View Comments NEENAH - The city again has prevailed in court against a group of homeowners seeking to halt the ongoing reconstruction of Lakeshore Avenue. Winnebago County Judge LaKeisha Haase on Tuesday denied the group's request for a court order forcing Neenah to suspend work on the $1 million project until an appellate court can decide whether the city had the authority to construct a concrete trail in the picturesque corridor between the street and Lake Winnebago. After a two-hour hearing, Haase determined the homeowners failed to demonstrate that irreparable harm would be done by allowing the city to finish the project ahead of the appellate case.
