good shape. most people will be home before it gets going except for the northern folks. high impact of flooding after 8 p.m. we have a flash flood watch in the area. if you are in or near this area you could see flooding tonight. atmosphere is a bowlful of moisture as we say. the storms are about to cross i- 81. couple of storms now ahead of it. and we have seen some storms toward frederick and hagerstown all afternoon. around the beltway get home the next 30 minutes you're fine. notice the lightning strikes out toward winchester. that's one indication of an intense storm. this is a good storm, too, around perceville towards brunswick and meyerville. everything is moving off to the east-southeast so frederick, you have already had one storm. probably going to get hit again. headed towards you at about 7:37. there is not at this moment a severe thunderstorm watch out but still some of these could be hefty. 8:00 there's your line suburbs through the metro area by 9 to 10:30. again see the reds and darker colors that's heavy rain. the good news is we think by 11, midnight, they will be gone. we'll come back and talk about what this will do to our temperatures and the weekend. we're here to help you keep an eye on the sky as you're on the go. if you haven't already downloaded the 3 wusa9 apps. get weather alerts and live radar when you want it. from our prince george's county bureau tonight, a troubling report about the head start program. federal investigators cited three head start schools for everything from forcing a preschooler to mop up urine to abusing 4-year-olds to letting a 5-year-old wander home alone from school. 5 years old. officials from at least one school failed to take corrective action and refused to provide documentation on their policies. the federal agency in charge of head start will hold back part of the county's funds for this school leaders say the actions uncovered in the report are unacceptable and a betrayal of the trust parents have in the system. delia goncalves reports. >> reporter: despite losing $6.4 million in federal funds, the county's head start classes will resume as scheduled next monday. the school ceo assures parents tonight they can still feel safe sending their children to head start because he says the staff has all been retrained and the teachers in question are gone. >> you will treat children at least as well if not better than you treat your own children and grandchildren. >> reporter: compassion, that's what dr. kenneth maxwell said was missing when his teachers allegedly abused and humiliated their preschool head start students. >> i will tell you that were appalled -- as appalled as i am. there were people in tears. how could our colleagues do this? >> reporter: teachers are now being retrained and fairly warned. >> i expect our employees to behave appropriately. and when they don't, i'm going to deal with them appropriately. >> reporter: the school system has 30 days to appeal this decision and try to restore federal funding but they tell us right now they don't have a plan to appeal. right now they tell us they are, quote, weighing their options. in upper marlboro, delia goncalves. >> here are numbers on who those federal funds help. there are 932 low income children, that's ages 3 and 4, who are enrolled in the county's head start program. a follow-up to a story we have been watching for you. the aftermath of that explosion at a silver spring apartment complex. we should hear from atf agents by the end what caused that blast. exactly one week ago at the flower branch apartments. so far crews have recovered 7 bodies from the rubble. the kids who call that complex home are supposed to go back to school in less than two weeks. that has the community coming together. pta members are volunteering and checking school supplies. the pta president for two silver spring elementaries tells us they have identified 19 families who are affected by the fatal explosion and fire. >> it's hear. -- it's hard to lose everything you have and everything that these people work hard for. that's affected me. [ crying ] >> um, i can't imagine losing my child. i -- i -- i can't even fathom that. [ crying ] >> one of the missing victims was a rising second grader at a new hampshire estates elementary school. a local restaurant is checking school surprise until friday. there's also a donation page set up for students affected by the explosion. a local restaurant is checking another follow-up this one from fairfax county where police still haven't released the name of a man shot and killed by a fairfax deputy monday night outside in nola fairfax hospital. the 29-year-old had just been released and was escorted to a bus stop by hospital security guards. that's when get to violent and according to police charged at a deputy with a metal sign post. now it's not the first time inova health has put a troubled potentially dangerous person back on the streets. last year, natasha mckenna was released or turned away from inova several times before she was arrested and jailed. she died after fairfax deputies stunned her with a taser four times. >> it's frightening because it sounds very similar to things that happened too mckenna who went repeatedly to inova hospitals, was turned away without getting help, and ended up getting arrested and dying. so we have another death here hospital shouldn't hide behind hipaa in this case. >> a hospital spokesman says federal privacy laws called hipaa prevents releasing any information about the incident. also in fairfax county tonight, a new mayor at least for now. that's up to her. i'm just sit there is with [ indiscernible ] waiting to watch. >> reporter: so here's the cover of the new sports illustrated, biles, phelps, ledecky. the greatest. at dulles, bruce leshan, wusa9. >> let's talk money. some marketing experts think ledecky to make up to $8 million a year if she agrees to endorse products. she won't be able to because she is going to be off to stanford in a couple of weeks and you can't get paid as a college athlete so time to get paid will have to wait. >> wow. that's a tough conundrum. >> got to go to school. she wi >> make the right decision. big storms now beginning to get closer to the metro area. take a live look outside. inside the beltway we are okay even here in northwest. sun is down but it's still dry. looking toward the cathedral here. and we are looking at temperatures still around 90. dew point in the low 70s. still very humid. winds picking up a little out of the south at 11. here's the radar over the last hour. here it comes. this is a good line of showers and storms now crossing over i- 81 and moving generally east. some of the individuals moving east-northeast. big-time activity just west of frederick and leesburg and notice the lightning, too. look at the lightning down toward this is northwest culpeper northeast of harrisonburg there. first, heavy rains now myersville, brownsville, one kind of clump really and that's going to move off to the east so frederick you're in the crosshairs once storm tracker. probably at around 7:29. walkersville maybe 7:43 and damascus 7:59. back down to the south and west, warnings on this. we have a severe thunderstorm warning for madison and page and rappahannock and shenandoah counties until 8:00. we also have a flash flood warning in effect for page county until 10:00. we say it over and over again don't try to cross a flooded street by car or by foot. this is headed off more to the northeast so headed toward washington about 7:48. heavy rain, hail and strong winds. that storm seems to have it automatic. so yellow weather alert tonight for flooding and the possibility of severe weather. flash flood watch until 3 a.m. severe thunderstorm watch is now over at 8:00. we still think they could issue a watch to the immediate metro area and critical times 8 p.m. to midnight. so 9:00 on our closer into loudoun county and fairfax and manassas and mclean and leesburg. 10:00s across the beltway the red very heavy rain. temperatures still around 80 but still heavy rain at 10:00 in silver spring, temperatures upper 70s. boom, by 11:30, most of the activity is out of the immediate metro which is good news. they will be intense when they roll through but i don't think they will hang around. that's what causes massive flooding when they just hang around. so day planner temperatures in the 70s to start. 83 by 11:00. and 89 by 1:00. low 90s on friday. going to be hot for the game at fedex and 90 on saturday. just isolated storms. next seven days: katie will be back with sports after this. the burgundy and gold have had to sl for the last three weeks. and although they were probably pretty nice bethesda, there's just nothing like the comfort of home and own bed to renew your spirit. the burgundy and gold returned to redskins park today in ashburn preparing for this friday's preseason game number 2 against the new york jets. after so much time away, it was pretty obvious talking to these guys that there's really no place like home. >> one thing about training camp is as monotonous as the days can be, you are never on too consistent of a schedule so it's nice to get back to a little more consistency back here in ashburn. >> gosh, it's home! coming back it just feels so good, man! i'm not hearing josh this, josh that! peace and quiet just getting my work done and don't have to worry about it, just be one of the guys. it's a month and a half left in the season and it's nice to see harper hit again. as the nats colorado the last thing was they wanted to see their star pitcher fall apart. check out this mom at the ballgame to see strassberg and the nats against the rockies. but what they got was the worst start of strasburg's career. just an inning 2/3 allowing nine runs in the 1st inning alone. the rockies batted around scoring 6 runs on 7 hits. but, of course, they are playing in denver where the air is thin so the nats were going to get at least a few runs. brice harper hits his 21st home run of the season to make it 3- 1. they are not going away. trying to cut back in the 7th pedro severino hits his first career major league home run to pull washington within four. they would get no closer than two though. good comeback try. nats lose 12-10. the nationals now shift their focus to atlanta. they open up a four-game series there tomorrow. catch sunday's game here on wusa9. >> how do you leave the guy in after, like, five runs in the first?
