police department. officer kevin bowden has died after his car crashed into a pole at branch avenue and clinton. this is the second officer who's died in a car crash for this police department recently. an suv was involved in officer bowden's crash and he was off- duty at the time. at a police press conference last night, officials did reveal quote we have witnesses saying the officer was cut off. unquote. police will have an update later this morning as a news conference and we'll have that for you on 9news now at noon. we have our eye this among on the rest -- the arrest of a man who allegedly threw a flammable substance into the ballston county mall. this is thrive video only find right here of the arrest. police closed the mall after reports that someone threw a molotov cocktail. after three hours of searching police took the man into custody. his name has in the been released at this point. closing arguments are expects today in the case against two prince george's county police officers. reginald baker and james harrison are charged with second degree assault and misduct. it was caught on tape in 2010 as students a at the university of maryland celebrated a basketball win over duke. the video shows officers using their baton to hit a young man on the ground. harrison took the stand yesterday saying the young man punched another officer and refused to drop an object in his hand. that object turned out to be the man's cell phone. federal investigators continue to investigation this morning whether the suspect in a plot to bomb the federal reserve in things. >> security expert derrick mackey says it can silently install itself on your computer and try to hijack existing antivirus software. red flags include redirecting a user to a website and asking for a credit card number to fix the so-called problem. in the event of a scam, take the computer offline. reinstall existing antivirus software and complete a new scan of the device. to avoid getting tripped up by such a scam in the first place, have web filtering security software and antivirus protection to block malicious websites. if you do wind up falling for the scare ware pitches what you get for your money is often a junk software program. you may now have downloaded a virus to the computer. that makes the problem so much worse. you think you're doing a good thing and it we now have the live picture for you. back to you guys. well, here's a look at the stories making news now. in new york, a federal appeals court became the nation's second panel to strike down the defense of marriage act finding the law's denial of federal benefits to married same sex couples is unconstitutional. the 1996 act bars federal recognition of such marriages and doesn't force states to recognize them either. virginia's state health commissioner has quit over controversial new rules governing abortion clinics. we are showing all file video of dr. karen b remley. the state's board of health documented the rules last -- adopted the rules last month. they require existing abortion clinics to meet the same construction standards as brand new hospitals. that could force them out of business. the boy scouts of america released 20 years worth of secret files on men suspected of child sex abuse. the documents also known as the perversion files show the scouts failed to report situation is not good. going to the inner loop of the beltway before route 355 it was two separate accidents involving tractor-trailers. and what they're telling me that is that it is an extensive operation there and that's because they need to off load the fuel off both of the tractor-trailers. you're taking a look from our paul lester at a live picture of the beltway inner loop. how the get all these people off of the beltway. if they're stuck before old georgetown road. yes they can get them off there. but anyone beyond old georgetown and headed to 355. these people have been stuck there since 4:30 this morning and because it involves a fuel spill, it's a very difficult situation here to get all of these people turned around. i in fact personally think it's not possible. on the inner loop of the beltway, before 3551 what we're talking about. two separate accidents involving tractor-trailers. now the problem is another accident on the outer loop and this one is at connecticut avenue. a single vehicle accident hit a wall there and it's disabled on the outer loop at connecticut avenue as well. i would say avoid the beltway in this area of bethesda if you can. i'll be back >> and i'm jessica doyle. >> for some of us we still have more storms though. last night it was loud and thunderous and some of you got woken up. this morning we're watching another batch of storms through fredericksburg coming out of richmond moving northeast. let's start with the day planner quickly and we'll see you a touch of fog in the area of tysons corner. looks better than it did an hour ago. then a better afternoon as the sunshine will return. temperatures climbing maybe to even 74 for that high. with a 6:00 p.m. temperature still comfortable at about 70 degrees, looking good as we head into the afternoon. big storm which is spinning near chicago with all the rain there. gave us our showers and storms last night and there's that one area coming up from virginia this morning. tracking in towards southern maryland. it's over to richmond and fredericksburg. not much going on in town but south of washington, this is where seer seeing the thunderstorms -- we're seeing the thunderstorms. the lightning northeast of richmond up to the fredericksburg area with some moderate to heavy rains, coming up 301 and watch out charles county. watch out to quantico. this is all moving in this direction even st. mary's calvert and southern opinions. you'll see this -- prince george's county. you'll see this in the next hour or so. over to monika samtani here at 6:30. she's dealing with an awful lot of traffic on the beltway in montgomery county. we've been working phones maryland state police. keeping us mosted on -- posted on this situation. we've been telling you about since first thing this morning. on the inner loop of the beltway. two separate stents involving tractor-trailers -- accidents involving tractor-trailers on route 355 in bethesda. all lanes are blocked and will remain blocked for at least another hour. let's go to our live picture from our paul lester first. and this is what it looks like everyone stuck here. basically between old georgetown road and 355 will not get through. if you are one of those drivers that uses 355, you can get on the beltway. this is the inner loop eastbound 495 trying to get to the two accidents involving tractor-trailers. before route 355 and crews on the scene tell us that they need to off load all of that fuel before they can let the traffic through and that's why it's taking so long. let's take a lock at our delays now. here's the spur, trying to get to the inner loop. so if you're just heading out the door, you know what to avoid. now what you need to do is maybe take montrose, randolph. connecticut avenue combination, to connecticut. that will get you around it north of the beltway as well. so again, inner loop before 355 will be blocked for at least another hour so those that have been stuck on the beltway have been there already for two hours and not moving. now let's take a look at the other side. here's what it looks like at montrose road southbound 270. these are the people that will hit that delay to eastbound 495, now let's take a look at the outer loop where there's another accident at connecticut avenue. hence this delay as well. i'll be back with more coming up in a few minutes. back to you guys. thank you monika. cbs news takes a look at the latest developments in the presidential race. >> one of the stories fora o'donnell has -- norah o'donnell on "cbs this morning." she joins us from washington. good morning to you. >> hey good morning andrea and jessica, that's right there's a new national poll that shows mitt romney's biggest lead yet. 7 points ahead of president obama. but is that the support showing up in the key battleground states? >> that would be nice. all right, kristin fisher reporting live from our satellite center. well. it wasn't warm and fuzzy last night in virginia. things very heated in the last of the five debates between the two virginia senate candidates, former republican senator george allen and former democratic governor tim kaine are trying to replace retiring senator jim webb. allen accused kaine of wanting to be president obama's senator, he pointed to the sportif obama care and environmental regulations and tax increases for the well think. but cane e accused allen of being an ideal log who will promote gridlock on capitol hill. allen accused cane e of neglecting his responsibilities as governor while serving as chairman of the democratic national party. it is 6:35. and time for another your money report. google is reportedly blaming the financial printers company. the draft shows the internet giant missed expectations on both revenue and earnings. google's stock plummeted about 10% before it was halted and eventually ended the day down 8%. they're working the finalize the earnings statement and they're planning to issue a release this afternoon discussing both earnings and what happened yesterday. and this is kind of fun. it is sort of an election of cents. what we bring you this morning. this comes from bliss. and this is of course the spa that is in the w hotel. they've come out with two hand lotions for the president and for the governor. this is o-'bama. it is an orange body lotion. i wonder how you like the scent on that? >> sure, well first obviously the first thing is let's just get moving. so the walk tomorrow is a perfect venue to get started and kick start a fitness program. >> okay. >> and warming up for the walk you know, we'll do a few dynamic warmup exercises. >> like what? trying to get to the inner loop of the beltway, this is what you're dealing with. no one is moving. and you're at home right now watching that means you need to choose your alternate routes. not a good idea. if you head east on the beltway from bethesda into silver spring. the outer loop is not affected by this. the cameras by georgia avenue and as you can see the lanes are open. in issues to report on -- no issues to report on the outer loop. all the lanes are open. a look at the map. inner loop of the beltway before route 355, no one's getting by. two tractor-trailers involved in these police department. officer kevin bowden has died after his car crashed into a pole at branch avenue and clinton. this is the second officer who's died in a car crash for this police department recently. an suv was involved in officer bowden's crash and he was off- duty at the time. at a police press conference last night, officials did reveal quote we have witnesses saying the officer was cut off. unquote. police will have an update later this morning as a news conference and we'll have that for you on 9news now at noon. we have our eye this among on the rest -- the arrest of a man who allegedly threw a flammable substance into the ballston county mall. this is thrive video only find right here of the arrest. police closed the mall after reports that someone threw a molotov cocktail. after three hours of searching police took the man into custody. his name has in the been released at this point. closing arguments are expects today in the case against two prince george's county police officers. reginald baker and james harrison are charged with second degree assault and misduct. it was caught on tape in 2010 as students a at the university of maryland celebrated a basketball win over duke. the video shows officers using their baton to hit a young man on the ground. harrison took the stand yesterday saying the young man punched another officer and refused to drop an object in his hand. that object turned out to be the man's cell phone. federal investigators continue to investigation this morning whether the suspect in a plot to bomb the federal reserve in new york city has ties to al-qaeda. agents are poring over evidence confiscated from 21-year-old quazi nafis' apartment. he is charged with trying to employee up the federal reserve -- blow up the federal reserve bank in new york city. the fbi successfully thwarted his effort. if convicts, nafis faces life in prison. -- convicted in nafis faces life in prison. antivirus software is easy. but that protection has become a target for scammers. and a consumer's best intentions can end up being pretty costly. steps to protect a computer and the personal information stored there. installing antivirus soft wafer and updating it on a regular basis. with that in mind, internet security experts have noticed a fast growing trend. scammers trying to snare well intentioned consumers with fake antivirus warnings and mall wear. >> nowdays it's gotten a lot worse because the cyber criminals can make a lot of money off of this. so they've developed elaborate graphical user interfaces to mimic things. >> security expert derrick mackey says it can silently install itself on your computer and try to hijack existing antivirus software. red flags include redirecting a user to a website and asking for a credit card number to fix the so-called problem. in the event of a scam, take the computer offline. reinstall existing antivirus software and complete a new scan of the device. to avoid getting tripped up by such a scam in the first place, have web filtering security software and antivirus protection to block malicious websites. if you do wind up falling for the scare ware pitches what you get for your money is often a junk software program. you may now have downloaded a virus to the computer. that makes the problem so much worse. you think you're doing a good thing and it the accident. oh, this is awful on the inner loop. and police are telling us this is a lengthy operation. we are not being told when they will set traffic free. we will of course cope you posted and we now have the live picture for you. back to you guys. well, here's a look at the stories making news now. in new york, a federal appeals court became the nation's second panel to strike down the defense of marriage act finding the law's denial of federal benefits to married same sex couples is unconstitutional. the 1996 act bars federal recognition of such marriages and doesn't force states to recognize them either. virginia's state health commissioner has quit over controversial new rules governing abortion clinics. we are showing all file video of dr. karen b remley. the state's board of health documented the rules last -- adopted the rules last month. they require existing abortion clinics to meet the same construction standards as brand new hospitals. that could force them out of business. the boy scouts of america released 20 years worth of secret files on men suspected of child sex abuse. the documents also known as the perversion files show the scouts failed to report hundreds of child molesters to police. dozens of these abusers are from virginia, maryland and d.c.. bruce leshan has the latest for you this morning. >> i loved it. it was awesome. like -- i didn't you bring yourself to do that? >> reporter: the boy scouts and lawyers for the victims released box after box of the so-called perversion files. they build on details already released. arthur of virginia, 50 years in scouting, commended by presidents. recommended by scouting executives, despite allegations of abuse. even after he confessed, scouting officials promised not to tell anyone about it. hum frees was finally convicted of oral sex and sodomy on 20 boys. >> we're talking about hundreds if not thousands of unidentified men who should be registered sex offenders who are roaming free in society. >> reporter: the scouts have been keeping the ineligible volunteer files since 1935. the documents released under protest cover the years from 1959 through 1985. lawyers are pushing the high humidity. no surprise there. with the showers. 90%. so we've got the big storm out west. throwing the moisture off toward us but this is tracking north and east and once this passes, other than a stray shower east and southeast of town this afternoon, i think we're going to be in pretty good shape for the next seven days. today 74 the early showers and even thunder south and east of town. sun this afternoon. 53 tonight for d.c.. 44 in the cold spots. tomorrow 66 a pleasant saturday with all the walks going on in the morning should be fine. sunday looks good too 65 and then we're warming next week into the 70s. it is 6:18. let's check in with monika samtani with this look at timesaver traffic. and i was just on the phone with the troopers at maryland state police barracks and this situation is not good. going to the inner loop of the beltway before route 355 it was two separate accidents involving tractor-trailers. and what they're telling me that is that it is an extensive operation there and that's because they need to off load the fuel off both of the tractor-trailers. you're taking a look from our paul lester at a live picture of the beltway inner loop. how the get all these people off of the beltway. if they're stuck before old georgetown road. yes they can get them off there. but anyone beyond old georgetown and headed to 355. these people have been stuck there since 4:30 this morning and because it involves a fuel spill, it's a very difficult situation here to get all of these people turned around. i in fact personally think it's not possible. on the inner loop of the beltway, before 3551 what we're talking about. two separate accidents involving tractor-trailers. now the problem is another accident on the outer loop and this one is at connecticut avenue. a single vehicle accident hit a wall there and it's disabled on the outer loop at connecticut avenue as well. i would say avoid the beltway in this area of bethesda if you can. i'll be back >> and i'm jessica doyle. >> for some of us we still have more storms though. last night it was loud and thunderous and some of you got woken up. this morning we're watching another batch of storms through fredericksburg coming out of richmond moving northeast. let's start with the day planner quickly and we'll see you a touch of fog in the area of tysons corner. looks better than it did an hour ago. then a better afternoon as the sunshine will return. temperatures climbing maybe to even 74 for that high. with a 6:00 p.m. temperature still comfortable at about 70 degrees, looking good as we head into the afternoon. big storm which is spinning near chicago with all the rain there. gave us our showers and storms last night and there's that one area coming up from virginia this morning. tracking in towards southern maryland. it's over to richmond and fredericksburg. not much going on in town but south of washington, this is where seer seeing the thunderstorms -- we're seeing the thunderstorms. the lightning northeast of richmond up to the fredericksburg area with some moderate to heavy rains, coming up 301 and watch out charles county. watch out to quantico. this is all moving in this direction even st. mary's calvert and southern opinions. you'll see this -- prince george's county. you'll see this in the next hour or so. over to monika samtani here at 6:30. she's dealing with an awful lot of traffic on the beltway in montgomery county. we've been working phones maryland state police. keeping us mosted on -- posted on this situation. we've been telling you about since first thing this morning. on the inner loop of the beltway. two separate stents involving tractor-trailers -- accidents involving tractor-trailers on route 355 in bethesda. all lanes are blocked and will remain blocked for at least another hour. let's go to our live picture from our paul lester first. and this is what it looks like everyone stuck here. basically between old georgetown road and 355 will not get through. if you are one of those drivers that uses 355, you can get on the beltway. this is the inner loop eastbound 495 trying to get to the two accidents involving tractor-trailers. before route 355 and crews on the scene tell us that they need to off load all of that fuel before they can let the traffic through and that's why it's taking so long. let's take a lock at our delays now. here's the spur, trying to get to the inner loop. so if you're just heading out the door, you know what to avoid. now what you need to do is maybe take montrose, randolph. connecticut avenue combination, to connecticut. that will get you around it north of the beltway as well. so again, inner loop before 355 will be blocked for at least another hour so those that have been stuck on the beltway have been there already for two hours and not moving. now let's take a look at the other side. here's what it looks like at montrose road southbound 270. these are the people that will hit that delay to eastbound 495, now let's take a look at the outer loop where there's another accident at connecticut avenue. hence this delay as well. i'll be back with more coming up in a few minutes. back to you guys. thank you monika. cbs news takes a look at the latest developments in the presidential race. >> one of the stories fora o'donnell has -- norah o'donnell on "cbs this morning." she joins us from washington. good morning to you. >> hey good morning andrea and jessica, that's right there's a new national poll that shows mitt romney's biggest lead yet. 7 points ahead of president obama. but is that the support showing up in the key battleground states? >> that would be nice. all right, kristin fisher reporting live from our satellite center. well. it wasn't warm and fuzzy last night in virginia. things very heated in the last of the five debates between the two virginia senate candidates, former republican senator george allen and former democratic governor tim kaine are trying to replace retiring senator jim webb. allen accused kaine of wanting to be president obama's senator, he pointed to the sportif obama care and environmental regulations and tax increases for the well think. but cane e accused allen of being an ideal log who will promote gridlock on capitol hill. allen accused cane e of neglecting his responsibilities as governor while serving as chairman of the democratic national party. it is 6:35. and time for another your money report. google is reportedly blaming the financial printers company. the draft shows the internet giant missed expectations on both revenue and earnings. google's stock plummeted about 10% before it was halted and eventually ended the day down 8%. they're working the finalize the earnings statement and they're planning to issue a release this afternoon discussing both earnings and what happened yesterday. and this is kind of fun. it is sort of an election of cents. what we bring you this morning. this comes from bliss. and this is of course the spa that is in the w hotel. they've come out with two hand lotions for the president and for the governor. this is o-'bama. it is an orange body lotion. i wonder how you like the scent on that? minty fresh? >> yeah. it's not a part -- but the obama smell is a little better. >> i like the obama smell better as well. about $12 if you want to participate in this election. >> if you wear white tie and tails you'll look good in either fragrance. this stepout walk to stop diabetes is this weekend. it's a cause very near to all of us here in the morning. we'll have more on that. >> uh-huh. that's right. plus, some expert advice from a fitness expert on how to battle this disease. >> we'll be back. it's 6:141. 64-degrees and in extremely busy morning traffic wise. start with the story on the inner loop of the beltway two separate tractor-trailer accidents, one happened at 1:00 morning. another one at 4:30 this morning. both in the same spot. inner loop before route 355 right here in bethesda. step out and live first from our paul lester at the scene. on the inner loop before 355. these are all those people stuck on the beltway with authorities on the scene and you're looking i believe at one of the tractor-trailers involved there as well. now, both of those tractor- trailers, they need to off load the fuel and that's why they're in the letting nip of this -- not letting any of this traffic through. basically all of these people have been sitting there since 4:30 this morning and will be there i believe for at least another 45 minutes to an hour before they can start the let traffic through -- to let traffic through safely. in the meantime if you usually use eastbound 495, take a look at your delay. let's go to our chart camera. this is the spur and again no one moving trying to get south to the eastbound side of 495. so that's definitely not a good idea. you need to choose your alternate routes north of the beltway. it's montrose to randolph to connecticut or 355 to strathmore avenue to knolls to connecticut and south of the beltway go aled and use jones bridge to connecticut. so basically what i'm saying is you can get on the beltway on connecticut, you can even get on the beltway at 355, but it's between old georgetown road and before 355 that the accidents occurred. and now i'm going to show you quickly the outer loop also heavy here at colesville road. the accident at connecticut avenue now blocks the two center lanes. back to you an grow yea. thank you monika. as we've been telling you the morning, join us at the stepout walk to stop diabetes. today ken clark of fitness together is joining us some workout advice to help fight the disease. you'll see representatives from ken's fitness together there at the walk getting people warmed up. this is personal for monika, jess ska and me. and it's -- jessica and me. and it's also a personal fight for you, your mother has type 2 diabetes. >> actually my mother was diagnosed in 1998. she had a severe stroke and as a result of the stroke was diagnosed with diabetes. and early on had to receive -- >> the family? >> had to receive insulin injections three times a day. and then we were able to taper off for that and now she's on oral medication. but still it's still battling the disease as well as the results of the stroke. >> so definitely a reason why you want people to get out and get active. like jess is starting her couch to 5 k. how do we warm up and get off the couch and be ready for a 5 k? >> sure, well first obviously the first thing is let's just get moving. so the walk tomorrow is a perfect venue to get started and kick start a fitness program. >> okay. >> and warming up for the walk you know, we'll do a few dynamic warmup exercises. >> like what? >> so first we'll start off with what we call -- these are squats. all right? we're going to go shoulder width apart. chest out. head up and just think about sitting back into a seat and then pushing through your heels as you come up. so i'll just demonstrate first and you can follow right in. sit down and back up and let's go. >> okay. you feel it right in there. >> exactly, working the wads and the glues gush -- quads and the glues. next the toy soldier. we'll just have the hands out and just kick up one leg at a time. >> 30 seconds. and same leg?
