His stand seems surprising but bold considering the Congress is normally reluctant to take a public stand on population control so as to not offend the Muslims, who are believed to be against such measures. At 29.8 per cent, Rajasthan, between 2001 and 2011, had the highest population growth percentage among Muslims than in any state, whereas Kerala had the lowest at 12.8 per cent. National average growth rate percentage for Muslims was 24.6 per cent and Hindus, 16.75 per cent.
