in overnight. rain and possible thunderstorms this weekend. which day is better for outdoor plans? steve rudin has the timeline on the showers. steve: we will get all of this out of the way by late tomorrow afternoon, improving conditions. between now and then, we could be looking at flash flooding. the stormscan, most of the metro to the west, west virginia, all of this moves are way overnight. we have the potential of areas of heavy rain. the latest on the flash flood watch has expanded to include the district, alexandria fairfax, prince william and prince george's county, in addition to shenandoah county. that is overnight into the day tomorrow. we could pick up anywhere from one to two inches, depending how quickly they move. 83 degrees right now at dulles international airport and we will wake up tomorrow with wet conditions. we will have improving weather. the full forecast coming up in just a few minutes. jonathan: happening now, the police are trying to determine if there are more victims after a camp counselor was charged with sex abuse. the police say that jose vallen's way let inappropriately touched a 11-year-old girl at a campi in bethesda. roz plater has the story. roz: the school has said little other than releasing a statement saying they are cooperating with the investigation. montgomery county police want to know if there are other accusers. jose vallen's willa -- valen zuela turned himself in this afternoon, houston having inappropriate contact with an 11-year-old girl at the holton -arms summer camp. parents were stunned. >> very surprising and upsetting. i want to know if a teacher has been arrested. roz: the police say that valenzuela is known to the children as jolly. he has worked as a summer camp counselor and magic teacher since 2012. the 11-year-old said the unwanted touching happened between june 30 and july 3. some of it occurred backstage. the school said, we are cooperating fully with the authorities and cannot share any further information. we take these types of allegations very seriously. the police are trying to figure out if there might be more accusers. >> any parents who have had experience or any children with inappropriate contact with mr. valenzuela, please contact us. roz: there is a preliminary hearing set for august 7. roz plater, abc 7 news. jonathan: fairfax county, two men hospitalized with stab loans one richmond highway in mount vernon. the police say the were obvious signs of a struggle. the victims are in stable condition. officer say it does not appear this was a random attack. right now they are still investigating the circumstances. they are believed to be fuel for dangerous crimes and they are behind a series of overdoses. today, new legislation combating the use of synthetic drugs in the district. richard reeve explains how. richard? richard: jonathan, we found this empty synthetic drug packet outside of this store. the idea behind the strategy is to shut down businesses selling this material. residents say they have seen people passed out on the streets , driven away in handy -- driven away in ambulances. with sirens blaring on mlk avenue -- >> this is something that can take a life. richard: we found this synthetic drug packet outside of thurgood marshall high school. these pcp-like drugs have names like bizarro k2, and scooby snacks. >> i've seen what they do to people. it's terrible. richard: d.c. fire and ems are transporting up to 15 people pay for bad trips. mayor bowser: these are nothing like marijuana. richard: friday, d.c. mayor muriel bowser signed a law making it illegal. it will allow the police to enforce a 96-hour shutdown order for any business selling the drugs. in ok residents showed us this man, high from synthetic drugs. the police believe that jasper spires, accused in the stabbing death of an american university graduate, was also high on synthetic drugs. but will the actions be enough? >> they are in it to make money. >> we will have to move quickly because people are dying on this stuff. richard: some stores apparently knew this was coming and had stop selling. one of the big concerns is dealers outside of the district will come in and sell the material on the street corners. live from d.c. police headquarters, richard reeve, abc 7 news. jonathan: a southeast d.c. couple behind bars facing charges they kept teenaged girls as sex slaves. the police say that marshall and his girlfriend, harris, targeted girls as young as 14 for the sex crimes. the police arrested the couple after the mother of one of the girls tracked her down. >> 14-year-old girls out here. jonathan: court documents indicate the couple kept at least 60 or seven -- six or seven girls and their apartment and placed ads. a maryland mother still incompetent to stand trial in the disappearance of her two children. katherine heigl is charged with child abuse and neglect. they have been missing since september. the judge believes that hoggle will eventually be declared content. today, the children's father still knows they are alive. after 54 years of flying the confederate battle flag has been removed from the south carolina state house. the flagpole is also gone, after the intense political battle over the significance of the image. some say it is part of history. others call it a symbol of hate and racism. the debate was spurred by racially motivated shooting inside of a charleston church the suspected gunman draping himself in the confederate flag. the flight was moved to a civil war museum. other battles over the confederate flag closer to home. some have rushed to defend the symbol, others wanted eliminated. tom roussey is joining us with the confederate controversy happening in a location you may not expect. tom, where are you? tom: jonathan, a lot of people will be surprised. his is a confederate memorial, telling people to not forget the thin gray line. this is a symbol for the confederate states of america. where am i? montgomery county maryland basically in the heart of rockville. over there is the montgomery county courthouse. as these two friends hung out at the park, they did not know that a confederate war memorial was just 200 feet away. >> very surprised. i had no idea. tom: there is been controversy in virginia, which contained the confederacy's capital, but maryland which was technically neutral, but -- >> rockville was a southern-sympathetic city. tom: he talked about the statue history and the controversy. this picture of the website shows it after its 1913 dedication, in an area then called confederate triangle. it was moved to its nearby location in 1971. >> people wanted to remove it at the time. they agreed to move it to the side of the courthouse, but the face is still facing south. >> i think it's disgusting. i don't think anybody should support it. i don't think it should be braided around a something good. >> it's probably going to far to look at every confederate monument or part of history and consider it to be something that has to be removed. >> i think they fought and died for what they believed in. you cannot take down every statue dedicated to those people. i think it should stay. tom: this memorial is on county-owned property. a spokesperson said the maryland history work preservation commission controls things like the statue. the
