Russian President Vladimir Putin met with Andrei Troshev, a former commander of the Wagner mercenary group, to discuss the use of "volunteer units" in the Ukraine war. Wagner, a battle-hardened mercenary group founded by Yevgeny Prigozhin and Dmitry Utkin, has enabled Russia to engage in conflicts with deniability.
