expect to get another ten thousand signatures light rail supporters like martha mclean says the region is in desperate need of a multi modal transportation system that knitting patterns that are all over the place and so people have to have some other alternatives besides getting in their car and driving everyday and if the city doesn't get state support for this now expanding the light rail me never happen. it'll be next to impossible for the city to come up for the region to come up with the kind of dollars necessary to do it independent. now i spoke to me or will see us and on the phone today he says he is in the process of writing cemetery lane a letter to get more clarification on this i also spoke with councilman bobby dyer who says that he is planning on introducing a resolution to put this light rail issue on the ballot for now reporting live in virginia beach on january thirteen is now the homes of massive fire in office today crews knock down what remained of those homes that four alarm fire sent families running into the cold saturday night as firefighters search for a cause those neighbors are working to pick up the pieces of their lives to her is live in ocean view to you spoke with the victim of that fire i did she told me she was able to go back home earlier today she was very emotional only spoke on show you why she lives in this home right behind me this is her fence on the floor just right beside me and just a few feet away over here this is all that's left from that fire you can see so much of the damage in the rubble here tonight she's a very painful but feels for those who lived here four of the ocean view fire has lost about forty people without a home. i hate to use that word again but it's the real mary ann mcgovern extremely thankful she's not one of them i feel confused how that was possible considering how close this hit two home from her backyard. you can see all the damage through here she's just feet away from the devastation when you look over there you know you can see people's bikes shoes clothes emotions piling on the smell smell is bad you can smell a thing not just for her but also in norfolk fire rescue chief jeffrey weiss was firefighters know the fact that we didn't do a good enough job he's working with them for them to understand. i've been there but after thirty seven years i've seen it a few times sometimes the best we can do to stop the spread the fire i can't imagine that they would like to see everything i don't think they could have the winds just whipping through here but they did save lives in the conditions all sixty plus firefighters in doing so cold to the bone standing tall in miri and the governor's eyes baby is such a good job. i can't thank them enough. no she fly says he could take several weeks before they find a cause for this fire they say there's no indication that this is in our sin leaven or fitch knew her thirteen years now. all robbers storms into a gas station he is on with a double barreled shotgun surveillance cameras caught the suspect in action virginia beach police say that man took cash from the citgo on diamond springs road last tuesday he ran off toward the driftwood apartments call police if you can help find the death of justice antonin scalia creates the possibility of a four four split on the supreme court and i could have an impact on former governor bob mcdonnell to peel or it might not at all this case is scheduled to be heard in an unspecified date twenty fourteen felony convictions on public corruption charges and a two year prison sentence if there's a tie in the court the convictions and sentence stand but one local legal scholars not convinced it will play out that way. well i don't think we should pre suppose what justice scalia would die in the back eighties and the future will tell us that al of whether the governor off is set with a four four split or whether i buy three or six two decision even unanimous decision most supreme court decisions. actually our unanimous decisions mcdonnell himself was hopeful about his chances last week two days before scalia staff today his legal team had no comment on convicted criminals slipping through the cracks and into your child's school canteen is no investigation is looking into how a broken system could allow a predator into the classroom and a man to take pictures up girls' skirts and this isn't the first time he's been virginia beach man is accused and end up squirting incident with andrew madison who used his cellphone to take pictures up of a young girl spirit inside a restaurant back in december and this is not the first time out of su has been busted for taking inappropriate pictures in a public place i saw llamas and has the story you'll see only on thirteen years now the second time addison has been in trouble for something like this the most recent was here and this panera bread where he was caught using his phone lookup the start of a young girl i don't want him to be able to buy lee anyone know i won as many people out is twenty five year old in june and she was behind bars tonight police say he secretly recorded of a young girl's skirt and a spammer off alaskan wrote back in december. parents lined up under the table and get pictures up first for a former friend of mattie's use is speaking out she didn't want to show her face but says she's doing this to warn others discussed and nauseous that i hadn't been so close with this person for so long and say he was just pouring rain the entire time the friend tells us matters to admit to having an entire collection of pictures i figured he secretly took of unsuspecting girls. flashback a few years. this is madness to win twenty eleven the first time he was arrested for the same thing taking pictures of a young girl skirt at the lead story in lynn haven mall. obviously yet. mattie sue will be back in court next month he's being held without bond. i'm hoping that he'll get enough years in jail have finally learned his lesson in virginia beach. marcella robertson thirteen years now it's a national issue disgraced teachers fired from their jobs. switching districts to get back into the classroom. we're investigating what's happening to keep those convicted criminals away from your child and a foggy night will lead to a warmer minutes and every parent wants to make sure the person in their child's classroom to stress with a fragmented system of background checks and licensure standards however could mean predators end up teaching your children what safeguards are in place and what changes could be made to better protect your children investigative reporter laura geller joins us with a story you shouldn't miss while they're supposed to be the ideal role models the people you trust with your children everyday safe and honest but we've all heard the stories seen the mug shots of teachers who have preyed on innocent children. they're part of the nationwide usa today tag media dishonor role in their names splashed across the headlines with charges that disgust many people like allen high school teacher admits to engaging in a highly inappropriate relationship george brown pleaded guilty to allowing a student to perform oral sex on him. they're there to mentor our children can now share the good characteristics good morals good fx and obviously if he he is not doing that for children but what would happen if teachers like brown were able to game the system and move from district to district or state to state people have tried to do just that right here in virginia we got our hands on the state database which lists actions taken against teaching licenses by the virginia department of education include revocation suspensions and even denials you wouldn't believe some of the people who have tried to get into your child's classroom takes and ruby's march amour for example according to state records she wanted to teach in virginia but video we found out she had a founding case of child abuse misdemeanor assault and battery of minors we also found teachers have tried to transfer to virginia after getting in trouble teaching in other states it's called passing the trash. for example records show caring pens another state after an aggravated assault conviction but she still apply for license here in the commonwealth and was subsequently denied. so we went straight to the department of education to find out what checks are in place to protect your children parents and their children to school. expect those children to be say charles pyle is the agency director of communications so there's really no more important responsibility here at the department of education or out in the one hundred and thirty two school divisions that keeping kids safe. so how does it work when someone applies for a license to teach in virginia the department checks that person against the national clearinghouse. it's a list of discipline teachers maintained by a non profit also the only checks that list every month to see if any new names have popped up creating potential issues bought background checks are not done by the state when a license is issued according to state law that's done by when a job offer is made our national investigation shows that can be problematic in states where background checks are left to the localities we've seen more opportunity for problems and so called problem teachers allowed in classrooms where they shouldn't be. we checked in with the seven larger cities here in hampton roads the school district to maintain perspective employees are in fact background check before ever stepping in a classroom. it really is a shared responsibility. we can't be everywhere. we don't have individuals in every school division on looking over everyone's shoulder stakeholders including the virginia department of education. it met the system is not perfect there's no rule saying how or when state should use the database it is all voluntary. so some are pushing for federal requirements to streamline the system and make sure children are ultimately safe school like this that's really about protecting kids it seems like we could come up with with a clear consistent set of terms and rules so that that that information was easily shared across states also while d o e put some information about the license revocation. not all of the details are posted online. we for the information we've gathered on our website so you can make sure the people who are in your child's classroom are in fact supposed to be there. laura geller thirteen years now visibility being reduced still a big problem and some of the inland areas is getting a little better here in the immediate downtown norfolk area you can see it's very hazy very now again number of areas seeing the fog but this is a big improvement over what we saw earlier we could barely see pointing it straight down to the ground and now we can see again at least the lights the distance so and that's way high up it even better again down at the surface starting to notice the southerly winds carrying some moisture back into the region. we had of course the snow turning to this them freezing rain then rain and now things really been pretty quiet for several hours starting to get a little bit more rain working its way toward the area. the forecast for this morning spot on from evan yesterday was snow for the morning commute obviously that happened so that gives a six in a row how about tomorrow for st enters at least twenty degrees warmer during the midday and they work today in the middle part of the day so for the afternoon a few showers out there right now thirty nine. some showers with some fog again lifting to the north is this country's rise in the mid forties by nine and then will be way up there closer to fifty by midnight here. speaking of fifty that's what you are in elizabeth city right now is that warmer air is gradually moving and not a lot of rain during the overnight most of what rain we see tomorrow's middle part of the day as temperatures climb up near sixty and then things will clear out gradually during tomorrow afternoon before a weaker system moves and tomorrow night and early wednesday with a few more light showers and some chili or temperatures. these are the expected winds potentially up to forty mph or more out of the south southeast tomorrow as that front moves and and then behind it will still be blustery and will start to see some of the cold reading so that's one of our concerns for tomorrow is whether or not we do indeed see those gusty winds and notice how they start to come in on thursday dropping temperatures once again so here's the satellite and radar shot most of the heavy rains to west of us that gets ready to move in tomorrow. so ninety percent chance of showers at times during the day tomorrow maybe even a thunderstorm sixty one though and only forty nine on wednesday with a chance of a morning shower and couldn't be a mic shower forty three on thursday and sixty two and sunday. it's nice to find a look inside and no more snow all out war plan cites got the russian playwright law while the wintry weather was hanging around i thought i'd visit the spring fishing classic a combination of demonstrations seminars and much more at the bass pro shops in hampton but typically the colder the water the longer i let it sit to put on demonstrations to give seminars to the folks you know getting some information about their technique for bass fishing we also wanna talk to people about boats. of course the big tank is loaded with big fast so you can see how they react and most of the town we can throw basin there would demonstrate how the bay works and most of time human half fish actually come and i'll be looking at the base or actually taking the bait enough of this interview let's get to learning a thing or two i will do that this time interactive very slow. they want to eat but they don't want to show it's usually the colder the water the longer i applause this pay to give the fish the real sluggish fish time to come up look at it and decide to take any turn them and bowed up there and you can find the style that's what everybody station. this isn't just about fresh water for instance austin again was giving a seminar on salt water fishing you can tell he loves his topic another and for the offshore their team go twenty feet of different fish in every area of salt water fish little fish an old area
