this news comes as the body count from the disaster passed 10,000 and more than 17,400 people are still listed as missing. a virginia man teaching english in japan has made it back from the quake-stricken country. donny donovan was not able to fly back home on this past monday. he just wrapped up his program with his teachers just before the quake. he started the long trek back to his apartment and on the way the devestation began to sink in. >> where i was living the damage didn't look too terribly bad. i mean, once you have seen on t.v. what happened, i feel like i'm fairly lucky what happened to where my place was. >> he spent four days in an overflow shelter after the earthquake. the u.s. embassy got him a flight back home but he will be head being back in two weeks. a power failure and shutdown of the nearest nuclear reactor a year ago. back at that time the event didn't get much attention but that nuclear crisis in japan fresh on everyone's mind, today plant managers and local emergency officials faced questions about the incident from our reporter scott broom. >> reporter: february 18th, 2010, was not a normal day at this nuclear plant. there was an electrical short near the unit 1 reactor. backup diesel generators kicked in. one didn't work. it shutdown. the result was a leak. water got into a critical area. >> we had a very small roof leak. >> reporter: today the unscheduled shutdown a year ago the company says that safety plans around the plant work and continue to. >> we fully understand what the causes of that are and are moving forward from that. we have invested over $1 million in the past year in roof repairs and we will invest another $26 million in the next three years. >> reporter: today the managers teamed up with calvert county officials to show off the emergency management nerve centers. >> we were aware of what was going on as it was going. we were aware of it. we feel confident that the information we are getting is accurate. >> reporter: no emergency declaration was necessary last february. but calvert county is poised to notify and evacuate as many as 40,000 people who live within 10 miles of the plant. if they can't handle the next unexpected glitch. >> 50 miles outside washington, scott broom, 9 news now. >> the only standby issued came back in 1987 when calvert cliffs had to shut down both reactors because of the transmission line problems. well, nato is now in charge of operation odyssey dawn. the pentagon says gadaffi has no air defenses left. but as other nations begin taking larger roles in libya, the pentagon is considering adding more to tangle with the ground forces. many in congress are still angry that the president didn't consult them. >> had he waited for congress to come back i think there is very little doubt that many people would have died. lesli johnson has been charged with conspiracy and evidence tampering. she is facing 20 years in prison if convicted. those charges are in connection with the corruption scandal that involved her husband. you may recall investigators investigators said she tried to smuggle thousands of dollars outs of her home in her undergarments. police identified a suspect wanted for the murder of a 31- year-old man. lawton was killed last night outside his apartment complex on 23rd in temple hill. the man wanted for that crime is named james allen payne. so investigators want to hear from anybody who knows where james allen payne might be. tonight, the search continues for the murder weapon from the two recent murders in olney. a 35-year-old man with a history of mental illness has been charged with both murders but police and many of the public still want to know where he got that gun and how he got it. >> reporter: in january 2009 goodlet was found guilty of murder and harassment but not criminally responsible because of a mentaliness. a montgomery county judge said he would not be dangerous on 17 conditions. one condition required that he not break the law. another that he not carry a gun. goodlet signed off on the conditions. and for the past two years he has been a free man under the supervision of the maryland department of health and mental hygiene. >> the conditional release order was for five years. >> reporter: but he is free no more after being arrested early this week and charged with a cold-blooded shooting death of two olney men, including his 81- year-old next door neighbor. >> he was shot in the back of the head. >> reporter: police haven't recovered the murder weapon but that hasn't stopped a lot of people from wondering tonight how exactly a man with a lengthy and well documented history of mental illness could have allegedly gotten a gun. >> it is a huge problem nationwide. >> reporter: the brady center that prevents gun violence says the answer is simple. without much trouble. if the allegations against goodlet are true, it would join the examples of frightening ease which the mentally ill can get their hands on high-powered weapons. >> anyone that is severely mentally disturbed, you have a criminal record, you can buy a gun with no background check. >> reporter: the state of maryland does a pretty good job of disqualifying the mentally ill from buying guns but they need to do a much better job of sharing their information to maryland residents don't go to other states to buy their weapons. >> what about the department of health and mental hygiene? weren't they watching over this guy? >> i spoke to them this afternoon and they said they think their handling of his supervision was done properly. until monday when he was arrested after the second murder they had no idea he had violated conditions of his release. >> we appreciate that. ahead tonight. a family in crisis. the mother makes a tragic mistake and it cost her the ultimate price. her baby. and an emotional good-bye. more local troops going to the middle east. 9news a 3-month-old baby is dead. her mother and brother still in the hospital after they were run over by the family car. delia gonclaves is live at children's hospital to explain just how this terrible tragedy unfolded today. delia. >> reporter: here is some good news at least in the sad story. the 3-year-old boy is here at children's hospital expected to recover in stable condition tonight. however, his little sister sarah did not survive that accident despite the mother's desperate attempts to save her children. here is what we know happened. it was 9:00 a.m. police say the mother wags dropping off the kids at grandma house in laurel. she just pulled into the driveway but failed police say to put the car in park. she had the baby in her arms hen she noticed that her son ran out behind the car which at this point was drifting backwards towards the little boy. the mom ran back to rescue the boy but the car ran over that whole family. >> i look at the baby and i could tell that the color was drained from the face. you can't get the picture out of your head. you can't. i'm looking down at the baby and looking her in her eyes and she is begging me to save her baby and i'm trying. what do you do? what do you do? >> reporter: that neighbor lives right across the street. she heard the mother screaming for help. ran across the street and tried her very best to perform c.p.r. when e.m.t.s arrived they performed c.p.r. as well but the baby was announced dead at the hospital. the mother and boy will recover physically from their injuries. some people are leaping to the defense of that lone air traffic controller who allegedly fell asleep in the reagan national tower. shiftwork can be very tough. 15 million shift workers are struggling with sleep problems and fatigue. a sleep doctor says sometimes it is just out of your control. >> in the setting of insufficient sleep people can fall asleep inadvertently. they can have overt sleep attacks where they may feel tired and may not realize they are falling asleep. >> the worst thing when your shift keeps changing. you can only move your sleep, wake rhythm by half hour a day. you should probably try to have a three or four-hour period every day when you are always asleep. smile for the camera. a whole lot more surveillance cameras going up across the dc region. over the next year metro is planning to install more than 150 brand-new cameras at the entrances to its rail station. now police will be monitoring these cameras 24/7. the cost nearly $3 million. that money coming directly from the federal around the metro area. but it will be very light and really not measurable. tomorrow morning we are dry. good news for the marathon and the cherry blossom festival tomorrow. as we go on through the day, clouds increase and then the snow really coming in early sunday morning. so we are talking some snow. look at that cutoff right there. pretty sharp cutoff and more higher amounts basically to the south and west of dc. still, more snow in through parts of leesburg and manassas. parts of dc could be seeing some snow. not a whole lot on the roads because the surface is fairly warm. probably wet roads and maybe some snow on the grass. here is the futurecast. how much snow can we get? one model showing maybe over an inch for dc by sunday. then out to the west and south higher inches. 5 inches in culpeper. also for charlottesville. a big factor when it comes to the snow storms late in the springtime. tomorrow morning, partly sunny and cold. dress in layers. 20s and 30s to start off the day. but that northerly wind will feel cold for you runners. afternoon increasing clouds and chilly. snow late night. highs right around mid-40s. all right. we have got the marathon. also the cherry blossom festival tomorrow. we are talking about family day. so right around 10:00 a.m. it will be 39 degrees under partly cloudy conditions and increasing clouds throughout the day. up to mid-40s in time for that kickoff ceremony. seven-day outlook. dealing with the snow just for sunday. after that we are talking mostly sunny by monday. it will be dry but chilly. 45 degrees. we should be in the upper 50s this time of year. can you believe a week ago today we are talking 80s? near record breaking highs. now we are talking snow and 20s and 30s. >> don't remind me about those 70s until they are
