pennsylvania turnpike back open after a chain reaction crash shut it down. this is video as crews cleaned up a fuel spill caused by the wreck. authorities say three tractor trailers collided on the westbound side. the crash sent two people to the hospital. all lanes are back open now. >> nbc 10 first alert traffic reporter is checking the roads for any other issues out there. >> yes. nothing like we were seeing earlier. everything is completely clear. we didn't see any movement there until at least about 8:00. it was hours and hours of delay. now we are not seeing that our anything that severe. we are watching 95 around allegheny avenue. a slow down on the northbound side. we have work crews up ahead. watching a crash on gravel pike. the rest of the roads are pretty quiet. minor delays 17 minutes at the most there. it is pretty light there. speeds there also into the 40s. had a few openings a little bit earlier. around 10:15 or so that's all clear. two westbound lanes are blocked. that's traffic moving into philadelphia. you might see a little bit of a slow down from jersey. james rhoads elementary is closed due to a water main break. all students being moved to the l hoo. the zo -- to the high school. happening now the house is debating the tax reform bill. republicans are confident they have enough votes for it to pass. this is a live look from capitol hill. voting is expected to begin in a few hours. legislation cuts corporate tax rate to 21% and reduces taxes on the wealthiest americans. there would be more modest tax reductions for others. the bill also doubles the standard deduction used by many to 24,000, that is for married couples. republicans say it will put more money into the pockets of american families while democrats say it will hurt those families and benefit the rich. >> this tax reform is about growing paychecks for middle class families. it is about growing jobs in america and about our jobs stopping leaving the united states. >> raise middle class taxes. surely we can do better than this. >> soon after the house volt the sflat is expected to seal the deal on the tax bill. it could get to the president's desk by the first jobs. in philadelphia bicyclists are calling for the city to make their safety a priority. they formed a human bike chain near where a rider was hit by a truck on friday. we spent to morning talking to them about what they think should be done. >> reporter: along 13th street this morning bicyclists lined up in the middle of the street demanding change. >> minor changes would saver lives. >> reporter: his daughter was hit by a truck friday morning at 13th and pine. she is the latest bicyclist to be hit in center city. a few weeks ago near 11th and spruce a 24-year-old was killed when she was hit by a garbage truck. >> reporter: she has several injuries and just had surgery yesterday. she had a message for supporters who wished her a speedy recovery. >> it is fantastic. i want to say thank you so much. >> thank you. >> reporter: lined up from pine to spruce bicyclists formed a human clhain. >> it is a shame. it is terrible. >> reporter: she road from from collinswood. >> i should be able to ride my bike and no fear of being killed which is my fear daily when i ra ride in the city. >> reporter: they want more of a barrier. they hope it will help save lives. >> barriers that protect bikers from the cars. >> reporter: these bicyclists want city leaders to do more now. >> you really can't ask for a better biking city. this protection would go a long way to make people feel figure out who shot and killed a man. it happened on oxford street. family members were upstairs when they heard the gunshots. they found the man bleeding on a coach in the basement. they don't know who was shot. >> pennsylvania state police say they found the car responsible. the driver however has not been caught. police discovered the car in new castle county delaware. they say whoever was driving it this weekend may have hit and killed ronald williams. it is unclear why he was parked outside of his car when he was hit. >> happening today heading back to court for a detention hearing. harry thomas accused of sexually attacking four children over 16 years chls during that time he lead the come alive church. thom thomas's public defender entered a not guilty plea. >> a and it doesn't quite feel like the end of december out there. you can see skiers are enjoying warmer than normal temperatures. glenn "hurricane" schwartz is here with your most accurate forecast. warmer than normal minutes. happening today in philadelphia the mayor will reprize one of his popular roles that has become a tradition in center city. he will become buddy the elf. the holiday light show includes more hours ago including coatsville and wilmington. if it feels warmer to you, yeah, it is. the clouds mostly in northern parts of the area had a couple of sprinkles earlier today. delaware looks like the sunniest spots. we do have a good bit of rain in texas. it looks like it will be staying well to the south. we will stay dry for pretty much the rest of the week. so it's quite mild today, more average temperatures for wednesday and then below average for thursday. that's just a one-day thing. we have a cold front that will come through dry. it will cool us off. by thursday the high only 38 in the pa suburbs, 36 in the lehigh valley. that is a cold day. we have great shopping weather because it is dry through this whole period. we do get a little gusty during the day tomorrow. for the rest of the weekend it's on the mild side on friday. it looks like it will be dry during the day, possibly a couple of showers late in the day. the wettest part of the weekend should be saturday. it is also the warmest part of the weekend up near 60 degrees in philadelphia and in south jersey. it is fairly windy at the jersey shore. on sunday we have mild weather continuing with another threat of some rain. we do have this frigid air that is going to be making its way to the east. i'll tell you how cold it is going to get nenxt week and whe coming up. armed and dangerous. coming up, check out can see a crane lifting that car off the highway. we are learning more about the crash that killed three and injured dozens more. data from the rear black box shows the train was traveling at 80 miles per hour in a 30 miles per hour zone when it went off the tracks yesterday morning. the train cars ended up on top of each other and one hung over the highway. passen zbr pass passengers say it was enjoyable until they heard a strange noise coming from the wheels about a minute before the crash. >> a lot of tossing and squealing. it kind of got dark. i found myself on the floor. >> yeah. fry to live day-to-day. >> that couple is going to be okay that you saw there. ntsb investigators will continue their nfrinvestigation today. we are live at the scene. the ntsb is there now. fill us in on the roadway open. the investigators are on the ground after arriving here. they say they are hoping to speak with some of the members of the crew. they are trying to figure out if there were any obstructions, if the brakes were used. the speed limit is only 30 miles per hour. the train was going at a significantly high rate of speed as it took that curve. these are some of the other aspec look like it will make a right turn t only big system in outh of the country other than the pacific northwest, which does tend to get kind of wet this of. look at temperatures. 52 already in philadelphia. it is 55 in mount holly and wilmington. it is 49 in allentown, one of the few places not into the 50s yet but it will get into the 50s, that's for sure. we'll stay in the 50s throughout the afternoon. clearing as we go through the night. temperatures not dropping very much this evening. that's for sure. we are still in the 40s. in a couple of days we are not even at high temperatures into the mid-40s here. so this is a mild day, a mild evening. we do have one cool shot this week. will we have warmer weather over part of the christmas weekend. we'll tell you how wet that weekend will be coming up. take a look at this new video of a robbery in philadelphia section where one of the men pulled out a rifle. the two men held up the 7-eleven early sunday morning. they took $60 from the register and cigarettes before forcing employees into a back office. they took money and cell phone. philadelphia police searching for this man who set several fires in port richmond. it shows the man setting the fire to two dumpsters. no one was hurt. the nation's air travel system is getting back to normal with just a couple of days to spare. they are looking to see what caused the massive reporter: his daughter was hit by a truck friday morning at 13th and pine. she is the latest bicyclist to be hit in center city. a few weeks ago near 11th and spruce a 24-year-old was killed when she was hit by a garbage truck. >> reporter: she has several injuries and just had surgery yesterday. she had a message for supporters who wished her a speedy recovery. >> it is fantastic. i want to say thank you so much. >> thank you. >> reporter: lined up from pine to spruce bicyclists formed a human clhain. >> it is a shame. it is terrible. >> reporter: she road from from collinswood. >> i should figure out who shot and killed a man. it happened on oxford street. family members were upstairs when they heard the gunshots. they found the man bleeding on a coach in the basement. they don't know who was shot. >> pennsylvania state police say they found the car responsible. the driver however has not been caught. police discovered the car in new castle county delaware. they say whoever was driving it this weekend may have hit and killed ronald williams. it is unclear why he was parked outside of his car when he was hit. >> happening today heading back to court for a detention hearing. harry thomas accused of sexually attacking four children over 16 years chls during that time he lead the come alive church. thom thomas's public defender entered a not guilty plea. >> a and it doesn't seeing places in the 50s even at this hour of the day. it is 55 in new jersey. it is 54 in cherry hill. so much of new jersey is in the 5 50s. some places 10 to 12 degrees warmer than they were 24 hours ago including coatsville and wilmington. if it feels warmer to you, yeah, it is. the clouds mostly in northern parts of the area had a couple of sprinkles earlier today. delaware looks like the sunniest spots. we do have a good bit of rain in texas. it looks like it will be staying well to the south. we will stay dry for pretty much the rest of the week. so it's quite mild today, more average temperatures for wednesday and then below average for thursday. that's just a one-day thing. we have a cold front that will come through dry. it will cool us off. by thursday the high only 38 in the pa suburbs, 36 in the lehigh valley. that is a cold day. we have great shopping weather because it is dry through this whole period. we do get a little gusty during the day tomorrow. for the rest of the weekend it's on the mild side on friday. it looks like it will be dry during the day, possibly a couple of showers late in the day. the wettest part of the weekend should be saturday. it is also the warmest part of the weekend up near 60 degrees in philadelphia and in south jersey. it is fairly windy at the jersey shore. on sunday we have mild weather continuing with another threat of some rain. we do have this frigid air that is going to be making its way to the east. i'll tell you how cold it is going to get nenxt week and whe coming up. armed and dangerous. coming up, check out can see a crane lifting that car off the highway. we are learning more about the crash that killed three and injured dozens more. data from the rear black box shows the train was traveling at 80 miles per hour in a 30 miles per hour zone when it went off the tracks yesterday morning. the train cars ended up on top of each other and one hung over the highway. passen zbr pass passengers say it was many parts of pennsylvania and central new jersey and a fair amount of collulouds. you don't see anything on radar. so there is no concern for any kind of rain for a while. this area down south does look like it will make a right turn t only big system in outh of the country other than the pacific northwest, which does tend to get kind of wet this of. look at temperatures. 52 already in philadelphia. it is 55 in mount holly and wilmington. it is 49 in allentown, one of the few places not into the 50s yet but it will get into the 50s, that's for sure. we'll stay in the 50s throughout the afternoon. clearing as we go through the night. temperatures not dropping very much this evening. that's for sure. we are still in the 40s. in a couple of days we are not even at high temperatures into the mid-40s here. so this is a mild day, a mild evening. we do have one cool shot this week. will we have warmer weather over part of the christmas weekend. we'll tell you how wet that weekend
