philadelphia. locally we are seeing a clearing. 67 degrees. we have 66 for mount holly. philadelphia 69 for you along with dover and currently 66 degrees. atlantic city, your current temperature 68 degrees. more importantly we're seeing southerly and southerly winds. southwesterly winds and that's why conditions right now are so muggy and this is why we're also seeing dense fog especially north and west. because of that tropical influence, dew points in the 60s. temperatures in the 60s so that's definitely all the ingredients we need for that fog to develop. a live look over citizens bank park, it's not foggy here, but as we take a look at our fog forecast for the rest of the day we'll start this at 6:00 a.m. and we are seeing some more dense fog even though we're seeing a break in improvement here. westchester seeing a clearing and more dense fog for bethlehem, bridge water, montgomeryville and then conditions are going to start to improve as the day progresses. coming up, we'll talk about some scattered showers. >> we're watching the new jersey turnpike right now, so the turnpike actually, this is the northbound side right here. this is the southbound side. so any traffic moving this direction moving toward the delaware memorial bridge, no problems getting over the bridge right now. watch for construction on ongoing projects. there's a traffic light out around city avenue and monument road so you'll be able to get through. might be a little confusing especially when rush hour gets underway. we're watching for rush shower on the schuylkill also. speeds are dropping but they're still into the 50s. >> thanks for that update. bullets fly in north philadelphia on a warm night in the city. a group of people were out enjoying the night when a car drove up and the people inside started shooting. >> nbc 10 is live outside the east detective division. police are calling this a brazen crime and the search is on. >> reporter: so many people were outside at the time having a good time and then the bullets started flying. police are still looking for the people who did this and they're hoping to maybe get more information from the victims in this case. now, let's go to the video from the scene that happened just before 10:00 last night. four men were just sitting outside when the bullets started coming at them. police nearby heard those gunshots and rushed over to find the victims, two men in their 50s and two others in their early to mid-30s. all of them are in the hospital. one that was shot in the chest at last check was in surgery. his condition is unknown. >> sounds like we have a problem with the audio. >> all right. let's move on. new this morning in philadelphia's logan neighborhood, witnesses saw two men run from the scene of a shooting after leaving the victim in a pool of his own blood. he was shot in the head. it happened near the intersection of hutchinson and rockland street just before 9:30 last night. right now police don't have any suspects or a motive. it's 6:04 and the top house and senate democrats have announced they've struck a deal on daca with president trump. the agreement would protect 800,000 undocumented immigrants brought over as children. if approved by congress, the so-called dreamers would be allowed to stay and potentially get permanent legal residency here. the deal also includes more money for border security but no funding for the wall. it came after senate minority leader chuck schumer and nancy pelosi met with the president over dinner last night. the white house followed up saying the president did not agree to exclude the border wall for good. and he will continue pushing it with congress. >> president trump's orange fall move last week to end daca met with this protest in philadelphia. demonstrators rallied to signal their support for immigrant dreamers. this morning we are following a developing story on pennsylvania's budget battle. late last night the house approved a spending plan that plugs a $2.2 billion budget gap. the republican plan passed by a vote of 103-91. it needed 102 votes to pass. the plan does not include new taxes and it siphons money from mass transit, environmental protection and economic development. the vote comes just days before the state could run out of money to pay its bills. the governor says that will happen tomorrow. but even if the senate passes this bill it doesn't reconvene until monday. and senate majority leader issued a statement following last night's vote. he says, quote, we recognize the urgency of the situation and will act swiftly to address the needs of the commonwealth. a woman is accused of trying to kill her own mother by injecting her with insulin. investigators say she told them she wanted to end her mother's suffering and admitted she injected her. the woman owns a pharmacy in northeast philadelphia. her mother suffers from dementia. investigators say her mother was treated three times in august for low blood sugar. hospital officials told police she had insulin in her body from an outside source. today people will gather at the historic grand ole opry in nashville for a memorial service honoring troy gentry. he was killed in last week's helicopter crash. the service begins at 11:00 and will be live streamed for fans. meantime, the ntsb says engine problems are to blame for that crash which also killed the pilot. officials released a preliminary report yesterday. the pilot reported mechanical problems shortly after takeoff. soon after that the helicopter fell from the sky. in philadelphia, a local bike sharing company is adding a little art to its bicycle lineup. indigowill unveil a group of bikes that are decorated to become rolling art displays. they'll feature the works of world class artists. the company has teamed up with the barns foundation in hopes of driving people to see the museum's world class collection. the pieces were the bikes were selected through on online poll. it's almost 10 after 6:00 on your thursday. let's take a live look outside. beautiful shot of center city philadelphia. the sun is not up yet. you will notice if you're walking outside kind of a chill, a little bit of a chill. kind of muggy in the air, but that's evident of the fog and we have remnants of irma we're dealing with. >> a mixed bag out there. let's check in with erika martin to find out more of what you're facing. >> it's interesting that you say that. a little bit of a chill. we call this technical evaporational cooling. a little bit of moisture on your skin and as its dries up it does make you feel chilly so a great observation there on your part. so neighborhoods right now, north and west of philadelphia for the lehigh valley seeing lots of 60s, 65 degrees, allentown, 65 for you, upper 60s for nazareth, and bethlehem. let's head on into philadelphia right now. upper 60s to low 70s. society hill, graduate hospital, current temperature in the upper 60s and for the jersey shore we're seeing upper 60s and a few low 70s. look at those arrows. we're seeing southwesterlies and that's why it's really muggy this morning and that's why we are seeing some areas of patchy fog especially right now for berks county and the lehigh valley. the good news is everything is starting to improve, especially by sunrise at 6:41 a.m. here's your neighborhood planner. by lunchtime today, 78 degrees in philadelphia. low 80s by 4:00 p.m. and notice for philadelphia we mainly have clouds in the forecast. i do think we will see a couple of showers moving through, definitely not a washout but we do have scattered showers so keep that in mind. some recommend nanmnants of irm across the valley. we're seeing 77 degrees and still keeping it there at 4:00 p.m. a look at your expected high temperatures for today, upper 70s to low 80s. i'm not going with all those icons right now. i do think we will see some isolated thunderstorms for tomorrow but tomorrow we're seeing scattered showers and definitely a foggy start to your morning. if you're heading out the door and heading toward 309, i want to give you a helping mass transit where we've had some minor delays proetzty much all throughout the morning. now septa running 20 minutes late. but new jersey transit still running on time. 95 looks good still. we're not seeing any delays there yet. southbound from wood haven road, a 15 minute trip. ten minutes past 6:00 a.m. controversial pipeline showdown. the 22 mill natural gas line is supposed to run right through the south jersey pinelands. up next, why the location of a planned vote today is being moved. also, sleeping like a baby. up next, what a new study shows about adults and who they're cuddling up with. senator bernie sanders has unveiled the details of its health care bill. it also expands medicare. people would make payments depending on their income directly to the government. critics say the bill will go nowhere since there aren't enough details about the final costs and where the money to pay for it will come from. new jersey senator cosponsored that plan. the pinelands expects a big turnout when it meets on a proposed pipeline project right through the protected pine barrens. the meeting has been moved to a theater in trenton to accommodate the expected crowd. now, the commission initially approved the pineland -- the pipeline rather in february. it would run for 22 miles from cumberland to cape may county supplying energy to more than 140,000 customers. supporters say the pipeline would increase energy reliability in south jersey but they fear it will damage the pinelands. the camden city school district is now one of only two districts in the state to remain under state control. the patterson school district is the only other. now the state officials have voted to give the city of newark control over its public schools again. the new jersey board of education voted yesterday to allow newark to regain control of its schools again, after 22 years of state oversight. the state took control of the schools in 1995 because of academic underperformance and budget issues. the commissioner said the newark school district had made progress in improving performance. the move was celebrated with a pep rally at city hall. >> for 22 years, we've been a shadow in our own community. not today. >> we are ready. in life, nobody wants to have a hand up their back being the puppet. >> yesterday's decision is the start of a month long process to return public school control to newark's locally elected school board. about a quarter after 6:00 right now. it's something that might not come right out and admit but many adults still sleep with something from their childhood every night. a teddy bear. >> do you? >> no. >> no? okay. good for you. well, the build a bear workshop commissioned a survey which found 40% of adults still do it and a majority said the teddy bear is the same one they cuddled up to during their childhood. they say it reminded them of the person who gave them the toy. >> i don't believe that. >> that's a good incentive for the teddy bears, wake up. we've got to get you to work and head over to the boulevard. looks good so far. actually, so far all day we've had not a ton of traffic yet and we're only approaching the 6:30 mark which is when we typically start to see any of the big delay, but not yet. southbound moving toward the schuylkill, everything is just fine or at least normal so that's something you'll be okay with. nothing major. watch for some traffic lights out on city avenue right on monument road, so you might see some confusion moving through that intersection there. both directions are okay here. northbound toward trenton, southbound moving toward maybe the 42 freeway or heading to philadelphia you'll be fine there. we'll end here on the 42 freeway like i mentioned a second ago but heading northbound, a five-minute trip. speeds still up into the high 50s. a quarter after 6:00 right now. almost 70 degrees outside. before we go to weather, let's take a live look outside. look at that. sun is rising. a lot of clouds in the sky though. some fog earlier this morning if you were outside and there's kind of like a chilly, like, you know, humid feel to the air. we are dealing with remnants of irma and erika martin is here with more on that. >> we do still have irma. she's been very strong and very active, so we do have some more showers in the forecast for today. we're not expecting washouts. this is scattered showers moving through and my favorite shot it looks really pretty right now because at least that fog has started to mix out locally and the philly metro area, but we do have some fog north and west of philadelphia. let's go ahead and focus on delaware just a bit. temperatures are mainly in the mid to upper 60s but we are seeing a southerly and southwesterly influence, so that tropical moisture coming in from the gulf and that's why woe do have high dew points and it feels muggy right now. millsboro, 70 and south jersey and central jersey look at this, lots of mid to upper 60s. florence current temperature 70 degrees for you and what about the p.a. suburbs? also seeing lots of 60s. st. david 69. satellite and radar image picking up on lots of clouds. we just saw that in the live shot but we're seeing a break here right around philadelphia. northern delaware, so at least a little bit of improvement there. some scattered showers look like they're going to make it into parts of berks county. the lehigh valley, but right now this is not making it to the ground. delaware fog, delaware valley fog starting at 6:00 a.m. i want you to see the improvement from south to north, so again, the worst of the fog is contained north and west of philadelphia. so definitely seeing improvement here in the philly metro area, in jersey, south jersey to jersey shore and for delaware, still seeing a little bit of an issue there as well as bethlehem but notice a break here. we're seeing an improvement as the sun comes out again. what time is it? it is approximately 6:40. so 6:41, that's the sunrise time. we'll see an improvement there. at 3:00 p.m. a break there but more fog i think will start to develop later tonight especially for parts of the lehigh valley. now, beyond that it looks like we have really nice weekend high temperatures. we're going to top out in the low 80s but more importantly we're going to have a lot of sunshine for both this is nbc 10 news today. >> thanks for joining us. it is 6:30 on the dot on your thursday. let's get right to erika martin. she has your most accurate first alert neighborhood forecast. a couple of things for people to deal with as they're living right now. >> we're tracking some fog for parts of the lehigh valley. low cally we're seeing a break in that fog and a really nice start to the day. sunrise 6:41 a.m. officially and right now a live look outside, we are seeing a lot of clouds but overall a much better start to the day simply because we do have that fog clearing. current temperatures, 69 degrees. that's really the issue right now at 3 miles per hour. high dew points matching these temperatures and so we are seeing that fog and we're seeing really muggy conditions. satellite image behind me. you can see those clouds moving across the delaware valley and isolated showers just to the west and approaching berks county, not making it to the ground right now and i don't expect any scattered showers to make it here until another couple of hours and the good news is it's not going to be a washout. here's your hour by hour forecast. notice a break in the clouds, a break in those showers so overall not a bad day. just a foggy start especially for those of you in berks county and lehigh valley. give yourself extra time for that commute. here's jessica with traffic. >> another reason to gifz yourself some extra time especially moving through wilmington, watch for a crash here on 95 southbound side. you can see some big delays right now. they have all lanes blocked approaching the scene because they have to getz everything cleaned up and moved over into the shoulder at least for now. you can take 495 if you're heading southbound through wilmington. also checking in with 95 drive times here, approaching the scene right now only 21 minutes but the traffic right before there like i just showed you is at a complete stand still but approaching the scene starting to get really slow from 49 # 5 to 295 there. speeds are down into the 20s too and here we go. the schuylkill expressway almost at a stand still right around city avenue on that westbound side so slow for montgomery and past the you're headed toward the king of prussia area. now back to you. >> just the past 15 minutes president trump started tweeting about news he had struck a deal with democrats over daca. >> that's right. this affects hundreds of thousands of immigrants brought to this country as children. pamela osborn is live for us in the digital operations center. now the president says no, walk us through this. >> yes, so the president tweeted that no deal was made on daca last night when he met with bipartisan groups there. take a look at this tweet. the president says quote, mass ifr border security would have to be agreed to in exchange for consent would be subject to vote. he followed up with another tweet that said the wall, which is already under construction in the form of new renovation of old and existing fences and walls will continue to be built. but that isn't what senate minority leader chuck schumer and house minority leader nancy pelosi said following their dinner. they said they reached an agreement with the president to extend protection to so called dreamers and to come up with a bipartisan border security package that did not include building a wall. the president is still tweeting right now. i just got the latest one. he says in response to daca, does anyone really want to throw out good educated and accomplished young people who have jobs and are serving in the military? really? as i said, this is all happening right now, so no reaction from either side as of yet but we'll keep our eye out for reaction to the president's latest tweets. thank you. and here's what's making headlines this morning. we are learning new details about a deadly school shooting in washington state. now a custodian they say stopped a student from continuing his rampage. one student died in attack at a school near spokane. three others suffered serious injuries. they are expected to survive. the alleged shooter is in custody and authorities have not released the shooter's identity or a possible motive. president will make his first trip to florida after hurricane irma ripped through that state. he will reportedly make a stop in the naples area. meantime officials are assessing the destruction there caused by irma. more than 6,000 national guard trips on the ground now. millions of people are still without power and are now dealing with extreme heat. speaking of extreme haeeat, hollywood, florida, an investigation into eight patients who died in a sweltering nursing home. irma knocked out a transformer that powered the building's air conditioner. >> there is a new twist in the allegations surrounding bob brady, a former judge and a one-time challenger to brady has agreed to plead guilty to violating campaign laws. authorities say moore agreed to drop his democratic primary challenge of brady in return for $90,000 in payments from brady's campaign fund. he's accused of hiding that payment. he will plead guilty to a single count of making false statements in his campaign finance filings. congressman brady's attorney denies his client was aware that the payment to moore would be concealed. and now let's take you state by state for a look at some of the stories across our area. >> police are offering safety checks to businesses after an armed man robbed two restaurants. the man stormed into a pizza shop just as workers were closing in early september. the owner says he tried to negotiate with the man, but when the robber threatened to shoot the worker and held a gun at their heads he opened up the safe. the robber got away with cash. police believe the same man held up a perkins restaurant earlier this summer. there's a new weapon in the arsenal to combat child predators. meet charlie, a two-year-old labrador retriever who can sniff out electronics police could miss. charlie is the only dog of her kind in the state, and there are only 12 like her in the country. in delaware, governor will sign a bill adding anxiety to the list of conditions eligible for medical marijuana. the bill also gets rid of the requirement of a psychiatrist's signature in support of an application. in atlantic county the federal government agreed to clean up its mess. this all concerns bacteria filled water that collected in the area of a dune project on the beach. that ponding led to detours that blocked off the beach and even a pair of life guards getting sick from wading through this water. in this new agreement the government will build and pay for a new drainage system. well hoskins does it again. he his another home run last night. >> he went deep in the fifth inning of last night ice game. that makes it 17 homers in his first 33 games. not bad numbers there. he is the fastest player in mlb history to reach 17 home runs. >> actually i'm going to get his autograph on a ball today. i mean, it's really outstanding. it's a lot of fun to watch. >> i know this is not going to last forever. it's a game of failure, it's baseball. i just have been lucky enough that i'm able to kind of ride this natural wave. >> the phils would go on to win the game 8-1. >> and check that is a compliment. all right. about 20 minutes before 7:00 right now. if you were up earlier this morning you may have encountered some fog out there. of course we had rain last night. erika martin is here with more of what's in our future. doesn't look too bad right now. that live shot right behind, i chose this. i love this. this is absolutely gorgeous. notice we're seeing clouds right now, but an improvement as far as that fog goes locally even though we do have some fog that's clearing from south to north, a little fog, still a little stubborn there for parts of berks county. you're seeing a break, no worries, you're clearing soon enough. already looking a lot better there and montgomeryville also seeing an improvement there from south to north. so just hang tight for another hour or so and you're going to see an improvement as the sun comes out. we'll keep this going for you. we'll pause this later. by lunchtime we're not seeing issues with that fog and by about 9:00 a.m. we'll see much of an improvement there. we may see some fog develop later tonight. just a lot of moisture many the atmosphere because we do have that southwesterly and southerly flow and also that influence from irma sticking around and so temperatures right now for the lehigh valley, berks county seeing lots of 60s. low 60s for berkstown. walnut port currently at 66 degrees. let's head over to the pa suburbs. that's where we're seeing the dense fog right now. el roy 67 and new hope currently at 68 degrees. here is your neighborhood planner for the rest of the day. things are going to improve as far as the fog is concerned. however, we do have a couple of showers moving through. keep the umbrellas handy. just some scattered showers moving through. an influence from irma and that southwesterly flow. temperatures are going to be really nice, we're topping out into the 80s and the trend pretty much in the 80s. lots of sunshine for both saturday and sunday, keeping temperatures in the low 80s and it's going to be a lot less muggy. >> 20 minutes before 6:00. breaking news into the traffic center. >> it deals with i-95 through wilmington. jessica boyington has details on that and how you can get around it. >> so we do have a crash here on wilmington, all lanes blocked on the southbound side of 95. that is as you're moving through wilmington right now. you can see this is getting bigger and we're also seeing some northbound delay so some gaper delay there too. we don't have cameras on the scene but we can show you the delay with the map system here. speeds not moving along approaching the scene. now, to get by it's right before 495. just take 49 # 5 instead of 95. don't get on 95 right now at least while those lanes are closed. delays on the 42 freeway right around route 41. the northbound side showing that. southbound moving toward the shore, we don't ever really see any delays at this time. but heading toward philly, starting to see those slowdowns. flags across new jersey will fly at half staff today. >> the state will honor the late senator jim whelan who died last month. how his name could soon grace one of atlantic city's most famous places. mayor's task force says uts's exploring the idea of safe injection clinics. it plans on sending a delegation to one of its facilities. the only legal one in north america is located in canada. the d.a. candidates say the problem is so severe it's time to try something p different. >> i don't think saving lives is controversial. i think when you've gotten to the point where someone dies when you wake up and someone dies at the middle of the day and someone dies when you go to bed, we've gone too far. >> it is a public health issue and i think if there can be a safe injection site for those addicted it could clean up some issues that go with it. neighbors in kensington told us they support any plan that would get the needles out of the parks where their kids play. new jersey flags will be lowered to half staff as people pay their respects to the late senator jim whelan. he died last month. he began his career as an atlantic city life guard, become a public schoolteacher and was elected to council. he served three terms as mayor before being elected to the new jersey assembly. he was a temple university graduate where he was a nationally ranked swimmer. >> and lawmakers are working on a permanent way to preserve whelan's memory. he will work on legislation to rename boardwalk hall to senator jim whelan boardwalk hall. ben franklin parkway 100 years old. >> celebrating the most iconic tree lined street in style beginning tonight. we're live along the parkway with details about how you can take a pretty unique and well lit ride. >> you know how some people celebrate a birthday month? the parkway has got a whole year to celebrate. it's turning 100 years old and for the past century the parkway has exsected fairmont park all the way down to city hall. even beyonce has been here. the parkway is the beating hart of cultural philadelphia and it's turning 100 years old. now, the parkway, a little history here, was originally designed to gifz philly a slice of paris. construction began back in 1917, took about a year to finish and to celebrate the centennial the city has a full year of events planned including a big one tonight. you guys mentioned they're neighborhood. >> good morning. what a great start to the day. right now even though we did see some patchy fog earlier it mixed out very quickly in philadelphia. i'm loving the temperatures right now because we're going to climb into the low 80s and even though it's going to be muggy all day long it will be a mainly dry day so get on out there and enjoy as much as you can. for the most part a mainly dry day. lots of clouds right now. kurntz temperature and the winds are m cooing out of the south and southwest at 3 miles per hour. by lunchtime we're seeing southwesterlies at 99 miles per hour. upper 70s by notice the sunshine peek on through. we're already seeing breaks in the clouds. later this afternoon, 80 degrees and still a mix of sun and clouds. southwesterlies at 10 miles per we're going to stay in the 80s for the next couple of days and what about the jersey shore? 72 degrees right now. more sunshine for you. at 10:00 a.m., 75 degrees. southwesterly flow. a straight southerly flow right around lunchtime and more clouds develop later this afternoon into the later afternoon hours, early evening hours, but i still like this forecast overall because we're seeing nice temperatures, a nice warm day all around and at least it's not going to be too hot. new jersey your current temperature 66 degrees and by lunchtime we're seeing upper 70s, southwesterlies, 8 miles per hour and 2:00 p.m., 79 degrees so once you leave school this afternoon, kids, at least you'll be able to play outside for a little while and then 79 degrees at 4:00 p.m. with southwesterly winds at 8 miles per hour. and for the lehigh valley, we don't have an image in the background but here we're seeing more fog and i'll show you in our fog forecast. so at noon we're seeing 74 degrees with lots of sunshine and even though we do have this icon right here, i'm going to go with mainly showers especially for the lehigh valley scattered at best. not very organized but we'll be tracking that for you and for the pa suburbs currently at 66 degrees and keeping it in the 70s for much of the day even though we'll top out in the low 80s. fog forecast, we're rt staistar this at 6:00 a.m. that dense fog mainly north and west of philadelphia. but look at this. you're looking a lot better right now at 6:40 a.m. it's a little early for me still. 9:00 a.m. an improvement from south to north there. easton a break in the fog so we like that and as the day progresses, we start to see an improvement there so the great news is that the fog is going to improve as the day progresses. in the final weather we'll talk about what to expect for the weekend. it looks pretty nice. >> we want to get to some breaking news now that jessica boyington has been following in the traffic center. >> i was hoping to give you a good update right now but it's getting worse. weir watching a crash on the southbound side just approaching route -- i-495 on that southbound side and all lanes are blocked. just a second ago it was about this wide for some of that delay. now it's stretching all the way back because they're not letting traffic get through the area. this kind of delay is the worst, because when you have a closure on part of a big part of a highway through a big part of town as well, all of that traffic spills out on to the back roads and everywhere starts to get delay behind that. even delay on the northbound side. to get through this scene, my best bet for you is to get on 495 and bypass the whole thing. you'll see residual delay behind it but still that's the best bet for now. the trolley service for signal issues, route 101 trolley is running with 20 minute delays and this is approaching center city philadelphia. a 24 minute drive time. we're starting to be stop and go right is starting to improve as the day progresses so i'm going to add some sunshine in the forecast. looks like we could get a chance of scattered showers, not very organized later this afternoon. i am going to keep the threat of an isolated thunderstorm on friday but for this upcoming weekend, i like it. low 80s with a mix of sun and clouds. plenty of sunshine for saturday and sunday and it looks like we will start off the following work week nice and dry with a mix of sun and clouds. upper 70s, possibly some low 80s. this is a nice stretch even though we do have just kind of a muggy start to
