sunday night. last chance to warn you about a major commuter alert. beginning tomorrow morning expect major delays into and out of the district if you are using new york avenue. we are talking about a quarter of a million drivers who are going to need a lot of patience when they go through that repair work. city transportation officials say that work simply cannot be delayed any longer. the work has already started. >> terrible. >> reporter: if you think traffic is bad now on new york avenue. >> horrible. >> reporter: just wait until tomorrow morning. >> awful. >> reporter: that's when a two- year $40 million project will begin to replace the new york avenue bridge over the railroad tracks. for all two years of the project two of new york avenues six lanes will be closed between penn street north east and florida avenue northeast. >> it is going to be very crowded. >> reporter: and city transportation officials estimate the closures will call delays of up to 30 minutes for the tens of thousands of drivers who use the road every day. washington mayor vincent gray says the aging bridge simply has to be replaced and that in the long-term it will ease congestion. in the short term though the mayor acknowledges the project will be a significant inconvenience for drivers. >> we are looking at a long impact on drivers. >> reporter: john lyle is the spokesman for the district department of transportation. >> it is a complicated project. >> reporter: the city set up a website to help people navigate through and around the delays and disruptions and he is encouraging everybody to check it out before braving new york avenue over the next two years. >> what we would really like them do is to try an alternate form of transportation. take metro or a bus or a van full. >> again, try and find another route. stay away from new york avenue if you can. to get to the city's new website about new york avenue and the project simply go to wusa9.com. and click on district news. that new york avenue project is just one of several long-term pieces of roadwork drivers are dealing with in the washington area. just two weeks ago crews began a year long project along constitution avenue between 23rd and 15th streets. if you drive in virginia you're probably familiar with extending metro to the airport and high occupancy toll lanes on the beltway. and the connector isn't expected to be completed until this time next year. wrapping up spring breaks and easter vacation and they probably paid a lot more at the pump today than when they left. the national average for a gallon of unleaded gas has climbed to 3.88. that is up 12 cents in the last two weeks. you can always find the best gas prices in our area at wusa9.com. just click on "pump patrol." lots of folks should have been sitting down to easter brunch today along the georgetown waterfronts but restaurants at the washington harbor were still closed today. nearly a week after flooding left them underwater and ruined in some cases. we have the report on the cleanup and easter business that was lost today. >> reporter: it was a beautiful easter sunday on georgetown's boardwalk but not for those who wanted to have brunch here. the floodgates that failed to keep out the potomac last week were doing a great job keeping business away. >> my mother-in-law is in town here from israel so we were bringing here to sit on the water and eat at a restaurant. >> how much were you planning to spend for all your family out here? >> probably $100. >> a big loss in revenue for us. we always, always are extremely busy down here. >> reporter: bangkok joe's manager says his restaurant will be the only one to open monday. >> we are on a higher tier so water didn't get into the restaurant. our food is rotten. we take all the food away and clean out the coolers. >> reporter: on the other side of the floodgates there is still plenty of brown potomac water whether there shouldn't be. dumpsters are still being filled with trash but there is gold in them there dumpsters. >> everything that has to do with metal and steel, you know, whatever they have there. >> reporter: for the companies involved in the cleanup efforts there has been a silver lining. for the majority of folks at the washington harbor complex this has been a disaster. in georgetown, 9news now. >> the management company that owns washington harbor still hasn't said why the flood walls weren't raised along the potomac last monday. at least one lawsuit has already been filed claiming they had plenty of notice to raise those walls. heavy rains were a part of the severe weather that swept through the area earlier tonight. we may not be out of the woods yet. meteorologist anny hong is in the weather center with the latest. >> bruce, yes, we are still seeing some thunderstorms popping up tonight and then with that we are going to see lightening. here is some video. you can hear the thunder booming. and this is not over yet tonight, folks. so if you're heading to bed you may still hear some thunder and see lightening outside as you're sleeping. also look at the capitol with that being lit up and the lightening really impacting our entire dc metro area when we didn't even have a severe thunderstorm warning earlier in dc. here is a look at titan radar to show you the lightening bolts associated with that. a lot of lightening going through. right now here is a look at the live doppler 9000 hd. several thunderstorms we have to talk about. let's zoom on in to show you when and where these storms are going to be going. so we have one out to the west around culpeper and this will probably hit boston at 11:11 and also just north of warrenton it will hit haymarket right around 11:22. here is your forecast for your wakeup weather as you're waking up tomorrow morning. mostly cloudy conditions. a slight chance for showers. we will talk about your highs in your seven-day forecast a little bit later. bruce? standing on her loan and can walk a little. she was shot in the head back in january. six others were killed. chaos caught on tape in los angeles this morning. a police helicopter forced to make an emergency landing after a man started shooting at it. amazingly everybody is safe tonight. >> reporter: a los angeles police department helicopter circled overhead after being hit bay young man firing a semiautomatic rifle from the front yard of an apartment building early sunday morning. a cameraman captured the sounds of some of the dozens of gunshots. police say the 20-year-old suspect fired at officers who had responded to a call about shots fired as well as the chopper. one of the gunshots hit the helicopter's fuel tank causing it to start smoking. the helicopter made an emergency landing at van nuys airport. >> fortunately they were close so they were able to set down there. >> reporter: no one on board was hurt but the outcome could have been much different given the proximity of the fuel tank to the crew. >> it is actually very close to the cockpit. we are fortunate. it did come close to -- to have hit one of the crew members. >> family members had to subdue him. it is unclear why he targeted the police. >> he spoke with family members and said he was upset over a friend that he lost recently. >> reporter: it landed safely. cbs news, los angeles. >> the suspect in that shooting is being held in a l.a. area jail tonight. residents of the st. louis, missouri, area spent the easter weekend cleaning up and counting their blessings. most powerful tornadoes to hit the area swept through friday knocking out power and buildings in its path. the community was especially hard hit in bridgeton. >> it was silence, a whistle. we jumped in that bathroom and then all hell broke loose. >> some 750 homes were damaged. more than 100 will probably be condemned. st. louis lambert airport was also damaged. today planes were taking off and landing but one runway is still shut down tonight. >> lots going on weather wise? >> we are pulling in some of that energy that has impacted the midwest. they continue to see the severe weather threat through tonight and tomorrow. we will see thunderstorms tonight as well, bruce. live doppler 9000 hd has some of those thunderstorms popping up and some of them are pretty heavy at this time. at this time though no severe warnings but you can see some of the heavier downpours towards the south and east of dc, the areas in red and yellow. that's what we want to focus on some of the heavier amounts of rain right now falling out toward the bay. also out toward the west of dc in parts of culpeper and just south of warrenton we are seeing some thunderstorms as well. so this stuff could be impacting and coming its way to dc over the next hour or so. so we may still continue to see some stormy conditions tonight. doppler radar you can see. look at all of the lightening associated with these systems. we saw a lot around dc. some downpours. gusty conditions. it is mild out there. we have mid-60s in downtown. 66 for manassas. look at culpeper at 70. fredericksburg 76. warm air and stationary front providing unstable conditions. overnight here is what we are expecting. mostly cloudy and mild. showers and thunderstorms. lows 60 to 65 degrees. tomorrow morning showers are possible. maybe even a thunderstorm or two. but it is slight at this point. partly sunny by the afternoon and another very warm day tomorrow. warmer tomorrow than it was today. tuesday partly cloudy, warm. still a slight chance for some showers and then rain by really wednesday night into thursday. so here is a look at how things are looking on your 9futurecast. we see rain around 8:00 a.m. by tomorrow morning. some showers by monday thursday in the upper 60s but that's where we should be for this time of year. and then on friday we will dry out partly cloudy conditions 62 degrees. saturday we warm back up into the lower 70s. then on sunday back into the 80s under mostly sunny skies. so, bruce this is really a typical spring pattern in the sense that it is sometimes unpredictable and sometimes quite stormy. so overnight celebration thousands of surveillance cameras, packs of sniffer dogs and elite sniper teams will be tracking every potential threat. they hope to strike a balance providing protection without stealing hospital on wednesday. instead the 6-pound, 9-ounce baby boy was born in his father's suv on the baltimore national pike. 911 operators tried to coach him through everything but there was too much commotion. by the time he reached the passenger side of the vehicle his wife tammy had already given birth. sometimes even when things go horriblely wrong just a little help can make all the difference between a minor stumble and total disaster. in arlington there is a group that specializes in pulling families back from the edge and tonight's hero's central report derek mcginty says "amen" to that. >> amen offices this is jerry shannon. >> jerry shannon is executive director of amen. >> we have no religious association. >> reporter: but she has a mission. she describes it as neighbor helping neighbor. >> every day we have $1400 to spend. and most of it would go to rent, utilities. >> reporter: the process begins with a phone call right here to the amen office. usually it is a social worker referring a household in crisis. amen then steps in paying off creditors just like they have been doing for 35 years now. >> there is a realization that with a little bit of help you can really make a big difference in a person's life. >> you can help them get over the hump? >> yes. yeah. and that frequently means all the difference. >> these are the amen case files. last year they helped more than 3000 families stay in their homes or just keep the lights on and as you might imagine that's the kind of help you never forget. >> i love amen. >> reporter: and she has good reason to feel that way. 22 years ago her husband died suddenly leaving her with a young son and no money to pay the mortgage. amen answered her prayer. >> they paid the rent. they gave me what i needed on the mortgage payment. they kept the electric bill on. they kept the water on so that we could stay in our home. >> reporter: and she has been one of those volunteers answering the phones
