Russian President Vladimir Putin met with Andrei Troshev, a former commander of the Wagner mercenary group, to discuss the use of "volunteer units" in the Ukraine war. Wagner, a battle-hardened mercenary group founded by Yevgeny Prigozhin and Dmitry Utkin, has enabled Russia to engage in conflicts with deniability. Wagner fighters have previously been active in Ukraine, but were withdrawn after taking the city of Bakhmut. Since then, Wagner has faced scrutiny and attacks from the Russian state.
