upgraded security-wise a couple weeks ago because of a separate incident but right now, no changes to security are being made on the base. of course they do say the safety of the families on the base and everyone who works here is their number one priority. they are aware of the situation in tennessee. we also have been chatting with a few people who live near this community. this is a very heavily military community. we did just drop into a barbershop. a number of cadets and others were getting haircuts there. they are just becoming aware of this situation. obviously very upsetting because it appears at this point the suspect was specifically targeting military installations. we will have much more reaction from this community coming up tonight at 11:00. randy gyllenhaal, nbc 10 news. >> we also reached out to dover air force base in delaware to see if they are making any changes today. they told us in part there has been no change to the security level at dover air force base. however, we remain vigilant to any threats to dover air force base personnel and their families. worried about who you bring into your house now. even answering the door. >> local communities on alert from south jersey to bucks county. neighbors are living on edge after valuables were swiped right out of their homes, in some cases the victims unknowingly welcomed the alleged thief inside. let's begin in evesham township in south jersey. that's where police say a man hired to wash windows cleaned out a lot more than that. here's the guy we are talking about. brandon santabria. police say he stole engagement rings from at least two women and police are now trying to track him down. nbc 10's drew smith has been in the neighborhood all day and is joining us live to fill us in. >> reporter: investigators are linking this guy to two thefts just in this neighborhood. you can see the homes here are nice they have big windows and that's where officers say this guy was working inside when he snatched a woman's engagement ring and tried to replace it with a fake. it's not unusual to see contractors working on the homes off normandy road but charges against a window washer have people upset. >> now you're worried about anyone you bring back into your house, even answering the door. >> reporter: evesham township police say two women hired paul's window washing and brandon santabria was on the crew. investigators accuse him of snatching jewelry worth $28,000. >> they were both in their homes when it happened. you know taking the chance of them walking in on them is pretty nervy. >> reporter: the twist in this case came when a woman found her missing ring but it didn't feel right. it was a fake. police are asking any of his other customers to check their jewelry. >> if you feel uncomfortable, you look at it youryourself you see any kind of marks, you know it was tempered. >> reporter: family jewelers in marlton says it's not easy to alter the rings quickly. >> you need tools. without tools you can do nothing. >> reporter: he says there are big differences between expensive diamonds and cheap cubic zirconia. >> they look like real diamonds because they shine. but everything else is not the same. >> reporter: we dug into brandon's background. he has a lengthy criminal history and is listed on the sex offender registry. drew smith, nbc 10 news. to another community more than 60 break-ins have police busy in bucks county. investigators are frustrated because people haven't called them after noticing cars in driveways that don't seem to belong. the latest break-in happened tuesday on reed avenue in falls township. police say residents saw a green car in a neighbor's driveway which isn't normally parked there. police think it was the car used by the thief or thieves. in that case guns were among the items stolen. police say the thefts have targeted several neighborhoods in the township. >> a lock don't even stop an honest person. >> some of thet p÷ break-ins happen while people are asleep or at work. in one case a woman came home to find the thief inside her house. the thief assaulted her before running off. a welcome change today in the weather department. where better to spend the day than at the beach, right here. live look at cape may. what a great day to stick your toes in the water or the sand. a few people on the beach this evening soaking in every minute they can right there. still more nice weather ahead before some changes roll in. nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is joining us with the first alert forecast. >> tomorrow is going to be another great day. you do have another chance for pretty much a repeat performance. there's hardly a cloud in the sky across the area today and we will see a lot of sunshine tomorrow, too. the nearest cloudiness is in the western half of ohio. it may not be 100% sunny tomorrow but it will be pretty nice. we have that east to northeast wind right now that's kicked the surf up led to some rip currents at the shore. tomorrow's wind will be different and things will probably calm down a bit. 81 in philadelphia now. we got up to 82 degrees today. in the 70s across much of the rest of the area./ ñ as we go through the night tonight, with the clear skies and the very low humidity the temperature is really going to drop. by midnight we are getting close to 80 degrees north and west. by tomorrow morning, we are down there, into the mid 50s in allentown and some other areas north and west. we will be seeing sunshine and we will be seeing a lot hotter weather but that's not starting until the weekend. tonight, we've got some beautiful weather so you can enjoy that. tomorrow, similar story. then the big changes. details coming up with the seven-day. new jersey governor christie's run for the republican presidential nomination came to camden today. his focus, an overhaul of the criminal justice system. christie met one-on-one with ex-offenders at camden's hope house. it's a recovery center with programs including commuter skills and job training designed to help less serious offenders re-enter society with a chance for success. christie says we have to stop treating drug addicts like they should hide in the shadows and help treat them instead for the disease they need to overcome. >> it could have been my son or daughter, it could have been your son or daughter. it could have been any of us. that's why we need to stop treating addiction as some moral failing. if we choose to give people the tools and support to help save their lives, then we can beat addiction with them. >> he autographed baseballs for camden children some of whom are the sons and daughters of convicted criminals there. some positive news on the job front in new jersey. the state's unemployment rate fell to its lowest level since october of 2008, now at 6.1%. the report by the bureau of labor statistics also shows private sector employers have added more than 23,000 jobs during the first half of this year. hillary clinton's presidential campaign has returned a contribution from allentown's mayor ed pawlowski. it has to do with the fbi raid that happened in allentown city hall and the mayor's home a couple weeks ago. friends of ed pawlowski made a $1,000 contribution to hillary clinton's campaign on may 5th. he's a democrat who suspended his u.s. senate campaign after the search saying he wanted to focus on assisting in the federal investigation. a local lawmaker is offering a proposal aimed at ending a stalemate over the pennsylvania budget. bucks county representative is calling it a middle of the road proposal. he wants an overall spending increase that would include more education aid and tax hikes that are less than the governor wants but more than the republican budget bill that wolf vetoed. 584 bundled bags of heroin. got some pictures to show you what that looks like. police say they found the drugs hidden in a delaware man's home and that man was already on probation for a previous crime. the 25 year old is now charged with a drug related offense after police say they learned he was dealing drugs in the community of edgemore. he is behind bars tonight. most of us are glued to our cell phones and sometimes it is easier to text than call. that's why salem county law enforcement is launching a new program where you can text tips to police. it's called tip 411. police can even text you back. it's all anonymous. here's how it works. you text the key word and a message to 8457411 or tip 411 or if you have a smart phone, download an app and now there's a different key word for each department in the county. we have a list on our website at nbc10.com. it is official. no more smoking inside any philadelphia housing unit. the board of commissioners voted unanimously today to ban smoking. about 80,000 people live inside city housing and philadelphia is the largest city in the country now to ban smoking inside public housing. millions of people of course are going to be flocking to philadelphia when the pope visits this september and if you plan to use patco, we have a heads up for you about tickets and how to ride patco during that period. here's what you need to know. starting monday, patco will start selling special freedom cards online and at the broadway station. passengers who don't have them will not be allowed on the trains on september 26th and 27th. a the weekend it could be the hottest one so far this season. i will tell you how much it will be heating up with first alert forecast. we all know you shouldn't text and drive. today, at & t showed us why. the wireless company spread its own it can wait message in wilmington today. the lunch crowd had a chance to try out a texting and driving simulator and even younger new drivers tell us yeah they got the hint. hands off the phone while behind the wheel. >> that's one thing you can't multi-task at is texting and driving. >> at & t started the it can wait campaign back in 2010. since then it's convinced 6.5 million drivers to sign the pledge to not text and drive. we are in for hot weather this weekend but before you take a dip to cool off, we have a warning for you. lifeguards are on high alert and want you to be as well. restrictions are in place at area beaches because of what one official calls the most extreme conditions we have seen this summer. nbc 10 jersey shore bureau reporter ted greenberg shows us how it could affect your weekend. >> reporter: red flags flying on harvey cedars beaches today meant jill trainor's husband and two sons could only go in the ocean up to their knees. >> wicked undertow. >> it pulled me in the water. >> reporter: dangerous rip currents fueled by northeast winds and strong ocean swells prompted lifeguards to restrict swimming here and at other jersey shore beaches. >> this is probably the most extreme conditions i want to say he we have seen thus far this summer as far as rip tides go. >> i understand why they're doing it. as you went out further, you can get caught. it's really strong. >> reporter: no swimming is allowed for a different reason at beachwood's river beach. it's closed after a sample taken yesterday failed for water quality. new test results should be back tomorrow. >> i have never seen the ocean this stirred up before. >> reporter: back in the surf swimmers sticking to shallow waters and lifeguards on high alert. >> it is nice out. i understand how everybody wants to come back to the beach, get in the water. we are just trying to keep the public safe. >> reporter: they won't know for sure until the morning but they say there's a good chance the swimming restrictions will remain in place tomorrow and possibly saturday as well. i'm ted greenberg, nbc 10 news. in order to ease that rip current problem, you need the wind to shift. and we are going to be seeing that by the weekend. i think the conditions are going to be quieting down maybe not by tomorrow but by saturday. we've got two beauties today and tomorrow just spectacular weather out there. the heat wave is likely coming here and some of the hottest weather of the season and weekend thunderstorms, too. not the whole weekend. neither day is going to be a washout. today certainly wasn't. lots of sunshine 81 degrees right now. the high was 82. light southerly wind and the humidity is pretty low for this time of the year. temperatures in the upper 70s to the low 80s across much of the area. in the 70s right at the shore with the onshore wind and we continue to see hardly a cloud in the sky. the nearest clouds way back in ohio so it will take awhile before they arrive and as we go through the day tomorrow we are seeing patchy clouds around but still a lot of sunshine tomorrow and the temperature going into the mid 80s, not at the beaches. you see at the jersey shore, the winds coming onshore and that's a better wind than the northeast wind we had today. at least for the swimmers and for the boaters. as we go through tomorrow night, we start to see some of this moisture developing. could see a couple showers tomorrow night and into first thing on saturday. we do not expect saturday to be an all day rain. this particular computer model may be more pessimistic than some of the others that i would be thinking of. there's plenty of time for this to be updated and altered a little bit between now and the weekend. i'm still thinking there's going to be a decent amount of sunshine on saturday enough to push temperatures near 90. you see that 91 in pottstown, even with the clouds on saturday. but you are going to be seeing relief at the jersey shore on saturday with a sea breeze. the heat escape there. 80 degrees with a chance of thunderstorms and hotter on sunday. thunderstorms in the poconos on saturday but some warm dry weather on sunday. for the rest of the night, it's clear and kind of cool for july. 65 in philadelphia to 55 in some of the cooler suburbs. sunny, comfortable tomorrow highs in the mid 80s. that's about average, close to average but the humidity is still way below average. then the temperature and humidity jumps on saturday. so it feels like 95 with some thunderstorms and 96 feels like 103 on sunday with probably no storms to cool you down. we do expect some storms on monday. that's the most likely time to get some. then the humidity drops next week but still stays shooter james holmes. a jury has found holmes guilty of murder. holmes killed 12 people in that mass shooting inside that movie theater in the town of aurora. 70 others were wounded in that attack three years ago. next the jury will decide on a sentence of life in prison or the death penalty. i'm john clark from comcast sports net. the phillies return against the marlins tomorrow night. larry bowa told csn philly that former manager ryn, sandberg decided to resign at 4:00 a.m. after having a good time at cole hamels' charity event. bowa was shocked. flyers have signed7n michael del zotto.
