trying to federal government out who killed a man inside his home overnight.!yac katy zachry is live. >> reporter: crime scene detectives have been out here about two hours and enter what i can see it looks like they might be wrapping up their investigation inside this third floor apartment. investigators say the victim was found by a couple of his friends who had stopped by his apartment right near 15th and poplar in the early morning thundershowers where they found the 24-year-old man lying inside his third floor apartment bleeding from the head. when homicide detectives arrived they found a single gunshot wound to the victim and they say there was no sign of forced entry into the apartment. >> what is interesting is we did find what appears to be some residue on a countertop and the floor and the residue appears to be that of a green weed-like substance commonly found in marijuana. also there is a very strong odor of marijuana coming from the apartment. >> reporter: vorinvestigators t me they found a single shell casing inches from the victim's body. i checked in with one of the main investigators not long ago, they tell me after a thorough search of the apartment they have not found a weapon yet. they are questioning those two friends who found the victim and they are also knocking on doors in the area to see if anyone heard anything or knows anything. if you have any information, call philadelphia police. reporting live in north philadelphia, katy zachry, nbc10 news. on to this sad story. a memorial continues to grow outside a tv station in roanoke, virginia. >> two journalists from the station were shot and killed during a live interview in the morning. reporter alison parker and cameraman adam ward were ambushed by former colleague vestor lee flanagan who was fired from the station in 2013 and went by the name of bryce williams when he worked there. in his 23-page suicide note, flanagan allegedly describes himself as a human powder keg waiting to go boom. he took his own life a short time after the shooting. last night, president obama called the shootings heart breaking and said that the number of people who guy from gun violence in america dwarfs any deaths that happen through terrorism. in the meantime, the atf says the gun flanagan used was bought legally and nod st said when or where it was purchased. a local funeral director is telling her sizde of the story. three body were found a garage on tuesday and under the care of the powell funeral home. the owner janet powell told us the bodies were stored there six hours and two awaiting cremation and a third buried yesterday morning. nbc10 was there as the family of one of the deceived demanded answers. >> no, no, you're -- >> not not lying. >> mother! ask my mother if she know! >> powell told us that the bodies were stored in the business-owned garage because it was easier to pick them all up from a single location. meanwhile, powell's funeral home is closed for renovations and investigators want to know more and they are looking into the finances including 17,000 of back taxes owed to the city. still no arrests this morning in a shooting that injured a 10-year-old girl in west philadelphia. investigators say the girl was playing at the playground at 38th and poplar when she was caught in the cross-fire. the bullet grazed her arm and is in stable condition and the two men who were targeted in the shooting are also in stable condition. justin wilson died monday from a head injury he suffered during sunday's race at pocono raceway. the drivers will head across the golden gate bridge in memorial for him and then head so sonoma where their race is this weekend. the city is hoping establishments from bars and restaurants to stores will be there for the mass audience when the pope visits next month. matt delucia is live with the details. >> reporter: simply put, the city calls this campaign, "i'll be there." the city is hoping that restaurants and businesses will be there during the papal visit next month. but, really, the question is at what cost? ♪ >> reporter: for the choir at st. charles seminary, preparation is everything when pope francis and millions of dollars coming into the city, you might think that would be music to the ears of bar and restaurant owners, but -- >> it's kind of disheartening. you want to put your best fat forward but we will do the best we can with what we have. >> reporter: jim kirk is wondering how much trash will pile up and how many workers will show up with his restaurant stuck in the city's traffic box. >> we are going to do our best to stay open as long as possible, stockpile enough supplies to get us through the whole weekend. >> reporter: many spots are staying open, but shortening menus and hours. the city says so far, 250 businesses have called the special hotline set up to answer questions. yesterday, came updated plans to allow more services to operate and softening fears like how much the visitors have to walk. >> i think a sense they have to be open and make a plan and work out some details. >> reporter: reading terminal market is staying open and so is bishop's collar. >> we kind of plan on it being similar to a fourth of july sort of busyness, but, obviously, four or five times busier than that. >> reporter: the city is hoping more businesses will stay open and promotion kits they are getting ready. one month from today, pope francis will be there on the ben franklin parkway with more than a million people expected to hear his message. right now, very different scene than what we are expecting one month from today but, again, a lot more preparation still under way. live in center city this morning, i'm matt delucia, nbc10 news. in the meantime, we have learned montgomery county will activate its emergency operation center during the weekend of the pope's visit. the pope is staying in lower merion. the county sought request for help with the emergency management agency and wants 600 national guard personnel for traffic and crowd control. the county is increasing staffing at 911 center and activating its backup center. we are university are almost done with their first week of classes. the school wants to assure everyone that it's safe even though more legionnaire's bacteria hard found on traffic. the school sent us an update yes and found bacteria in one of the apartments on the villages on the on-campus school housing. on monday they found the bacteria in hot water system in ten buildings on campus. the hot water system was shut down and super chlorinated to try to kill bacteria. the school is retesting those areas in two weeks to make sure all of the bacteria is gone. they say the health department has assured them there is no reason to cancel activities. officials in china made arrests in connection with last week's deadly warehouse explosion. we will tell you who is behind bars this morning, including some government officials and how they are accused in the deadly blasts. back on the bridge. drivers in montgomery county are celebrating this morning. they could see some relief soon after moving through the work zone here on 295. right around the black horse pike. you can see slow going because we do have lane restrictions. if you're headed southbound or northbound you can see the bright lights up ahead and slow going if you're headed southbound and 13 minute drive time and not dealing with a ton in terms of traffic so far. southbound from route 38 up to this point of the black horse pike 13 minute drive and doing okay. p.a. turnpike everything is moving along. 22 minutes at the most. mass transit no delays or problems so far for the morning. next ten minutes we check in involvement in last week's massive warehouse explosions that killed 139 people. and 11 officials have also than arrested accused of abandoning their duty and their authority. the municipal transportation director and the vice head of bureau of work and safety are among those charged. kurdish forces backed by u.s. forces. dozens of isis fighters were killed. the people in this region have become an important ally for the u.s. and its aerial campaign against isis. together they have pushed those militants into northern iraq. there are new charges this morning for the man accused of killing a louisiana state trooper. louisiana state trooper steven vincent died on monday. police say kevin daigle shot him after a routine traffic stop on sunday night and now place are saying daigle is tied to another killing and he used the same gun in both. daigle is held on $1.5 million bail. walmart is no longer selling military-tile weapons in their store because they say not enough people are buying it and it's not because of attention to shootings like yesterday's killing of the two journalists in virginia. the store says it will focus now on selling other sports and hunting firearms. a decision is expected within weeks surrounding whether the world's largest internet po poker site will get a license in new jersey. they tried to make a deal with resorts casino two years ago but it was suspended after they had legal problems. a busy day on the campaign trail as candidates are making a push this week to get the votes that they need to be the nominee. hillary clinton is campaigning in iowa after cutting her vacation short. yesterday, she picked up some big endorsements from the former governor of iowa and the current secretary of agriculture there. senator marco rubio is in new hampshire and he says he doesn't think donald trump will be the republican nominee. jeb bush is campaigning today. the first primaries for both parties in iowa and new hampshire are in february. president obama will be in new orleans today, ahead of the tenth anniversary of hurricane katrina. saturday marks ten years since hurricane katrina made landfall and nearly destroyed new orleans and other cities along the gulf coast. since then the focus has been on rebuilding. estimates put the damage from katrina at more than $1 billion, more than 1,800 people died as a result of the hurricane. parts of delaware county hit hard by a summer storm. announced yesterday residents are eligible for state assistance for those who had damage. damage estimates for the area is $2.5 million. 10 minutes before 6:00. we are about half an hour away from sunrise this morning and look at this. we are going to see a lot of sunshine. skies are clear. look at that blue sky over the city. a live view from here at the nbc10 studios. like yesterday, just a gentle breeze blowing but dry air is moving into the area. moving out the door, 57 in doylestown and 64 at cape may and philadelphia at philadelphia international is 66 degrees. you can see a few scattered clouds in the pocono mountains. they are thing out and warmer there at 58 and 8 degrees warmer than yesterday at this time. the rest of the area? most the rest of area is running cooler and eight degrees cooler in millville and off by four in philadelphia. clouds off to the north and west and stay out of the picture for us today. but there is an area of clouds we are watching closely. that would be erika that is strengthening as a tropical storm with winds of 50 miles an hour. moving to the west at 16 miles an hour. expected to take a turn towards the virgin islands and puerto rico and that will happen during the day today. computer models take it past puerto rico and then towards the turks and caicos. we will keep a close eye on tropical storm erika. for us, get sunglasses. low humidity and highs in the 80s and bright sunshine and similar to what we saw yesterday. let's make it three in a row. tomorrow, low humidity and 61 degrees. humidity stays low on saturday. temperature that goes up to near 90 degrees. then into the 90s for sunday, monday, and a chance of some scattered showers and thunderstorms around cottman avenue doing great. drive time, 13 minute trip there. southbound lanes looking great. northbound you're doing just fine as well. sun starting to come up and we will have sun glare the next 30 minutes or so. out the door in new jersey, all of the majors there are clear. starting to see a little bit of that normal traffic and jam. heading northbound on the 42 freeway but, otherwise, through the work zone 295 and new jersey turnpike clear. mass transit no problem or delays this morning. coming up at 6:00, we are going to check in with the schuylkill expressway. you may call this here job security. a new report says u.s. roads are more clogged than ever now that the recession is behind us. it says that drivers are stuck in traffic about 5% more than they were in 2007 at the peak of the pre-recession. a live look at the schuylkill expressway that is one of the frustration areas in this area. according to the study, cities with fast growing economies and the most job growth are the most plagued by traffic so maybe in a way it's a positive thing. philadelphia ranked 22nd on the list with drivers spending an average of 48 extra hours in their cars due to delays. and that adds up to more than 1,100 dollars in lost time and fuel costs. other cities have it worse than we do including our neighbors in washington, d.c. tops on the list there spending an average of 82 extra hours sitting behind a wheel. the los angeles/long beach/anaheim area is number two and san francisco 3 and new york is fourth and san jose rounding out the top five. we try not to complain too
