Ukiah City Council narrowly elects Dueñas as first deaf

With two members voting against the motion, Vice-Mayor Josefina Dueñas was narrowly nominated recently by the Ukiah City Council to be seated as its next mayor in a ceremony scheduled to be held on Wednesday, Dec. 6.
