this morning we've got some clouds around in spots and the rain is well out of ohio, michigan and points west. if you're going up toward detroit or chicago, watch out for that. williamsport 42. it's in the 30s across areas north and along i-80 but we're in the low 50s now. 53 officially at reagan national. the travel forecast, it looks good getting out of here. visibilities ten miles. light southerly wind at the moment. temperature 53. going up north grab a jacket. buffalo, detroit, chicago all wet with wet snow flakes mixing in with the rain. upper 30s and low 40s but charlotte and atlanta looking very nice and peaceful after a stormy weekend. their temperatures around 80. it is 4:31. angie goff, over to you. thank you, howard. kicking off this monday morning. so glad you can join us early. the green light stays on. all we're dealing with is a little bit of construction. southbound going to want to watch for it at 198 going northbound. losing a couple of right lanes at both of these points. moving it over to the outer loop from 95 over to georgia, everything is all clear. the inner loop in virginia, you'll want to stay to the left between route 7 and gw parkway. they're in the clearing stages of that road work out that way. moving over to i-66 no construction to report. lanes are wide open out of manassas, past fairfax to inside the beltway. 95 headed northbound out of fredricksburg still looking at the 50-minute commute to make it past dumfries, up towards the springfield interchange. still ahead we're back in maryland and we'll take a look at 50 headed westbound. that's coming up at 4:40. 4:32. virginia governor bob mcdonald has declared a safety emergency as tornadoes and flash flooding caused millions in damage. >> the same system roared into north karen karen with 60 tornadoes -- north carolina with 60 tornadoes. >> reporter: residents in greene county, north carolina are sifting through what's left of their devastated community. >> hopefully we'll rebuild. i don't know at this point. >> reporter: over the weekend a line of violent storms spawned more than 60 tornadoes in the state killing at least 21 people. three of them young children who died at this mobile home park in stoney brook. in other parts of the state, harrowing stories of survival. >> right now it's just a state of shock. just glad i got out alive. >> reporter: connie owens hid in her closet as one of the twisters ripped through her home. >> it sucked my tennis shoes off my feet. >> reporter: this lowe's store was ripped to shreds. quick thinking employees are being credited with helping save the people inside. >> we have a tornado. get to the bathrooms now. >> reporter: here in raleigh, the damage is almost hard to believe. this neighborhood is absolutely devastated and sadly it's not the only one. >> i've seen a lot of damage in north carolina over the years, but this is the most catastrophic i've ever seen. >> reporter: the violent weather began thursday in oklahoma before cutting across the deep south. in all more than 240 tornadoes touched down in 14 states, a record for a single storm system. in virginia tim's home sits in the water. >> i don't know how you go about salvaging a house laying in the river upside down. >> reporter: complicating the rebuilding effort even further. more severe weather is on tap for tomorrow. forecasters warn there will be a triple threat of tornadoes, high winds and hail. for cbs, raleigh, north carolina. now to virginia in gloucester county, three people were killed as a tornado caught a 12-mile path uprooting trees and destroying homes there as well. the twister ripped off the roof of a middle school and even overturned school buses and cars. storm-related deaths were also reported in paige counties, virginia. hampton roads, three people were killed in matthews county with 60 more hurt when a tornado tore across a seven and a half-mile path. homes and businesses were destroyed there. trees were toppled. power lines taken down. route 14 was closed because of all the fallen trees as well. the weekend storms left parts of alexandria under water. quickly rising waters left a trail of debris over king street right by the potomac river. you can see right there. a jogging course has basically turned into an obstacle course instead there. a deck which once overlooked the potomac was basically destroyed. there's still no word what led to a daylight shooting in northwest washington. it happened in the district shaw neighborhood at 8th and r streets right across from the shaw howard university metro station. one man was shot in the arm, a second in the leg. police took three suspects into custody a few blocks away. their status and a motive for the shooting have not been released by police. we have new information about a police-involved shooting in upper marlboro. prince george's county police say officer harry bond shot charles o'dell smith to death a few blocks from the 20-year- old's home. he reportedly fought with a female officer, attempted to take the officer's gun away. officer bond fired his service revolver killing the manual. he's a 19-year -- the man. he's a 19-year member of the police officer. a virginia grand jury will meet and decide whether or not to hand out a murder indictment against george hiewgley in the murder of yardley love. his lawyer says he did not intend to kill his ex- girlfriend. the medical examiner said the 22-year-old died of blunt force trauma to the head. we're in the middle of the christian holy week leading up to easter. palm sunday celebrates the entry of jesus into jerusalem as you may know. at sundown jews around the world will begin observing passover as well. the seven-day holiday commemorates the freeing of the israel lights from a-- israelites from ancient egypt. the time right now almost 4:37. at 4:41, more than 47,000 people may be receiving money there the i.r.s. they probably didn't urges. results -- for earnings. results due out. as for trading checks the numbers for friday, the dow standing at 12,341 added 56 points on friday. the nasdaq climbed by four points and s&p 500 rose by 5. if you haven't completed your income tax returns, you now have just hours to do so or of course you could file an extension. midnight is the deadline and this year's deadline is three days later than the traditional april 15 date because the district of columbia observed emancipation day on friday. a number of businesses are offering freebies and special deals to celebrate tax deal, and you can find a complete list on our website at wusa9.com. the i.r.s. has paid out more than a half billion dollars in homeowner tax credits to people who probably didn't qualify. an inspector general says the credits of up to $8,000 went to 47,000 people who didn't qualify as first time home buyers. other credits went to prison inmates, taxpayers under 18, and people would didn't actually buy homes. for the first time since japan's massive earthquake and tsunami, toyota says all its plants in the country are back in production. but they're going to work at only half capacity because of the part shortage. the two disasters have resulted in a production loss of 260,000 cars. of course that's going to hit consumers in the u.s. because they'll go for that camry and it won't be available. >> that car maker has gone through so much in the last few years. >> but it's toyota. they'll come back. >> 4:41. what has changed in one year since the gulf oil spill and have we learned anything? >> a sure sign that springtime in our area is here. six flags america has opened its gates. we're following breaking news out of montgomery county where a camper was apparently stranded in some water and some campers were rescued. on the phone joining us assistant chief scott graham from montgomery county. this is in dickerson, maryland. mr. graham, are you there? >> yes, good morning. >> what can you tell us about the circumstances where these people were caught in the high water? >> just before 4:00 we received a call from a cell phone we. have for adults -- phone. we have four adults and two children 8 and 10. they were biking the canal from georgetown northwest. they stopped at a campground or overnighter called the marble quarry. through the night they noticed that they were awakened by the rising water. they then started to come out of the campground toward dickerson. once they got up to about a mile up from the marble quarry campground, they started to encounter waist deep water. we were called in. atvs from montgomery county fire and rescue from fairfax county fire rescue and well as the united states park police. the eagles overhead were talking to them on the cell phone. they're cold but staying put where they are and we should have a boat actually down to them probably within the next few minutes to bring them back up to the staging area. >> assistant chief graham, were they walking when they were in waist deep water? were they inside their camper? >> they left the camp when they noticed the water rising and started to walk north on the northwest on the toe path. the further they walked north, the deeper the water they encountered and rather than turning around, not knowing what was back behind them again, they stopped. they called us which is where we are now. >> and they are just to make it clear, are they standing high enough out of the water? >> they're physically in the water. down here on the canal, the river is cresting and is expected to go up a little bit more throughout the morning and throughout the day today. so we're going to get the boats down to them. we don't see any imminent rise in the water between now and -- [ indiscernible ] they're fine. we have them on the cell phone other than being wet and cold. we should be to them in the next few minutes and bring them back to the staging area. >> thank now joining us this morning. we'll keep you updated on this story and he says he believes they'll be rescued and be just fine. thank you, sir. >> the water level is still high from the big rains we had saturday. some 2 to 3 inches in spots. some the rivers aren't going to crest till tomorrow so that's a concern. many of those rivers are still at flood stages and flood warning for another day or two. >> if you know anybody out camping close to some waterways, make sure you keep in touch with them. >> people think they can go swimming in this. it's very dangerous. >> there was somebody down in virginia, a woman got swept off a bridge with two children. one of them got killed in flooding over the weekend on saturday with the flash flooding that we had. also a message to you. if you're going to go out after heavy rains, do some research. check the flood stages or the bodies of water you'll be nearby. let's talk about your bus stop forecast. i think most schools are off this week, though. we'll have to double check that. i don't know if we need this this morning but for those of you just going to the bus anyway regardless, 48 to 58. partly cloudy conditions for today we have variablably cloudy skies. 8:00 53. winds will start to pick up midday and the afternoon southeast to south at 10 to 15 miles an hour. 70 by 4:00. and then by 8:00 69. looking for a high here in town 72, 73, somewhere in that range. baltimore this morning is at 50. winchester 47 while fredricksburg is 61. we've got 53 here in washington and a 52 in carver. locally 40s in sterling and reston. we had breaks in the cloud cover. calm winds. temperatures shoot down 47 fort belvoir. columbia is 48. crofton 49 this morning while arlington is 53 along with reagan national whereas we said the winds are very light south at 5. dew point 41. 29.92 barometer. it will be rising today but kind of having a tough time getting going because the storm systems keep lining up. one little one passed us yesterday morning. here's one in the middle of the country. you can see how things keep coming across the country west to east. so fast moving systems. and this morning there's actually enough cold air that we have scattered snows from the dakotas to north of chicago and southern wisconsin, southern michigan seeing some snow this morning but around here varying amounts of clouds. this boundary separating the cooler air from the warmer air is going to waiver in and out across the region the next day or so. the next thing we're going to watch as we head towards wednesday, wednesday morning the showers and storms ohio down through kentucky and tennessee, that is will likely be here wednesday afternoon. so between now and then slight chances for some rain here and there but for the most part we're not -- we're in decent shape. 74 today. some upper 60s to our north and mid-70s to the south. also the bay is going to be a little cooler with a temperature of 65 in annapolis and then tonight we'll see temperatures holding if the 50s for lows if the winds stay up out of the south at 10 to 15. the next three days today 73, 74. tomorrow 74. then wednesday i think we shoot low to mid-80s but a better chance for some storms in the afternoon. we'll have to watch and see if any of those are on the strong side. thursday a chance of showers 68. another chance of storms friday, 65. saturday and sunday also some isolated storm probably with us for the next 10, 15 minutes or so. let's take a look at it. the utility work, this is actually going to be there quite longer. the utility work in bethesda has maryland 191 closed in both directions at burdett road. you want to watch for the work zone within the next 5 to 10 minutes at powder mill. 495 in virginia almost out of here between route 7 and gw parkway. still if you're leaving the next 15 minutes, remember to stay left to get by. 395 headed northbound no real problems past duke street all the way to the 14th street bridge. we are losing the left center lane because of the ongoing construction project on the bridge itself. finally let's take it into d.c. no real issues to report on inbound new york avenue coming from the times building make your way all the way administration has started changing the schedules of air traffic controllers so they good get -- they can get more sleep. >> it's a nationwide effort to make flying safer. the most recent incident happened this weekend. >> reporter: air traffic controllers direct almost 50,000 flight as day over american skies. now their boss says they will be better rested. >> we cannot allow controllers to fall asleep in control towers. we're not going to stand by and let that happen. >> reporter: secretary of transportation ray lahood says administrators ever changing comele -- are changing controllers' schedules requiring an extra hour between shifts from 8 to 9. the air traffic controllers union supports it. >> there should be a minimum of nine hours which allows a proper amount for sleep so the controller comes back to that day shift rested. >> reporter: the feds will also prevent controllers from switching shifts to make three- day weekends and more managers will work early morning hours and at night. the move comes after air traffic controllers were caught sleeping on the job seven times this year. last week a medical flight was unable to communicate with a lone controller working early in the morning at reno ha toe enter -- tahoe international airport. the plane landed safely. and on saturday an air traffic controller at miami international airport was asleep on the job. he did not miss any calls. an upcoming study by the federal aviation administration and the union is expected to recommend that controllers take sleeping breaks as long as two and a half hours during midnight shift. the transportation secretary says not on his watch. >> we're not going to be paying controllers to be napping. >> reporter: but he adds more changes are possible. lahood and other officials will begin a tour of air traffic control facilities around the country starting monday. cbs news, new york. this week marks the one- year anniversary of the disaster in the gulf and there are new questions about the lessons if any that were learned when nearly 200 million gallons of oil were spilled into the ocean. since the bp disaster, congress has passed no new safety regulations for deep water drilling. and a presidential panel suggestion has yet to be implemented. the question of the morning. >> men are more likely to do this household chore in the morning while
