of harrisburg wendy. >> reporter: an 84 report detailing the way we can transport crude across the state of pennsylvania most safe but he said the report stopped short of actually requiring that these trains be rerouted through places that are highly populated like the center of philadelphia. the report completed by dr. allen zurmski of the university of delaware provided 27 recommendations aimed at reducing the risk of a derailment and minimizing the consequences should a catastrophic accident occur. crowd oil explosions like this one in canada killed 47 people. there have been similar accidents north dakota and virginia and two partial train reday. s right here in philadelphia, one over the schuylkill and one inside the csx rail yard fortunately that did not explode. the assessment calls on the state and railroads to work together to lower the risk of a derailment by testing the train tracks used by crude oil trains three times a year. and says the speed crude oil trains travel should be reduced to 35 miles an hour. in addition, to minimize the impact of a derailment, the report suggests state inspectors should inspect tankers and the tracks. tankers, railroads and bridges must meet federal safety guidelines and the railroads should work with local emergency response teams and analyze the routes they use to transporter high hazard flammable cargo but the report does not require the railroads which run right through the middle of philadelphion to the the schuylkill and into oil refineries in southwest philadelphia and into neighboring new jersey to reroute new less populated areas. the reason he tells us is because rerouting can be complex if not impossible when the train's destination the oil refineries are right inside philadelphia. in a statement csx tells us we have made significant investments in the routes we use to transporter crude oil and we have advocated for stronger tank car designs. safety is our highest priority and we are committed to continuously improving the safety of rail transportation. now, critics say these new suggestions are just a continuation of the stat can you say kuo and they fail to hold the railroads accountable on a larger scale one of the things that these critics are asking for is for the railroads to pay a fee for this highly lucrative but also highly flammable cargo and that fee would help to pay for things
