i'm george spencer, nbc 10 news. chilling new details in the murder of a recent drexel graduate. investigators say jasmine wright was on the phone with her mother when she was attacked as she walked into her apartment last thursday. her mom heard a struggle and then the phone went dead. police say james harris raped and killed wright. nbc 10's jesse gary is live at philadelphia police headquarters, where harris is being questioned by detectives right now. jesse, you found out something in harris' past that shocked even the police? >> reporter: that's right. he has a long criminal history stretching all the way back to the late '70s but in 1982 he went to court charged with murder. ultimately he was convicted, found guilty of manslaughter for killing his father. >> he's a monster, a career kral criminal. he has been locked up 31 times. >> reporter: police point to dna and fingerprint evidence as proof james harris snuffed out a young life earlier this month. investigators say the ex-con was hired to take out the trash and do maintenance at this west philadelphia building but was fired for not doing his job and never returned the keys. investigators say he used the keys to get inside the building then broke into jasmine wright's third floor apartment. when she entered july 16th he attacked from behind beating, strangling, sexually assaulting and killing the recent drexel graduate. >> what he did to her, and his past choices in crime, i hope it's a death penalty case. >> reporter: detectives credit neighbors with eyewitness statements that support evidence found inside the apartment. the investigation is now over but the heartbreak over the end of a woman who was just starting out in life lingers. >> she was a very nice young lady. she graduated from undergrad, went to grad school and was just about to make her mark in this life and to be killed in this fashion is very sad and very tragic. >> reporter: james harris being held on $5 million bond inside philadelphia police headquarters. his arraignment has not been scheduled but we continue to check and will let you know when that takes place. i'm jesse gary, nbc 10 news. >> what a loss. thank you. pennsylvania's budget battle is still on today. it's been three weeks of negotiations and still no deal. this morning, democrats met at plymouth whitemarsh high school. they want education funding and lower property taxes. governor wolf vetoed a budget plan pushed by republicans. at today's meeting, house democrats said pennsylvanians made it clear they supported wolf's budget vision when they elected him. >> the results of last year's election were pretty clear. people wanted fair funding formula, property tax relief and they wanted to see a tax on marcellis shale. >> the republicans' budget plan would not raise taxes. new at 6:00 quick-thinking police officers in lansdale arrest a man who threatened to shoot them. he was allegedly holding his father at gun point when police lured him out of the vernon street house he shares with his parents. after cooper's arrest police discovered assault rifles and thousands of rounds of ammunition. he is held on $200,000 cash bail. former philadelphia traffic court judge perry senior will spend the next two years on probation. the 78-year-old was sentenced today on corruption charges tied to a ticket fixing scheme. perry admitted helping to toss out dozens of traffic tickets in exchange for gifts. an allentown man is accused of leading police on a high speed chase with an 8 month old inside the car. the reason? he told police he didn't stop because he had a suspended license. police say jesse lee shaw jr. was driving erratically when a trooper tried to stop him. police say shaw was driving as fast as 120 miles per hour at some points. leading them on a seven mile chase through a truck stop parking lot and a cvs parking lot. at the end, his car went airborne and bottomed out. a woman and a baby were also in that car. the baby was taken to the hospital. we don't have any word on how serious injuries are. preparing for the pope. if you haven't marked your calendar we are two months away from the pope's arrival to the u.s. the pope flies into washington, d.c. on september 22nd. that's where he will be until the afternoon september 24th. that's when he heads to new york city. on the 26th the pope comes to philadelphia for two days. between now and then philadelphia will gather 1500 priests, 50 jumbotrons and hundreds of thousands of workers to make sure things go off without a hitch. nbc 10's deanna durante has been all over philadelphia today looking at ways that our entire region is getting ready. she is joining us live from the pennsylvania convention center. what did you find? >> reporter: right now inside the convention center the search is on for hundreds or maybe even thousands of people to be able to help out during the world meeting of families. aramark is holding a job fair hoping to hire people. they say already more than 200 have applied. >> i'm excited to be part of making this happen. >> reporter: fresh from their job interviews these are the newest recruits who will be working the world meeting of families. >> once in a lifetime opportunity. >> reporter: the company has been named the official vendor of merchandise for the event. workers are needed to help sell food and drinks to the expected two million who will pack the parkway for the event. speaking of the parkway, the irish pub is steps from the cathedral and hopes those who will be visiting philadelphia will visit them. >> we plan to be open right now, yes. >> reporter: to the restaurant along with many others they are trying to plan even though information is scarce. >> i have to wait found shot inside this shell gas station on route 41 in cranston heights. delaware state police also on the scene. the victim a man, rushed to christiana hospital. his injuries are not life-threatening. no word on the circumstances surrounding this shooting. police trying to figure out what prompted a man to open fire at a louisiana movie theater last night. john houser killed two people and hurt nine others before killing himself. there are reports he had a history of mental health problems. police say houser had lived in lafayette for less than a month. he was estranged from his family and living in a hotel, where he reportedly planned this attack. >> clearly he knew what he was doing. clearly had some type of plan because he bought the ticket, he's in the theater, he had the gun. >> as makeshift memorials grow across this shattered community, police have released the names of the two women killed. 21-year-old mayci breaux and 33-year-old jillian johnson. coverage of the deadly movie theater shooting in lafayette, louisiana continues on "nbc nightly news" with lester holt at 6:30. allowing large trucks on our roads got a green light from some law makers in washington but the issue still isn't a go from congress. it's an update on a story we first brought you yesterday on "nbc 10 news at 6:00." senators are now debating a bill that allows longer trucks on the roads. it already passed the house but senator bob casey of pennsylvania says not so fast. he believes longer trucks put other drivers in danger especially on older highways and bridges. the bill allows for 85 foot double tractor trailers. truck trade groups say longer trailers are safe. trenton is home to some of the worst roads in the country according to a national study. the report by the national transportation research group trip ranked trenton as the fourth worst among midsized cities. reading was 24th worst. the report looked at the impact that potholes worn seams and other road conditions have on cars. what do the rough roads cost drivers? in trenton, an average of $764 a year. $555 on average in reading. next on "nbc 10 news at 6:00" it was a scene that is hard to tanks on mobile food trucks. >> the nbc 10 investigators have been pushing for answers about delays in getting a law passed. new at 6:00 investigative reporter harry hairston has details on the potential new regulations. >> reporter: following our series of reports, this list of 12 state legislators are co-sponsoring a bill that will for the first time allow any city in the state including philadelphia to inspect propane tanks on food trucks. a propane tank leak caused this deadly food truck explosion just 1st, 2014. the blast left two dead and others injured. as we reported just one day after the explosion, no one inspects propane tanks on food trucks anywhere in the state. after we pointed out a lack of oversight, the state representative tina davis took action drafting this bill to change state law. >> the bill will allow philadelphia to regulate the use of propane tanks in the food trucks. >> reporter: that responsibility will require philadelphia's fire department to inspect food trucks every 90 days and provide the operator with a written report and results. owners get a $500 fine for the first violation and $1,000 for each subsequent violation. truck operators must carry no more than 120 pounds of propane, keep all records pertaining to inspections, refills and tank exchanges for a year and seek emergency maintenance and reinspection in cases of a leak fire or other safety incidents. >> the fire department could have the right to come up and check your truck at any given point. >> reporter: rob mitchell is president of the philly mobile food truck association. >> i think it's really a great compromise and i think it's really working with government on that. >> reporter: however, mitchell does have some concern about 90 day inspections. >> is it workable and sustainable. does the fire department have the resources to do this. >> reporter: philadelphia council president darryl clark says that should the not be a problem. actually, that's what clark has been fighting for ever since the nbc 10 investigators first told him no one was inspecting the tanks. >> you covered it for quite some time. thank you again for pushing the buttons as it relates to getting the state legislation. >> reporter: clark would like the harrisburg lawmakers to the reconsider having truck owners maintaining safety inspection records. he thinks the fire department is a better choice. >> if a person is in violation, given a time frame to correct that violation, we want to make sure we have the appropriate records to come back and make sure they are in compliance with the provision we put in place. >> reporter: davis says she is open to amendments to the bill. she tells us it will be introduced by the end of the month and expects it to become law by september. for the investigators, harry hairston, nbc 10 news. from the nbc 10 delaware bureau tonight, a warning to boaters. wildlife officials want you to be on the lookout for a manatee in the chesapeake and delaware canal. the manatee was spotted at the summit north marina in bear yesterday. the animal is a native of florida. experts say it is rare for a manatee to travel this far north. no manatees here but more water, more rides and more fun in the poconos this weekend, thanks to aquatopia indoor water park at camelback mountain which officially opened in may. today it ushered in phase two with 120 new hotel rooms, a spa and fitness center. the project brought 600 permanent jobs to the area. now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> lu be able to be going to the outdoor water park this weekend especially tomorrow. just what a spectacular day. very much like today which was like yesterday which was like the day before. four straight days of this spectacular weather. now on sunday things are going to change a little bit. humidity's going to be up somewhat. it will be a little hotter. still, not as oppressive as next week when we've got another heat wave coming. heat wave number three of the season. sunshine out there. we've had it all day. 85 degrees and relative humidity is low as it gets 27%. wind only seven miles an hour. it's three degrees warmer than this time yesterday and we will be about three degrees warmer tomorrow than we were today. 85 in philadelphia. 81 in reading. 78 in pottstown. one of the cooler spots. also 79 in atlantic city international. we've had a land breeze for most of the day and that's why the beaches have been just about as warm as the inland areas. let's see how we are doing now. starting to see a bit of a change in the wind pattern. little bit coming in off the ocean now, keeping temperatures in the upper 70s. we will see more of those sea breezes over the weekend. what that also may mean is some of this extra warm water here the orange colors start coming closer to the shore with south to southeast wind. nothing in the way of cloud cover across the area now. not much all the way back through the ohio valley tennessee valley. it is very dry. that dry air is allowing the temperature to go down at night so by tomorrow morning, we are back down in the 50s in the northern and western areas that were in the 50s this morning and 50s yesterday morning. then we are going up into the 80s tomorrow. we are starting to see a sea breeze. the temperature's going down at the shore late in the afternoon. that's a sign that that sea breeze is having an effect. but you're not seeing much in the way of clouds. not through tomorrow night or into sunday morning. we may start to see a little more cloud cover, especially sunday afternoon, and especially up toward the poconos. but it's still a really really nice weekend for summertime for july. it's just a great weekend overall. it it's a great weekend at the shore. saturday, especially comfortable, 80 degrees with low humidity. little higher humidity on sunday. the water temperature, 74 now but it may actually start going up. i wouldn't be surprised to see 80 degree water temperatures within the next month or so. saturday at the poconos, 79 low humidity, chance of some showers or storms on sunday afternoon. the tropics generally very quiet. this is the equator and any kind of storms that develop there are not going to turn into anything tropical. this main development area between africa and the caribbean, hardly even has a cloud with it. the area we've got to watch is right off the east coast or southeast coast. some computer models suggesting that something may develop there next week. that's something we will watch over the weekend. clear and comfortable tonight, 67 for the low in philadelphia. 57 north and west. tomorrow, a lot like today. couple degrees warmer but the humidity still very low. humidity goes back up on sunday a little more typical for july. then it gets really typical for july on monday with the chance for thunderstorms. then we are hot for even july inspect food trucks every 90 days and provide the operator with a written report and results. owners get a $500 fine for the first violation and $1,000 for each subsequent violation. truck operators must carry no more than 120 pounds of propane, keep all records pertaining to inspections, refills and tank exchanges for a year and seek emergency maintenance and reinspection in cases of a leak fire or other safety incidents. >> the fire department could have the right to come up and check your truck at any given point. >> reporter: rob mitchell is president of the philly mobile food truck association. >> i think it's really a great compromise and i think it's really working with government on that. >> reporter: however, mitchell does have some concern about 90 day inspections. >> is it workable and sustainable. does the fire department have the resources to do this. >> reporter: philadelphia council president darryl clark says that should the not be a problem. actually, that's what clark has been fighting for ever since the nbc 10 investigators first told him no one was inspecting the tanks. >> you covered it for quite some time. thank you again for pushing the buttons as it relates to getting the state legislation. >> reporter: clark would like the harrisburg lawmakers to the reconsider having truck owners maintaining safety inspection records. he thinks the fire department is a better choice. >> if a person is in violation, given a time frame to correct that violation, we want to make sure we have the appropriate records to come back and make sure they are in compliance with the provision we put in place. >> reporter: davis says she is open to amendments to the bill. she tells us it will be introduced by the end of the month and expects it to become law by september. for the investigators, harry hairston, nbc 10 news. from the nbc 10 delaware bureau tonight, a warning to boaters. wildlife officials want you to be on the lookout for a manatee in the chesapeake and delaware canal. the manatee was spotted at the summit north marina in bear yesterday. the animal is a native of florida. experts say it is rare for a manatee to travel this far north. no manatees here but more water, more rides and more fun in the poconos this weekend, thanks to aquatopia indoor water park at camelback mountain which officially opened in may. today it ushered in phase two with 120 new hotel rooms, a spa and fitness center. the project brought 600 permanent jobs to the area. now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> lu be able to be going to the outdoor water park this weekend especially tomorrow. just what a spectacular day. very much like today which was like yesterday which was like the day before. four straight days of this spectacular weather. now on sunday things are going to change a little bit. humidity's going to be up somewhat. it will be a little hotter. still, not as oppressive as next week when we've got another heat wave coming. heat wave number three of the season. sunshine out there. we've had it all day. 85 degrees and relative humidity is low as it gets 27%. wind only seven miles an hour. it's three degrees warmer than this time yesterday and we will be about three degrees warmer tomorrow than we were today. 85 in philadelphia. 81 in reading. 78 in pottstown. one of the cooler spots. also 79 in atlantic city international. we've had a land breeze for most of the day and that's why the beaches have been just about as warm as the inland areas. let's see how we are doing now. starting to see a bit of a change in the wind pattern. little bit coming in off the ocean now, keeping temperatures in the upper 70s. we will see more of those sea breezes over the weekend. what that also may mean is some of this extra warm water here the orange colors start coming closer to the shore with south to southeast wind. nothing in the way of cloud cover across the area now. not much all the way back through the ohio valley tennessee valley. it is very dry. that dry air is allowing the temperature to go down at night so by tomorrow morning, we are back down in the 50s in the northern and western areas that were in the 50s this morning and 50s yesterday morning. then we are going up into the 80s tomorrow. we are starting to see a sea breeze. the temperature's going down at the shore late in the afternoon. that's a sign that that sea breeze is having an effect. but you're not seeing much in the way of clouds. not through tomorrow night or into sunday morning. we may start to see a little more cloud cover, especially sunday afternoon, and especially up toward the poconos. but it's still a really really nice weekend for summertime for july. it's just a great weekend overall. it it's a great weekend at the shore. saturday, especially comfortable, 80 degrees with low humidity. little higher humidity on sunday. the water temperature, 74 now but it may actually start going up. i wouldn't be surprised to see 80 degree water temperatures within the next month or so. saturday at the poconos, 79 low humidity, chance of some showers or storms on sunday afternoon. the tropics generally very quiet. this is the equator and any kind of storms that develop there are not going to turn into anything tropical. this main development area between africa and the caribbean, hardly even has a cloud with it. the area we've got to watch is right off the east coast or southeast coast. some computer models suggesting that something may develop there next week. that's something we will watch over the weekend. clear and comfortable tonight, 67 for the low in philadelphia. 57 north and west. tomorrow, a lot like today. couple degrees warmer but the humidity still very low. humidity goes back up on sunday a little more typical for july. then it gets really typical for july on monday with the chance for thunderstorms. then we are hot for even july
