north on long 3w50e67 island four inches of rain in less than two hours, left many streets waterlogged. sections of lbi's main drag quickly flooded. police shut down some portions of the roadway. some drivers still chanced it by maneuvering through the high water, other people decided the safer bet was to get around on foot. >> we decided to turn around and take the car for a walk. >> it's up to our knees. >> members of the beach haven volunteer fire company spent much of the day cleaning up after several inches of water flooded their firehouse. >> that mess. >> our nbc10 coverage continues now with glenn "hurricane" schwartz. what's in store for the rest of the evening? >> there are more showers around, and a lot of people are going to get wet, but not anything like what we saw this morning. and we have the combination of the heavy rain nonmovement and the high tide at the same time making worse and worse. you can see the worst of the rain now is generally in pennsylvania and northern delaware, in bucks county here we have some of this. this is moving to the south, which is kind of unusual for heavy showers and storms. and if it would continue we would reach the philadelphia area by 6:00 this is for the heavier rain. lighter rain would start before that. we're tracking the heaviest cells here in the red and the yellow. also in chester county and delaware county this 8 be moving down into delaware within the next hour wilmington about 5:30. now, we already have some of those heavy showers that moved into delaware and they're continuing to move to the south. some of these cells are relatively heavy. at least they're moving. that's helpful, 5:36 in smyrna with this area of rain. nowhere near as heavy as what we saw this morning. the area that got hard hit you just saw, nowhere near as heavy as what we're seeing in pennsylvania right now. there's rain there. it's going to be wet, look at the rainfall rate. this is only 5/100 of an inch per hour. this morning, it was two inches per hour. with no movement and that's why it piled up. 5/100 of an inch it would have to rain for three days straight to cause some flooding. tonight we have more scattered showers over the next two, three hours, then clearing, and the lower humidity coming in. that's not going to last. we have a heat wave on the way, and we'll have more on that coming up with long beach island this morning. six people had to run from their homes this morning after a lightning strike sparked a fire in chester county. the damage could have been a lot worse in a good putting together a collection of them i'll show them to you on air in 15 minutes. >> right now at 5:00 a woman says a carnival worker in bucks county made an inappropriate request of her. police want to know if it happened to anyone else. the woman was in perkcy at the sellersville carnival which ran from july 7th through the 11th. police aren't releasing details about what the man said they say it involved an employee of an amusement ride. a monument that's been standing for 120 years is missing. maple shade police tweeted this morning someone stole the monument, you'ring looing at a picture of it on your screen. it's not small, it marks the spot where the first english speaking settlers lived in maple shade, it stands next to the chester substation. police think someone took it over the weekend. >> three prisoners are scheduled to be e678 cuted in pennsylvania. that's not likely to happen because the governor put a moratorium in place. maurice patterson, hector morales and herbert blakeney are supposed to beut prieves for death row inmates until he gets a legislative study on the death penalty. the state supreme court is reviewing the governor's policy. the prison system doesn't have the mix of drugs required by law. >> new information about the private catholic school on the main line that fired a teacher because of her same sex marriage. nbc10 has the copy of a letter that walter mercer academy sent the teacher. she was fired last month from wald run. it's because she's married to a woman. the school new about the same sex marriage for several years. many parents are upset about winters dismissal this week. the archbishop released a statement saying the school acted with character and common sense. waldrin's principle sent a letter to parents today. christie. the president is lying to win support for the deal. by talking about the deal yesterday, inspectors would have 24/7 access to iran's nuclear facilities. under the new agreement, if iran keep it that turned out to be a lie. and i will tell you that when he said yesterday that inspections will happen in iran any time anywhere, the agreement itself undercuts the president's position. >> christie said if the president likes the deal then go sell it, don't lie about it. speaking of the presidential race, hillary clinton holds a sizable lead over the democratic field, however, that leap isn't as big as it was a few months ago. clinton leads bernie sanders 51-17%. martin o'malley and jim webb garnered 1% support, it showed lincoln chaffey with no support. vice president joe biden has not announced his intentions for 2016 but recent reports suggest he is it leaning toward a presidential run. in that same poll 13% of voters 11/they would choose him. most of that support is from clinton backers. >> thousands of philadelphia school children with no access to the internet at home are getting connected. philadelphia is one of 27 cities selected for a new federal program called connect home. it is one of president obama's initiatives. the goal to bring high speed internet to more middle and lower income families. >> we call it the homework gap, it's really children not being able to do their homework at night. they have to find other places like the library. >> the white house says it will help 200,000 students get on the internet at home. ask and you shall receive, it's in the bible. parishioners are hoping that's the case for them. the notre dame alumni association is appealing to leaders in rome to keep their church open. last month, the archdiocese told the parish to close and merge with another. eight delaware county parish's have closed since 2012 because of shrinking participation. video and pictures of today's storms and flooding from nbc10 viewers have earlier today. it's an entire street flooded as you can tell from sidewalk all the way to the other sidewalk. here's another, joseph fair weather sent us this picture right here these shots you can almost make out his feet. water, his knees are right here by the way. here's another one for joseph. this car trying to get through these waters. you can see only the tops of the tires are visible. and then let's check this out. there's some video i want to show you right here. mickey sanchez sent us this club. this is vineland cumberland county right here. the rain is teaming down the street glenn, we're still looking ahead to more rain, but not as bad. >> absolutely. and the other thing i want to say after seeing those pictures is don't drive through that stuff. if the water's up to the tops of your tires, it is dangerous. and it's also dangerous for the car, you can get flooded very easily. turn around don't drown. that's the slogan. now, we do have some showers on the radar now. not as threatening as it was this morning, you're going to get pretty wet over the next couple hours. in the poconos, lehigh valley not so much the unusual flow is from the northeast to the southwest. we've got a low pressure center off the east coast, that's why things are moving the way they are this afternoon. and we have a few heavier showers, this one in upper makefield bucks county you can see the precipitation rates about 6/10 of an inch an hour. a little over half inch per hour, a quarter of the intensity of what we saw this morning in atlantic city. a quarter. that's the heaviest shower on the map. even though there's some heavy showers, nothing like this morning. now, let's track it see where it's going to go. new town at 5:20 lower southampton at 5:36 bensalem at 5:43. then the one in montgomery county. to philadelphia around 6:00 remember we did the same tracking about 15 minutes ago, and that timed out to philadelphia right around 6:00 as well. now, we have a few of them in delaware county. heavy shower in springfield, that goes into claymont in delaware at 5:38. these again are moving toward the south-southwest. the other thing that's happened in the last hour is that they're getting a little smaller and more scattered. that's good news, that's a trend. this one near middletown going to somewhere in a at 5:35 and harley at 6:05. as long as these things hold together. they are weakening. now, at the shore, where they got the heaviest rain. they got four inches of rain in two hours, there's more rain coming down through long beach island. it's not nearly as heavy. this is not the kind of rain that would cause flooding. this is less than a quarter inch per hour. again, it was two inches per hour this morning. that's a fraction of what it was this morning. so as we go through the evening we still expect a few showers around. they're really going to be dying out over the next few hours, and then the temperature starts to drop down into the 60s later this evening, and 50s by tomorrow morning. north and west. kind of refreshing out there, and very low humidity during the day tomorrow. a lot of sunshine see very few clouds during the day. we're in the 70s and into the mid-80s, the sea breeze at the shore keeping temperatures down into the mid-70s. speaking of the shore over the weekend, now, we're talking about a heat wave in philadelphia and other inland areas. it's not going to be a heat wave at the shore. we're going to get to escape the heat, 82 degrees, looks pretty nice. the ocean temperature still well above average and sunday is going to be another day escaping the heat. you can also escape the heat by going to the pocono mountains. some thunderstorms are likely on saturday. a little more sunshine coming on sunday. for the rest of the night we still have the showers to contend with. they're getting smaller, perhaps a little weaker that's a good trend as we go into the evening hours. it's going to get dryer and dryer as we go through the night. and less humid and cooler down to 57 degrees north and west. then for tomorrow just a spectacular day. nothing like today. sunny, much less humid, high temperatures in the low 80s, the 7-day forecast another great day coming on friday and then the temperature jumps, and the humidity jumps and we get into a heat wave territory over the weekend. best chance of showers and storms is on saturday and then especially on monday which could be the hottest day of all. >> glenn, thank you very much. most people are afraid of sharks. >> i would say so. another storm cleanup. heavy rains led to flooding. some areas can see more rain tonight. >> let's get to glenn "hurricane" schwartz for an update. >> some rain tonight. nothing like what we saw late last night or this morning. as a matter of fact we're seeing a general trend of getting the showers smaller and weaker. which is good news. because we don't need any more rain. the general trend is moving from northeast to southwest, which is very unusual. the reason though is we have big storms right offshore. that's causing that flow. now, we have a couple heavier cells, this one rather small, coming right into philadelphia. cheltenham, up into the north and east there, this is coming right down through west philly. fairly heavy rain, one 1/2 to two inches per hour. it's not going to last for an hour it's a small cell and it's moving. you can see it's headed right down toward the schuylkill right into parts of center city. and 5:48 in east wick. this will continue to move right down toward the airport. brief delay there as a result. there's a tight pretty strong cell that's moving to the southwest. you can see they're widely scattered now, it's not a big band like it used to be. this is not as threatening as it was. and what we're seeing at the shore is much weaker than it was a half hour ago. that is really a nice trend. the scattered showers tending to diminish with clearing and lower humidity real nice weather for a couple days. more on a heat wave. more on that coming up in a few minutes. >> drew smith is live in bridgeton, cumberland county. a small clog in storm drains could bring us some big problems. >> these rains were so powerful they propelled a lot of stuff. you can take a look on this storm drain. all of this debris here causing a problem. especially for the people that are waiting for the floodwaters to recede. >> people just trying to get to work in the morning have been up against mother nature a lot lately. >> several times a week at least. for the last month we've been hit, we got hit yesterday, some areas of county an nbc10 viewer sent these photos of brewster road in vineland. cars tried to make it through the muddy water. here's a video sent to us from upper deerfield. for john and his cumberland county road crews, it's hard to keep up. >> that's very abnormal. >> they worked to block flooded roads and check the drains, even with the warning barrels up some drivers drove through the high water. >> i was helping push him out. there was already a car stuck in the water. the water was already up to the bumper. >> else nelson is used to working with water. >> it was bad, it was real bad. >> he says it was more than just the usual trouble spots that filled up with rainfall today. >> it seems like every time a storm comes through, the rain's heavier, they last longer. >> this area has a pretty good drainage system we're told. it's not equipped for the heavy rainfall, it woulds well in normal rainfall if justice system. >> members want to make sure those ideas become reality. rosemary conyers joins us live. what's the next step here? >> the main message we've been hearing throughout this convention is that the way to really effect change to make it count is to vote. that's something that president, former president bill clinton spoke about earlier today when he addressed the convention. like president obama, clinton focused his speech on reforming the criminal justice system it starts with the way people think and treat criminals. >> it's changed my heart a lot. i'm sure it's changing others as well. >> hearing president clinton echo the same sentiment about the need to reform the criminal justice system was practically music to their ears. the audience at this naacp convention left philadelphia inspired and encouraged. >> when you attend these conferences, you go back home and you are well energized and you're ready to hit the road fighting. >> clinton called for reducing federal mandatory minimum sentences so the pushishment for prisoners, especially nonviolent offenders fits the crime 37. >> we have to not only do the work we have to rebuild the law enforcement community trust at the neighborhood level if possible. >> what does the naacp do now. >> one of the things we're endeavoring to do is being specific about what we're seeking in terms of reform. be clear about what's necessary. we have to do our part. one of the days we do our part is by voting in record numbers. two, we have to take to the streets. >> the naacp says protests are effective now am coulds the other part. >> exercising my right to vote. not just in my political party but everything. exercising that so my voice will be heard and other folks voices will be heard as well. >> the naacp convention here in philadelphia wraps up this evening with a special dinner featuring attorney general loretta lynch as the keynote speaker. reporting live in center city rosemary conyers nbc10 news. >> president obama's speech focused on giving people a second chance even if they've committed a crime. >> as tim furlong shows us it's having a real impact. >> interesting to watch the >> the president is called for changes that lead toward more rehabilitation. delaware has already made some changes in that direction. in delaware the prisons are crowded and it costs a fortune to keep people locked up. so many people that come out of the prisons come out of there anyway. let's spend the money more wisely, spend it investigating issues that cause people to commit crimes in the first place. >> delaware is trying to help more offenders get back into society. the state will return driver's licenses to nonviolent offenders to help them get the jobs. the department of corrections has the job training program. the state has an automotive and culinary training program for offenders. there's no longer a box asking about past nonviolent conditions. the nonprofit commission has also partnered up with the state to offer real world skills set training for guys coming out of prison. >> you created situations for people to prosper and flourish. you create the situations for people to be relegated to a low order and kept there, then you're creating conditions for another thing. and i would think we don't want the other thing. >> tim furlong, nbc10 news. >> criminal justice report will be in the spotlight in our area tomorrow for a third straight day. it's the topic of governor chris christie's speech in camden. this will be the first governor's policy speech in new jersey since announcing his campaign for president. commuters will have to pay more to ride the rails or the bus. how high are prices for new jersey transit will impact commuter's wallets. diet or exercise? why doctors say one is more important when it comes to losing weight. it turns out cases of lyme disease are swinging sky ward. deer ticks carry the bacteria that causes lyme disease in people. most cases occur in mid-atlantic, northeastern and upper midwestern states. the cdc reports that traditional high risk areas have expanded since the early '90s. some experts think it's because of changes in weather patterns. pennsylvania is the number one stick for cases of lyme disease. over the past three years. deer ticks are present in every county of the state. and then in 2013 95% of cases confirmed cases that is were in 14 states including pennsylvania new jersey and delaware. here's a good reason to get up now, we're sitting down of course, in our anchor chairs. it's a good reason to get up and stretch more. >> i almost feel like i need to stand up and tell you. i'm not. i'm just going to stay right here in this space. sitting for a long time raises a woman's risk of developing several cancers. women who sat more than 6 hours a day were at a higher risk for breast ovarian and blood cancer. the risk was also about 10% higher for developing any cancer. the risk was less for men unless they were also obese. the study was conducted by the american cancer society over a period of 17 years. >> listen to this if you're trying to drop some pounds running alone won't be enough. there's more research tonight showing a good diet is more important than exercise. experts say the problem is people look at exercise as a license to eat. many eat too much after a workout and overestimate how many calories they've burned. the key is the combination of diet and exercise. the first alert radar still tracking in a few small but heavy showers. this with more on that story. jim? >> less than two months ago, caitlyn jenner revealed herself to the world on the cover of vanity fair. and tonight it's going to be the first time she steps on to the red carpet as herself. some people are questioning if caitlyn is the right person for the award. some say it's a big marketing ploy. bob costas weighed in on the issue on the dan patrick radio show this morning. >> it's in not anything against caitlyn jenner i'm pretty sure they could have found someone who was much closer to actively involved in sports who would have been deserving of what that award represents. >> now, the executive producer of the espy awards told sports illustrated that selecting jenner was not a ratings ploy instead, it's very rare you get to tell a story that hopefully affect the people and moves people and has meaning and makes a difference. some believe the award should go to lauren hill a former division three basketball player from ohio. she fought brain cancer raised more than a million and a half dollars for cancer before she died back in april. caitlyn jenner will be joined by all of her children at tonight's show. she's been asking fans for suggestions forward shows us what it will mean for riders. >> basically today new jersey transit said drop dead. >> chairman fox? >> yes. the vote to move full speed ahead was unanimous. so is the reaction we got from commuters. >> it's a ripoff. >> they need to stop. >> new jersey transit's board of directors told a packed room wednesday they don't have the money. and that this is the only route available to close a nearly $60 million budget gap. >> it is not an easy decision. it's not a decision that anybody takes lightly. we do take into consideration the impact that it has on our riders. >> rates would go up an average 9% across the board for bus and rail riders. for example, a one way train ride from met toe park to pen station would go from $10 to $10.75. a monthly pass from 2.84 to 3.10. >> it's ridiculous that just getting to and from work is costing half of what i'm making. >> liam blank estimates his fair from new brunswick to his internship in new york will go up a dollar each way. while coming right through populated areas. this one is coming down the schuylkill expressway here in philadelphia center city right in here it's coming more toward university of pennsylvania. this is a live camera look at the schuylkill at spring garden and, of course it's soaking wet. and it's rush hour and, of course that doesn't help things any that continues to move to the south. other heavier showers in lower bucks county and over toward mercer county in new jersey everything is moving to the south today, so this will be in burlington about 6:02 willingboro 6:11 lumberton 6:29. showers are pretty well separated. they're getting weaker in general. unfortunately, the weakest of them at the shore, where they got so much rain this morning, two inches per hour with storms not moving. so they did get two inches an hour, and four inches in two hours, what do they have now? less than a quarter inch of rain per hour with these showers. it's not nearly the threat of what we saw during the morning hours. you request see others in delaware as well. they're small. and they're moving. the reason we're following so closely, is because there's been so much rain. this area in yell loy skimted two inches or more and the reds three inches or more. we don't need another inch anywhere in the area. but especially in those places. the future cast shows over the next couple hours, things really
