>> cubs going to the nlcs. >> we'll tape this differently for the chicago time zone. we've got a lot to get to this morning. let's start with those devastating wildfires. it's happening in california's wine country and other places around the state. this is the deadliest fire season there ever. many of the fires still burning out of control. and the return of those gusty winds is making it harder for crews to make any significant advances. al will have more on the conditions in a minute. joe fryer is out there. >> reporter: firefighters say the emergency is still ovnot ov. they're bracing for dangerous conditions this weekend, dry windy weather that could make the dangerous situation here even worse. erratic and dynamic, that's how firefighters are describing the infernoes that have killed 30 people. fire has destroyed 2,800 homes in san jose, including the house of the peanuts creator. flames have engulfed wineries, vineyards and seven marijuana farms. firefighters are stretched then, sleeping whenever and wherever they can. we met this crew from southern california after battling a destructive fire in orange county earlier this week, they drove eight hours to help up north. if you had to measure how bad these fires out? >> where we're at now, ten. >> reporter: some like this fire captain are still working, despite losing their homes. >> i didn't know what gone meant until i saw it. nothing left. >> reporter: amid the ashes, stories of hope. >> it was close. it was really close. >> reporter: his family was rescued by a california highway patrol helicopter. there was only room for four, so pepe stayed behind. >> i called my daughter if i don't see you again i love you. >> reporter: but it returned. then there's celebrity chef guy feieri. he rounded up friends to cook meals for volunteers, first responders and firefighters. >> the silver lining is there is faith that people want to help each other. >> reporter: this morning, the fires are between one and 10% contained. the death toll is at 31. authorities fear that will rise. they are still investigating hundreds of missing person reports. but are hoping that many of those people will be tracked down. back to you. >> all right, joe fryer, thank you. >> al is here with more of the conditions the firefighters are up against. it's the wind. >> that's going to be the problem. it's going to last through the weekend. we're not seeing any help. of course, the dry, bone dry conditions a big problem. you can see we've got fire weather watches and red flag warnings from one part of the state to the other. santa ana winds in southern california. potential for rapid fire growth. here we go into northern california. this is an elevated fire threat. strong winds tonight and tomorrow. the developing fires will spread rapidly. unfortunately. look at the winds we're expecting. starting off this morning, higher elevations up to 30 miles per hour. santa rosa 20. as we get to saturday and sunday. 30 mile per hour in san francisco and santa rosa. off shore winds intensify and smoke will be a massive problem. air quality is going to be an issue. guys? >> all right. al, thank you so much. lots more to get to this morning. major headlines from the white house, the trump administration revealing plans to end critical components of obamacare. the president takes some heat for controversial comments about the hurricane crisis in puerto rico. we've got two reports this morning. we'll start with kristen welker. good morning. >> reporter: good morning to you. president trump has spent his first months in office trying to reverse former president obama's policies piece by piece. overnight the white house announced another step. scrapping subsidies that help pay out of pocket costs for low income people. it could increase premiums and unravel the markets. the president is also about to announce a new way forward on iran. president trump taking a double barrel approach to unraveling obamacare. announcing he'll scrap critical subsidies to health insurance companies. subsidies that are used to help pay the out of pocket costs for low income people. democratic leaders nancy pelosi and chuck schumer blasting the move. it comes on the heels of an executive order the president signed thursday that will allow insurance companies to sell cheaper policies that offer less coverage than obamacare currently requires. >> this is going to be something that millions and millions of people will be signing up for. >> reporter: critics fear the twin hit could leave insurers to pull out of obamacare's marketplaces. and derail the former president's signature domestic achievement. mr. trump taking the action on his own, after congress repeatedly failed to repeal and replace obamacare which was one of his major campaign promises. he also said he would decertify the iran agreement. >> one of the worst deals i've seen in my life. >> reporter: the president's move won't end the deal completely but kick it to the congress for a 60 day review and lawmakers will decide whether to impose new sanctions. mr. trump gearing up to talk tough to tehran. it comes amid reports of turmoil behind the scenes. the president's chief of staff john kelly making a surprise appearance thursday to squash rumors he's close to leaving. >> i'm not quitting today. i don't believe -- i just talked to the president. i don't think i'm being fired today. >> reporter: kelly acknowledging his ten weeks on the job haven't been easy. >> this is really, really hard work. running the united states of america. >> reporter: and kelly weighed in on those caught on camera moments where he appears to look frustrated. >> you guys, the cameras always catch me when i'm thinking hard and it looks like i'm frustrated and mad. >> reporter: what frustrates the president? >> all of you. not all of you u but many of you. >> reporter: what about the tweets? do his tweets make your job more difficult? >> no. i read it's failure of controlling the president or his tweeting. i was not brought to this job to control anything but the flow of information to our president so he can make the best decisions. >> reporter: the president is up and tweeting this morning about healthcare. saying the democrats, obamacare is imploding massive subsidy payments to their pet insurance companies has stopped. mr. trump will make the announcement on iran this afternoon. >> thank you. the president is coming under intense criticism for his tweet about hurricane relief efforts in puerto rico, saying federal emergency crews cannot stay there forever. gabe gutierrez is in san juan. good morning. >> reporter: craig, good morning. today congressional delegation, including house speaker paul ryan will visit puerto rico. this more than three weeks after hurricane maria battered this region. the island is still at a virtual standstill. more than 80% of the island remains without power, and critics say the president's words are adding insult to injury. this morning, in hurricane ravaged puerto rico, there's growing anger. >> i think it's conduct unbecoming of a leader of the free world. >> reporter: san juan's mayor furious. >> the president uses twitter to disperse hate. whom ever deleted that accounts should be nominated for the nobel peace prize. >> reporter: a seemingly different tone than last week. >> we will not rest until that job is done. >> we're with them for the long hall. >> reporter: marc anthony calling the president tone death and disrespectful. puerto rico's governor with this plea. >> as your citizens, we're not asking for better treatment or less treatment. we're asking for equal treatment. >> reporter: but a fema spokesperson said the agency will be with impacted areas every day. we asked acting homeland security president elaine duke. >> i think it means we're not here forever. >> reporter: a point echoed by white house chief of staff john kelly. >> we hope sooner rather than later the u.s. military and fema can withdraw because then the government and people of puerto rico are recovering sufficiently. >> reporter: that recovery seems far off. citizens say supplies are not getting to remote parts of the island. do you think the federal response has been enough? >> what federal response? >> reporter: the official death toll here is now up to 49, including several who died from bacterial infections of the storm. craig and savannah? >> gabe gutierrez, thank you. we're learning more about the rescue of an american woman, her husband and children after a five year hostage ordeal at the hands of a taliban linked group in afghanistan. nbc's chief foreign correspondent richard engel has our report this morning, good morning. >> reporter: good morning. the pakistani military says they were freed in a fire fight. relatives say they were stuffed in the back of a car, one of the last things they heard was one of the kidnappers yell kill the hostages. but pakistani commandos managed to get them out. they say it was a hiking trip that went terribly wrong. five years ago, caitlin coatman from pennsylvania and her canadian husband say they were back packing in one of the most dangerous parts of pakistan when they were kidnapped. she was pregnant at the time and while in captivity she gave birth to that child, eventually to two others. the children have never known freedom until now. >> my children have seen their mother defiled. >> reporter: coleman's family in pennsylvania swarmed by reporters, pinned a note to the door asking for privacy as they celebrated their joyful news. husband josh boyle spoke to his parents. >> he told us his children were looking forward to meeting their grandparents. >> reporter: they were held by the haqqani network, a faction of the taliban responsible for some of the group's most violent attacks. it's the same faction that held american soldier bowe bergdahl until he was swapped for five prisoners from guantanamo during the obama administration. in the videos, coleman urged obama. >> leaving office is important to you. >> reporter: then president elect trump to make a deal for her family too. >> they want money, power, friends you must give them these things. >> reporter: pakistan says no deal was made, instead it was a rescue. u.s. intelligence tracking the family as they were moved into pakistan and then a daring raid. pakistani commandos shooting out the tires of the kidnappers' vehicle. but after the rescue, a surprise. coleman's husband turning down an american offer for a flight out of pakistan. a final twist to a five-year saga. pakistani military sources say the family has now left pakistan on a flight to the uk, likely bound for canada. savannah, craig, back to you. >> incredible story. thank you. to north carolina now where two prison employees were killed and nearly a dozen others hurt during an attempted prison break. officials say inmates set fires in the sewing plant in elizabeth city. while it was burning several inmates tried to escape. three guards remain in critical condition. for the first time we're hearing the noises that some u.s. embassy workers allegedly heard during those so-called sonic attacks in cuba. but the mystery over what caused them and who is behind them is unclear. andrea mitchell has the latest on this. good morning. >> reporter: good morning. a mystery it is. today relations approaching a cold war freeze. with more questions than answers about that mysterious illness affecting american diplomats and other workers based in havana. and listening to the audio on a computer or cell phone is not dangerous. new developments in the mystery surrounding the attacks on u.s. diplomats in cuba. after 22 workers developed physical systems, including brain injury and hearing loss. leading to speculation they were victims of a sonic weapon attack. the associated press releasing what it says is a recording of what some embassy workers heard in havana. high pitched sounds like nails on a chalk board. the ap says the sounds were improved to block out background noise. the u.s. government says the cuban government should have protected workers. >> reporter: we believe the cuban government could stop the atta attacks. >> reporter: it has dealt a blue to the u.s./cuba relationship. cuban diplomats were expelled from washington and secretary of state tillerson advising u.s. citizens to avoid traveling to the island. this amid speculation that perhaps russia could be responsible. is there government that might be involved? >> next season. next season. >> always next year. let's move to the fallout surrounding harvey weinstein and that fall from grace. good morning to you. >> overnight yet another member of the board of representatives has stepped down. according to a source in a position to know. actress rose mcgowan is revealing more about what she says happened between her and harvey weinstein. new photographs obtained by tmz of harvey weinstein out to dinner in arizona. reportedly to enter rehab. rose mcgowan tweeted a shocking allegation. i told the head of your studio that hw raped me. she said when she was working with amazon studios she ignored her claims against harvey weinstein. over and over i said it. he said it hadn't been proven. i said i was the proof. thursday amazon studio head roy price was himself accused of sexual harassment by a tv producer. overnight amazon telling cnbc he's on leave of absence effective immediately. adding, we are reviewing our option with the projects we have with their company. mcgowan reached a settlement in 1997. it's not clear whether she reported the allegations to authorities. a weinstein spokesperson says any allegations of non-consensual sex are denied. a hollywood reporter speaking exclusively about the scandal. >> you can respect people. you can respect women. and it's easy. it's demented not to. hopefully the industry as a whole is getting fed up. >> there is kind of like, a wink and acceptance of that behavior. >> the women who stood up have to be applauded. that's really, really hard to do when nobody wants to stand up. and the silence is deafening. and i think that that's the part that we're responsible for. >> more than 30 women have made accusations against harvey weinstein varying from sexual harassment, assault and rape. kate beckensale was 17. he opened the door in his bath robe. i was naive and young and it didn't cross my mind that this older unattractive man would expect me to have any sexual interest in him. years later she said weinstein asked if he had tried anything with her. i realized he couldn't remember if he had assaulted me or not. actress claire forlani said she escaped five times. i ducked dived and got out of there without being slobbered over. the new york police department is conducting a review to determine if there are any additional complaints related to weinstein. police in london say they have received a referral about a sexual assault possibly involving weinstein. the new allegations shining an unappealing life on an open hollywood secret. >> it's the entitlement of too many men. it's epidemic. when they're famous and powerful like harvey then it gets talked about. >> this man is at the top of a very particular iceberg. i don't think you can describe him as a sex addict, he's a predator. >> julia roberts who earned an oscar nomination from a weinstein produced film. i hope we will stand up against this predatory behavior. rose mcgowan has called for women to boycott twitter for the day after her account was temporarily suspended. this protest is continuing on. twitter said she was blocked for posting a personal phone number. they restored her account as soon as the number was deleted. this story, it won't go away. it's only getting worse. >> thank you. we should mention -- you can see that full video from the hollywood report at today.com. let's turn to megyn kelly who joins us. megyn, an attorney. people hear these alt glegation and think how is this person having dinner in scottsdale. >> as a practical matter it's very difficult to bring cases, we believe there are investigations open in new york, california and london. the chances of bringing a rape case or a sexual battery case or even a public indecency case this many years after the fact. the alleged rapes that have been brought forward, he denies them all i should say, are over ten years old. in new york, for example, if it happened before 2006, at that point there was a ten year statute of limitations. the claims would be barred. look what happened in the bill crosby case. all those women were there, they couldn't make the case. the jury did not come back with a conviction. >> let's talk about the civil possibilities here. you have 30 women, some telling the same kind of story. a lot don't know each other. does it strengthen the idea of a civil case against him? >> absolutely. because in the law, you usually can't get in what we call prior evidence of bad acts unless you can show pattern. unless you can show pattern. all the women coming forward could be really helpful in case, you know, a case is brought. civilly is where, not just weinstein but the weinstein company have the most exposure. the problem for them is what are the women going to say in terms -- like, if you worked for the weinstein company you got fired if you didn't sleep with weinstein. one woman says he grabbed her years ago and suffered a bunch of emotional distress, that's hard to prove. >> or she said i didn't get opportunities, hard to prove. >> it's tough to prove that in a court of law. there is more exmoeposure than criminally. but i think the biggest problem is a business matter. their reputation has been ruined. everybody understands what he's been doing. you've got 30 women coming forward now. 30. i bet there will be more. that's how these things go once the flood gates open. >> the board insisted -- they were quote, shocked and dismayed. utter surprise is how they describe it. do you buy that? if this is such an open secret in hollywood as it seems to be? how could the corporate managers be completely clueclassleless f decades. >> good question. if they were clueless, why? why were you so clueless. where was your oversight? that's the purpose of the board. this is the guy running the company. we know they knew of at least four settlements. reporter: good morning. firefighters are bracing for more dangerous conditions this weekend. dry windy weather that could make things even worse. the death toll has now climbed to at least 31, making this the deadliest week for wildfires in state history. many of those victims were in their 70s and 80s. there are fears the death toll could rise further. investigators are looking into hundreds of missing person reports. in santa rosa alone, the mayor now says more than 2,800 homes were destroyed. along with some 400,000 square feet of commercial space. a devastating blow for wine country's largest city. this morning, thousands are still evacuated. some are living in shelters. we've spoken with people who still do not know if their homes survived this. right now, 8,000 firefighters are on the front lines battling more than 20 large wildfires, with no relief in sight. smoke remained a huge issue. in some parts of the bay area, it's the worst air quality ever recorded. >> big part of as the president makes more that undermines key obama-era regulations. this morning obamacare under fire. the white house making a major announcement overnight saying the president will scrap critical subsidies to health insurance companies. the money that helps pay out of pocket costs for low income people. slashing those payments could force insurers to jump ship and leave the marketplace. effectively unraveling the country's healthcare system. democratic leaders slamming the decision, calling it a spiteful and accusing president trump of sabotaging his prescessor's signature domestic achievement. the trump administration is looking to make good on another campaign pledge. >> dismantle the disastrous deal with iran. >> reporter: soon to be a presidential policy. donald trump today is expected to announce he's decertifying the landmark iranian deal, negotiated by then president obama. sources familiar with president trump's decision say he wants a broader strategy to crack down >> it divides people in four categories depending on how they respond to expectations put on to them by other people and also how they respond to expectations put upon them by themselves. >> you say the tendencies, you're born with them. it's not nurture, it's nature. >> i think so. you bring the tendencies into the world with you. >> if you know them, if you can't change it, how does knowing it, reading this book, how does that help you navigate the world? >> it helps you because if you're frustrated by something or puzzled by something you can understand yourself better. i keep saying i want to write a novel in my free time, why can't i do it. if you're somebody trying to get somebody else to do something, this is going to explain how you can communicate with them more effectively. >> all right, i took the quiz myself. i tell you what i am. okay, the first category, these are the upholders. what does this mean? >> they are people who readily meet expectations from others and also their expectations for themselves. they meet the work deadline and keep the new year's resolution without much fuss. they tend to be self-directed. they don't need a lot of separation. they love to do lists and priorities. but the strengths can become weaknesses. sometimes they can seem rigid because they want to stick to their schedule. they can be a little impatient with other people when they're not following through. >> who is a famous upholder? >> taylor swift. >> all right. the next category, questioners. >> yes. >> i'm a questioner, although i question whether i am a questioner. >> you're a questioner. question the validity of the framework. questioners turn everything into an inner expectation. they do everything they think makes sense. they hate any arbitrary or irrational. if something comes to them from the outside and it's not justified they will refuse. >> who is a famous questioner? >> steve jobs. >> what strategy should you use? >> they respond very well to efficiency, but they can sometimes suffer from analysis paralysis. that's where they want perfect information before they move forward. so they can stall out because they're like i'm going to be a little bit more. >> i can relate to that. >> they do better when they have the strategy of clarity. >> obligers. tell me about the obliger. >> it's the biggest category for both men and women. >> most people are obligers. >> it's the biggest one. and they readily meet outer expectation but struggle to meet inner expectations. >> are these the pleasers? >> they sometimes look like pleasers, they don't always do it for pleasing, it's more that it's an outer expectation. it's about meeting the expe expectation that's coming to them from other people. expectations from others can be met, commitments to my self, those i can let side. >> who is a famous abliobliger? >> princess diana. >> what's a good strategy? >> outer accountability. you want to read more, join a book group. >> finally, rebels. >> rebels resist expectations whether they come from the outside or the inside. they want to do what they want to do in their own way and time. >> if you tell them to do something. >> they're going to push back. >> who is a famous rebel? >> no. there we go. set it down like this and cut around the see and the core like that. >> that's simpler than the way i do it at home. >> how do you do it? >> take the core out with my hand. >> you don't need to do all that. it's easier to do this. remember that a sharp knife -- you want to do it? >> i want to use my new techniq technique. >> nobody has ever said give it to me let me do it. a sharp knife is important. we only have two minutes so you need to rock and roll. >> we need to keep moving, hot dogs. >> you cook them all down, add the tomatoes. a little salt. and there we go. fennel seed. cook those down. i'm going to have to -- >> mr. roker, what's the verdict? >> terrific, great hot dog. >> put whatever you want on the hot dog. take the bun, put it like this, chop it with the onions and the mushrooms. >> does the second order matter? >> the hot dog goes down first, toppings after. do you want to hold it? i put mozzarella on top. >> say it again. >> a little mozzarella. then we put it under the broiler for like, you know, a minute. just to melt it like this. if you want, you can take this one, put that one down. >> i'm going to take a bite. >> there we go. >> i like ketchup and mustard. >> there you go. nice and juicy. we got to get through this one fast. >> giada?
