reporter: many of the victims' families were at the statehouse and so were thousands of others who came to witness a day many thought would never come. >> for the first time in my life the state has said we are one, all the lives matter. if it offends us we will take it down. >> the flag that came down today will now have a new home. in the state's confederate relic museum as part of the deal that the lawmakers in south carolina agreed to. marry bruce abc7 news. jonathan: a southern heritage group will be going to federal court later this month in an attempt to keep the confederate flag on the virginia specialty license plates. virginia governor called the confederate flag divisive and hurtful and said he wanted to phase out the image on the silence plate. in the lawsuit, the sons of the confederate veterans said the charleston church shooting was not caused by the confederate battle flag and a ban on the confederate flag would not have prevented it. kimberly: now to a major shakeup at the office of the personnel management. a day after we learned even more people were affected by the government hacking than previously thought. jonathan: the o.p.m.'s director katherine archuleta yesterday said she is keeping her job she has more work to do. today in an aboutface resuming her post this an. our senior political reporter scott thuman has more. scott: there was intense mounting pressure especially from up here on the hill for her to resign. then hours after insisting that she was staying put katherine archuleta quit. this is one of several set of people are demanding. on thursday we learned the cyber attack was five times worse than reported. there is still not total clarity on exactly who is affected. beyond that if it goes past the number of 22 million. >> we are talking about a large number. this is a complex investigation. they working diligently to determine who they may have exactly been compromised. there will be an effort after that to locate the individuals and communicate to them the risks they face. >> some members of congress from our area are presenting a new bill they say would better protect the victims or help them recover from the cyber attack. we have more on that at 6:00. on capitol hill, scott thuman abc7 news. jonathan: right now former virginia governor bob mcdonnell vowing to fight the corruption conviction all the way to the supreme court. this is after a federal appeals court upheld his conviction today. you may recall a federal jury found mcdonnel and his wife guilty of corruption last year. the couple received more than $165,000 in gifts and loans from a former star scientific ceo. mcdonnel sentenced to two years in prison but he has been freed pending the appeal. you can read the entire court opinion. it's on the website. the address is wjla.com. kimberly: we could not ask for better weather. i mean sunny, low humidity. jonathan: thing of butiff. kimberly: i think doug has been talking about it since monday. jonathan: i think doug just showed up because he was taking advantage of it. how the weekend shaping up? doug: not exactly like this. that is the way it is shaping up now with a storm center across kentucky headed this way. maybe rain. the sunday portion of the weekend will be fine. let's get started. the sunshine outside the belfort furniture center. mid-80's in metro washington. 87 at reagan national at fredericksburg. cooler north and west. 80 in hagerstown and martinsburg. radar from the southern foothill of the blue ridge, we have harrison burg to southeast and richmond. farther west we have the area of rain to keep an eye on. this disturbance bringing the heavy rain and thunderstorms to charleston. we are tracking the area. this is the system we did not say in monday and tuesday computer models this week but clearly show up now. that will bring us a chance of rain late tonight, overnight in the morning hours of day on saturday. a flash flood watch on the area in green. if the system holds together the flood watch could be extended eastward. here is what we expect through the evening hours. we have seen cloudy skies developing tonight. i will be muggy. some of the rain could move in the area. we talk about the weekend and more detail in a few minutes. jonathan: we'll see you then. spotsylvania, major break in the case of a woman shot in the face and the back of the head. this afternoon news of an arrest. northern virginia bureau chef jeff goldberg has the latest developments on the case. jeff: a great deal of relief and satisfaction from the investigators has they have been working tirelessly on the case. finally bringing charges after the awful crime that took place at the fas mart. all the way back in marge of -- march of 2014. a grand jury indicting 33-year-old derek sprouse of spotsylvania on six charges including armed robbery malicious wounding and probation violation for felony child abuse. march 8 2014 sprouse entered the fas mart and asked the clerk for a smokeless tobacco product. person the clerk kelly wood seen her with her husband a few months ago turned around sprouse allegedly shot her in the back of the head and grabbed a locked cabinet with ephedrine. he then shot her in the face. she survived and was able to call 911. after more than a hundred tips and interviews and countless hours of work, investigators identified derek sprouse as the suspect. >> people were very concerned with the heinous crime. they wanted results. >> i'm glad they found the person that did this to her. i hope she get what is she is looking for. jeff: derek sprouse is in jail in north carolina awaiting trial for a separate convenience store robbery in that state. he is expected to be brought back to virginia at some point soon. meanwhile, kelly wood is expressing a great deal of relief after the charges have finally been brought. more on what she is saying today coming up at 5:00. in spotsylvania county jeff goldberg, abc7 news. kimberly: incredible. thank you jeff. right now two people are recovering after an accident at the national zoo. police say the victims suffered minor injuries and were hit by a golf cart. they were taken to the hospital as a precaution. we don't know what the injuries were. no word on what led to the accident. who was driving the golf cart. operations were not affected. jonathan: right now there is an emergency crackdown in the district. city going to shut down any business caught selling synthetic drug or k-2 or spice. this is all following several high-profile crimes including the murder of a man on metro. d.c. bureau chief sam ford joining us live in southeast to explain what the new law involves. sam? they have big eyes apt funny outfits. so when this family stopped by the longwood mcdonald's to get the 4-year-old grand daughter a happy meal, they thought the only surprise would be witch minion was inside. >> i'm shocked. mario: turns out the real shocker was the message that the minion spoke. [brief pause in captioning] john: a woman found a downside to the car when hers was suddenly lost. tamara jackson was thrilled to receive a $500 visa gift card a few months ago but the excitement turned to frustration after she returned clothing purchases she made with the card. >> some of the purchases did not work out. i went to the merchant that i purchased it with the receipt and made the returns. >> but a few minutes later when she tried to use the card at the gas station, the card wouldn't work. >> i used the card initially at a gas station and it got declined. john: she called the eight hundred number on the back and learned the card was flagged and said multiple returns to stein mart, nordstrom rack and nike outlet raised alarms. >> they are saying it's a lot of run around because i made the returns. john: she had all the receipts and said it was clothing that didn't fit. >> i said can you please tell me on the four-page terms and conditions where it tells me that you are not allowed to make a return? they couldn't find that. john: so we got involved and contacted u.s. bank which manages the visa gift card she purchased. a spokesman said they would resolve her lost card issue quickly. but he said cards can be locked up if fraud is suspected. which is apparently what happened here. tamara says she is no longer going to consider a gift card be the same as a regular debit card. >> my issue is what if this was my only form of money and i was out of town or anything what happened i couldn't use my gift card? john: one more card. use up the card and toss it away. making the return is much more difficult because you no longer have the card used for the purchase. good to keep in mind so you don't waste your money. john matarese, abc7 news. kimberly: that is why cash is king. jonathan: no question. we think about the weekend. i wonder what the weather will be? kimberly: let's check in with steve rudin who is outside. this is a tough assignment steve. steve: let me tell you. it will get a little worse through the overnight hours and early in the morning. but after that, it will improve dramatically. take a look at the storm scans. you can see where the storms are located across west virginia. in the middle of west virginia is going to loop our way in the overnight hours. and the showers, period of rain and don't be surprised if you hear a few rumbles of thunder later on tonight. here is the forecast for the upcoming weekend. you notice thunderstorms early in the day tomorrow. climb to a high temperature around 83. we will get all the storminess and the clouds and the rain out of the way. by sunday the better of the two days for the weekend. highs in the upper 80's close to 90 degrees. if you are lucky enough to head to del mar beaches you are looking at the temperatures in the lower 80's. the water temperature around 72 degrees. doug hill back at the top of hour with more details. jonathan: you need to roll up your sleeves. just saying. steve: i know. kimberly: thank you. kimberly: time for a check of the traffic situation. robert, how are things looking after the accident?
