are looking on this thursday morning and brittany is here with a local look at your traffic. >> the schuylkill and route one you can make out a few cars out there this morning. our drive times looking good as well. no delay is expected for this morning. 676 to girard avenue only take you two minutes with the average speed around 55 miles an hour. 259 to 495 the average speed 59 miles per hour. that drive is going to take you 11 minutes. i'll be monitoreding twitter and searching for any accidents you need to know about in my next report. we have this breaking news from overseas. just got this new video in from iraq. a truck bomb ripped through a crowded market in baghdad. a largely shiite neighborhood, calling at least 54 people and injuring dozens more. officials say that market is especially kroued on thursdays because people come from other provinces there to stock up on food for the weekend. no one has immediately claimed responsibility for the bombing. we'll keep you posted. preparing for the pope. today, we expect to learn more about the plan for the ben franklin bridge during the papal visit. a lot of people are curious about that. here is live look at the ben this morning. today, new jersey transportation officials will lay out plans for the bridge including a demonstration of the walking route from camden to philadelphia. again, we know the bridge will be closed to vehicular traffic during the weekend of the pope's visit. one subject that officials will not address today is the complete security plan for the bridge. now, coming up at 4:30, nbc10's monique braxton will explain what will not happen on the bridge during the papal visit that could mean more delays after the visit. we put all of the travel information you'll need to know for the pope's visit on nbcphiladelphia.com and our nbc10 app. just look for the special section called "preparing for the pope. >> a spray of gunfire from two weapons left two men injured in west philadelphia. police say someone hit two men in the feet last night. we don't know their condition and police have not found the shooters. someone hit the man in the head in a ice counter last night. sky 4 was over the scene. police say the 19-year-old man was standing at the counter with some friends, when someone came up from behind him and shot him. he is in critical condition. we talked to an employee that was there at the business. >> i was in the back taking care of some of our customers' orders. i heard two gunshots. one of them i heard, the second one i actually saw but i didn't see any faces or anything like that. i just seen a lot of people scattering around. >> there were leach there at the time of the shooting. investigators still haven't found the gunman. they believe the shooting could be retaliation for a fight earlier in the day. police still have some questions about an 8-year-old boy's gunshot wound. the boy says he accidentally shot himself after finding a gun at a park in philadelphia yesterday. the boy said he found that handgun inside a plastic bag at a park in german town and after he picked it up, it went off, hitting him in the leg. he walked home and his parents drove him to the hospital. he is expected to be okay. but investigators can't find the gun. it's not at the park where the boy says he left it and parents at the playground, which was very crowded at the time, told police they had never heard a gunshot or saw the boy. >> that would be very unusual, since so many kids come through this park on a day-to-day basis. somebody would of said something. >> now police actually searched the boy's home last night but did not find the gun. they say it's not unusual for criminals to stash guns at public places like parks and playgrounds. look at this video. two truckdrivers escaped this inferno last night with only minor injuries. amazing there. that explosion. we brought you this last night after two tractor-trailers collided on the new jersey turnpike near east brunswick. traffic was backed up and now the road is back to normal in time for the morning commute. today, i intend to begin to reveal the whole story. >> pennsylvania's top prosecutor blames a political conspiracy for the charges against her. that was attorney general kathleen kane yesterday giving a prepared statement at a news conference and did not take questions from reporters and she says she is innocent. tred tracy davidson is live for us. kane says these are charges by a conspiracy of official caught. in an e-mail scandal? >> she says she is a victim of prosecutors and judges trying to hide their own wrongdoing and what this is about. she made her defense at yesterday's news conference and accused of seeking grand jury information but insists she did nothing illegal. the attorney says while reviewing the jerry sandusky case, she uncovered e-mails from judges and prosecutors that include pornography, racial insensitivity and religious bigotry and claims her rivals manufactured the charges against her to get her out of office and make sure the e-mails are not released. >> at each step on this trail of concealment, they have been assisted wittingly or unwittingly, by judges and prosecutors. >> kane has called on a judge to order the release of all of those e-mails. kane says she will not resign her position even though a growing number of officials have called for her to step down including the governor tom wolf. happening today, a man accused in a deadly love triangle shooting faces arraignment in court. police charge zachary ludwig can first-degree murder in this case and happened last month in chester county. police say ludwig shot and killed nicholas maruza who was in a relationship with ludwig's ex. a former principal at a chest you're county private school faces a preliminary hearing after police charged him with assaulting one of his students. george simmons is accused of the crime. they say it happened when he was head of the concept school in burnberry township. they say he told the alleged eighth grade victim to "not fight the love during the incidents." >> governor tom wolf and lawmakers from both sides of the aisle are expected to resume their budget talks. the governor met with leaders in harrisburg yesterday during a closed door session and it focused on education funding and pension reform. wolf and those lawmakers referred to the talks as productive. the budget stalemate is now more than one month old. former president jimmy carter says he has cancer and it has spread to different parts of his body. the doctors found the cancer during liver surgery. in a statement, carter says he will release more information when he learns more, possibly next week. jimmy carter is 90 years old. 9 minutes after our. skies are clear. beautiful weather this morning. a little bit cooler this morning, in part, because the hut humidity is so low. we will warm into the 80s like yesterday, but the humidity has gone lower and going to make for a gorgeous day today with brilliant sunshine. no sign of any big heat until we get to the weekend. that's when temperatures will top the 90-degree mark. in allentown compared to yesterday morning. look at millville and wildwood. 9 degrees cooler this morning and making for a perfect start to the day. radar, we can probably just shut it off the next minutes. >> bill, we will stand by for that. thank you. ten minutes after 4:00 now. a story of survival here. a teenager crashed his wave runner and stranding him off the jersey shore and how he survived the night after ditching his life jacket. this morning the death toll is mounting from explosions at a warehouse in china in the city where this happened has a philadelphia connection. breaking from overnight. the death toll went up in an explosion in philadelphia sister city in china. look at this video here. several explosions have killed at least 44 people and officials say that toll will rise. hundreds more were injured. the explosions caught everyone off guard. knocking doors off buildings and shattering windows miles away. a live picture now at that blast scene there in the city of team jen, china. we don't know what caused the explosions. this is in a warehouse district. a lot of industry here in this city. this is philadelphia's sister city in china. you can see just the smoldering rubble there. we will tell to bring you the developments throughout the morning on this. officers arrested tyler carter yesterday afternoon charged him with first-degree murder. investigators say that carter opened fire after getting into an argument with a woman's boyfriend on seventh street in wilmington on monday. la trice tied died in the shooting and her 4-year-old daughter were injured. they say it happened between an argument. members of the delaware county criminal investigation division rated the fire company in colvin. an investigation has revealed questionable spending at that volunteer fire station months ago. we are told that agents in this raid took computers and boxes of financial records from the building. the leadership says there is no wrongdoing. >> i walked in. i says do anybody have a warrant for this? and the female agent showed me the warrant which said they were there to -- in reference to monies, bank statements, checks that were written. >> the council meets tonight and nbc10 will be there to ask members of council about the status of the speier company. a teen is finally back on dry ground now after spending the night clinging to a buoy off the jersey shore. he disappeared tuesday afternoon. he wasn't rescued until nine hours later. 19-year-old dylan gowan's wave runner hit a rock and sank between graves sunday bay and sandy hook and trapped in the water and ditched his life jacket so he could swim and latched on to a buoy. after nine hours he decided to make an attempt at swimming eight miles to land. luckily, that is when the coast guard spotted him. >> he started yelling and screaming at the top of my lungs. i smiled. i was happy. i started, you know, waving my arms and making as much splashing as possible which they started to head right for me. >> dylan says his first words to the rescuers were, "i love you guys!" he is doing just fine this morning and he says he won't be leaving his mother's side for a few days now. she was very worried. from our delaware bureau, neighbors saying no to a new charter school opening in wilmington. the free ari school will hold 228 ninth graders and eventually go up through the 12th grade but the narrow streets they say is not cut out for an influx of cars. >> there is no space. the reality is there is just is not enough space. >> obviously, traffic is an issue. you can see how short and narrow that turn is. >> now school administrators are telling us that students will not be allowed to drive to this school. buses and parents will also not be able to pull down this street to drop off or pick up students even in bad weather. 4:17. time for a look at decision 2016. voters believe chris christie should resign but not if lawmakers enforce the issue. they want christie to step down but the polsters spoke to a different group of people who told them that democratic legislators want to pass a law forcing christie and all future governors to resign when making a bid for governor. more than half of thot polls said christie should be allowed to remain as governor. sugar house casino will celebrate the final portion of its expansion project. the casino in fish town will hold a topping or ceremony this morning. the expansion will double the size of the casino and that means added space for table games, a pork room and a new parking garage. sugar house expects to finish that project by the end of this year. two music stars led a march to north philadelphia as part of a black lives matter movement. this singer is known for "electric lady." her there in front of the microphone. the man on the right is best known for his song "classic man." ♪ >> more than 150 protesters chanted in this march against police brutality. cooler with clear skies and still cooling down this morning. some areas seeing 50s right now and almost fall-like in the air. doylestown 62 and millville 61. 64 in wilmington. and in bucks county, languahornt 61. really pleasant start this morning. with sunshine, the numbers will warm into the 80s. but the humidity will be so low. few thin clouds over philadelphia right now. they will be out of here. then it's a brilliant sunshine today and, like yesterday, less humid air continues to flow into the region. humidity will be lowest today and then as we go into the weekend, you'll notice it comes back into the area. for today, very low humidity and plenty of sunshine. a beautiful summer day. low to mid-80s this afternoon. those numbers change this weekend. sunny and 92 on saturday. hot major accidents to start off the morning. so i'll go over some of your drive times for our new jersey roads. 42 northbound, route 55 walt whitman bridge five minutes and highest speed in the high 50s. southbound route 38 to route 168 only take you about 13 minutes this morning. everything is moving along nicely. we take you over to 295 northbound down memorial bridge to route 42 that is going to take you about 23 minutes. and to 295 northbound route 168 to route 38 taking you 11 minutes this morning. i'll continue monitoring to look for any construction projects or accidents that may slow you down this morning. chris? >> sounds good, brittany. getting a handle on wildfires. winds continue to fan the flames of this north california fire. we will tell you how many people have been forced to leave their homes and how much the fire is contained. we are borrowing more to buy cars now. what is driving american's push to take out a record amount of auto loans. we will look at that. this morning, evacuation orders in place in northern california as the state's latest wildfire continues to grow there. the jerusalem fire, crews are battling it from air and ground as they usually do. yesterday, officials say erratic winds made the fire more difficult to fight. how about this? americans are borrowing more money to buy cars than ever before. rising prices on new vehicles and low interest rates have combined to help americans take out nearly a trillion dollars in auto loans. that is according to experian autoive. the company says americans borrowed a record amount in auto loans from april through june and bringing this year's total to $932 billion. the entire philadelphia region is preparing, obviously, for the pope's visit next month. in montgomery county yesterday, the preparations involved training with explosives. nbc10 was at arcadia university in glenside as officers practiced diffusing bombs as part of their training. the bomb squad played out a scenario in which a specific package is placed in a boobytrapped home. they say it should prevent mistakes should a real emergency occur. >> we just want our guys to be prepared. it's all about saving lives. their lives as well as the public's lives. >> the sheriff says they are expecting an increase in suspicious packages during the pope's visit next month. ahead at 4:30, we will see what we are expected to learn today about plans for the ben franklin bridge during the papal visit. happening today, local construction companies will begin a challenge to build five homes in north philadelphia. their goal is to completely frame the houses by saturday. that's a short amount of time. the homes will be part of habitat for humidity's hope village on turner street. because the volunteers are voluming their time, habitat for humidity will be able to keep the homes affordable when they sell them to low income families. a great program. another great program we are proud to bring you. this weekend
