of washington and alexandria heavy rain. falls church and mclean. torrential downpours. a larger area east and west. in the northwest, we have seen the area diminish. new area forming north and west we expect it to resume with more heavy rain before long. rainfall totals are impressive. i will wrap it up for a moment with a headline here. flash flood warning in effect until 6:45 for the district parts of fairfax county arlington county and prince george's county. a flash flood warning in effect for the same regions until 6:45 this evening. both flash flood warnings and severe thunderstorm have people trying to save a man. kimberly: trapped under a free branch and he had been stuck there for a week. kevin lewis is live tonight and crews are trying to figure out how he managed to survive. kevin: absolutely! this is a remarkable story. someone walked down the street and they looked left, where the rescue vehicle is. 25 to 30 feet down the embankment the individual saw a man trapped under a tree. he was extremely dehydrated, had major cut to his leg. it turns out that that man was 66-year-old larry shaddy who has been missing for more than a week. he disappeared from his veterans home in the neighborhood last monday morning. police have been looking for him for a long time. he survived in the humid summer elements for more than a week. here now is his care-giver. >> if it had been too hot or raining all the time how does one survive that? in a ravine in a wooded area. it's amazing. the only answer that i can possibly come up is that he went back to his survivor skills in vietnam to survive. kevin: absolutely remarkable. we are working to get an interview with mr. larry shaddy. the vietnam veteran rescued today. he is in the hospital but we are working to get an interview from his bedside. for now we are live from springdale kevin lewis, abc7 news. kimberly: thank you. moving ahead after a devastating fire. scott: fire marshals picking through the pieces of eight historic businesses in harper's ferry. and brad bell is live there now. brad, people still trying to figure out the best way to move forward, i guess. brad: two things. what caused the fire and how to move forward. you are right. look at the space between the buildings. we have been watching all day long -- a few minutes the fire marshal pulled out. but they have been picking up debris looking underneath to see if they can come one a cause for the fire. three days after the blaze. it's one reason there is talk in the town that somebody set the fire. intentionally or accidentally. but people in the town believe that a human is more than likely responsible for this. that is the search for the cause. still unknown. now as well, looking forward with there is a meeting today of a number of business owners and local town officials. they gathered in private in the train station here. historic train station in the center of harper's ferry to figure out what on earth they are going to do now. listen to what the mayor says about the impact of the fire. mayor: we have lost i estimate about 42% of the commercial business over my shoulder behind me. that is a huge impact. this is not a large center. when you lose 42% of commercial, that is horrific. brad: when we come back at 5:00 we will show you some of the steps being taken to try to help the town recover. you can see 5:00. in harper's ferry brad bell abc7 news. jonathan: all right. former f.b.i. back in the stafford county courtroom on charges he killed his wife. this is arthur gonzalez's third trial in the 2013 shooting death of his estranged wife julie. the first two ended in a mistrial. gonzalez argues he slot his wife in self-defense after she attacked him in an argument. although prosecutors say gonzalez staged the crime scene. kimberly: the case of the man charged with killing a university of maryland -- of mary washington student goes to a grand jury today. he was indicted last month on first-degree murder and abduction charges. he is accused of strangling grace in april in a fredericks room they shared. they victim he left the room where mann was discovered and that he admitted to strangling her. scott: tonight, new developments from louisiana. a woman comes forward to describe a chilly encounter with the movie theater shooter. horace holmes at the live desk has details coming out. horace: a chance encounter with the guy that opened fire at the movie theater. for several weeks before the shooting, john houser stayed at a hotel. a week before the shooting she and a friend were approached by a man they think was houser eating at a eck loal restaurant. he started talking about his cat. he didn't want to pay the money to euthanize the cat so he hit the cat on the head with metal to try to kill it. >> he was standing in front of me. acting out. what was so strange and weird you can tell he had emotions about it. like he was in tears. it was confusing. in my mind, it was contradictory of what he was saying. horace: she says the man approached her and struck you up the conversation. now she wonders if she called police once he left. if it would have made a difference. with a live update on what the other storms may be headed this way. see you then. scott: a deadly stabbing at a church. new details about the man police arrested on the scene. diane cho spoke with the mother. diane: he is being held without a bond at the frederick county jail. this afternoon we sat down with his mother who told us she was still in disbelief today, speaking through a translator. the son had a history of mental illness and he was diagnosed with bipolar at 10 years old. he was recently kicked out of his apartment and had no place to go and had an incident with him not too long ago. kim told her he wanted to stab a dog and kill himself but decided it wasn't a good idea and he was in tears telling her this. so she took him to a counseling and retreat center five days prior, a keyian prayer center to get him help. authorities say kim stabbed a male victim at the church 11 times and stabbed his wife after she tried to intervene on sunday night. >> what he did i'm not accepting through my heart, what he did. it's hard to believe. >> according to the documents kim told detectives he was tired of treating badly and being disrespected by all koreans. coming up at 5:00, we will have more of the emotional interview and why she says she felt lost trying to get him the help he needed. from the sat line center diane cho abc7 news -- from the satellite center, diane cho, abc7 news. kimberly: now a statue in montgomery county tagged with a point message. someone spray painted "black lives matter" on the statue of a confederate soldier. this comes days after there was a plan to take it down. people on both sides weighing in. >> this is an appropriate conversation to have. if it starts the conversation it's awesome. >> it's and vandalism. free speech is something exercised in the open and does not result in county taxpayers having to foot the bill. kimberly: the statue is part of a memorial in a county owned park. across from the circuit courthouse. an encryption says it is dedicated to the heroes of montgomery county. scott: new at 4:00 a mess at a fast food joint after this, a cab driver in massachusetts slammed into a fried chicken restaurant after he lost control of the car. he says another person cut him off. the next he knew he was plowing in the building. there were people inside at the time but the car missed all of them. even the driver wasn't hurt. tonight, howard county man out of the hospital and drove a pickup truck into her apartment. marilyn schmidt was rushed to the hospital after he slammed through the sliding backdoor. she back home. and he has been arrested and charged. kimberly: a close call. let's see how the rain is impacting traffic. jamie sullivan has the details. jamie: you know it is impacting the commute. very slow. and in more spots than we would typically see. take a look. this is the outer loop of the beltway near 95 college park area in maryland. we did have almost all lanes blocked with the crash. everything now just blocking the left lane. so you are able to get by. let's take a look at the mapping system. to talk about how slow we are. ten miles per hour. that continues on the outer loop. no problem getting past this through montgomery county. wet roads. the water main break still only the right lane where they are doing the work. the left lane is getting by between 30th and park center drive. take a live look that you can get an idea of the road spray. taking a look at 66. this is a good idea of what you are seeing out of the city. bumper to butcher traffic. you get an idea where you will see the slowing. 66 heading in and out. just be careful and while it's still light out you need headlines when it rains. back to you. kimberly: you heard the thunder. scott: i was driving here to do the 4:00 news and it came down and then a lightning bolt. doug: cats and dogs. scott: i saw a couple. i didn't want to confirm it. doug: let's get started. steve rudin in the weather center. we'll go to him. first weather wall to look at the doppler radar. what was a large area of intense rain broke on the pieces, the first area southeast of the city moving to eastern prince george's county. part of calvert county. this is intense rain. you see the lightning bolt imposed. look at how many lightning strikes. a lot has been here. we will check on the estimated total of the rain. some of it is raining 3-4 inches an hour. this is moving slowly. only 5-6 miles per hour. these areas like right here over eastern prince county. the northwestern section getting torrential downpours. like possibility of flooding. this is the pattern that is repeating itself. all across the area. this road moves off of 301 in prince george's county maryland route 382. there is a lot of farm land there, but torrential rain. plenty more north and west. that is the pattern for the next couple of hours. we will see the batches of the showers and the thunderstorms from northwest to southeast. areas in falls church that just got hit will get more. more storms are rolling down. take a look at the storm scan to show you our areas, heavy rain. north and east. not much happening racing against the clock. the challenges now facing the crews searching the atlantic for two missing teenagers. scott: race against time in waters off of florida to find two teenagers missing since they took off friday on a fishing trip. boats and planes crisscrossed area of the atlantic ocean the size of maine now. they are looking for 4-year-old austin stephanos and -- 14-year-old austin stephanos and perry cohen. they found their both capsized and empty on sunday. >> we are not accepting volunteers at this time. with the assets that we have out they could hinder the ongoing operation or becoming a search and rescue operation themselves. scott: the families of the teens aren't giving up hope. offering $100,000 search reward. kimberly: new at 4:00 michael jackson's father joe jackson is in stable condition after he suffered a stroke in brazil. a statement from a hospital in sao paulo says he was admitted yesterday with irregular heartbeat and is now in the intenseive care unit. he turned 87 years old on sunday. a second family tragedy. whitney houston's daughter bobbi kristina brown is dead at the age of 22. it has been more than five months since she was discovered inside her home. marci gonzalez reports on what led to the death and where the investigation stands now. marci: 22 years old the adored only child of superstar whitney houston and bobby brown. bobbi kristina's life ending yesterday in a georgia hospice. six months after being found unresponsive in her home. in a statement, the houston family saying bobbi kristina brown passed away sunday club 26 2015 surrounded by her family. she is finally at peace in the arms of god. in january, aspiring singer/actress found facedown in a bathtub. the circumstances leading to her death under investigation and eerily similar to her mother's. >> i have a 46-year-old female found in the bathroom. marcimarci: days after whitney houston's death, bobbi kristina was hospitalized for anxiety and continued struggling with the loss. >> they are in some ways prefer paired in this history of tragedy. marci: now mourning for bobbi kristina. oprah tweeting "peace at last." eva saying, "he is seemed to be caught in the web of celebrity upon arrival. 22 years. a sad end." the medical examiner's office now says that the first part of the autopsy is complete and shows no medical condition that could have you are a river where there shouldn't be. we'll go to doug hill who is tracking the latest thunderstorms in the area. doug: we start out looking at montgomery county. very little clouds and the ground is dry. but they are on the northern side of the storm cutting through the district. south of rockville, new storms there. the heavy storms that we just saw are moving to calvert county. slow-mover. so this area is heavy rain. creeks are going to be deep in this area. terrain and big valley areas. so viewers you know the drill. the spot where the water gets deep. watch that. it is moving slowly. there are a few other areas north and west to the metro we are keeping an eye on as well. one cell northeast of bethesda that we are watching. more coming down the pike out of reston to western and central fair fax. we have until 6:45, inside the metro, a flash flood warning. the severe thunderstorm warning canceled for area. there are no severe thunderstorm warnings in effect right now. just flash flood. we monitor the storms as they will move in the direction. the storm scan shows more. most of the heavy duty stuff is in the foothills of the mountains pushing to the richmond area. we still have a flood warning. localized flood warnings here and there. but in general things look doing better. how about sunshine tomorrow? with just the slightest chance of isolated storm. 92 to 94. celebrating one year in service. kimberly: hard to believe it has been a year since it has been inducted. metro is looking at the positives but also what needs to change. jeff goldberg has the progress officials want to make. jeff: is there in anyone to accurately grade the silver line success -- >> i ride it every day. jeff -- it's someone like floyd jones who commutes to work from d.c. to tyson's corner and says the addition of the line makes life easier. >> smoothness. nice train on the bathroom make it good. jeff: everyone in the room would agree. economic and political leaders from around the region celebrating the one-year anniversary of the opening of phase one of silver line. phase two will connect the line from reston to dulles airport. >> the silver line is the most transformative investment we have made in ourselves in northern virginia. jeff: according to metro it is averaging 17000 riders per weekday. a number smaller than expected but one that officials say will only grow. then there is the economic impact, especially in tyson's corner. state officials say estimated $18 billion in development is happening near the five silver shrine stations. >> there has been an atmospheric shift in tyson since the silver line opened. >> at lunchtime, we have new customers. jeff: she sits within eye line of the silver line and the manager thinks that the sales will keep moving. >> definitely. more people is better for business. for sure. jeff: while supporter of phase two of the silver line are excited about the project, they are also going to have to remain patient. the extension to dulles airport is not set to open until 2020. in tyson's corner, jeff goldberg, abc7 news. scott: janitor and commercial cleaners have a new contract and it comes with a pay raise. the union employees will get $2 an hour raise over the next four years to push most cleaners' pay up to $15 an hour. in d.c., the contract will increase worker access to full-time hours and the employer-paid healthcare. it impacts 10500 employees in d.c. virginia and in maryland. kimberly: he won't be running against them but president obama now squaring off with the top republicans. at a news conference in ethiopia he dubbed dubbed the rhetoric outrageous and sad. this is as donald trump is leading the g.o.p. presidential pack in the latest cnn orc poll. we have the latest from washington. reporter: a game of political ping-pong spanning two continents. it started with the republican presidential candidate mike huckabee's comments to brightbart news over the weekend where he compared the iran nuclear deal to the holocaust. >> he is so naive he would trust the iranians and take the israelis and basically march them to the door of the oven. >> at a news conference in ethiopia, president obama who has for the most part avoided the 2016 election fired back. president obama: the particular comments of mr. huckabee are part of a general pattern we have seen that would be considered ridiculous if it weren't so sad. reporter: huckabee's response -- what's ridiculous and sad is that president obama does not take iran's repeated threat seriously. the president also called out donald trump condemning him for saying senator mccain is only a war hero because he is captured. president obama: that arises out of a culture where those kind of outrageous attacks are too commonplace and get circulated nonstop. reporter: this comes ten days before the republican debate. donald trump leads the pack with 18%. but the same poll shows 39% of registered voters expect jeb bush to ultimately win the republican contest. in washington, steve nanes, abc7 news. kimberly: there were light moments in the president's historic visits to ethiopia today. president obama: i had a chance to see the famous lions that live on the grounds. i'm considering getting some for the white house. although i have to make sure my dogs are safe. kimberly: the president was preferring to the americans are eating less food but not necessarily healthier. average american drank 40 gallons of soda per year in late '90's. last year it fell to 30 gallons. the day sta collected by the university -- data collected by the university of north carolina and analyzed by the c.d.c. found the first time in 40 years the average adult daily caloric intake is declining. the average calorie intake from children fallen 9%. scott: new moms getting too many pointers for the job. it says mothers are bombarded from information how to care for the babies. it comes from doctor family members media. kimberly: the next story hit the heart of my own family. my father-in-law was diagnosed with prostate cancer. the first thing his doctor did is give him a list of foods to eat and list of foods to avoid. i thought begged the question why don't we all eat like we have been diagnosed with cancer? this week mom of five children got the diagnosis this spring and never considered the cancer nutrition connection before. but they had her eliminate alcohol, red meat, sugar products right off the bat. >> it is a little boring but not that bad. it isn't. especially if you are fighting for your life. kimberly: the leading research in d.c. in the field of food that promote and combat cancer says we can feed cancer cells without knowing it but we can use food to fight the disease. coming water temperatures are slowly climbing. highest level of the season. what is up for the next seven days? it's hot and humid stuff. look at the highs all week long. there will be a minor frontal system coming through the area on thursday to give us a chance of the showers and storms. otherwise it's hot and humid with highs in the 90s. we will continue to keep an eye on the storms to see if more we have slowing. that is on the outer loop. but let's talk about the inner loop. there are two lanes blocked at the inner loop at van dorn. you see a solid red line behind it. averaging 11 miles per hour. as we pull out you will get a good idea that it starts near the wilson bridge. coming to virginia. if you head north on 385 it's not bad. we have slowing on southbound. the outer loop is the slower area today. this is going to take you over the 15 minutes. stick to virginia to talk about the water main break. westbound on king street. 30 to park center drive is where work is being done.
