worst week since 2011 including the 530-point fall on friday. we'll get jim cramer's take in a moment. first, whatle exactly is a market correction? it occurs when values decline 10% or more, stopping an upward trend. many analysts believe a correction fixes an over priced or inflated market bringing prices down to their actual value. for some it is an opportunity to get into market that may have been been out of reach. their buying pushes prices back up and stops the correction. a correction usually lasts less than two months, preventing a huge prolonged sell-off or a bubble burst, similar to what happened in 2000. while market corrections typically happen every 18 months, the last one was nearly four years ago. jim cramer is the host of kwoez "mad money" on cnbc. >> good morning, matt. >> a 530-point sell off. people thought the weekend would calm things down but it's not looking so good. >> no. this started in china. i have to call it a crash. there is no short way to put it. there is a tremendous decline coming from china and we are importing it. >> just explain why that impacts us dramatically here. >> first of all, i think what happened is we are all connected, we know that. second, china is the second largest economy in the world. there is no avoiding it. we are stronger than they are. we're the strongest we have been. we used numbers when we last had a correction. we are much better off. >> you said something to our produce overnight. the great myth is that the stock market always reacts rationally. it doesn't always. >> right. >> given that, is it reacting rationally now? >> we are going to get a 7 to 12% decline. if it's like the last three times we imported the problems from overseas. yes, that's over reaction because gasoline will be down. the dollar will go down. that's important. interest rates will be on holdle if the federal reserve pays attention. >> if we get to an official correction of 10% how do we know if it's just that? what are the signs it could go longer and deeper? >> we have to see a spike in unemployment which is unlikely. we have to see interest rates and inflation go higher which is off the table and we have to see a banking crisis which is inconceivable. >> one of the other things you have said on the show, nobody has ever made a dime panicking. >> right. >> having said that, what should the average investor do in this process? >> on friday, 403 of the 500 stocks in the s&p were up versus two years ago. if you have big profits there is nothing wrong with taking some off the table. it will be a bad today, probablile a bad week. if you have no stock, if you are looking to put some money to work for your retirement account, by the end of the day you should make a move today. >> good advice, jim cramer. important to progressives and touched on both parties' primary campaigns with biden making it clear he was seriously considering a bid of his own. still, he didn't directly ask warren for her support. >> it has nothing to do with me. >> reporter: with clinton fending off allegations about her use of her private e-mail this poll shows 37% of voters find her honest and trustworthy. 57% don't. biden's numbers are the opposite with nearly 6 in 10 saying they trust the vp. some democrats think a biden challenge could benefit clinton. >> she's a terrible front-runner. she's a marvelous candidate in the middle of the race. >> reporter: biden's aides said he'd make a decision by the end of summer, that deadline couldle slide. most agree if he chooses to run biden would have to do it in time for the first democratic debate -- october 13. a long-time democratic strategist says biden's team understands his best chance to successfully enter the race is to be effectively drafted, welcomed with for his life after being shot in the head during a traffic stop. nbc's stephanie gosk has more on that. >> good morning, matt. trooper steven vincent is hospitalized in critical condition. his alleged attacker in custody thank tots the heroic action of bystanders. this morning police are investigating a traffic stop in louisiana sunday gone tragically wrong after a 13-year state trooper was shot by a man pulled over on the side of the road. according to police, trooper steven vincent was responding to reports of an erratic driver in a pickup truck. he found the truck in a ditch. the driver reportedly got out of the car, opening fire with a sawed-off shotgun, hitting critically injuring the officer. >> i watched the video. the door came open and i saw a shotgun blast. he was carrying a sawed off shotgun. that wasn't to do anything else but hurt somebody. kill somebody. i watched kevin dagle walk from his pickup truck, walk over to the trooper, ask if he's alive. you can hear him breathing saying, boy, you're lucky. you're going to die soon. >> reporter: the suspect was identified later as kevin dagle. other drivers pulled over to help the trooper, using his police radio to call authorities, the men tackling the suspect to the ground. >> the incredible good samaritan wrestling with him. other people stopped. they got him on the ground and used my trooper -- used his cuffs and handcuffed the guy. >> reporter: police don't know why kevin dagle allegedly did this. support is pouring in for trooper vincent. he ran a marathon on saturday before reporting for duty on night sky at a u.s. army depot near tokyo this morning. a statement from the army said the building that exploded was storing compressed nitrogen, oxygen and freon. no injuries were reported. japan's chief cabinet secretary demanded the u.s. take safety measures to prevent such incidents from happening again. the cause of the explosion is under investigation. british police say the death tolle from saturday's air show crash is highly likely to rise to 11 people. a fighter jet -- look at the video -- slammed into a busy highway in england after the pilot failed to pull out of the loop maneuver. seven bodies were found in the aftermath of the crash. officials are digging through the wreckage. the pilot remains in critical condition. indycar driver justin wilson is in critical condition after he was hit by a piece of debris at pocono raceway. the driver spun into the wall sending debris flying. one of the pieces hit wilson in the head. he hit an interior wall. wilson was airlifted from the raceway to a nearby hospital. the accident renewed the conversation about how to make that sport safer for the drivers. a massive sink hole in a florida neighborhood swallowed up part of the street and driveway. the sink hole is in groveland florida about 45 feet wide, 65 feet deep. one person was evacuated. the sink hole ruptured a watermain causing the opening to fill up with water. and congratulations to actor and comedian and our friend tracy morgan who married his long-time fiancee megan. the first photo was released. it was an intimate ceremony with close friends and family including their 2-year-old daughter maven. the wedding comes 14 months after morgan was injured in a highway crash. she told "people" after almost losing tra si last year i'm so happy to finally marry the love of my life. people are reporting tracy wanted to walk down the aisle without a cane or wheelchair and he did it. a handsome groom and a beautiful bride. >> they are a nice after police found her more than 100 miles from home. now the man she was found with is in jail. 25-year-old steven scherrer is in jail, arrested and charged with endangering the welfare of a child and distribution of obscenity to a child. the child is chelsea o'donnell. the 17-year-old was found in his new jersey home after going missing for a week. o'donnell turned over her daughter's cell phone to police who found evidence of inappropriate c munications over the last several weeks between scherrer and the minor. this isn't his first run-in with the law. he faced drug and child endangerment charges after he was found in a drug with heroin par par fa aphernalia with a woman and her young kids. a publicist for o'donnell said rosy's concern has been and always will be the health, safety and well-being of her daughter. if he's con vicked each of the charges comes with up to five years in prison. he's been instructed not to contact the oh o'donnell family. he's expected >> 475 degrees for 15 minutes. >> pop them into the oven. >> we have just enough time to whip up our vejy side dish. >> this is healthy. >> it is. >> that's not so healthy. >> right. we have tons of zucchini. >> also eggs -- >> oil, sour cream and sal i don't knows and flour. >> perfect. >> simple. everything is dumped into the bowl. we have shredded zucchini. you can actually buy it preshredded. this is dumping everything into one bowl. >> these? >> skal lons, absolutely. a pinch of salt and pepper. you could add cheese, do fresh herbs, other spices. give this a stir. get it all mixed together. this is a great way to sneak vegetables into the meal. if your kids don't love them, these are super crispy, hot, awesome way. >> put them in hot oil. >> what kind? >> matt, i want to tell you we are now down over 1,000 points on the dow. we printed down is 1,031 points, down nearly 6% in a day. just in the first three minutes of trading. this is not a panic now. this is about traders trying to figure out what exactly the right level is for the current stock market. for a lot of investors it's also about trying to figure out exactly what the risk tolerance is in the market. we haven't seen a lot of these types of moves especially to the downside. many say since the great financial crisis back in 2008, 2009. for a lot of people this is a very, very stark, very staunch reminder there is risk in the marketplace. we are down 165 points in the dow now. >> putting it in perspective and in the course of the last five days a terrible week for the dow last week, capped off on friday when it dropped about 530 points. are we seeing an official correction now? a 10% decline in values? >> we did. that's a good point here. as of friday's close, we did pull back more than 10% from the record highs in the dow jones industrial average average. we are in that correction territory. that's viewed negatively by some traders. it may be an indicator for more down side to come. it's also interesting here as well, to put it in perspective. last week the headlines you saw in the papers this weekend said the dow jones industrial average lost about 1,000 plus points in the course of a trading week. five days. we lost that many in the first three or four minutes of trading today. again, a very ugly open to start this monday. it will be interesting to see whether there is stability that's found right now. the headlines, of course, right now are certainly not positive here sc. >> when you talk about stability, aren't there systems in place that would stop the carnage after a certain level of loss? >> there are. there are policies that are put in place by exchanges. in essence, to allow people who participate, who are involved directly with markets and exchanges to kind of put speed bumps up and stop signs up so things can be halted, reassessed and possibly re-opened, halted again. there are a number of those emergency-type measures being put into place. a lot of people feel strange about this now. the last time we saw many of these types of instruments employed it was during the financial crisis. this is by no means a financial crisis now. we are a much different country and economy than we were back then. much healthier, some argue. it does provide flashbacks not in a good way, about what it was like during the bad days during 2009. >> we talked earlier on our show about opportunity. a lot of people see this as devastation. others see it as opportunity. do you hold back on opportunity until you get what you talked about -- some stability for the moment? >> that's tough. everybody should talk to their own financial adviser. what i would say is this -- it's very, very difficult for anybody -- trader, investor or otherwise -- to time the market. you can't say, i'm going to pick this as the bottom. i will buy now or this is the top, i will sell now. many financial advisers will tell clients, sit down and figure out whether stocks, bonds or currencies or commodities, any type of investment is right for their portfolio. what kind of waiting will it have? >> basically, global growth worries. the market is worried that the global economy is slowing down and china is one of the biggest economies in the world and their stock market and economy have been slowing dramatically. we've seen big losses in the chinese stock market. and although it might not seem important to u.s. investors, the problem is that a lot of big companies like mcdonald's and apple and intel, they all do business in china. if the chinese consumer pulls back and can't buy their products, it really hits their bottom line. wall street is very worried about that. they're also worried because the chinese government authorities which control that market don't seem to be putting in place the type of support that that market needs right now. so as a result of that, the selling intensified overnight in the european markets and the asian markets. and that's why we saw that 1,000 point plunge in the dow jones industrial average. we're down 600 points but it looks like it's starting to steady out a little bit. it's going to be a rocky day, certainly, but at least we didn't go back down and test that 1,000 minus point again on the market. >> all right. sue, thank you very much. obviously, volatility something we're going to be keeping an eye on over the next several hours and next couple of days on the markets. we're going to have much more on cnbc right now and here on "today" for our viewers on the west coast. >> the corn dog with the corn bread. that i love. >> but you don't like a fried y it oreo?
