Breaking news out of landover, maryland, where police have arrested the man suspected of abducting his own daughter. A Security Guard recognized 19 yearold Darrel Keith Parker at a store. He was wanted for snatching his 15monthold daughter out of her mothers home. Parker ran when police arrived. They caught up with him, arrested him and found the little girl. Were told she is in Good Condition this afternoon. U. S. Capitol police say they stopped another man from entering the house when a with a gun this morning. They say the gun was detected as the man was being screened at the Cannon House Office building. Police found the firearm and that man Ronald Prestage of South Carolina was arrested. Police say he was not a staffer. The cannon was shut down for a time but is back open right now. Just last friday a hill press secretary was also arrested on charges of carrying a handgun into cannon. New landmarks were driving drivers crazy. Once associated with professional athletes, now this surgical procedure is becoming more common in teenage athletes as well. In the youth arena, there certainly has been an increased in surgeries. Its better to take a break when in pain than to ignore it. The most important thing is to listen to their body. If they start to have pain, dont just work through t. Talk to your coach. Theyre talking maybe 63,000 exfelons. Weve been given a range. Didnt the state of maryland look into doing this statewide . Why does the county have to do it if the state of maryland is going to pass this legislation . Theres no prediction whether the state will whether theyll pass. What theyve done [ inaudible ] they have yet to tackle anything broader than that. Our legislation does some stuff. There are people in the state who are looking at actually allowing certain convictions to fall off the records which would be even more useful. Some employers would say they have the right to look at candidates, potential candidates. They need to protect themselves in business, protect fellow employees, protect their customers. Are there any exemptions to this ban on the box legislation . Thats a totally valid concern. There are exemptions by people protected by federal law. There are exemptions for child care, where an adult is dealing with other vulnerable adults but no one is prohibited. Its just the point of where you can check. When you get to the point where youre getting a job offer, then you can check. If you find something, then that person has an opportunity to respond. There are cases of mistaken identity and like i said, there are people that have done 20 something years ago when they were dumb kids and got themselves in trouble. Were talking about a choke hold case in new york city that resulted in the death of a man in custody. With me to talk more about that is criminologist from the university of baltimore dr. Jeffrey ian ross. Good to have you back here with us. As i said, it was a practice banned 31 years ago. In new york because of some new york cases, why is this making headlines again . Well, the man died during the whole commission of this incident or shortly thereafter. So what we know right now is that the chokehold was applied. Shortly thereafter two or three officers were on top of mr. Garner, also a ban banned practice. An hour later he was pronounced dead allegedly because of a heart attack. Thats what the preliminary autopsy suggests. The officer was put on desk duty and suspended. He has previous interactions with citizens where similar kinds of assault, related allegations have been made against him. The chokehold is a practice that can restrict air flow into a mans body. The man also said when he was down on the ground that he could not breathe. You hear him say that on video, i cant breathe, i cant breathe. But he was a very large man and in fact the person who apparently put some sort of hold on him around his neck seemed to be much shorter. What is it about the schmokehold that make chokehold that make it is so deadly and something officials have banned. It restricts air flow and the likelihood a person will suffer some medical complication, including death is very high. Thats not something we want in police action. Theres something called the continuum of force. Police officers are trained in the continuum of force. These are commands a Police Officer issued against a suspect that is unwilling to cooperate. The hope is that the Police Officers do not have to engage in some sort of lethal or deadly force or apply Something Like a closinghold which chokehold which again banned by the nypd and Many Police Departments throughout the united states. You want that individual to comply with verbal commands and other officers being present, perhaps pepper sprayed. Those sorts of things may have been sufficient to gain the cooperation of mr. Garner. Unfortunately the situation escalated and the Police Officer who applied the chokehold believed or in the moment, in the heat of the moment thought that that was the best way to take him into custody.
