SALT LAKE CITY — A Bountiful man was recently arrested twice in Hawaii for allegedly breaking COVID-19 quarantine rules two separate times, police said. David Barnes, 50, was arrested on Dec. 28 and again on Jan. 5 for investigation of violating Hawaii's emergency rules, which require people arriving in the state to quarantine for 10 days at an approved location, according to a news release from the Kauai Police Department. Barnes arrived at the Lihue Airport on Kauai on Dec. 28 and was told to quarantine, the release said. He did not have accommodations confirmed when he arrived, so he was asked to make arrangements at the airport and was allowed to leave after confirming a reservation at a nearby hotel.
