but if you have to get up and you got to get to work let's help you through it. you've got some storms to deal. >> reporter: i told you yesterday i thought we would see some of these storms even early through your morning commute. that's what's happening right now on storm tracker6 live double scan. we can see live lightning strikes happening as well. we can go in tight with double scan and show you what's happening. right along 202 in chadds ford along west chester pike and also the route one media bypass in south jersey as well right along route 49 getting some lightning strikes as well and the problem is not just the frequent lightning but the heavy downpours. we've got the humidity even up from yesterday. so as you're driving to work you're driving through that. satellite6 and action radar showing that we're not looking at the entire region blanketed with storms that's going to last all day but the trouble is it's not just through the early hours. at any point today we have an opportunity for a shower or a thunderstorm with some heavy downpours. you'll be dealing with the threat of this through the day. the temperatures are up as well. 74 degrees right now in philadelphia, 77 in washington, 72 in roanoke. we've got that warm humid air mass allowing these storms to produce a lot of moisture in the atmosphere. so showers and thunderstorms at any point today. it's humid a-high of 87 degrees. we do clear outer eventually. details on when that happens. i'll help you through the rest of the week coming up in just a minute, matt. >> has to happen eventually. good morning karen. good morning, everybody. highways in and around philadelphia are dry so far this morning. may not be for very long but they are for now. this is i-95 in the ongoing work zone by cottman avenue. southbound taillights have a vehicle pulled off to the left shoulder in the work zone but all the lanes are opened with no delays. and everything is open on the vine street expressway as i said yesterday overnight closures of the vine are halted now. at least that's how it's scheduled until august when they'll set the new beams for the pedestrian bridge at the family court but at this point this morning everything is opened and clear and ready for you on the vine street expressway. but new milling and paving projects did get under way last night as scheduled in the city along market street between 30th street station and city hall as well as south broad. they milled some of the lanes between city hall and washington avenue. watch out for a bumpy ride this morning and we expect delays once again this morning on the ben franklin bridge headed westbound into center city. at this point the two right lanes still blocked for the morning rush. it will be the one right lane. matt. >> thank you matt. happening today, president obama will visit philadelphia to speak at the naacp convention in center city. "action news" reporter katherine scott is live at the pennsylvania convention center where the president will deliver that address this afternoon. katherine. >> reporter: that's right, matt the president will be here this afternoon. he's looking for bipartisan support to reform the criminal justice system. he says it's time for communities to come together to make our system work better. today president obama will be here in philadelphia. a key note speaker at the naacp's annual convention. he'll be pushing for bipartisan action to change the criminal justice system calling for shorter sentence and lowering taxpayer costs to house prisoners. >> together we can make our communities safer. we can spend our taxpayer dollars more wisely and we can make sure that more of our citizens, even those hoof made mistakes, have a chance to become productive members of society. >> reporter: last night the president commuted the sentences of 46 drug offenders 14 of whom had been sentenced to life. he added under current laws most would have already served their time and said they deserve a second chance. the criminal justice system has already been a focus of this convention. yesterday a panel discussed ridding minor offenses and how prosecutors can fairly handle cases. >> prosecutors owe it, owe us all and what they -- what they're supposed to do is fight for justice to do justice, to pursue justice. that doesn't just mean locking people up. >> reporter: and this afternoon's address will also be covering policing and talking about crime fighting efforts that address social problems like poverty. we are live in center city katherine scotts, channel6 "action news." matt. >> thanks, katherine. breaking news. iran is six world powers have reached a landmark nuclear agreement in austria. this comes after months of negotiations. a senior diplomat says the deal includes a compromise between the u.s. and tehran. it would allow united nations inspectors to press for visits to iranian military sites as part of their monitoring duties but access would not necessarily be granted. any deal would go to the un security council which is expected to endorse it by the end of the month. israeli prime minister benjamin netanyahu opposes the deal. he says it allows iran an avenue to pursue terror in the middle east. >> 4:35 now. a police captain's son arrested in a terror sting goes before a judge in massachusetts this afternoon. prosecutors say he was planning an attack in the united states to support isis. the fbi moved in on 23-year-old alexander tukelo with help from his own father. police say in recorded conversations he discussed his plans to set off pressure cooker bombs at a university in massachusetts. he was inspired by the boston marathon bombers. he was allegedly intent on slaughtering several students and broadcasting the killings live online. his father a veteran of the boston police department alerted authorities that his son wanted to fight for isis. "good morning america" is following developments in this story. "gma" starts at 7:00 right after "action news." >> developing this morning two separate stabbings took place in the same philadelphia neighborhood. the latest one involved a 16-year-old boy playing basketball at a playground grays ferry. police say six men is your rounded him and stabbed him twice in the back. it happened on the 2900 block of wharton street at 11:30 last night. the boy is in stable condition. the attackers got away. the victim we are told is not cooperating with police. right before that happened, police say someone stabbed a 60-year-old man in the arm. this happened on the 1600 block of south taney street in grays ferry. this victim is also in stable condition. no arrests have been made. police do not think the two cases are connected. >> fire damaged a south jersey business late last night. this is new viewer video from pennsauken camden county. heavy flames poured out of the batter up indoor batting cages just before 10:00 p.m. chopper six was over the scene in the 7600 block of kaighn avenue moments after the fire was placed under control. no injuries were reported. it's unclear if the actual business is damaged. special rail passes for the upcoming papal visit in philadelphia go on sale monday. septa trains will stop at jefferson and 30th street station on saturday september 26th and sunday the 27th. the one-day pass costs $10. you must specify your home station and a window of time when you are traveling. septa is limiting how many passes are available to keep crowds consistent with capacity. get constant social media updates on pope francis' destroyed 81 homes and cabins and more than 13,000 people have been evacuated. more than seven new fires broke out just yesterday. air advisories have been issued across central and western canada as well as parts of the western united states. >> karen rogers is in for dave murphy. so, we should expect some rain and storms today right. >> yeah, we have some right now. it's not going to rain little bit of it right now as well as along route 49 in salem. it's going to be headed towards glassboro headed towards philadelphia coming up. i'm going to take one more wider look now so you can see we also had storms out to the west with this as well so it's going to be stormy at times today. you'll want to be careful driving through this. let's go outside. we want to see what it looks like right now as sky6 is looking live in center city and currently we have a lot of cloud cover. not a lot of rain just yet in philadelphia it's just starting at this point but the heavier storms are pushing their way closer. 74 degrees already. the dewpoint is 67. it's up from yesterday at this point so it feels even more humid than it did yesterday and with all that humidity and the east flow it's easy to get a heavy downpour. the barometric pressure is falling. satellite6 and action radar showing it in motion. it's not as if we have storms everywhere through the regionally we'll see them all day but we've got a line forming right now maybe we get a break and then more storms coming through and that's the way it will be through the day on and off today. future tracker six showing at 9 o'clock in the morning not stormy everywhere but where you get these storms you'll be driving through heavy downpours. at 11:30 in the morning also we're seeing storms scattered through the area so maybe not everybody getting it but you got to be prepared for it. you're going get lightning and some gusty winds that could be app an issue. at 9:30 at night again maybe it's dry in the city, watching another line starting to come through the area so on and off today through the day, through the nighttime hours we've got a chance for these downpours coming with these thunderstorms. here's you see this time year. it's very warm, it's humid just a chance for a shower at the end of the day 89 degrees. really heating up by monday. it's hot and humid and 90 so as you look at these temperatures we're in a little bit of flux. we're dealing with the worst of it today. it stays unsettled tomorrow and after that, we've got a nice change coming your way so just hang in there and keep christie is seeking federal disaster aid for the cleanup of last month's severe storm. on june 23rd a macro burst damaged homes. high winds brought down trees and power lines. the damage in atlantic burlington camden and gloucester counties is evident made the at more than $15 million. christie is asking fema and president obama to help. the governor was criticized for not offering assistance when the storm hit. the pentagon is ready to reconsider its ban on transgender individuals in the military. did he first secretary ash carter says the current regulations are outdated and anyone willing to serve the country should be able to do so. the department will conduct a six month study on how lifting the ban could impact issues sump as uniforms, healthcare and housing. >> time for holmes pleaded not guilty by reason of insanity for the 2012 shooting rampage. 12 people were killed. dozens more were hurt. two court ordered evaluations determined holmes was legally sane at the time of the attack attack. psychiatrists for the defense however testified that holmes did not know right from wrong. >> police in california made an arrest in a kidnapping case that was once compared to the movie gone girl. denise huskins and her boyfriend aaron quinn appeared at a news conference yesterday. it was shortly around the same time that federal agents arrested 38-year-old matthew muller for a crime local police at first said never happened. huskins told police intruders broke into her house drugged her boyfriend and kidnapped her for a ransom. two days later she says they let her go. >> if you knew my daughter you'd know that she was not in any way shape or form involved in any kind of a hoax. can you imagine being rescued from a kidnapping and then people are on you for committing the crime? >> muller, the man under arrest zahar regard trained lawyer who was disbarred in california. he was already in custody for another home invasion. lawyers for the couple say there is a long road to justice ahead. >> happening today nasa's new horizons spacecraft will get an unprecedented closeup of pluto. just before 8 o'clock this morning, the spacecraft will get within 7800 miles of the dwarf planet. this comes after nine and a half years of a journey. the spacecraft which is the size of a baby grand piano has traveled 3 billion miles, just a short trip. new data reveals the woman you see in the pink scarf learned days before her wedding in 2010 she had cancer. she and her new husband signed consent to create five embryos so they could one day start a family. unfortunately they divorced. her ex-husband now wants those embryos destroyed. she doesn't. arguing that the consent forms were with the fertility center not a contract between the spouses. >> they had no idea, they weren't even thinking about divorce at that point in time. >> finley testified in court he thought the terms in the fertility center paperwork were binding. the trial is expected to
