hasn't done much for warm things up. here's howard bernstein with the first alert forecast. we should be in the 50s. we have all sorts of problems. i want to talk about the winds first. they've been howling. 44 mile an hour gust in gaithersburg at 10. we're gusting near 40 in hagerstown now. 35 in gaithersburg and near 30 in the metro. gusts not as strong but a very breezy day. when you factor in the arctic air mass, yeah, that's when it's tough to be outside. bright sun now. look at the temperatures. 34. we may get a couple more degrees. might get 37 but it's not going to feel like that in washington. we're still only in the mid-20s near the mason-dixon line. mid-30s south. yeah, got some low 30s in cambridge. the wind chills is what's killing us today. wind chills in the teens and 20s and they're going to stay here all day long. we may set some record lows tonight. i'll have more on that coming up. yes, it will warm up as we head toward the weekend. see you in a few minutes with some better news. >> we'll wait for that. as howard said, it was a cold morning for commuters in new carrollton rushing to catch the bus or metro. they felt it. temperatures were below freezing and the wind only made it feel colder. those waiting outside did their best to bundle up. we got some advice from them on how to stay warm and how they prepared for today's bitter cold temperatures. >> i was like oh, my god. i have to double up. i went outside. i'm going to do a test. i stepped outside my door. yeah, the wind is blowing. i'm definitely putting on a coat. >> when i got up this morning, i just -- at first i put on a sweat shirt and i was like, i went outside. oh, man, it's too cold. i put on another jacket. let me get ready for this day. >> i got on long johns, i have this big bubble jacket, winter hat. i've got on a lot of closes, -- clothes. it's too cold out here. >> they're doing the right thing. experts in health say layering is key on days like this. a hypothermia alert in the district remains in effect. that means shelters are required to today in anyone who needs help. in addition, catholic charities has opened up temporary shelters, and added an extra 300 beds. extra staff is also on hand to drive homeless people to the shelters. staff is handing out plan cets, gloves and -- blankets, gloves and jacket,. anyone in need of help should call the shelter hotline at 800- 535-7252. israel's prime minister is promising payback for a terror attack on a jerusalem synagogue that killed four people. as alfonso van marsh reports, three american rabbis are among the dead. >> reporter: israelis held funerals for three american rabbis killed in an early morning attack on a jerusalem synagogue. police say the dual american- israeli citizens died when two palestinians armed with a pistol and a meat cleaver burst into the building. >> we heard gunshots from downstairs. we heard one shot, two shots and then a flurry of shots. >> reporter: israeli authorities say these two palestinians hassan and jamal hassan carried out the assault. police killed them in a shootout. palestinians protested outside the homes in east jerusalem after israeli security forces stormed the area to investigate. a spokesman for the palestinian militant group ha has is praising the assault but did not claim responsibility. palestinian president mahmoud abbas has denounced the killings. u.s. secretary of state john kerry condemns the the attack. >> this violence has no place anywhere. >> reporter: israel's prime minister is vowing to respond harshly for what he calls a cruel murder of jews. alfonso van marsh, cbs news. >> a forth rabbi also died in the assault, a dual british- israeli citizen. israel's prime minister has ordered authorities to destroy the homes of the suspected attackers. he went from practicing the law to being charged with breaking it. this afternoon a judge sent 31- year-old andrew schmuhl back behind bars. he's charged with carrying out a violent home invasion in mclean, virginia with his wife. delia goncalves is in the fairfax county courtroom when his bail was denied. >> reporter: the defense attorney wanted his client released from jail saying andrew schmuhl did not pose a flight risk because he has mobility issues from a spinal cord injury he suffered when he was in the army. but prosecutors were not buying that argument saying he certainly did not have any mobility issues when he carried out his three-hour attack last week. prosecutors say andrew schmuhl posed as a police officer when he and his wife, alecia, forced their way into her former boss' home out to get revenge for her firing. 61-year-old leo fisher is a prominent arlington attorney. police say he and his wife susan duncan were tased, stabbed numerous times, even shot at. the torture stopped, they say, only after his wife managed to trip the home alarm. the victim we're told gave police a description of the suspect and their getaway car and when detectives eventually caught up with the suspects on the beltway, andrew we're told was naked wearing only a diaper after prosecutors say he tried to change out of his bloody clothes. we also learned in court that during the whole attack, andrew was trying to get access into the law firm's secure account and the private information of its 70 employees. prosecutors say that is why he should stay in jail because if he were released, all of them would be in danger. the couple are behind bars. they'll be back in court in january. outside fairfax county courthouse, delia kevin. thank you very much for being here. we hear we can feel it in our bones when it's cold like this. is that for real? >> definitely people when it's cold out will know when their arthritic joints are aching them. they can tell a lot of times before it's actually cold. people may have had some sleepless nights getting ready for today's cold weather. >> does it favor or disfavor one sex, one age? >> it's an age distribution. most people over 50 but as we get younger and younger and more active and stay active for longer periods of time, it does affect younger patients. knee arthritis is more common in females so we will see sort of a 60-40 split there. hip and shoulder is pretty common in terms of male and female evenly. >> you talked about or rights. we hear about -- arthritis. we hear about arthritis and osteoarthritis. what's the difference and how does that affect our joints? >> as crow arthritis is a -- osteoarthritis is a fancy medical term for wear and tear. arthritis in general can encompass a lots of different issues in terms of inflammatory arthritis where the joints are inflamed versus post-traumatic arthritis nowadays which is getting more and more common as people survive injuries that they hadn't in the past. >> how invasive is replacement surgery on joints? >> replacement surgery is invasive, but nowadays we can make it much less enskiesive than it used -- invasive than it used to be. 15 years ago you would be in the hospital two weeks. nowadays we're doing this as an outpatient. people can go home the same day. not everybody but for the most part it's a one to two-day hospital stay. by four weeks people are 75%, 80% recovered. >> it's amazing but these are the options that you have and we want you to call with your questions to our inova later, find out why timing is everything when it comes to snapping yet another twist in the long running investigation of d.c. mayor vincent gray's 2010 campaign. "the washington post" reports gray recently turned down a plea deal offer from prosecutors. the post quotes unnamed sources as saying the offer was a made in september and would have required gray to plead guilty to one felony count. gray's lawyer reportedly told prosecutors he would never take a deal that required him to plead guilty to anything. the mayor has always denied doing anything wrong despite guilty pleas from several campaign aides and prominent donor jeffrey thompson. today the d.c. council is scheduled to take a first vote on changing how d.c.'s money and property from people who aren't charged with crimes. the bill would have those assets go into the city's general fund instead of directly to the police department. council member tommy wells says the current method creates the appearance of a slush fund when police agencies directly benefit. but the city's chief financial officer warns the change would ultimately cost the city because federal law requires that assets seized under a federal program go directly to law enforcement. despite a projected budget shortfall of more than a half billion dollars, mayor's -- maryland's governor-elect is promising to live up to its campaign pledge of tax relief. governor-elect larry hogan tells the associated press he'd consider calling a special session to do more work on the state's finances if that necessary. in his upset of democrat lieutenant governor anthony brown, hogan ran against a massive -- against massive tax increases under the martin opally -- martin o'malley administration. in a few minutes shop for apparel. >> if you do most of your shopping online, a survey by adobe finds you might want to fire up your phone or tablet while at the thanksgiving table. the day online prices are expected that mayor gray has declared a cold emergency in the district of columbia so the hypothermia centers will be open and the agencies will do everything they can to get homeless folks into warm shelter for the night. if you see anybody, call the city and help them out. 311 or 911, either one will work. we're talking record setting cod. even though it looks beautiful on our michael & son weather camera, i'll try to break this down. for today we're talking about record lows which we may still set by midnight. our highs today will be late last night when we were still in the 30s and low 40s as of midnight. if we get down to 21 by midnight, that would be a record. i don't think that's going to happen but dulles, baltimore, they may make a run toward the record lows for today. for tomorrow -- today's max i should say. this is the record max low. 39. 39 at dulles will be a record low high for the day. tomorrow record lows in the morning that will be in the 18- degree range. d.c. probably safe. that 20 in dulles and baltimore, we'll make a run for that as well. this afternoon sunny but windy, cold. mid-30s in washington but a lot of air will barely get to freezing. the winds still 15, 20, gusting to 30 plus. it will feel like it's in the teens and 20s. then this evening wednesday up a little bit that will keep temperatures from dropping off too much too quickly. once the winds get light, suburbs could be in the mid- teens. this looks like it will be the coldest night of the season so far. just some high clouds around. we've seen snow showers in the mountains but a fairly quiet day and a windy day. had gusts earlier in the mid- 40s. 44 in gaithersburg. they're now gusting to 28. gusts near 40 in hagerstown. 36 martinsburg. we're gust 3-g 1 at joint base -- 31 at joins base andrews. even the high country this wind is brutal. we're talking areas in garrett county, tucker, they have subzero wind chills right now with windchill advisories in effect. you can see the teens and 20s on the west side of the mountains. we're dealing with generally low to mid-30s here. then the wind chills, oakland 4 below, cleveland 2 below. 22 in d.c. and an epic lake effect snowstorm going on in buffalo. i'll show you that on doppler and show you the bigger picture. we've got sunshine on our mike can scop son weather -- michael & son weather camera. the dew point down to 3. that's a sign of the arctic air mass. when we have these really low dew points, single digits subzero, the humidifier, you definitely need if in your house. look at this stream. it's not wide, 10, 15 miles but there are some areas that will have 5, 6 feet of snow. there's snow taller than me piling up with lightning and thunder. in the meantime just the arctic air continues to pour in from the northern plains to the great lakes with us. that will be the case for the next couple of days. so the cold is in place. tonight we'll drop into the teens, mid-teens north and west. away from the city if we get winds to go dead calm, we could be closer to 10. we'll be in the low 20s still in town. tomorrow starts out sunny. a few clouds start to thicken in the afternoon but still a dry day, a cold day. a little milder than today but still cold mid- to upper 30s. as we head toward thursday, the cold will release its grip a little bit. i think we'll be in the 40s on thursday before just a little step backwards with the cold on friday, low 40s. then, hey, it is going to get milder around here for the weekend. as the temps shoot up, so will the rain chances. today 35. windchill 15 to 25. brutal for november. this will be a -- this would be a cold kay in january. -- day in january. tomorrow still quite cold, not as windy. a few more clouds in the afternoon. milder on thursday, mid-40s. that's still way below average but it will feel a lot better. low 40s friday. the weekend milder saturday. 60 with late showers sunday. well into the 60s monday. we'll be back with more in just a moment been getting are for the back and knee. what is the threshold for you to recommend they should consider replacement surgery? >> it's tough to make the decision but when there are more bad days during the week than good days with your hip, knee or shoulder, it's a good time to look at it because joint replacement can really make a difference. when you think about your hip or knee every day and prevent yourself from doing things you enjoy, it's a good time to talk to an orthopedic surgeon about joint replacement. >> pain also causes patients not to think about surgery. they're worried about what happens after. >> nowadays we have much better pain control mechanisms after surgery. so a fear of surgery is i'm going to be in pain after surgery. but nowadays with several different medications, advanced anesthesia techniques and rapid recovery, patients aren't in as much pain as they used to be and they're moving, returning back to their lifestyle much faster. >> the recovery time is really cut in half or more so from what you first had when you got out of medical school probably. >> nowadays you have surgery and that afternoon you're up and walking. >> my goodness. >> then you're home in one to two days in your own home recovering and getting back to what you want to do in your life. >> do you have to continue physical therapy? >> physical therapy is a part of recovery. it's done at home typically for a week or two. and then usually four to six weeks after surgery you continue therapy. but as we know, exercise is a lifelong endeavor and it's important always. so once you're done with therapy, you need to keep that knee in shape or keep that hip in shape throughout the year of your recovery. >> everything isn't a success as we'd like it to be. revision surgery, does it go back and correct a specific problem or what? >> revision surgery is not that common, but here at inthoarve v.a., we have a -- inshoarve v.a., we have -- inova, we have a lot of surgeons well versed in revision surgery. if you have a problem with a joint, there's a lot of things we can do to fix that and get you back on your feet again. >> dr. kevin fricka, thank he
