Why 2 Utah counties opted out of the $26B nationwide opioid

Utah is slated to receive $272 million from the nationwide opioid settlement with Johnson & Johnson and three drug distributors. Grand County and San Juan County opted out of the agreement. The southeastern Utah counties believes they can get more money on their own.
