and lightning just to the north of vineland. that's moving towards atlantic city. storms to start with but that's not going to be the end of them. the clouds overhead, those will stay with us through much of the morning. 75 degrees at 7:00. some breaks of sunshine but as we go through the morning, there's a chance of more thunderstorm activity and that will stay with us into the afternoon. though not everybody will get rain at the same time. we should see enough breaks of sunshine to push the temperatures into the 80s today. we'll go through it neighborhood by neighborhood with the future cast when i'm back in ten minutes. right now, let's see how this is affecting your commute. jessica boyington has your first alert traffic. >> we are looking live at the vine street expressway. where you can actually see roadways definitely wet throughout the area. ponding and puddles on the westbound side from 95 up towards the schuylkill not really affecting the drive time. it's only about a three-minute trip. we are dealing with average speeds of 48 miles per hour. lower than normal right around 8th street. headed towards the schuylkill might take you a few minutes. if you're headed towards the philadelphia area 95 southbound from woodhaven road up towards the vine 13 minutes. 13 minutes as well on the schuylkill expressway, eastbound from the vine street expressway from the blue route, no problems on the blue route, 15-minute trip headed southbound. we're dealing with a small road closure in kintnersville in bucks county. a downed tree is closing portions of easton road between lennen lennenroad and route 22. a hit and run crash in the juniata neighborhood that killed one person and left a second hospitalized. there have been developments. jesse gary is live at the police investigations division. >> they have found the striking vehicle from this fatal crash but it was empty. they'll check the vehicle on the interior for dna and fingerprint evidence to hopefully lead them to the person behind the wheel. it happened last night in juniata. the impact did heavy damage to the driver's side of this dark blue four-door saedan. the driver was killed but the passenger, a man in his 30s said to be doing okay at temple university hospital. the striking vehicle sped off from the scene. we don't know what that vehicle looks like only that police have found the car. coming up in the next 30 minutes, we'll check in with investigators here get a better idea of how close they are to finding the person who was behind the wheel at the time of the fatal accident. we'll check in again with you in 30 minutes. live in north philadelphia jesse gary nbc 10 news. 5:03. people are returning to their apartments after a fire overnight at their camden county high-rise. nbc 10's katy zachry is live on scene in pennsauken. tell us why people were forced to stay out of their homes for hours even though the fire was out? >> reporter: they were tracy. we'll get to that in one second. i want to give you an update. nearly everyone has been let back inside cooper river plaza apartments here in pennsauken after fire broke out on the first floor, just before midnight. and since that time dozens of people nearly 350 people were forced to be outside in the rain heavy downpours. firefighters made sure that the building was safe. when firefighters did arrive they found fire on the first floor in a common area. they evacuated all 350 people living here. some did have difficulty getting down stairs with disability and had to be helped by emts who were also on the scene. others tell me they thought it was a false alarm at first. >> i was just laying in my bed and i heard this sound. it was pretty weird. >> i came outside, i saw some smoke right outside. i just came down aennd then they started smashing the windows with smoke coming out of them. >> fire did not travel beyond the first floor but smoke did. the firefighters spent several hours checking carbon monoxide levels on all floors before letting anybody back inside. there were no injuries to the 350 people that live at this apartment high raise. one injury was reported to a firefighter who had to be checked here at the scene for exhaustion. we are told he's going to be okay. the cause of the fire is under investigation right now. reporting live in pennsauken katy zachry, nbc 10 news. 5:05. today friends and family are remembering bobbi kristina brown. >> the late daughter of whitney houston and singer bobby brown died yesterday at the age of 22. almost six months ago she was found face down and unresponsive in a bathtub at her atlanta area home. she underwent treatment at two hospitals and a rehabilitation facility but never regained consciousness. >> it is bizarre that the same type of incident would happen involving a mother and a daughter. >> and she said that because as you know three years ago, whitney houston drown in a bathtub in a beverly hills hotel. police have investigated the circumstances of bobbi kristina's death but have not revealed their results. happening today the ex-son-in-law of former pennsylvania governor tom corbett is scheduled to stand trial on theft charges. gerald gibson is accuse of stealing money from a car during a sting operation in 2013. investigators say gibson was on duty as a philadelphia police narcotics officer at the time. a judge declared a mistrial in the case last october. this morning, two phone companies are working to fix a 911 problem in berks county. the county department of emergency services says sprint wireless customers are hearing a squealing noise when they call 911. the dispatchers at the call center hear the same noise, making communication impossible. both sprint and verizon are working on the problem. this morning we're hearing from the man who fouot a robbery victim beaten and bloodied just moments after three teens attacked him. it happened at a gas station on east broadway in salem, salem county early friday morning. police say the teens beat a 61-year-old man and stole his watch. james cooper stopped at that gas station to grab a snack. he says he saw the three teens running away, leaving the man on the ground his face badly swollen and bleeding. he immediately started recording video with his cell phone. >> and i seen him stretched out on the ground. that's what i said, you know what, let me help this guy out. i grabbed my phone. hold on. let me get you help, man. looked like he got beat bad, kicks, punches. ier, i could have got there earlier. >> not only did he call police he visited the man in the hospital yesterday. he tells us the man is doing much better. he didn't have the family in this area. police are still looking for the teens. pennsylvania governor tom wolf will be in willow grove today to promote schools and push his budget plan. wolf will visit willow hill elementary school as part of his ongoing schools that teach tour. he plans to talk about his plan to increase funding for education. the governor has proposed a tax on the natural gas industry to fund a billion dollars for schools. now to our lehigh valley bureau and township commissioners in bethlehem want to fight flash flooding by taxing property owners. this move follows last month's storms which cost the township $250,000. their proposed storm water fee would run between $25 and $150 a year and would be used to fund storm water drainage projects. township officials will meet next week to discuss that plan. now your nbc 10 first alert weather with meteorologist bill henley. eight minutes after 5:00. we've seen heavy downpours this morning. showers and thunderstorms moving through the area. they will take a break. it won't be an all-day rainfall but this afternoon we could see more heavy downpours localized flooding is a possibility. then the storms get out of the way and here comes the heat. a heat wave is brewing. we'll be in the 90s starting tomorrow. but not today, thanks to the clouds. it's going to run cooler today. 68 in doylestown. the heavy storms already have cleared doylestown light rainfall in philadelphia. millville has a thunderstorm in the area at 73 degrees. just a light breeze and a little bit of light rain stalling in the philadelphia area. the heavier rainfall has moved on in delaware and south jersey. you can see bordentown getting lighter rain. it's starting to taper off for areas north and west. the heavier downpours west of atlantic city. look how quickly things have change and improved, lighter rainfall now in new castle county in delaware. it's really tapered off for salem, gloucester and camden counties as well. thunderstorms possible again this afternoon. this first line will clear the area but as the temperatures heat up hour by hour future weather shows we could see spotty showers not only this morning but as we go into the afternoon hours, that's when we'll see a chance of thunderstorms popping up once again. you can see them in chester county and into lancaster county. also in burlington ocean counties. that's at 2:00 this afternoon. as you go into the afternoon hours, the storms will be on the move. keep an umbrella handy today. it won't be an all-day rainfall. a mostly cloudy day ahead to keep our temperatures in the 80s this afternoon. showers and thunderstorms today, they take a break today. late around the new jersey turnpike. route 55 to the walt whitman bridge five minutes. currently no problems on the walt whitman bridge the tac pal, the ben franklin is dealing with the ongoing construction. that doesn't really affect traffic until later on when rush hours begins to get a bit heavier. in towamencin an accident scene on valley forge road and morris road. >> 11 minutes past look at nbc 10's first alert radar shows you we've seen rain spreading through the area over the morning hours. many have seen 2 1/2 to 3 inches of rain in parts. you can see the heaviest showers are just over south jersey. northern delaware just got a good dousing. this rain will be on and off throughout the morning. later today, a chance of thunderstorms returns. meteorologist bill henley is back with that in just a moment. we have new information this morning in a situation that could have used rain last week. people that were evacuated because of the huge warehouse fire in central new jersey are finally back in their homes now. the fire broke out last wednesday morning at a warehouse in north brunswick, middlesex county. officials announced yesterday that residents could return to their homes. investigators still have not figured out what caused that fire. this morning an nfl hall of famer is offering big money to find two 14-year-old boysmying in the atlantic ocean. yesterday, the coast guard found the teens capsized boat nearly 70 miles off the coast of jupiter, florida. the two were last seen on friday buying fuel before going fishing. football great joe namath is offering a $100,000 for the person who finds the teens who are said to be experienced boaters. he's a neighbor of one of the boys. >> just keep on praying, man. it's hard. it's so hard. but we've got to believe in their wherewithal and we have some confidence in that area. no doubt. >> since they found the capsized boat the u.s. coast guard is modifying their search based on that boat's location. "the new york times" reports the new policy would allow scouting groups to select adult leaders no matter their sexual orientation. some groups with religious ties would still be able to limit leadership jobs to heterosexuals. disturbing. that's how neighbors are describing the discovery of human remains in a vacant lot in philadelphia. a woman said she found a box of cremated remains near oakdale and 26th streets in strawberry mansion on saturday morning. according to the box, the remains are those of linda!ç upshore. she was 64 when she died in july of 2007. neighbors we talked with recognize the woman's name and are wondering why someone would leave the remains in a vacant lot. >> why put it out like it's trash? >> it's unfortunate and disrespectful for someone to dispose of anyone's remans in such a poor manner. >> nbc 10 reached out to police who are investigating. if you recognize the name linda upshore, you're asked to call police. we've had rain out there this morning. you'll find wet roads as you leave the house this morning. >> nbc 10 first alert traffic reporter jessica boyington is able to survey a lot of cameras to show you the wet condition and where they are. >> we are dealing with ponding and flooding on the schuylkill expressway. wet roadways on 95. we'll start off first where we have delays on mass transit. for new jersey transit, the main-bergen county line delays due to signal problems. the newark line delays there. for patco, everything is just fine. as cars travel through, water sprays out from underneath. still, northbound or southbound doing okay. drive times still about 15 minutes headed from the schuylkill up towards 95. no real problems there. if you're heading out the door on 95 throughout delaware, northbound and southbound drive times affected there. from 295 to 495, about an 11-minute trip. we'll check in with mass transit again and give you updates on those delays coming up. now your nbc 10 first alert weather with meteorologist bill henley. >> just about 20 minutes after 5:00. we've seen heavy downpours in the area. you can see the streets, the parking lots are damp in south philadelphia where heavy rain rolled through. now it's taper off to light rain in philadelphia. we're holding in the low 70s. clouds will be around for much of the day. it's not going to be as hot during the day today. it will not be an all-day rainfall. the pocono mountains get a break from the rain and some breaks from the clouds. we'll get sunshine. we'll warm into the 80s this afternoon. right now a loan of heavy storms that have cleared philadelphia and most of kent county. look at the rainfall rates. it's falling at a rate of almost an inch and a half an hour in delaware and south jersey closer to an inch and two-thirds an hour in the maurice river area. that's heavy rainfall that's headed towards the atlantic city area and cape may. keep an umbrella handy today. won't be an all-day rainfall but mostly cloudy skies. i do expect to see more showers and thunderstorms develop this afternoon. 80s for today. hot, humid conditions, 91 degrees tuesday. by wednesday, 96 after morning low of 72. and even steamier on thursday. the humidity bumps up. late-day storms thursday. we'll get a break from the storms but not from the high heat. 92 for friday and well into the 90s saturday and sunday. >> thanks bill. 5:21 now. e-cigarettes are becoming polller with a whole new set of user find out who experts say is picking up the electronic habit now. oh my gosh, it's the guy from last night. what?! can i jump on your wi-fi? >> we're looking live at wet cameras on the boulevard around wissahickon avenue. cars are moving along water spraying out from underneath. ponding and small parts of flooding throughout the area. we'll cover that and more coming up at 5:30. police have made an arrest in the double stabbing of a philadelphia mother and her baby. you'll hear from the neighbor who say she saw the suspect committing the crime. this is nbc 10 news. breaking from overnight, philadelphia police recover a key piece of a deadly hit and run case. we'll tell you what we're learning about the investigation this morning. fire forced hundreds of people from an apartment complex in camden county overnight. and a firefighter was hurt battling theflames. you'll hear what made the situation even tougher. this morning we're tracking storms moving through the area. here's a live look at center city philadelphia. the heavy stuff moved through, plus a possible heat wave is in the near future. we have you covered on all of it. it's just about 5:30. welcome back to nbc 10 news today. i'm tracy davidson. >> i'm chris cato. yes, the umbrella will be in good use again this morning. let's begin with meteorologist bill henley and his first alert forecast. bill, rain still falling in some parts. >> it's a large area that's seeing rainfall. not everybody is getting that heavy rain as tracy mentioned. we're seeing rain falling in cape may. it's just begun. the heavy rainfall is in central and southern delaware. milford getting heavy rain and cape may getting light rain. just to the north, sea isle city is getting heavy rainfall quickly moving towards atlantic city. just a light rain falling in philadelphia. it's already ended for areas north and west. this line will pushy of shore. that likely will not be the last of the showers and thunderstorms today. it will not be an all-day rainfall but clouds will be around for the most of the day.
