just a caring person. >> reporter: a life lost doing a good deed. nbc 10 news. now, to the weather, storms are headed our way and we want you to be ready, just look at the weather system on the radar there. we have issued a first alert for sunday because of the threat of rain and wind. that means it is going to be wet for the eagles game on sunday. you're going to need your umbrella and poncho. >> good warning if you're going to be out at the link. tammie souza is here with us. >> we're going to be watching two systems, the one you saw in the tropics and a front that's coming across the central portion of the u.s. we have a first alert that's issued for sunday. we're talking about sunday through sunday night. the heaviest rain could come in the afternoon and evening. it could affect from the city north and west. but the entire area right now is under the first alert because these two systems haven't come together yet. we will not know the exactly precise location of the heaviest rain until they actually get a little bit closer together. they are thousands of miles apart. the strongest winds, we do know will be along the jersey shore and the heaviest rain at this point north and west of the city. the entire area could pick up several inches of rain on sunday. heavy rain, even thunderstorms, any lightning could put a delay on the eagles game. the strong winds could be upwards of 50 miles per hour along the show and localized flooding -- you know you have all those leaves that are covering your gutters. hour by hour, saturday not too shabby. we're looking at temperatures hovering close to 70. but by early on sunday morning, showers in the area, and look what happens, here we are at game time, right there, showers and thunderstorms that are crossing the area, so that's sunday for updates on weather and traffic. breaking news now in the case of a fraternity death at a penn state university. it made national headlines. prosecutors are prefiling some f the charges. jim rosenfield is live now. >> prosecutors reinstating some of the dismissed charges against members of that now closed penn state fraternity. 18 students were initially charged in the death of 19-year-old timothy piazza. he died after a night of drinking and several falls back in february. nearly two months ago, a judge through out aggravated assault and involuntary manslaughter charges against the students. those were the most serious charges brought in the case. we learned some of the charges are being refiled. the next step in the legal process is not immediately clear. jim rosenfield, nbc 10 news. erin? thank you. a twist now into the investigation of two teenager boys shot to death in south philadelphia. >> the home of the person of interest in the case was riddled with gunfire early this afternoon. police confirm they want to speak to a teenage boy is thewhs there. neighbors are pleading for arrests in both shootings. >> do the right thing. i feel like it would be really hard to be a 16-year-old kid on the run. where does one even go? >> this morning's shooting was followed by a series of school lockdowns. the person of interest attends a local high school. a dog beaten and left for dead in a trash heap. investigators want to know who did it. a warning, though, some viewers may find the picture we're about to show you disturbing. at couple found charlie tuesday in cobbs creek. the dog has already had several surgeries and he is not out of the woods yet. if he fully heals, he eventually may be put up for adoption. the pspca is investigating this case. a jury found a woman not guilty today of smuggling cocaine into philadelphia international airport. her lawyer says she was just tricked while on vacation. nbc 10's jacqueline london joins us now live to tell us what happened. >> the woman was arrested back in may at the airport. she was returning from a trip from jamaica to philadelphia international when federal agents stopped her. they say they found $300,000 worth of cocaine in cocoa cans. but the woman's lawyer told a jury she went to jamaica for a vacation and had a romantic relationship with a man there. later that man asked her to bring spices to his grandmother. she had no idea they contained the drugs. her lawyer said it was obvious because of the way she spoke to police. >> when you see a police car pull up behind you most people get nervous. when those lights come on you really get nervous. here was a woman that was stopped at the airport with ten pounds of cocaine and yet she was cooperative with the homeland security agents and border patrol. at no point did you see nervousness or temper or nastiness or anything. she was cooperative throughout the entire process. >> the trial lasted four days before the jury reached the not guilty verdict this morning. jacqueline london, nbc 10 news. billions of dollars in damage, dozens killed, and a path of destruction across new jersey and new york. sunday marks the fifth anniversary since superstorm sandy tore through the region. the storm ripped across the jersey shore dumping winds. governor christie sat down with matt lauer. he talked about the recovery process and mistakes made during his leadership. >> in the beginning there were -- this was the first time we'd ever done anything like this. the company we hired to run the rebuilding program, they weren't good. two bids, we picked one, we picked the lowest one. turned out not to be good. it took us a year to figure that out. then we removed them and now we've got a new group in that's been much better. yeah, there was definitely mistakes made, matt. i would never say we would mistake free. >> christie went on to say 85% of recovery is done. new information tonight about pennsylvania's budget battles. state schools will now get their funding after all. governor tom wolf signed funding bills today. it will give about $650 million for schools like penn state, temple, lincoln, and pitt. the money will be sent out immediately. some schools had warned about possible tuition increases if the money wasn't secured. atlantic city will see extra green as the lights around town shine bright. more than 5,600 street lights will get energy efficient l.e.d. bulbs. work will start next month. the city has already installed l.e.d. lights along the boardwalk. ahead at 5:00, unlocking the mystery of a the ribbon today for the ceremonial cutting for the new elementary school. parents and school leaders were inside the gym. the original building was built in 1961. students in the longcrest section of philadelphia ended hispanic heritage month with a special assembly. the program at universal charter school highlighted those affected by the storms in puerto rico and in florida. performances included songs and dances, also included poetry readings. let's go to sky force 10 live over breaking news now. police say a car crashed into two people. this happened at old sugar town road and west lancaster avenue. you see the pair of ambulances there, a slue of patrol cars. the car stayed at the scene. there's no word on how serious the injuries are. in the meantime, let's talk about the weather. big changes coming. that's why we've issued a first alert for sunday. storms will move into our area, in fact, you can already see that weather system on first alert radar. >> meteorologist tammie souza is here with us. what's coming some. >> it's a tropical system and may or may not become named. there is also a system moving across the continental yooununi states. they're going to merge and there's going to be heavy rain and we're in the bull's-eye. let's go to our map. nothing is going on on the radar today. this is the classic fall day. this is what you want every fall day to be like. very quiet on doppler radar. we're not looking at anything. pennsylvania is in the clear, but here we go, ohio is starting to see showers and storms. all of that associated with that system that's moving across the united states. look at the cold air pulling snow well down into the twin cities at this hour. this is going to continue in our direction. behind it, very cold air will move in for the beginning of next week. you can see the cold air right now, 34 in the twin cities, 42 in chicago. 39 in omaha. that's going to continue to rotate in our direction. now, as far as us, we're in the warm section. we're just enjoying the 60s, we're seasonal. everything is picture perfect. 62 in trenton, 63 in wilmington. 63 in philadelphia and coatesville and vineland. 64 for all of you in wildwood. but we are watching this system down here as well as that system moving across the continental united states. you can see the rain moving through louisiana. this is a disturbance that may or may not become organized and became phillipe. let's watch what happens, on saturday we watch the system approaching florida and we watch the cold front that's got showers in atlanta and parts of the ohio valley. on sunday they start to come close together and we have a bulls eye that will move through our area. in fact, they may cross and merge, bringing us very heavy rain on sunday. and behind it extremely windy conditions and very cold air for our monday. let's go hour by hour and break down your neighborhood. gorgeous on saturday. spectacular. up near 70 in some places. lots of sunshine, southeast winds. clouds increase during the evening, overnight a few sprinkles and showers. it will be mild though, much of the overnight will be in the 60s. here comes that rain, just in time for the eagles game. you can see possibly some thunderstorms with that. we see the winds out of the southeast, but right in here, you start to see a shift to the west. that's because the front is crossing the area. now we have rain at 8:00, and behind that, here come those west winds. it's going to be much chillier, showers perhaps early on monday morning. behind the front, look at that. we have winds out of the west and highs that are only going to be in the 50s. it's going to be frigid. there's another one in the pipeline for the middle of next week. how much rain? well, some places, this is the european model, could pick up several inches of rain. make sure your storm gutters are all cleared off. make sure those drains can drain the rain. as far as the eagles game, we're looking at the mid 60s, dropping off to the low 60s. we'll see winds starting out of the southeast, changing to the southwest. periods of showers, even thunderstorms out there. any lightning, of course, is going to halt the game until the storms are out of the area. 71 for tomorrow. enjoy it, go look at the leaves changing. get your halloween decorations up and fasten them down good. because it will be wet and soggy after the storms on sunday. they'll probably blow away on monday if they're not fastened down really well. on halloween, it's going to be chilly. we're going to see temperatures in the morning that will be in the 30s in outlying areas. and halloween night we'll drop to the 50s. some of the trick or treating may be done in the upper 40s. we'll be dry on wednesday. here comes the next storm system moving through for the middle of next week and, of course, we'll fall back next weekend. the time change. great time to change the batteries in your smoke detectors, too. guys? it is one of the lehigh department of health is getting thousands of smoke shop and stores welcome for the new smoking age law. starting wednesday you must be 21 to buy cigarettes, e-cigs and vapes. stores will have new signs explaining the law. they could be fined up to $1,000 if they sell to an underaged person. researchers say it's too soon to say if the flu is going to be bad this year. they say it's still important to get the flu shot. a team of researchers at baylor college of medicine says the southern atmosphere had a severe strain circulate during its flu season. if we have the same one, it could be deadly. >> if that's correct, that virus normally is associated with a lot more deaths, a lot more hospitalization. a lot more morbidity. >> you only have a small window of time to get your flu shot for it to be effective. it takes two weeks to sink in. anyone older than six months is urged to get the shot. the peak season is november to february. they recommend people over the age of 65 get one of the two c vaccines. the flu nasal spray is not recommended. we are learning new information about the opioid epidemic. 60,000 people died from drug overdoses in the u.s. last year. that's according to the centers for disease control. fentanyl is largely to blame. it's 50 to 100 times stronger than morphine. president trump declared the opioid epidemic a public health emergency. police in delaware county are being honored for a milestone in the fight against opioids. they've saved more than 900 lives using narcan. they were recognized at this ceremony today. narcan is a drug that can reverse the effects of an opioid overdose. delaware county was the first county in the state to equip all officers with narcan three years ago. doing great work. if you didn't know it, it is national american beer day. >> listen to this, to celebrate the first state launched a new app to help people explore its beer, wine and spirits industry. it's called delaware on tap. the app is set like parcc, cut take-home pay for teachers, and broke his promise to fund the pensions of hundreds of thousands of new jerseyans- all while padding his own. steve sweeney says a lot of things. but the truth is, he's not on our side. right now at 5:00, we're tracking major weather changes coming to our region this weekend. the dry weather is on its way out as storms and strong winds head our way. >> two different systems there, a first alert has been issued for philadelphia and the surrounding areas for sunday. nbc 10 chief meteorologist tammie souza joins us. a lot of changes are in store? >> a lot of changes are in store. it's a perfect storm type of swg situation where we have a storm over the continental u.s. that will merge with a tropical system. we have a first alert issued for sunday and sunday night. the heaviest rain at this point looks like it will be north and west of the city. but the city will get a good dousing as well. the strongest winds which could be 40, 50 mile an hour wind gusts could be along the jersey shore, especially sunday night. we're looking at heavy rain and thunderstorms. that could affect the eagles game. strong winds and localized flooding out there, especially all the kraareas where you have leaves piled up. we're going to be looking at the rain moving in, it will start as lighter rain in the morning. the breeze will pick up and we'll see the rain with thunderstorms at 1:00. there are those thunderstorms. 7:00, we'll have rain, a steady soaking out there. maybe some localized street flooding, still looking at the rain moving through the area. the winds will start to pick up as well. we get into monday, the rain leaves, but then we have very strong winds coming in. anything you have outside will probably wind up being blown around. your weekend ahead is going to be pretty much a switch hitter, not to use a baseball term, but i had to do it. it's going to be beautiful tomorrow, in the 60s and 70s. late tomorrow we see clouds move in. the rain moves in overnight and we'll see heavy rain and thunderstorms. windy conditions on sunday. i'll be back with your ten day on 10 and your halloween forecast in a few minutes. the response dozens of doctor visits and traditional medications, nothing was working. until -- >> we stumbled upon the dietary supplement rsho and that's when we began to walk more on the side of hope. >> reporter: it stands for real scientific hemp oil, also known as medical marijuana. the results for harper were almost immediate. >> did you do something funny today? >> reporter: the seizures stopped. she was making eye contact. smiling, all the while fighting the disease. >> it didn't cure it, we never expected it to. it just allowed for a better quality of life. >> the first thing we were surprised to see -- >> reporter: now doctors at the university of pennsylvania who have been studying harper's brain are studying why medical marijuana can make such a difference. >> we're trying to understand how safe they are. this is a system that hasn't been tested yet. are safe are they in a developing brain? is it safe in normal brains, or is it only safe in brains that have bad seizures and it's a way to get the seizures to calm down. these are all questions that need answers. >> reporter: harper's family says for them, it gave them their daughter back. when nothing else would. >> at the end of the day, i want to live knowing that i tried everything i could to help my child. ultimately, what you're telling me anyway with this disease is they're going to die before me. >> reporter: such strong mom there. harper howard passed away early last year. but because her family donated her brain to research, right now in a university of pennsylvania lab doctors are working with her brain to unlock the mystery of her disease. in turn, many other diseases. new at 5:00, four young suspects are charged in the carjacking and assault that left a pizza deliveryman unconscious for three days. philadelphia police tell nbc 10 the oldest suspect is 22 years old. two of the suspects are 15. the youngest is just 13. police say they attacked a man outside of a gas station on baltimore avenue and left him on the pavement when they stole his car. police say a newcastle county man wanted for carjacking on thursday has struck again. 23-year-old kaylin jackson was wanted for stealing a car following a shooting at a complex in wilmington. police say he committed another carjacking today. jackson is driving a maroon 2012 kia sorrento with delaware plates. here's a look at some of the stories making headlines county by county today. nbc 10 in camden county were one park is looking greener tonight. volunteers from td bank met at judge robert johnson park where they planted 75 trees this afternoon. since 2010, td bank has planted more than 285,000 trees i trees. launching pumpkins hundreds of feet in the air. engineering students at rowan university competed in tpumpkin chunking contest. it was to promote s.t.e.m. programs. one part of our region has scrapped the pumpkin chunking for the year. organizers of the event in delaware announced they were canceling it in august they were served with a federal lawsuit from a woman who was injured last year. cape may county park and zoo ranks along its counterparts in the bronx, san diego and st. louis. the zoo in cape may courthouse received accreditation. a group of experts carefully examined the zoo and its staff to make sure the animals are in a great place and getting the best care. the cape may county park and zoo attracts more than 500,000 visitors a year. a milestone day for more than a dozen local teenagers who were facing an uncertain future. today the teens graduated from the bridge to employment program. the education instilled training program was developed to help young people on a path leading to financial stability, career opportunities and personal fulfillment in the healthcare field. today's graduation also came with guaranteed jobs at einstein. coming up, eagles' malcolm jenkins with strong statements about the first place birds protecting homefield advantage. this is a live look from weinstein is making in a suit filed in delaware. nobody delivers more for south jersey than steve sweeney. he stood up to north jersey special interests to increase funding for our schools. he stopped christie's commuter tax, saving south jersey residents over 200 million dollars. and he led the charge to pass paid family leave. aarp applauded sweeney for freezing property taxes for seniors and cutting prices on prescription drugs. "i got to take my hat off to him. he's a man of his word." steve sweeney. because there's more work to do to get south jersey's fair share. harvey weinstein's legal battle is coming to delaware. weinstein filed a lawsuit in kent county demanding his former movie studio release e-mails and documents that could help his defense. weinstein was fired from the studio he founded after nearly 60 women came forward accusing him of sexual harassment or assault. rose mcgowan spoke at the opening of the women's conference in detroit. she rallied the crowd of about 5,000 women saying we are strong, brave, and we'll fight. >> i've been harassed, maligned. do you know what? i'm just like you. what happened to me happens to all of us in society. and it cannot and will not stand. >> a in south philadelphia. they were shot and killed tuesday night, both 16 years old. sky force 10 was over the scene tuesday night shortly after that shooting. we've learned a warrant has been issued for a 16-year-old. it's a male, we're not releasing his name because he is a minor. nbc 10's cydney long is live in south philadelphia gathering information. she'll have a live report at 6:00. we're just 100 days away from super bowl lii. while we don't know if the eagles will be playing in the big game yet, we did learn new details. >> the host committee held an event to mark the occasion and on there. saturday it's moving north toward florida. the cold front is advancing toward us. sunday they come close together and they're going to merge. sort of like a perfect storm. behind it on monday here comes windy conditions and much colder air. let's break it down for you. tomorrow you're going to see temperatures that will be around 70. we'll see lots of sunshine, a southeast wind. clouds will move in tomorrow evening. and then here comes the rain early sunday morning. look what happens at game time, we could have showers and thunderstorms. we could see that lingering to about 8:00 in the evening. by monday, we'll see that move out just before the morning rush. temperatures on monday, they're not going to be very warm. only in the 50s. behind that, another storm system for >> reporter: that's right. and the attorney will not tell me where the boy is right now. but only that the 16-year-old will be turning himself in to police in very short order. we know that he was not here overnight when the bullets struck his home and pierced the family's front window. you can see where police marked in chalk the evidence markers where they say bullets number one and two struck his house. >> turn yourself in. before this gets worse. i mean, this whole block was just affected by this. >> reporter: frightened and suddenly awake by the sounds of rapid gunfire on this normally quiet block. >> under a minute, there was a ton of cops here. >> reporter: neighbors are begging the teenage boy police consider a person of interest in the murder of two teenagers to surrender. >> that's what i keep saying, but it almost seems scarier that these kids going around with guns. >> reporter: the gunfire an apparent case of justice. neighbors indicate there was a rift between the two, police have yet to nail down a motive. but they confirm the teen who lives inside the boarded up home is the sole person of interest. he hired an attorney, the lawyer would only tell me that the family are making arrangements to speak to investigators. >> i feel like it would be really hard to be a 16-year-old kid on the
