temperatures in the 30s. mt. pocono, 39, but it feels like 26. philadelphia, just short of 50. feels like low fourth. the 50s in -- low 40s. the 50s in delaware. temperatures coming down. we'll get cameras at bucks counties. 413 looking like it's having a little movement here. this is where some of that traffic is being diverted off. they were dealing with overnight sign repair overnight and into part of the early morning commute. then the crane got stuck, it turned into a mess. 95 moving through bucks county northbound and southbound, closed. that's what the stretch is here in red. closed in both directions. 95 southbound will be diverted around route 413 and 95 northbound diverted at street road. if you want to cut that off altogether, get up to woodhaven, route 1. route 1, of course, is always a good alternate for you there, as well. route 13 can get you by. once you're off and around the area, if you want to take state to 413 and head up 95 -- alongside 95 that way, that's a good idea. supposed to be there until 6:00. they may run behind schedule. i'm hearing word of that. 12 minutes eastbound. the schuylkill expressway. from the blue route to the vine. speeds into the mid 60s. back to you. >> thank you. break this morning, on the brink of passing the biggest tax overhaul in a generation, today the house will take its final vote on the rewrite of the nation's tax law. a few hours after it was passed by senate republicans. if approved, it would be a fast-moving change. tax cuts could take effect in january, and you would see a difference in your paycheck by february. >> that's right. randy gyllenhaal joins us live from the digital operations center with the details on how the tax rewrite will impact you. >> reporter: the bill features a massive permanent tax cut for corporations for and private businesses, but it also changes the way everyday americans will pay and do their taxes starting next year. for the afton majority of americans, they will see at least a small tax cut since the bill lowers some of the seven tax brackets. if you typically write off some of your income by itemizing or using tax breaks, this could hit you. the bill limits deductions for property and state taxes, mortgage interest. tax experts say if you want to use those deductions, this year is your final chance. there are steps you can take now to save money. >> so if you can advance some of those deductions to 2017, take the deductions in 2017. for instance, make a january mortgage payment in december. get the extra interest deduction. and charitable deductions that you may want to make, advance them to december. >> reporter: places like new jersey with high state and property taxes could be hit the hardest next year. coming up at 6:30, we'll talk about that. the house will vote a final time today. then the bill will head to the president's desk. president trump tweeting that the bill also repeals the obamacare individual mandate. and on the free nbc10 app. pennsylvania's attorney general says criminal charges should be reinstated behind an engineer involved in the deadly train derailment here. the appeal will be made to a judge today. the philadelphia district attorney's office said previously declining to pursue the case against engineer brandon bostian, also a judge tossed out a lawsuit brought by a victim's family ruling that the evidence suggested the derailment was accidental. eight people died when the washington-to-new york train rounded a curve at more than twice the 50 mile-per-hour speed limit and went off the tracks. now to the latest on the deadly train derailment in washington state. preliminary information shows the emergency break on the train went on automatically, not manually. investigators are looking into the possibility of distractions in the conductor's cab. we know a conductor in training was in the cab with the engineer. the actual conductor was in another section. authorities say it's standard procedure these days to check the operator's cell phone records, so that will be part of the investigation. the crash happened monday as the train transported dozens south of tacoma, washington. three people died in the derailment. police in atlantic county have identified a person of interest in connection with an attempted sexual assault. police received the call justice department after 1:30 yesterday afternoon. this is surveillance video of the person of into. a woman claimed a man grabbed her from behind and touched her inappropriately. she was able it fight him thursday morning. stretching through omaha and clipping into chicago. watch through rest of thursday stretching into areas of new york. watching there area of snow that may lead to some travel delays. areas in the southeast are looking better. texas looks okay. arizona looks all right. there are areas where travel may be better off than others. the main factor will be here friday, traveling friday morning. you see the stretch of rain now down to dallas. this starts to move into new england as we go through friday afternoon. for anyone wanting to drive, icy roadways possible into the weekend. a second ago, 95 southbound, they were 413, 95 northbound, diverteding that -- diverting that at street road. there are lanes in both directions, but either way on either side, north and south, seeing delays. you'll want to use alternates. the best bet would be woodhaven to route 1 or opposite, woodhaven that direction. skip over this portion altogether. route 13 is an option or state road to 413, in the four test markets. there are plans to expand the service in 2018. >> i was in a rush to work. i needed breakfast so ordered and then had them deliver it. >> reporter: that easy? >> yeah. >> reporter: andrew and nia are local customers. they prefer to come into the store. after using the delivery option, that might be changing. >> it was nice because like you could walk in to work and it tied to a rope with a fellow officer pulling him back. he volunteered to crawl on to the icy pond where he grabbed the dog with her collar, reunited her with her owner. all is right with the world. >> show. if he's watching now, i would dive in to the water. the forecast wind for today, it will be breezy out there. i showed you the feels-like temperatures. because there's a light wind, it feels cooler than it actually is. the temperatures are mild. 5 to 15 mile-per-hour winds, gusts up to 25 miles per hour for a breezy afternoon. here are the actual temperatures this afternoon. note they're not much different than where we are right now. northwest wind will keep the temperature plateaued. 42 in the lehigh valley, 47 in south jersey for afternoon temperatures. mix of clouds and sunshine out there. it may feel cooler than it is again because of those breezy conditions. there's radar and satellite. a mix of clouds and clearing. we'll see that mix as we go through today. the next few days remain dry. into the weekend, let's talk about the long-range forecast for your christmas weekend. this is friday afternoon. fairly in the clear besides maybe a few sprinkles over the poconos. by saturday morning, rain moving through. if you were planning on driving to the surrounding area on saturday morning, you will run into rain. the models have been consistent on a saturday rain for days straight. no question about this. then we go through sunday, saturday night, more rain moving through, but it's out by sunday. sunday looks okay for travel plans. things look okay at this point. into sunday night, you see two things happening. cold air moving in from the south. these two may, that's the key word, may combine by monday morning, christmas morning, possibly for the rain/snow mix. there are a few questions. what we know is that the moisture and cold air approach. the question is, do we see rain or snow. it depends on the speed of the cold air. at this point the best chance north and west of the i-95 corridor. 5:52. in addition to the weather, we're keeping a close watch on traffic. >> yeah. first alert traffic reporter jessica boyington here now with an update on how things look on the roads. good news to report finally. moving through bucks county might be possible on 95. for most of the morning, it was closed in both directions on the northbound and southbound sides. we're looking at 413. there was overhead sign repair and a crane that was involved that got stuck in the middle of the road. they had both directions closed. they were supposed to remove this at 6:00. they're kind of schedule because the northbound side is completely back open. now one lane is crawling by southbound. still delays on the southbound side. at least we don't need to worry about an alternate because it's just a little slow by the scene. northbound looks better, though, than the southbound side now. for the most part, you're okay. for now i would tell you to take route 1 to woodhaven and get back on to 95 southbound that way. then there's no traffic or at least normal traffic after that. watching 95 but another spot moving through delaware, ten minutes or 12 at the most on the southbound side from 495 to 295. speeds still up and into almost the 50s there. i'll end on route 73 and cameras at 295. both directions look good. empty and dry. vanishing van. what led tied to a rope with a fellow officer pulling him back. he volunteered to crawl on to the icy pond where he grabbed the dog with her collar, reunited her with her owner. all is right with the world. >> show. if he's watching now, i would dive in to the water. the forecast wind for today, it will be breezy out there. i showed you the feels-like temperatures. because there's a light wind, it feels cooler than it actually is. the temperatures are mild. 5 to 15 mile-per-hour winds, gusts up to 25 miles per hour for a breezy afternoon. here are the actual temperatures this afternoon. note they're not much different than where we are right now. northwest wind will keep the temperature plateaued. 42 in the lehigh valley, 47 in south jersey for afternoon temperatures. mix of clouds and sunshine out there. it may feel cooler than it is again because of those breezy conditions. there's radar and satellite. a mix of clouds and clearing. we'll see that mix as we go through today. the next few days remain dry. into the weekend, let's talk about the long-range forecast for your christmas weekend. this is friday afternoon. fairly in the clear besides maybe a few sprinkles over the poconos. by saturday morning, rain moving through. if you were planning on driving to the surrounding area on saturday morning, you will run into rain. the models have been consistent on a saturday rain for days straight. no question about this. then we go through sunday, saturday night, more rain moving through, but it's out by sunday. sunday looks okay for travel plans. things look okay at this point. into sunday night, you see two things happening. cold air moving in from the south. these two may, that's the key word, may combine by monday morning, christmas morning, possibly for the rain/snow mix. there are a few questions. what we know is that the moisture and cold air approach. the question is, do we see rain or snow. it depends on the speed of the cold air. at this point the best chance north and west of the i-95 corridor. 5:52. in addition to the weather, we're keeping a close watch on traffic. >> yeah. first alert traffic reporter jessica boyington here now with an update on how things look on the roads. good news to report finally. moving through bucks county might be possible on 95. for most of the morning, it was closed in both directions on the northbound and southbound sides. we're looking at 413. there was overhead sign repair and a crane that was involved that got stuck in the middle of the road. they had both directions closed. they were supposed to remove this at 6:00. they're kind of schedule because the northbound side is completely back open. now one lane is crawling by southbound. still delays on the southbound side. at least we don't need to worry about an alternate because it's just a little slow by the scene. northbound looks better, though, than the southbound side now. for the most part, you're okay. for now i would tell you to take route 1 to woodhaven and get back on to 95 southbound that way. then there's no traffic or at least normal traffic after that. watching 95 but another spot moving through delaware, ten minutes or 12 at the most on the southbound side from 495 to 295. speeds still up and into almost the 50s there. i'll end on route 73 and cameras at 295. both directions look good. empty and dry. vanishing van. what led took it to bring it back no questions asked. the eagles have six players selected to the pro bowl. however, coaches hope they won't go to the bowl because it's a week before the super bowl. for the eagles, this year's pro bowl brings a lot of firsts also. carson wentz gets his first pro bowl selection. he obviously won't be able to play due to his acl injury. zach ertz also gets his first. the and a good one finally. watching 95 and cameras at bucks county and 413, earlier we had all lanes in both directions northbound and southbound completely closed because of a construction project. it have the northbound side open and the southbound side with one lane getting by. looking at the maps system, we are seeing a little delay in bucks county. moving toward the bristol area where we had
