Heres the schuylkill expressway, and our cameras just around the vine. Here is that ramp to the vine street expressway. Over here is the eastbound side of the schuylkill expressway, currently blocked now. Its kind of underneath part of the graphic here. You see some of it here. And if you look down here just to the bottom, you see construction signs in the way, too. The eastbound part of the schuylkill expressway is blocked with construction. Theyre going to be diverting all traffic off on to the vine for now. Also watching route 202, drive times good, 10 or 11 minutes southbound from the schuylkill to route 30. Speeds still into the 60s. No problems so far for amtrak, septa, new jersey transit, and patco. We continue our Team Coverage with katy zachry. Shes live in malvern, Chester County. Weve been warning viewers about the threat for flooding and that the fallen leaves can make it worse. Reporter that is definitely a consideration. We came into malvern a half hour ago. When we did, there was light to moderate rain. Thats stopped. But as soon as people walk outside, they will immediately feel the difference in the air. It feels like the front is moving through. Its cooler, a lot windier this morning. Were along king street. You see some of the shrubs and some of the trees are moving pretty well in the wind. So the wind is something youll need to contend with. Another thing just to highlight how strong this wind is at times as we walk down king street, look at the umbrellas that were attached to a table. They are in the road now. Traffic as ive watched it has to go around the umbrellas. If you havent secured some of your lawn furniture, patio furniture, umbrellas like this, they could easily be kicked up in the wind because it is that strong. The rain in the last few minutes, the moderate rain we were dealing with in malvern has since stopped. Coming up, well talk about the threat of the leaves that have come down, the rain, wetness that well experience later that can make for hazardous driving conditions. Thanks. The storm system heading our way hammered the carolinas yesterday leaving tens of thousands without power overnight. This data bank is in western auto this damage is in Western North carolina which was hit particularly hard. Several School Systems are closed so families can assess and clean up the mess. The weather system ripped off roofs, flooded a university gym, and collapsed at least one airplane hangar. The mountains in North Carolina were also hit with flash flooding. Take a look at this video out of South Carolina, south of greenville. An apparent tornado left a path of destruction tossing tractortrailers like toys and even causing significant damage to a local community college. Today Seth Williams, philadelphias former District Attorney, will learn his fate after pleading guilty to a corruption charge. You may remember back in June Williams hours before admitting to the criminal charge as part of a plea deal. Federal prosecutors accused him of using Campaign Funds for private use and taking gifts from wealthy friends in exchange for legal help. Williams faces a total of up to five years in prison at his sentencing today. The nbc10 investigators have followed the investigation every step of the way, asking tough questions about gifts he failed to report. Immigration was certainly a hotbutton issue. At last weeks debate, grossman said she could not endoefrse philadelphia as a sanctuary city, one that does not cooperate with immigration authorities. Krasner supports it saying he would resist president trumps policies. Voters have two weeks to decide who to vote for in the area. Local and state elections including philadelphias d. A. Race are tuesday, november 7th. New in philadelphia, a 15yearold boy told police he heard shooting last night in cobbs creek. Next thing he knew, bullets started tearing through him. His parents didnt wait for an ambulance. They raced to the hospital in their own car. The teen was hit twice, and hes in stable condition. Investigators recovered bullet casings near the intersection of christian and 58th streets. Police have no suspects right now. 4 08 on this tuesday. Imagine trying to see a doctor when federal agents come charging through the door. Thats what happened for some patients yesterday at a string of local Urgent Care Centers. Officers from four federal agencies rated advanced Urgent Care Centers in northeast philadelphia, winfield, montgomeryville, and willow grove. Investigators suspect the offices in those locations are being used as pill mills. Thats when doctors or pharmacists prescribe drugs to people who do not need them. Look at the stream of agents coming out of the location in willow grove. Boxes of evidence. Folks who live and work nearby say theyve noticed similar, suspicious streams of regular people at the facility for quite some time. The raids leave some patients who say they have a legitimate need in limbo. It leaves a bunch of people with no medication. They need that medication because a lot of us are sick. Thats specifically over south jersey, the shore, up into Central Jersey through to the hudson valley. Were also looking at the possibility of damaging winds. Much of the area could see winds Strong Enough to cause issues. Were looking at spots with gusts above 40 Miles Per Hour including berks and New Castle County as we speak. And some localized flooding, mostly due to the fact that there may be a period of heavier rain that rolls by the neighborhood and if drains are blocked by leaves, then you get the localized problems. Lets look at radar and satellite. Ive frozen this with the latest update to show where the cold front is sitting. The front has not entered the area yet. Thats when the strongest gusts will hit right with the passage. Thats when you kind of have two air masses that are slamming together. Its also why you see the line of rain and storms perfectly aligned with the front. We have a few sprinkles falling over the area, light showers, a little steadier rain farther south. Lets take a tour. First, a pocket of heavier rain entering over berks county. This is moving northeast here. Spot showers over parts of chester, bucks county, even a little trying to make its way to philadelphia county. Theres a steadier rain. The yellow you see. When we get the oranges and reds, thats the concern. Thunderstorms can develop this morning, although like i mentioned, a better chance this afternoon. Spot storms this morning would dump heavier rain and may slow your commute. Heres what were looking at in terms of our day ahead for philadelphia. Were at 74 now. Thats right, 74 degrees. I think whats going to happen is temperatures will flat line. Theyll wobble around 74 the whole day. Cloudy, at least a chance of a spot thunderstorm developing with on and off rain. Not constant rain or thunderstorms. On and off rain through at least midafternoon. Temperatures staying near the 70s throughout the day. Winds may sit at 15 to 25 Miles Per Hour sustained. You see the signs, they finally moved the cameras so we can see it more clearly. Right now, this typically lasts until about 5 00 or so. They typically pick up that overnight construction around that time. Watching that for you right now, right now theyre diverting traffic to the vine street expressway. Not too bad through the area. This morning, were hearing from the family of a Chester County teenager who was run over by a driver who never stopped. 16yearold annie helegus is out of surgery and recovering from the crash that hurt her and her mother. The two were walking their dogs in west pikelands township friday afternoon when police say the driver of a white truck hit them and kept going. A neighbor found them injured in the street just after the crash. The teens grandmother is desperate to find that driver who hit them. Id love to have 15 minutes alone with the driver because ill tell you, im a tough old lady. Hed regret it. This blurry picture is the only clue police have of the truck and driver theyre looking for. It has a ladder rack. It could belong to a plumber or possibly a roofer. Happening today capitol hill, the senate is expected to vote on a funding package that provides Disaster Relief money to puerto rico. The bill would replenish the funds in femas emergency accounts and send 500 million to the ravaged island. More than half of the money will go to help restore power and water services. In delaware, members of the National Guard will leave for puerto rico in just a few hours. Their mission to help get supplies where theyre needed. The soldiers are expected to be there for two months. The delaware National Guard already has a group of soldiers in puerto rico helping to reestablish communications channels. New Jersey State Police officers refuse to let puerto rico fall by the wayside. 60 officers have volunteered to help and are there now assisting with traffic control, providing security and humanitarian relief. Last night wentz was wearing the green rubber bracelet that lucas gave him. Hed been wearing it since the beginning of the season. He sent lucas a recorded video message encouraging him to stay strong, then he went for the visit. Another tumor surfaced, though, and doctors said that lucas wont have long to live wouldnt have long to live.
