Also ahead, the handcuffed woman who led police on a high speed chase. It is breezy and cold out here on the weather terrace. Im first alert meteorologist erica grow. Ill tell you when our next clipper arrives in in todays health alert, over 100 cases of measles are being reported in seven states. Experts are warning hundreds more may have been exposed. Families planning spring vacations, should they be concerned about traveling to some of these state takes were affected . States that were affected . We are joined by an expert. How quickly can this spread . Well, measles is very contagious. It can spread quickly, usually through seek creetions from cough secretary keyings from secretions from coughing and sneezing. If people are vaccinated, are we okay . What are your suggestions . Sure. Even though as i mentioned it is spread quickly, the ink base period is incubation period is sef ton 14 days. Seven to 14 days. The infection doesnt occur immediately. If people have been vaccinated completely which most people last year they said vaccination rates were almost 95 , they have nothing to worry about if theyve been vaccinated. Most people in this country have been vaccinated. If you are among the few that have not been vaccinated and you start to experience symptoms, what do you do . Is it treatable . Do you have to ride it out . Do you go to the hospital . What do you do . So the symptoms include high fever, a cough, runny nose, and a rash that occurs about three to four days after the fever. And if somebody has those symptoms, they should see their doctor. Now, again, most of these cases will occur if theyve had an exposure or if theyve traveled. So the likelihood is still very low and most of the people that have fevers would probably have another viral syndrome. Basically you do ride it out. Theres no specific treatment other than monitoring the person carefully. Doctor, thank you so much for your time. We appreciate that. A roadside arrest in pennsylvania turned into a very Unusual Police chase. You see, a woman was handcuffed on the side of the road and she was placed in the back seat of a police cruiser. Somehow she was able to move through the window between the back and the front seat and she got into the drivers seat. Using just her fingers and her thumb, she pulled away. Then she activated the lights and sirens on the cruiser and drove up to 80 Miles Per Hour. She eventually got out, tried to run away. She was caught. The woman is now facing 29 separate charges. Heres some pretty cool video from the blizzard. A homeowner in berlin, massachusetts, set up a camera to capture time lapse of the snowfall. Look at the back porch. It goes up to the level of the railing overflowing practically. This is the part of massachusetts that got nearly 3 feet of snow yesterday. So that was the jackpot. Thats phenomenal. Fun to watch. Fun to watch. Fun to not be a part of and be able to watch. Around here we saw a pretty cold start this morning. Thats right. Are we keeping that for a while . Do we moderate later . Its going to get a little bit bother tomorrow temperature wise but not before a very cold night. Tomorrow is really a brief break from these really cold temperatures. So lets start it off with a look at the michael son weather cam and the day planner. It looks pleasant on this view with all that blue sky, but it is cold out there. Were going to see the winds diminish a little bit in the afternoon. 39 degrees by 3 00. Notice the wind out of the northwest at 13 Miles Per Hour. Were going to stick with that wind sustained at 10 to 15 through the afternoon. Still gusting to around 20 Miles Per Hour but as we head into the evening, well see those winds diminish. The bad news with diminishing winds is that you get the clear skies, the calm winds. That allows any of the heat we got during the day to go right up into the atmosphere. Then you have a bitterly cold night. Right now 33 degrees. The third component to have really cold temperatures, lowe dew points. Right now the dew point is only 7. The winds are still gusting to 24 Miles Per Hour. As of now, that wont last very long. Right now it is 30 in leesburg and martinsburg. 37 in culpeper. 31 at andrews and 34 in frederick. When you factor in the winds, it feels like its only 19 in hagerstown. 21 leesburg. 30 in culpeper. 20 at andrews and 22 at bwi and also at reagan national. So we have the cold air in place. The windy conditions will subside overnight and then we will have another very cold night in store, but a clipper system is on the way for thursday. You can see the clouds start to move in on thursday morning. This clipper system will bring us a little bit of an influx of colder im sorry, warmer air from the south first before the system arrives which is why as we head into the mid to Late Afternoon hours on thursday, were expecting some rain showers. But those rain showers not very long lived and you can see just a little bit of snow mixing in here north of the beltway, possibly during the evening commute. Right now we still have thursday as a green alert day. It doesnt look like this rain snow event is going to be very impactful. Just not a lot of moisture with this system. Its in and out of here within just a few hours. But then the cold air kind of takes over again on friday. Were back to the windy conditions as well. So your forecast for today, only reaching a high of 36 in frederick. 39 in manassas. 34 at andrews. 29 degrees for your High Temperature in hagerstown. Overnight tonight as i mentioned before, its going to be very cold because of those clear skies and calming winds. Down to 21 in manassas. 15 in westminster. 24 in Downtown Washington with a low of 18 in martinsburg. Its going to be a very cold night. Then thursday still a green alert despite that chance for a few rain and snow showers possibly during the evening commute. I wouldnt be surprised if we end up issuing a yellow alert for thursday because of the timing of the system. But other than that, it doesnt look like its going to be a big deal whatsoever. Its out of here by the late evening. Friday were dry again. Maybe just a passing flurry. A high of only 36, though, on friday. Going to be a cold day. In the first alert sevenday forecast, were cold again on saturday. Super bowl sunday looks interesting. We could see a mix of rain and snow during the game. And then changing to all rain overnight before snow moves in again on monday with a high of 36 on monday. A cold pattern setting up welcome back. It is a very, very interesting time in the real estate market, and that is why if you are considering renting or buying, our next guest is going to have some interesting information for you. Hes dan kaplan, Senior Consultant at monument bank. Weve done the stories, dan, around here how the rental market in the d. C. Area is so hot, its difficult. People are competing for some properties just to get a good place to live. Would that normally start pushing people towards buying . How does that change the climate . It really can very much have that effect. Since somewhat of an economic recovery, there are loan programs where you can put down 3 in terms of your downpayment and still have a lower housing payment than if youre trying to rent some of these more upscale properties. Which is a dramatic difference from just a few years ago when you were encouraged by everybody to put down 20 . I still like that. No problems with the 20 but there are targeted markets and targets programs offered by both fannie mae and freddie mac, the to largest lenders to banks like ours that allow 3 down. Its a great opportunity for a first time home buyer to get in. Even a second time home buyer that maybe had some problems, i dont want to say lost their house but had to sell their house during the recession, rented for a while to get back on their feet. Theyre back on their feet. They havent quite saved as much as theyd like yet. Its so expensive in this area. And they have the 3 down payment and all sorts of Closing Costs concessions and the like to get them into the house. Thats an income level you have to meet to get that loan . Not always but generally the loan amount has to be below 417,000 and youve got to have pretty good credit to do it. How have loans changed . Remember in the wild west of 2008 when it seemed like anybody could get a mortgage if they could make an x on a piece of paper. Then we went the other way. It went incredibly strict. Would you say theyre starting to ease . I would say the pendulum has started to ease. Its still more scrut
