he's laying in the street face first. i think he was more shocked than anything. he was laying there. blood coming out of his legs. i'm hit. i'm hit. >> reporter: it's block away where a an officer was fighting off an armed teenager. >> we try to keep these kids busy at all time. >> reporter: they're trying to give kids a better chance. these coaches say they won't let gunfire stop them from their mission. >> we're going to ride together. we're going to be there. we're going to change it. we're going to get the kids right. >> reporter: good spirit with all of these coaches. we're told police, of course, are investigating. no dripgts on that shooter tonight. for now we're live in camden. now to breaking news within the last hour a 73-year-old woman was shot in chester. sky first 10 flew over the scene a short time ago. we're told the woman was hit in the leg. she's at the hospital. no arrests so far. a community on high alert tonight in bucks county where police are investigating several child lurings. police are looking into three cases, two in bristol township and one in yardly. the most recent happened yesterday. a 10-year-old girl told police she was approached by a man who asked her to get in his car. investigators are trying to figure out if the cases are connected. they say they're looking for a silver car. new at 11, something in brownies sent students from the pep rally to the e.r. tonight the police chief called a news conference to warn parents. six students got sick last night and were rushed to the hospital. the brownies could have been laced but officers don't know exactly what was put in the brownies. police say they found out about the incident from a parent of one of the students. also at radar in, three women are facing shoplifting and other charges after they flipped their car trying to get away from police. police say the women stole several thousands dollars worth of sheets from a home goods store on lancaster avenue. they tried to get away from an officer at a traffic stop and ended up hitting another car which caused their's to flip. one of the women got out and tried to carjack a mother who had her child inside. ♪ first alert weather now. a warm night for some outdoor music, maybe, taking a stroll. all good things do have to come to an end. >> the weather is changing in a big way for your weekend. >> oh, boy. it was really spectacular, wasn't it? >> see you soon. a controversial landmark in philadelphia is moving. >> the mayor revealed today the frank rizzo statue will get a new home. nbc 10 brandon hudson joins us live from center city. what is the reaction to today's decision. >> reporter: people in this city are divided about what this statue represents. on the one side, you have those who feel he was a racist mayor and police chief. other, people say he wasn't racist. he had blacks in the police force but was tough on everyone. snap a picture while you. the statue nights in city center are numbered. they decided to remove after months of debates sparked by riots in charlottesville during a white nationalist rally this past summer. the decision comes after the debate was quiet for weeks. >> i think it's an insult to everybody living and dead that contributed to the statue. this woman one of rizzo's former secretaries donated noun the statue. she's also one of 23,000 who signed to keep anymore his place. that's compared to the 4,000 the city received to remove it. >> i'm sure it would be frustrating for the may gror he got 150,000 votes and somebody told them they meant nothing. we rely. >> this was always about uplifting our public spaces. >> helen spoke out against the statue in august. days after her declaration, people spray painted and egged the monument. you can still see the stain from the eggs. she said removing it is all about the inclusivity philly represents. >> the relocation doesn't erase history, change anything about history, i want doesn't change anybody's legacy. >> reporter: and in my hand here is a letter to the mayor from one of rizzo's supporters asking for a hearing on today's decision. now a decision for the location hasn't been determined and may take six months to move it. live in center city, i'm brandon hudson, nbc 10 news. the next ten days will be a whirlwind for the president in chief, president trump is heading to asia and the u.s. tries to cool tensions with north korea. president arrived in hawaii to kick off the trip tonight. it will be the first time in asa as a leader of the free world. he'll stop in five countries in ten days. new details tonight on the disappearing act by the president's twitter account. twitter says it created safeguards today to prevent it from happening again. a contractor on his last day on the job made the president's account go dark for 11 minutes yesterday. today president trump tweeted, yes, the word must finally be getting out and having an impact. voter fraud allegations al the jersey shore. tonight atlantic city's mayor says there's a scheme involving absentee ballots and people casting votes using the names of people who are dead. the republican mayor says it's happening in favor of his democratic opponent. the city council president is denying any wrong doing. that race is just one of the major ones we'll follow next tuesday on election day. nbc 10 and the nbc 10 app will have instant results from all of the races happening across our area. new at 11. a marriage proposal murder? tonight a man is behind bars in illinois accused of killing a woman who turned him down. police say 34-year-old christopher tucker killed 19-year-old paris earlier this week in albany township. he allegedly snapped after she rejected his proposal. he strangled her, broke her neck and wrapped her body up in a blanket. tucker took off and drove cross country. police caught up with him breaking into a farmhouse in illinois on halloween. he reportedly confessed and said her body was inside her home. next week, a popular is shutting down for more than a year. here is live look at 30 avenue. it is closing for at least 15 months. it is all part of a project to rehab the street. that means you can't get on 76 east from 30th street. drivers will now have to do that from 23rd and walnut. all new at 11 tonight, a dispute over a parking spot spirals out of control. >> in a million years i would see my mother being dragged to the ground, kicked and punched. >> tonight, why a city council president's family is now under attack. welcome to the world. an unusual delivery and only nbc 10 has the story. and santa's surprise. the big draw at a local mall already. plus, danger under the hood. why more than a million car owners are being told to park outside. tonight a wilmington woman is upset with a top-ranking elected leader whose family members are now accused of assault. >> the victim's family claims the president of city council should have done more to stop an alleged beating. nbc 10 drew smith explains this all started over a parking spot. >> right here in front of the driveway. >> she said she and her mother tried to park behind their house in wilmington but another car was in the way. >> why do we have to wait to park in our parking spot. >> reporter: all the people involved here are neighbors. that's how they knew who was in their spot. >> my mother was dragged like a dog. >> she shared these photos. she said her mother is in a lot of pain. >> punched, kicked and dragged in the street. it's something i don't think anyone should have to witness. >> boss says the councilwoman also witnessed it. the family spoke out at thursday's city council meeting. >> that's a personal incident. >> seen here from a government access. >> you should be ashamed to athrew to happen. >> she declined an on camera interview, acknowledging she was not personally involved but is aware of a private incident involving family. saying, quote, it is now a judicial matter currently under investigation and out of respect for the legal process i have no further comment on the matter. >> to help prevent violence -- >> she focussed on reducing violence in the city, but when it happened on her own block, she says the leader did nothing. >> it's absolutely disgusting that my city councilwoman, my president city councilwoman she stood there and watched. >> in wilmington, drew smith, nbc 10 news. bmw is recalling nearly 1.5 million cars because of a risk of fires under the hood. the recalls involve sports cars and suvs from moe dell years 2007 to 2011. government documents say an overheating problem can cause parts to melt. so far four drivers have reported injuries. the auto maker is advising people to park their vehicles outside in an abundance of caution. the recalls include a lot of models. go to the nbc 10 app for the complete list. just in the nick of time. first responders arrive to a family home to deliver a baby boy that just could not wait. >> maximus was born inside his family's driveway. they live only four minutes away from the hospital, but max was determined to come early. it was all caught on police body camera video. >> it's a neat story to look back on and say, what a crazy entrance into this world. >> we never get to see people after we treat them. we just kind of pass them off to the hospital and hope for the best. so it's cool that we were able to come back and see her and see how happy she is and she made a quick recovery and the baby is okay. >> she jokingly offered apologies to her neighbors for screaming in pain. max is doing well, by the way. healthy 7 pounds and they say they don't plan to have any more children. he has a great big sister right there. >> ah, she is allowed to scream and completely forgiven. >> all preserved on video. we know halloween is over, thanksgiving just weeks away. it's never too early to think about christmas. >> i guess not.
