only warning is about these rocks. the borough is now considering changes especially after the family of marqueese richardson spent days looking for his body which surfaced while his family was swimmer, i can do it. >> reporter: at least they will have a fair warning. drew smith, nbc 10 news. this summer's scorching temperatures have killed a 64-year-old man and an 88-year-old woman in philadelphia. that's why neighborhood block captains are reminding residents now is the time to check on the elderly. nbc 10 spent the afternoon with alice wright of west philadelphia. she's the founder of the united block captains association in the city. she makes sure her older neighbors are staying cool with fans and air conditioners. she also recommends local senior centers as a way to beat the heat. that's important advice to keep in mind as our heat wave continues. >> nbc 10 first alert meteorologist sheena parveen is here with more. >> that's right. the heat wave is continuing today. we already hit 91 degrees. we have been in this heat wave since last tuesday. aside from the heat today we also have a chance of storms mostly south jersey and delaware. radar at the moment nice and clear but there are storms in maryland starting to fire up. temperatures are still hot, 90 degrees millville, dover and wilmington. 91 philadelphia. 92 northeast philly. mid 80s through parts of the lehigh valley. even 90 degrees coming in at wildwood at the moment. 92 at the ac airport. we will be staying hot as we go into tomorrow as well but take a look at what's happened with the heat wave. last tuesday we started at 93 degrees. we stayed in the low 90s through the weekend also around 90 degrees. monday yesterday, we were at 93. today, 91. tomorrow very close to 90 degrees. as you can see, we have not seen much of a break from the heat. tomorrow we get a little more relief in the form of lower humidity but the hot temperatures are still going to be here and we will be tracking the chance for a couple thunderstorms as we go through tonight. for most of the area i think we will stay still clear as we go through 6:00 p.m. pretty much dry, 90 degrees and hot. by 8:00 p.m. mid 80s, still hot. by 10:00 tonight, low 80s, still warm. mostly those areas in south jersey and delaware can expect the chance of a thunderstorm. then we could see more through the overnight hours. coming up i show you which areas can expect that. we will look at the timing and who has the highest risk as well as the hot temperatures for the rest of the week, straight ahead. a fiery crash on the new jersey turnpike tied up traffic for miles today. state police tell us a dump truck smashed into an overpass this morning in linden union county. the truck overturned then burst into flames. no one was hurt. police closed lanes in both directions and told drivers to turn around. one driver posted this video writing you know traffic is bad when the cops are encouraging people to do a u turn on the highway. some were stuck in traffic for so long, they just made the best of it. take a look. this video posted to instagram. these guys decided to toss the football around while waiting for crews to clear the accident. they are still waiting because only one northbound lane is open so far. speaking of football thousands of eagles fans finally got a first look at their new team. the eagles held a public training camp session at the linc today. outside the stadium, there's a big party. cheerleaders, music, swoop, face painting and a lot of new team gear to buy. fans have big expectations for the team that chip kelly crafted. especially quarterback sam bradford. >> we need to give him a chance because i know he's been hurt a couple years now. i would just give him a chance see what he can do. >> today was also alumni day. nbc 10's tim furlong spent time with some of the team's legends. he's live with that story at 5:30. while fans love to celebrate the eagles legends, many want to know who is going to be this year's team. >> will tim tebow be on that list. john clark from comcast sports net joins us from the eagles practice facility. i know the linc was packed with fans. what kind of reaction did he tebow get today? >> reporter: you know, just how popular is tim tebow? he has the second best selling eagles jersey right now behind demarco murray. that says a lot. tebow is battling to be the third string quarterback on the eagles. a lot of birds fans came here today with their tebow jerseys looking for an autograph and afterwards, they were chanting his name. it is tebow mania at the linc. tim tebow stayed after practice for awhile signing autographs and he is overwhelmed by the support he's getting in philly. >> it's very exciting about being in philadelphia. they have really passionate fans. for anybody that's watched me play and knows me they know i'm very passionate about what i do and i love it. i'm blessed to be here. >> reporter: tebow is back in pads for the first time in a long time. >> a little bit different because this is the first time i have thrown in pads in a couple years. a little different. at first i'm like oh, man. >> reporter: he joins teammates for the prayer after practice. many thought it was on a wing and a prayer for him to make the team. but chip kelly says tebow has improved. >> there's a couple stretches in there where it seems like he's got more zip on the ball than he did. >> reporter: you feel the most comfortable now throwing the football? >> yes. i feel like i'm getting better every day. understanding the offense more where you can play a little faster. >> reporter: tim tebow is grateful for this second chance. >> you can take it for granted and there have probably been times in my life where i have taken it for granted but you realize how blessed you are when you come out here able to play a game that you love. that's pretty special. >> reporter: tim tebow will have to beat out matt barkley for the third string quarterback job. what are the chances he will make this team? linebacker brandon graham says he will shock a lot of people. he will make this team and he will play a lot. we will see. police have identified a mechanic murdered at an auto repair shop. he was earnest pearson. investigators are looking for the gunman who killed him. he walked into the shop on gerard avenue around 5:30 last night and fired a shotgun twice at pearson. officers found a trail of oily footsteps leading from the shop to an apartment several blocks away but no one was inside. two years in prison for a delaware county teacher who sexually abused nine children. paul hochschwender was sentenced today. he pleaded no contest in january and has already served seven months of his sentence. he received ten years probation and will register as a sex offender for life. until last month she was the top aide to pennsylvania governor wolf. now she is making a run for the u.s. senate. she confirmed it today in this online video. she is seeking the democratic nomination next year. she ran for governor last year. wolf hired her at his chief of staff. she resigned in july. she hopes to challenge the republican incumbent pat toomey. she faces opposition from former u.s. representative joe sestak who narrowly lost to pat toomey in the 2010 election. from the nbc 10 delaware bureau, a proposed sports complex gets the go ahead. middletown new castle county town council has given final approval to the indoor/outdoor facility. the 170 acre complex includes 20 soccer lacrosse and hockey fields and 16 baseball diamonds. developers hope to break ground later this month. we are following developments, the search is now on for two men who fired at soldiers in a military facility. we will have police say they are searching for two men who fired shots at officers and soldiers from a pickup truck. this is happening at camp shelby joint forces training center in hattiesburg hattiesburg. authorities are telling us no one has been hurt. police say the two men drove off after the shooting. more than 4500 soldiers are taking part in training exercises at camp shelby through mid-august. now the latest in decision 2016. the first republican debate will happen this thursday night. >> today based on the latest polls we will find out which candidates will take part in the event. nbc 10 national correspondent steve handelsman has the latest. >> reporter: chris christie hoped to make the cut to face jeb bush and the gop front-runners on fox. based on the polls in by midday this looked like the ten in the fox debate thursday night. christie kasich and perry were near the cutoff. fueling speculation fox might expand to 11 debaters. no question who is number one. donald trump leads in every poll with 19% in the new nbc survey. trump credited his business success. in a call to msnbc. >> people see that and i would put all of that energy and whatever that brainpower is whatever that type of -- into making our country the best. >> reporter: trump stayed away last night when 14 republicans showed up for a forum in new hampshire. some critics afterwards slamming jeb for again seeming not to answer how as bush 45 he would be a different president from bush 41 or bush 43 who launched the iraq war. >> i have a different view than my brother. my dad is probably the most perfect man alive so it's very hard for me to be critical of him. >> reporter: 40 percent of voters disapprove of jeb. 56% disapprove of trump in the new nbc poll. 48% disapprove of hillary clinton. her worst number ever. fueling speculation that vice president joe biden might run. steve handelsman nbc 10 news. the woman whose experience in prison spawned "orange is the new black" testified before the u.s. senate today. lawmakers are holding a hearing on the many challenges facing the federal prison system. piper and another former federal inmate talked about their experiences in prison and told lawmakers how tough it was to re-enter society after they got out. she spent 15 months in federal prison after she was indicted and convicted of transporting drug money. the panel is pushing for better medical care better mental health care and more training programs. >> i saw women in bureau of prisons prisons denied necessary medical care and women with mental health issues wait for months to see the one psychiatrist who was available for 1400 women. >> she has become a fierce advocate for prison reform. she has testified on capitol hill in the past, urging lawmakers to consider reforms that target women in prison. with less than two months to go before the pope's arrival, philadelphia is hosting another global gathering of catholics. the knights of columbus is holding its international convention in center city this week. it is the catholic men's organization which promotes charitable works. archbishop charles chaput held mass this morning. one of the goals is to draw attention to the plight of christians in the muslim world. >> they have virtually nothing. they need housing, medical care, clothing, food. >> so far the knights of columbus has raised more than $3 million in aid for catholic refugees around the world. the convention wraps up on thursday. when pope francis was a boy he lived in a working class neighborhood and went to an all boys school. this very school where friends describe jorge as a smart, happy student. nbc 10's jim rosenfield visited one of the pope's oldest friends in argentina. tonight at 7:00 only on nbc 10 ernesto provides people. comcast created internet essentials to get more low income people online. this latest upgrade doubles its current speed to up to ten megabytes per second. that lets users watch online video and until now, the program was limited to families of children who qualified for the government's discounted school lunch program. comcast will test the program for low income seniors, too. comcast is the parent company of nbc 10. now your nbc 10 first alert weather with meteorologist sheena parveen. >> another hot day today where we are still technically in a heat wave. we do have the chance of some evening thunderstorms through part of the area. this is mostly going to be south jersey and delaware but yeah either way, the heat wave will continue. no storms on radar. we will be watching as we go through tonight. tomorrow we do get relief coming in the form of lower humidity a less humid day making it feel more comfortable outside. currently still feels like the actual temperature. humidity is not too high but tomorrow we expect it to be a little lower than today. 91 degrees in philadelphia. beautiful view of the linc. mostly sunny skies. again, since we hit 91 we are still in the heat wave. mid 80s through lehigh valley. 84 in allentown. 87 glassboro. 92 at the atlantic city airport. 90 degrees in dover. also wilmington right now. it's pretty hot outside. it will stay hot as we go into tomorrow. again, we will get the humidity relief, too. locally we are dry on radar but down to our south and west right in maryland this is where we have some storms that have very quickly flared up. watch over the past hour what's happened to these storms. they popped up very quickly. a lot of lightning here. through the rest of the evening, we will watch for any of these storms to develop and possibly move in. now the highest chance for our severe storm risk through the area will be extreme south jersey to the shore and also delaware mostly kent and sussex counties. we will be keeping an eye on that through the next several hours. here's future weather. pretty much shows us being dry right now and over the next hour or so it will pick up on some storms trying to move through south jersey and delaware. and even as we get closer to 10:00 tonight, we could still see some more trying to flare up and even by midnight tonight, possibly a few more, too. tomorrow, we do expect a sunny, nice, dry day but temperatures again will still be hot as we go through the afternoon. still near 90 degrees. then we go into thursday. another dry day but you notice the clouds starting to increase thursday. that's going to be ahead of some rain as we go into friday. take a look at the big picture here. thursday, going into friday and friday morning, lot of moisture starting to move in from the west and southwest. for friday it does look like we will be dealing with rain and it will all depend on the track of this system but so far, rain with temperatures possibly only staying in the 70s. tonight, chance of a thunderstorm mostly new jersey and delaware. lower humidity overnight tonight. 70 for the low in philadelphia, 59 degrees areas north and west. then tomorrow warm and windy day but the humidity will be lower. temperatures right around 90 degrees. it will stay sunny as we go through the afternoon tomorrow. thursday, still a pretty nice day. 83 degrees for we start to dry out. temperatures in the mid 80s. it was a different story last night. the thunder from those overnight storms may have woken you. our sky cam network captured this lightning but we escaped major damage seen in other areas. take a look. thousands in new york are still without power. thanks to those storms. you see trees down on cars hail lightning, strong winds knocked down trees and branches across parts of long island. the storm even knocked down train service. today crews are still trying to get the power back on for thousands of customers. a small device could make a big be implanted during a nonsurgical procedure and the device doesn't require batteries. a history making hire for a major philanthropic organization. it's hired its first latino president. this is pedro ramos' first week on the job. he's the former chief of the school reform commission. the philadelphia foundation provides about $20 million a year in scholarships and grants. ramos says he looks into law. >> nbc 10's deanna durante explains the impact it could have on families and why some have a lot of questions. >> we live in the school district but most of the schools in the school district are up north. >> reporter: yolanda gave up on the battle with the school district, driving her children an hour to school was not an option. >> i decided not to fight the district anymore. >> reporter: her dartughter goes to private school. she's not sure now that a bill has been signed into law allowing redistricting in wilmington if that will bring her back to public schools but she's curious about the plan. >> that's the $64,000 question. >> reporter: for districts like colonial, all of its wilmington based students would be removed but what about the funding it gets? >> we would have to figure that out. that's all part of the equation as well. we would lose some districts. christina would lose a few thousand students. how does that transition, those teachers transition into red clay, what does that mean for the school districts that are losing students. >> reporter: another bill signed by the governor creates an education commission that will work to figure out the funding formula that not just pairs the most poenmoney with the biggest schools but one that gives the most money to the areas with the least income. that's why the process is expected to take several years, three to five according to the colonial school district. they say parents from all the districts as well as the superintendents will sit on the newly created education commission to redraw the delaware where we mainly expect them to pop up through the rest of the evening. otherwise it's just hot out right now and we are dry, not seeing any storms at the moment. we are at 91 in philadelphia. yes, we are still in the heat wave. 90 wilmington. 92 in northeast philly. lehigh valley coming in in the mid 80s. 84 degrees. humidity isn't too bad outside right now. but it is going to be a little lower as we go into tomorrow. if you thought today was humid, you will get more relief tomorrow. low 90s through south jersey even delaware. 90 degrees in millville and dover. 91 degrees in woodbine. here's the radar. we are dry at the moment. we are dry and also hot. we do have storms flaring up through maryland. this one will be making its way, i think it will stay south of sussex county but there's a chance we could see even more storms flare up through the evening. best chance will be south jersey and delaware. of course we will keep our eye on that for you. most of the area i think will be staying dry with the exception of new jersey and delaware. but by 6:00 p.m. temperatures still hot, around 90 degrees. still sunny outside. by 10:00 tonight, temperatures will be in the low 80s. relief comes not just tomorrow with the humidity but then towards the end of the week we have even lower temperatures in the forecast. coming up i will show you how cool it may get and also more rain before the week's over, straight ahead. right now at 5:00 new jersey state police are searching for the person who opened fire outside a hip-hop concert yesterday leaving two people wounded. this is video taken just after it happened in the parking lot outside pnc bank arts center in holmdel. state troopers are using k-9s and helicopters to search a wooded area near the theater. the two victims are in critical condition. guilty is the verdict for a craigslist killer from montgomery county. thomas coffee was convicted of first degree murder for the june 2013 shooting death. he was immediately sentenced to life in prison. prosecutors say coffee shot and killed daniel cook who was looking to purchase an atv from coffee off craigslist. coffee then robbed cook after the murder. coffee also sentenced for two other craigslist robberies that same month and the robbery of a teenager. pennsylvania is remembering former u.s. senator and vice presidential candidate richard schweicker. flags are flying at half staff tonight in his honor. he passed away friday. the former senator was 89. the liberal republican was also the vice presidential candidate in ronald reagan's unsuccessful 1976 campaign. he later served as secretary of health and human services. heartparty goers are prompting a change to a spot in the lehigh valley. visitors to the park will need a permit. township supervisors are closing it to the public on weekends. the decision follows complaints about loud messy parties at the park. anyone wanting to use the park on a saturday or sunday will need to purchase a permit for the park pavilion which will allow up to 200 guests. permits for township residents cost $75. non-residents pay $100. bethlehem township north ampton county is taking steps to fight flooding. the township is applying for $50,000 in grants. it hopes to use the money for a storm water management study. the move follows flooding from june which cost the township $250,000. back traveling memorial contains the names of the more than 58,000 service men and women lost during the vietnam war. it's about three-fifths the size of the vietnam memorial in washington. top honors for a cherry hill man, the recipient of one of the army's highest awards for a civilian. the army presented dr. ken hartman with its outstanding civilian service medal today. he founded the volunteer organization called our community salutes in cherry hill six years ago. it recognizes high school graduates who chose military service. since its grassroots beginning, our community salutes is now in six cities. >> many of these kids will be in harm's way before their classmates finish freshman orientation. the reality is that a lot of these kids will go off to college. in fact they will get out of the military in three years with a full college scholarship and have experience and maturity and they will be directed. >> hartman says the recruits and their parents deserve the praise. he's a it for this is -- >> new video from new mexico tonight. what you just heard was an explosion outside his church. it was one of two churches in the same area targeted by devices sunday. police say both blasts have the potential to cause serious injury. they are still looking for whoever planted the explosives. the archdiocese of milwaukee will pay $21 million to settle with victims of clergy abuse. that settlement is expected to end the 4 1/2 years that church has been in bankruptcy court. the city's archbishop says it will allow the archdiocese to turn the page on a terrible part of its history. to the latest in that deadly circus tent collapse in new hampshire. today the lancaster fire marshal says he doesn't know why circus operators continued with their show yesterday despite warnings from the national weather service. he says it's the operator's responsibility to monitor weather conditions and of course, the strong winds collapsed the circus tent killing a father and his daughter. medics rushed dozens to the hospital. a powerful thunderstorm moved across rhode island this morning leaving ten campers hurt. campers at burlingame state park woke up to thunder, lightning and falling trees. of the ten campers hurt six were taken to hospitals. no word on their conditions. park officials say some 400 camp sites were occupied at the time the storm hit. take a look at this. a wild fire in northern california has grown to more than 100 square miles. thousands of firefighters from across the country are there to help fight it. authorities are trying to evacuate more than 13,000 people in the path of these flames. >> it's just one of nearly two dozen fires burning out of control there right now. >> reporter: from the air and on the ground it is an all-out assault on raging wild fires in california. >> we have very steep, rugged terrain making it very difficult for fire crews to get in. >> reporter: more than 10,000 firefighters are battling some 23 active fires burning across the drought-stricken state. the largest, the so-called rocky fire north of san francisco. over the weekend, the blaze tripled in size and already has burned some 65,000 acres, a little larger than the size of the city of sacramento. >> we had a ten mile fire front that made that run in five hours. the computer told us that it would take seven days for that to happen. >> reporter: the fire is still only 12% contained. but the fire has grown so that 12% is just a little bit bigger. that's progress but one containment line they were hoping would hold is highway 20. fire crews were very surprised when the fire jumped right over it. >> it's all fuel-driven, all because of the drought and how dry the conditions are. the fire is doing things that it's unpredicted to do. >> reporter: with little containment the fire threatens more than 6,000 homes and has forced nearly 13,000 people to evacuate. >> finally smoking us out. we got to get out of here. >> reporter: two air force c-130 hercules planes have been added to the aerial assault, joining a dozen other air tankers and helicopters flying around the clock and thousands of firefighters on the ground all working there is also the chance we could see a thunderstorm for mostly parts of new jersey and delaware. that's going to be the area with the highest chance although right now, not too much around. but there is -- are a few storms at least close. heat wave is continuing. we are still in the heat wave right now and it will be close as we go into tomorrow. the humidity tomorrow will be lower so if you thought it was humid today, tomorrow hopefully will give you a bit of relief. 84 degrees in allentown right now. pretty comfortable through the lehigh valley. still hot in philadelphia 91 degrees. 92 in bensalem. 90 wilmington. 92 degrees at the atlantic city airport. as far as our temperatures over the past week we have still been in a heat wave since tuesday. this is our stretch of 90 degree temperatures and today we got to 93 degrees so we have a very long heat wave. tomorrow will be close. we will go with a high near 90. if we hit 90 again tomorrow we will be staying in the heat wave. we will see temperature relief later this week. right now we are looking down through maryland right near sussex county in delaware. this is one thunderstorm that has really developed pretty quickly this afternoon. it's slowly moving to about the east-northeast here. we will watch this one closely. aside from this more storms down around washington and we could see some of these even move into delaware and south jersey through the evening. the area is dry at the moment. dry and hot. we still do have that chance of seeing some strong thunderstorms. the highest chance would be extreme south jersey and delaware. it would mostly be as we go through the evening hours tonight. here's future weather. we are nice and dry but as we go through 7:00 p.m. we could see some moving into delaware possibly new jersey. by 9:00, 10:00 tonight, there's still a chance to see some storms philadelphia and points north and west will have the best chance to stay dry. 1:00 in the morning we could have some passing through new jersey and delaware still but then into tomorrow, for wednesday, we will be on the dry side again. sunny skies, temperatures still near 90. pretty nice day tomorrow with humidity staying low and even into thursday it will be a nice day with temperatures finally starting to drop down a bit. maybe more cloud cover as we go through thursday afternoon and that's all going to be because of some rain that will be approaching. here's thursday again. this is a different model showing big area of low pressure. gets closer as we go into friday morning and this looks to be possibly giving us quite a bit of rain friday. it will all depend on the track of that low. right now we are putting rain in the forecast with this. that will possibly keep temperatures in the 70s. good news on the timing it does look to move away in time for your weekend. we will be drying out as we go into saturday. for tonight, still the chance of a thunderstorm for delaware and new jersey. lower humidity overnight tonight, 70 for the low in philadelphia, near 60 north and west. tomorrow, warm and windy. temperatures will still be near 90 degrees but the lower humidity will make it feel comfortable. then we go into thursday. look at the temperature, 83 degrees. that will definitely break us out of the heat wave. friday rain with temperatures in about tuper 70s. no heat wave there. even going into the weekend looks comfortable. temperatures in the mid 80s. a healthy baby girl arrived today at the world trade center in new york. she is the first baby to be born at the site since the september 11th attacks. she had help from a port authority police officer. officer brian mcgraw posed for pictures after he helped deliver the new arrival. the little girl couldn't wait for her mom to get to the hospital this morning so officer mcgraw delivered that baby on a train platform at the world trade center. listen to this. it's actually his second delivery on the job. amazing.
