as accumulation map. this is the first call map. this could change based on how that storm develops and where it tracks and calling for 3 to 6 along the coast. the same area as long the winter storm watch and 1 to 3 and get into the far northern and west communities and poconos and the lehigh valley. not looking to be much a coating to an inch. that could change. increasing clouds 31 degrees and 29 degrees on thursday with snow heaviest east and most of it in the morning hours, and behind the system 17 on friday saturday 15 and windchills all day below zero. and bump it up to 24 degrees on sunday. and we'll warm up above freezing next week and adam will talk about that in the "action news" continues. hello again, here is what is happening on "action news" tuesday night. water main breaks are causing big problems across the region and this one sent hundreds of gallons across the street and into base manies this morning. we'll hear from homeowners. and one airline is offering vouchered for people traveling south for people that dip into the teens. and a massive seven alarm fire in the bronx leaves a dozen people injured tonight. and bone chilling cold that has gripped the delaware valley and much of the country. the brandywine creek in wilmington has started to freeze over. and half of the country is in the deep freeze and some places breaking centuries old records. here is the chilly start to 2018. >> much of the country remains stuck in the frigid grip of winter. >> i think this is the coldest winter ever. >> for most the cold stap stretching from chicago to austin all the way up to buffalo is just miserable. >> i can't describe it. it's unbearable. >> and dangerous. >> the pond behind my house the car is falling through. rescue workers worked to save a woman in the water. and rescue workers rescued three people after their car crashed into a creek in 3 degree weather and icy roads caused pileups as they made rescues if dangerously cold conditions and this seven alarm in new york city the firefighters battled the flames and cold. and water mains are flooding and bursting turning this road in baltimore to an ice rink. >> i thought it would be a safer alternative to keep the kids home for a couple of hours. >> while the tundra like another blast of arctic air is expected to hit the east coast late they are week bringing ice and snow as far south as florida. and delta offering a travel waiver ahead of the storm in the southeast. now, to our accuweather alert. adam joseph is tracking a nor'easter and possible snow that could be followed by colder temperatures. >> temperatures will be way colder than what we dealt with the last couple of days and the numbers are balmy compared to what is coming friday and saturday, and right now a break. 23 in philadelphia. and 24 in new york city. and 25 in washington and teens to the northern and west. there is still a wind out there and it feels like 11 in philadelphia and bitter right now and an improvement from yesterday. little improvement we'll take the improvement binghamton and 2 in buffalo and richmond now feeling like 26 degrees, the storm that we are watching starts to gain strength here and blossom tomorrow morning just off the coast of florida. and as you mentioned winter weather advisories and winter storm warnings in parts of florida and snow and ice expected there. it goes across the carolinas and works up the eastern seaboard and this is a powerhouse about 250 miles off our coastline. normally the low pressure center that far to the east will not bring us precipitation but this is such a beast of a storm. the precipitation shield should go as far west as philadelphia right now as we get scraped by the nor'easter and whacked by it at this point. and itnto new england and the easternts of canada. the point we really are of concern is at the shore that gets the hardest part of the storm snow possibly 3 to 6 inches there and significant travel delays for the coastal communities and winds gusting near 50 miles per hour with the storm creating blowing and drifting snow for them. but everybody should see a flake or two, we'll talk about inland locations and the cold to follow. that will be dangerous in the seven-day forecast. >> thank you. >> a massive water main break in northeast philadelphia left 100 homes without water all day. >> "action news" reporter jeanette reyes spoke with residents about the icy mess the plain caused this morning. a muddy mess is all that is left after the water main burst overnight. i woke up to rushing water at 3:00 in the morning. >> home ener tom jared suffered the most damage. he lives in northeast philadelphia. the brown water mark on his driveway shows how far the water rose. the river of water recedes three hours later revealing a mound of mud three feet high and his cadillac was just about engulfed in all of this. >> another vehicle behind it i was able to get that out of the driveway and i tried to start the other one and the electronics seized up. >> and the basement had water too. >> i came down in the base many and opened up the back door and is rushed out and left all of this mud and water damage everywhere. >> for neighbors the biggest inconvenience was loss of water service for the rest of the day. >> i got up to go to the bathroom and the toilet would not flush and checked the sink and to run out of the spigot. >> and it is cold but not too bad. i wouldn't want to have to stay out and work in it. >> the water department says they have seen 22 leaks per day with service lines and water mains over the past week part of it is due to the age of these water mains and most of it is these frigid temperatures we have seen over the past several days. reporting in northeast philadelphia. philadelphia police are looking for the gunman involved in a drive-by shooting caught on camera. the video shows two people walking along east collins street in german town this morning when a tan buick sedan pulls up and someone opens the rear window and opens fire. a 25-year-old man was struck in the chest and neck and a 20-year-old woman struck in the leg and both are in stable condition tonight. and no arrests are made in a shoot that left a man in critical condition. shots were fired at 2:00 along the 1800 block of west norris street in north philadelphia. the victim was rushed to temple university with gunshot wounds to the thigh. the fbi is offering a reward for information leading to the arrest of a bank robbery suspect in philadelphia's german town section. the surveillance image the suspect walking into the citizens bank at german town avenue at 1:15 on december 29th he got away with an undisclosed am of cash. time now for an update on the highways and by ways on a chilly tuesday night. >> lets go over to matt pellman. >> they are rolling but focus on and have been focusing on now for a week. 5 in allentown and 11 in dover and the windchill is what you want to dress for when you head outdoors and the poconos 4 below zero. the cold arctic high is a beast. and taking extreme cold to the south and south of new orleans on the radar that is snow over the gulf of mexico. and so cold that far south but the energy to the north this area here and this area near new orleans these are the two pieces that come together and blossom that storm off the coast. tonight moon lit sky and bitter cold. 5 in the suburbs and 12 for center city. future tracker 6 showing snow starts to fall here late tomorrow evening, 11:30 p.m. right along the shore and overspreads the region here in thursday morning. and there will be a very sharp cutoff of where
