The men and women of the fbi had the extraordinary task of combing over every square inch of one of the largest Domestic Crime scenes they have ever managed. That thought never left timothy as he headed up one of the most uniquely challenging responses and investigations that the district has ever seen. We have all been trained on active shooter and the fbi, and you know, the active shooter situation is usually just a matter of minutes and its over. This was different. This scene lasted for over an hour. And when the bullet stopped, it was a special agent in charge of criminal investigations for the bureau who headed up the gruesome task of figuring out how and why lone gunman, aaron alexis, did what he did. Our folks went to work every day for 17 days, it was hard, you know, their main focus was the worst humanity had to offer in that building. 600,000 square foot crime scene that they managed. Killed 12, hurt 3, and shattered families across the dmv. At the time those videos were released, theres a lot of information out there as to, were there multiple attackers, you know, were there multiple weapons . We were in the position to dispel that at the earliest possible time with some photos, which we selected, which were not graphic, but should the individual and the nature of the tack. Gallagher says the families were told beforehand. They were kept first and foremost in mind during the entire investigation. And now, the one Year Anniversary is here. As we approach that, whats on your mind . You know, its the victims and the families. Debra alfarone, wusa9. And that is certainly on the minds of the people who gathered here at canal park. Thinking about all of those who lost their lives and the families left behind and all of the heros who work so hard to save so many. That is it from now, coming up in the next ten minutes, bruce leshan joins me to talk about a survivor who wants all of us to remember the names of those who died on this day one year ago. Derek. All right, lesli, one year later, we know so much more about the human cost, and the human spirit. Thank you so much. Well get back to you in a few minutes. Our top story tonight, police in the beginning stages of building a homicide case against katherine hoggle. Her children have been missing for more than a week. She has not told investigators her children are dead, authoritys are bracing for the worst. Stephanie ramirez with more on the on going search. Now one week and one day since their disappearance, police went in teams and hid more narrow search areas, looking for threeyearold sarah and threeyearold jacob. At the morning meeting received their assignments. Turner talked with me briefly, talking about how painful it was yesterday. The tears start welling up then, because i dont know who im looking at. I dont know what shes done with the kids or where she put the kids or if someone else has the kids. Im looking at someone who has done this horrible thing to my niece and nephew and its very difficult. Almost, its just surreal. Its like im in a movie or something and the tape is rolling by slowly. This is the toll the search is taking on the family. They pushing on. The family posting more and more fliers. They have already searched thousands of acres. The Montgomery County spokesperson telling us they cleared 14,000 acres. Our mission is to locate them and thats what we are doing at this point. So the manpower we had before, it continues to be the same. As Police Continue to comb the county today in teams, the family still holds on to hope. Their fund raising now to increase the reward for both children. Even plans to host a large volunteer search party if jake and sarah arent located by the end of the week. In germantown, wusa9. Wusa9s peggy fox joins us live and peggy, what can you tell us about a cold case that seems warmer today . Reporter exactly, derek. Im on top of a place called taylors mountain. You can see the Police Cruiser behind me. Thats a Bedford County Sheriff Department cruiser. Earlier today this place was packed. Take a look at some of the video we have for you. The Law Enforcement departments that were here was Bedford County sheriffs department, Virginia State police and Montgomery County Maryland Police down here searching on what they say is a cold case. Nothing to do with the hoggle case, but we understand this area has ties to a man who was named as a person of interest in the lions sisters disappearance. This search has been going on since thursday and we believe it has been ramped up. More cruisers here. We dont know if they collected anything, but residents are very curious. Heres what one of them had to say. I have seen a lot of cops coming in. A lot of vehicles, but they were all cops. It doesnt make you feel too good. And you dont know whats going on. Now the man who has been named as a person of interest back in february, Montgomery County police named Lloyd Lee Welsh, 57 years old, a person of interest in the 39yearold disappearance of the lions sisters. Thats katherine, sheila lions who disappeared in 1975. Now this person of interest, Lloyd Lee Welsh is now serving a 30 year sentence for sexually abusing a child. A tenyearold girl who was the daughter of his girlfriend. Hes in a delaware prison. He is there right now. He is scheduled for release in 2026. And hes actually seeking early release. Montgomery county police are here searching. We have no confirmation that in fact, they are searching in relationship to the lions case. Or anything related to welch. But we do know there is property here that is that used to be owned by his aunt and uncle. Now take a look at some of the pictures we have from this case that really shocked the washington, d. C. Metropolitan area. When sheila lion and her sister went for a walk, left their home, went to the wheaten plaza, and were never seen again. Their mother told them to be home at 4 00. They were just seen after 2 00 p. M. Never seen after that. Welch was named as a person of interest back in february. Police said that they had information that someone resembling welch was watching these children at the time. And from the start, they knew this duction, at first, they thought it was a run away and they knew somebody had been watching these girls and it has been recently they named welch as a person of interest and today, they are searching today. She would have turned four years old over this past weekend. Her family held a Birthday Party in her remembrance. The Navy Yard Shooting goes on. When we come back, well speak to a woman who lost her mom that day and how she is coping with all that one year later. Another gorgeous evening. An average day, pretty close to average. Sometimes being average is good. Low was 66. Averages are 80 and 63. And records going down. 96 record high. 44 record low. Well come back and tell you how cool it will be. What that means for your morning commute and a cold front tomorrow night into thursday morning. Many of us remember the name of the navy yard shooter, but sadly, we forgotten the names of the 12 people who died that day. One survivor is hoping we talk less about the murder and focus more on the peoples lives he stole. Bruce leshan joins me live with more on that part of the story. Its Jessica Gardy who lost her mother, kathleen, here at the navy yard. When i talked to her earlier this week and i mentioned the killers name, she stopped me and she said, why is it that we always remember these tragedies in america by the name of the attacker and we dont focus on the victims . Well, not a day goes by that i dont notice shes not there or wish she was. Jessica gardy is left with only pictures of a mother who was filled with love. My mom. Thats my brother. Kathleen gardy adored. She was adventurous enough to strap into a parachute and jessica says after her rebellious teen years, their relationship was blossoming. We were finally in transitioning from that, where you get the friendship part. Kathleen gardy was e mailing with her husband from work when the killer started stalking the halls. A coworker saw him shoot her, but her family did not find out for hours. When you find out through rumor, before you find out officially. Kathleen gardy was months away from retirement. She dreamed of traveling with her husband, of raising orchids and of surveying bluebirds here at the National Wildlife refuge. How has the last year been for you . Piecing things together. I know, its kind of like trying to make things work even though theres a gaping hole. She does not use his name, but Jessica Gardy does not seem to bear malice for the troubled man who killed her mother. I think he was as much of a victim, Mental Health system is not what it needs to be. And a year later, she is not sure much has changed. Not the hole in her heart, nor her nagging fear that it could happen again. Jessica and her father tried a few months ago to pack up her mothers things in the closets in the house and they just broke down and could not do it. It is still just too painful. You know, you read some of the stories of the victims families and it reminds me a lot about what happened with seven. Some september 11. And we just, all we can say is we think about them and keep them in our prayers because we know that one year doesnt heal these wounds at all. Imagine, imagine, you know, how hard it would be to pack up your mothers things because she is gone. None of us want to think we will have to do that at all. Bruce, thank you. By the way, the ceremony to honor the victims and the survivors is continuing to go on. That is it for us here. Im lesli foster. Derek, ill send it back to you. Great job. Thank you so much. The move to a bit of a brighter note. Topper will be back in a minute or two. He has the forecast and tomorrow, you are going to e sh in cases of rape and incest, just like the rightwing republicans in congress. They want to overturn roe v. Wade. So does she. I think roe v.
